In Broadcasting Public Notice 2006-55, the Commission announced that it would periodically issue public notices setting out revised lists of eligible satellite services, which would include references to all amendments made since the issuance of the previous public notice setting out the lists. 2. In Broadcasting Regulatory Policy 2011-399, the Commission replaced the lists of eligible satellite services with a simplified, consolidated list, which is currently known as the List of non-Canadian programming services and stations authorized for distribution (the list). The consolidated list came into effect 1 September 2011. 3. Accordingly, in Appendix 1 to this regulatory policy, the Commission sets out all amendments made to the list since the last compilation published in Broadcasting Regulatory Policy 2015-27. The non-Canadian programming services and stations authorized for distribution up to and including 20 November 2015 are set out in Appendix 2. 4. As noted in the following regulatory policies, certain services have been renamed: India Today (formerly Headlines Today Channel, see Broadcasting Regulatory Policy 2015-311); FOX Sports Racing (formerly Speed Channel, see Broadcasting Regulatory Policy 2015-189); and Gone Viral X-treme (formerly Gone Viral Blog, see Broadcasting Regulatory Policy 2015-188). 5.     INTERNATIONAL NEWS CONTRAFLOW IN THE UNITED STATES AND CANADA: STRUGGLES OVER NORTH AMERICAN MEDIA MARKETS AND REGULATION OF AL JAZEERA AND CHINA CENTRAL TELEVISION BY IAN KIVELIN DAVIS DISSERTATION Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Communications in the Graduate College of the University of Illinois at Urbana-Champaign, 2015 Urbana, Illinois Doctoral Committee: Professor John Nerone, Chair Professor Cliff Christians Professor Dan Schiller Professor Angharad Valdivia ABSTRACT In this dissertation, I examine news media contraflow, flows of news and information from historically underrepresented parts of the globe into advanced media systems. I assess North American governance of news media flows in light of increased availability of nonwestern news organizations. The research in the following chapters examines the cases of the Al Jazeera Network (AJ) and China Central Television (CCTV) to more fully account for transformations in the gatekeeper roles of regulatory bodies, media distribution industries and communication norms that govern North America’s engagement with these emergent news providers. The proliferation of foreign news broadcasters makes examining institutions of reception – state regulators, public activist groups and distribution industries – increasingly important. Through case studies, I look, first, to recent changes in the production of international news in the neoliberal landscape of global communication. I examine significant new news content creators and identify what I call a hybrid media production model. State media enterprises are becoming savvy users of communication networks transformed by neoliberalism. In the second part of the dissertation, I outline the inchoate “foreign media policies” of the United States and Canada by analyzing the complex of law, norms and market conditions that influenced the reception of AJ and CCTV.

U.S. News Coverage of Racial Issues in a Digital Era Carolyn Nielsen Chair of the Supervisory Committee: Professor David Domke Department of Communication This dissertation examined how reporters cover racial issues at a time when violence by police against African Americans has risen to a new level of salience among journalists. Drawing on Democratic Theory, I created a taxonomy of journalism about race across three paradigms: Traditional, Interactive Race Beat, and Journalism 3.0. I then performed a narrative analysis of coverage across the three paradigms. I employed the lens of Critical Race Theory to analyze coverage of three racial moments: the election of the U.S.’s first African American president, the rise of The Black Lives Matter Movement, and the civil unrest following the killing of an unarmed Black teen by a White police officer in Ferguson, Missouri. Next, I conducted interviews with journalists in each paradigm to assess influences on their reporting and interpreted their responses using theories of new institutionalism. Overall, I found Traditional journalism broke with previous norms to more closely resemble the coverage patterns found in born-digital Journalism 3.0 coverage, which showed racism as systemic, foregrounded the lived experiences of the oppressed, leveraged social media to monitor and interact with the audience, and eschewed the professional norm of objectivity.

In Broadcasting Public Notice 2006-55, the Commission announced that it would issue a public notice each year setting out revised lists of eligible satellite services, including references to all amendments since the previous public notice setting out the lists. 2. In Broadcasting Regulatory Policy 2011-399, the Commission replaced the lists of eligible satellite services with a simplified, consolidated list, the List of non-Canadian programming services authorized for distribution (the list), which came into effect 1 September 2011. 3. Accordingly, in Appendix 1 to this regulatory policy, the Commission sets out all amendments made to the list since the last compilation found in Broadcasting Regulatory Policy 2014-18. Further, the non-Canadian programming services authorized for distribution approved as of 26 November 2014 are set out in Appendix 2. 4. As noted in Broadcasting Regulatory Policy 2014-240, Military Channel was renamed American Heroes Channel. Further, as set out in Broadcasting Decision 2014-217, Star India One Channel was removed from the list as requested by Asian Television Network International Limited, the Canadian sponsor, and agreed to by Star India Private Limited, the operator.
