The sacrament of Penance is in crisis in many parts of the world because of “unwarranted interpretations’’ of the requirements for general absolution, he told a group of U.S. bishops May 31. The renewal process envisioned by the Second Vati can Council requires “the practice of integral and individual Confession of sins,’’ he added. The Pope said national bishops’ conferences must continuously promote better understanding of the re quirements for general absolution contained in canon law, the church’s legal code. “Sporadic efforts are not enough to overcome the crisis,’’ he said. Not criticizing U.S. One U.S. bishop who attended the papal meeting said the Pope was not criticizing U.S. practices but reiterating general principles. “I welcomed it," said Archbishop Thomas C. Kelly of Louisville, Ky. “It was encouragement to foster the sacrament of Penance.” The Pope spoke to 20 bishops from Louisiana, Ken tucky, Mississippi, Tennessee, Alabama and the Archdiocese for the Military Services. The Three Titles of the Laity
The Three Titles of the Laity Leo Pelkington, O.P. The emergence of the laity in assuming a dynamic participation in the life of the modern Church is a good instance of the evolu tionary character of the Church. The Church is a living, mobile organism which relates itself in the temporal and spiritual spheres to all mankind; especially to its own members: the faithful. Not that the Church all of a sudden realized the dignity and importance of the laity's role in the Church-indeed, the relevancy of the laity's role is incorporated into the very fiber of its existence-but where the Church in previous times has asked individual members of the faithful to take on an active role in her affairs, she now asks all the faithful to assume the duty of active and mature participation in the salvifi.c mission of the Church. She does this by emphasizing the three titles or roles of the laity : the Priestly, Prophetical and Royal titles. These roles of the laity are spelled out by the Church in the monumental decree of the present Ecumenical Council, The Constitution On The Church. The scope of this article will be a brief analysis of the three titles of the laity. Who Are the Laity? The term laity is applied to all the faithful of the Church except those in holy orders and those who embrace the state of religious life. Through the sacrament of Baptism a person is incorporated into one body with Christ and the baptized constitute the People of God. -

A central tenet of the aggiornamento undertaken by the Second Vatican Council was the Church’s role in and relationship to the modern world. Pope John XXIII’s call for a “pastoral” Council reached a new level of intensity in the Council’s debates on the Pastoral Constitution on the Church in the Modern World, Gaudium et spes . As if to acknowledge the inchoate nature of the Church’s new vision for its role in the world, the Pastoral Constitution mandated creation of a new organism of the universal Church that would extend reflection and action on the Church’s social engagement beyond the Council. This mandate, contained in article 90 of Gaudium et spes would become the Pontifical Commission for Justice and Peace. This dissertation examines the history and theological foundations of the process leading to this decision, focusing on the development of the theology of the Church’s relationship with the world during the Council itself and the immediate aftermath. -

The Leaven in the Council: Joseph Cardijn and the Jocist Network at Vatican II By Stefan Robert Gigacz, LL.B., LL.M. (Legal Theory), DEA Canon Law. A thesis submitted in fulfilment of the requirements for the degree of Doctor of Philosophy University of Divinity 2018 Abstract This thesis investigates the role and impact of Joseph Cardijn, founder of the Jeunesse Ouvrière Chrétienne (Young Christian Workers) movement, and the jocist network of bishops and periti at the Second Vatican Council. It adopts a longue durée approach, locating Cardijn within a tradition of Catholic social thought and action that developed in the wake of Europe’s nineteenth century industrial and democratic revolutions. It highlights the influence of the Lamennais School, and Marc Sangnier’s Sillon movement as sources for his work. Secondly, it traces the influence of Cardijn, his theology and methods over the half century prior to the Council, particularly the well-known see-judge-act method, which formed part of his “Three Truths” Christian dialectic. It also documents the emergence of a global network of JOC and/or Specialised Catholic Action chaplains experienced in these methods, many of whom would become key conciliar actors. Thirdly, it examines the role at Vatican II played by Cardijn, the jocist-formed bishops and periti, as well as several lay leaders from the movement, who became lay auditors. It particularly examines Cardijn’s role in the Preparatory Commission on Lay Apostolate and its successor the conciliar Lay Apostolate Commission in the drafting of the Decree on Lay Apostolate, Apostolicam Actuositatem, and the Doctrinal Constitution Lumen Gentium, as well as the impact of his book, Laïcs en premières lignes, published in English as Laymen into Action. -

