The Division of Adult and Continuing Education of {.he Texas Education Agency considers it a singular honor to honor this singular individual by dedicating this guide to him. a / COMPLIANCE WITH TITLE VI, CIVIL RIGHTS ACT OF 1964 AND THE MODIFIED COURT ORDER, CIVIL ACTION 5281, FEDERAL DISTRICT COURT, EASTERN DISTRICT OF TEXAS, TYLER DIVISION Reviews of local education agencies fmrtaining to compliance with Title VI Civil Rights Act of 1964 and with specific requirements of the Modified Court Order, Civil Action No. 5281, Federal District Court, Eastern District of Texas, Tyler Division are conducted periodically by staff representatives of the Texas Education Agency. These reviews cover at least the following policies and practices: (1) acceptance policies on student transfers from other school districts; (2) operation of school bus routes or runs on a non-segregated basis; (3) non-discrimination in extracurricular activities and the use of school facilities; (4) non-discriminatory practices in the hiring, assigning, pro- moting, paying, demoting, reassigning or dismissing of faculty and staff members who work with children; (5) enrollment and assignment of students without discrimina- tion on the ground of race, color or national origin; and (6) evidence of published procedures for hearing complaints and grievances. In addition to conducting reviews, the Texas Education Agency staff representatives check complaints of discrimination made by a citizen or citizens residing in a school district where itis alleged discriminatory practices have or are occurring. Where a violation of Title VI of the Civil Rights Act is fount the findings are reported to the Office for Civil Rights, Department of Health, Education and Welfare. If there be a direct violation of the Court Order in Civil ActionNo. 5281 that cannot be cleared through negotiation, the sanctions required by the Court Order are applied. At this writing, it is probably the most comprehensive guide available on using a newspaper to teach adults yet published by a state department of education. To the inevitable question, WHY USE Tr2; NEWSPAPER TO TEACH ADULTS?, the best answer is another question: WHY NOT USE THE NEWSPAPER TO TEACH ADULTS? Nationally, the newspaper in the classroom movement has demonstrated its instruc- tional value to students in the elementary and junior and senior high school grades. But what about its insLructional value for adults--and undereducated adults at that. Admittedly, the newspaper is not a regular part of the existent "curriculum" in adult and continuing education. But if teacher enthusiasm in the State of Texas for this new instructional technique is any indication, the newspaper belongs in the adult classroom.

Today, flexography prints most of the flexible packaging film which accounts for about half of all packaged products. Hobbyists, artists, and printmakers cut away non-printing areas on sheets of linoleum to create relief surfaces. Garamond was the first printer to cast type that was sold to other printers. By the 1880s there were almost 80 foundries in the U.S. One newspaper could keep one foundry in business. Machine typesetting changed the status quo and the Linotype had an almost immediate effect on type foundries. Twenty-three foundries formed American Type Founders in 1890.

EDY: Conditions of Acceptance: The United States Military, the Press, and the “Woman War Correspondent,” 1846-1945 (Under the direction of Jean Folkerts) This dissertation chronicles the history of American women who worked as war correspondents through the end of World War II, demonstrating the ways the military, the press, and women themselves constructed categories for war reporting that promoted and prevented women’s access to war: the “war correspondent,” who covered war-related news, and the “woman war correspondent,” who covered the woman’s angle of war. As the first study to examine these concepts, from their emergence in the press through their use in military directives, this dissertation relies upon a variety of sources to consider the roles and influences, not only of the women who worked as war correspondents but of the individuals and institutions surrounding their work. Nineteenth and early 20th century newspapers continually featured the woman war correspondent—often as the first or only of her kind, even as they wrote about more than sixty such women by 1914.

The nation was experiencing the problems associated with healing the wounds of war while the age of the industrial revolution was dawning upon the nation. Thomas A. Edison in 1864 invented an automatic telegraph repeater, making possible the sending of mes­ sages over long distances (1, p. 587). In the early 1870s, less than 10 years before Mayborn's birth, a telegraph system was incorporated into the nation's fledgling railway system (1, p. 587). Edison started to work in his Menlo Park, New Jersey laboratory in 1876 (1, p. 587). It was not until Septem­ ber 4, 1882, when Mayborn was almost three years old, that New York City got its first electric street lights (2, p. 118) . In his book, The Rise of Industrial America, Page Smith detailed events taking place in the nation at the time of Mayborn's birth and during the next 20 years when Mayborn was receiving all the formal education he was to have and when he found himself, due to economic conditions of the time, looking for work.
