Situated on a small island, only two miles wide and four miles long, and bounded by the Gulf of Mexico and the Atlantic Ocean, it was once the largest city in Florida; at another time one of the wealthiest cities, per capita, in the United States; and at yet another time, one of the poorest. Blessed with its beautiful setting and tropical climate, Key West has, like many attractive tourist destinations, undergone a mighty struggle over its identify. Buffeted over the years by economic forces and national cultural changes, not to mention the occasional hurricane, Key West has long been one of America’s most unique and intriguing places. In 1983, it elected Richard Heyman, the first openly gay mayor in the United States. And in 1989, citizens chose Captain Tony Tarrachino as mayor, who, as described by the Washington Post, “had been a … gambler, gunrunner, saloonkeeper, fishing boat captain, ladies’ man and peerless raconteur.” Historian Charlton Tebeau concluded that during the decades (Continued on page 3) The cover of Key West On the Edge. City of Key West 2012 Annual Report City Manager Bogdan Vitas, City Manager Reflecting on 2012, the City of Key West continued to improve its financial condition, maintain and improve services to the public, and importantly, experienced a significant changing of the guard. In July of last year, I joined the City as its new City Manager replacing long time manager Jim Scholl who entered into retirement. This year's annual report reflects upon Mr. Scholl's past leadership and the new direction taken by my administration during the last year. With a great sense of pride, the management team and I are pleased to present an overview of last year's accomplishments. The foremost goal of this report is to provide the community with a transparent accounting of the major accomplishments we have completed to make your city a better place to live, work, play and call home. When I took the reins, it became clear that there are many old and new challenges the City has yet to meet based on its strategic plan, a plan that this administration will tackle in the years ahead. Foremost on that agenda, we moved forward rapidly to address several major cap- ital improvement projects obtaining City Commission approval for a new City Hall at Glynn Archer School, Sexton's building at our historic cemetery, Transit Center on Stock Island, down- town Fire Station, and the Truman Waterfront Park. These capital projects represent a significant public investment of your local tax dollars and public grant funds to support our community for future generations. -

City of Key West 2006 Annual Report City Manager Julio Avael City Manager: Julio Avael Address: 525 Angela Street Phone: 305-809-3888 Welcome to this year’s edition of the City of Key West Annual Report. As we transition into 2007, this report serves as a reflec- tion on another successful year here in the Southernmost City. Though there were hurdles and obstacles to overcome last year, I can confidently say that this city has risen to the challenge yet again and come out stronger and better able to serve its resi- dents and visitors as a result. Much of this past year was spent recovering from 2005’s devas- tating hurricane season, most notably Hurricane Wilma, which left our island underwater and caused millions of dollars in dam- ages. Though we are still feeling the financial effects of that storm, the city is bouncing back to its pre-Wilma strength, boost- ed by quick recovery efforts on the part of your city staff. Each department was crippled by the storm, but by working together, we have replaced countless flooded vehicles, cleared and improved drainage systems in several neighborhoods and repaired damaged buildings and structures throughout the city.