By Christine Capra Register Staff April 21 was a typical Colorado spring day. A cool breeze and blue sky prevailed. But it wasn’t a typical day for Steven McDonald. It was the first time he had been outdoors since July 12, the day Shavod Jones, 15, shot the 30-year-cld police officer in Central Park in New York, paralyzing him from the neck down. McDonald, with his wife, Patti Ann, arrived at Stapleton Air Field April 26 and went directly to Den ver’s Craig Hospital for rehabilitation. “ We heard positive things about Craig and what k ' they’ve done with patients,” said Patti. “ Our main goal is to have Steven home with our son.” Their son, Conor Patrick, was born Jan. 29, only V. hours after Shavod Jones received the maximum sentence of from 3 1/2 to 10 years in prison for the shooting. Cardinal O’Connor Conor Patrick was named for Cardinal John J. O’Connor of New York, who baptized the baby on Steven’s 30th birthday, March 1. ’The cardinal often celebrated Mass in Steven’s hospital room at Bellview Hospital after the shooting and payed frequent visits to the couple. -

Der Briefwechsel der polnischen und deutschen Bischöfe von 1965 und seine Kontexte, Marburg: Verlag Herder-Institut, 2016, 286 pp., Studien zur Ostmitteleuropaforschung, vol. 37 The book under review is noteworthy despite the Pastoral Letter of the Polish Bishops to their German brothers and the latter’s response having already been 1 dealt with in a great number of works. In writing the book, its author, an archi- vist from the bishopric archive in Essen, enjoyed the double advantage of a thor- ough knowledge of the German Catholic Church and the new source material he had found in the archival legacy of German bishops, especially from Cardinal Franz Hengsbach. Hengsbach was the first bishop of the diocese established in Essen in 1957. Because of his contacts with Polish Catholics in the Ruhr region, he became responsible for contact with the Polish Catholic Church. He partici- pated in the Second Vatican Council. Analysis of the discovered sources has allowed Severin Gawlitta to broaden our knowledge of the circumstances of the correspondence between Polish and German bishops, and the reaction it elicited. The author shows a good under- standing of the Catholic clergy’s motives and mentality, especially those who made up the German Episcopate (his understanding of the Polish Episcopate is more limited). He provides a valuable explanation of the German Episcopate’s decisions’ context and their link to German domestic problems. Gawlitta’s in- terpretation is controversial insofar as he assumes that the German response remained unacknowledged and misunderstood by both contemporaries and lat- er historians. -

In an era of intense German-Polish hostility, the bishops struck conciliatory notes, culminating in the now-famous phrase, "We offer forgiveness and we ask for forgiveness." The letter, and the German bishops' response a week later, captured widespread attention and stimulated intense controversy in the months that followed. The exchange is now recognized as a critical turning point in German-Polish relations, advancing a gradual rapprochement in the decades that followed. In his new book, Severin Gawlitta revisits the correspondence with the benefit of fifty years of hindsight. Drawing from the existing literature and newly available primary sources, including the papers of Cardinal Franz Hengsbach, Gawlitta skillfully reconstructs the political, social, and theological contexts that are essential for understanding the origin and impact of the letters. In so doing, he has produced what will likely remain the definitive treatment of the subject for many years to come. The volume opens with unabridged versions of the lengthy letter from the Polish bishops and the shorter German response. This invites the reader to assess the documents on their own terms.
