YORK REGION DISTRICT SCHOOL BOARD Review of French Second Language (FSL) Programming

Background:

To ensure a future of high-quality and sustainable programs, the Board has undertaken a comprehensive review of the French Second Language (FSL) programs, Core and Immersion.

The review includes literature research, review of other jurisdictional practices and public and internal input to the Core and Immersion French programs. At the fall School Council Forums, the Board announced its intent to conduct the review as well as the timelines for the public input process.

The public input process includes a telephone and online survey, followed by focus group sessions, which will be conducted during the spring School Council Forums by the Board’s selected vendor, Ipsos Reid. The online and telephone survey used similar questions, which were developed jointly by Ipsos Reid, the Board’s Parent Reference Group and staff committees (FSL Lead Team and FSL Advisory Committee). The telephone survey was conducted by Ipsos Reid in December 2011, and included 1000 respondents from across York Region. The online survey was available for completion between December 16, 2011 and January 16, 2012, and received 1,518 total responses (not all respondents answered every question).

Rationale:

This report is an update on the public input process of the FSL Review being conducted. The telephone and online survey results will be shared with the Board’s parent community through the spring School Council Forums and is presented with this report for information.

As presented at the September 12, 2011 Board Standing Committee meeting, the focus group sessions to be held at the spring School Council Forums will be conducted by Ipsos Reid. The intent of the focus group sessions is to share and receive feedback on input already received from the public.

Overall Attitudes • There is strong support for learning a second language – 93% agreement (63% very important, 30% somewhat important). • There is also strong support for learning French in school – 87% agreement (51% very important, 36% somewhat important). • Mixed level of awareness of the French programs offered by the Region – 51% can’t recall/don’t know, 34% say French Immersion, 9% say Core French.

Assessment of Current Programs Core French • 31% of residents say they don’t know enough about the Core French Program to comment on quality of the program. • Among those who do know enough, 79% rate the overall quality of the Core French Program as at least good (19% very good, 60% good). • Most respondents (41%) think a graduate from Core French should have an Intermediate Level of French Knowledge – can use French in a social context for example when travelling and in a familiar context (school, leisure). • 80% are supportive of starting Core French at grade 4 (45% very supportive, 35% somewhat supportive).

Survey Monkey was an aided (listed French programming options) multiple response question.

The Ipsos Reid telephone survey data and the Survey Monkey data are not directly comparable for the following reasons:

• Different methodologies were used (Ipsos used a telephone survey while SurveyMonkey is an online open-link survey) • Different audiences were surveyed (Ipsos surveyed a representative sample of York Region residents, while SurveyMonkey is not a representative sample e.g. open-link with no quotas or weights) • Several questions were asked differently from one survey to the other e.g. Q3 in the Ipsos survey was an open-ended question meaning respondents were not prompted with the possible answer options, while Q3 in the Survey Monkey survey provided the answer options and respondents were prompted to chose one or more of the options.

ELEMENTARY SCHOOL BOUNDARY CHANGES

Lincoln Alexander Public School and Sir John A. Macdonald Public School

BACKGROUND:

In accordance with the York Region District School Board Policy #108.0, Student Accommodation - Attendance Areas and Student Transfers, staff is required to bring recommendations to the Board when attendance boundaries are being changed.

Following the identification of boundary options, staff presents options (if available) to the public for review and consultation. Following public consultation, the boundaries are brought forward to the Board for approval.

RATIONALE:

The purpose of the Boundary Review Process is to create effective long-term boundaries for elementary and secondary schools. Current attendance boundaries are amended due to many factors including the construction of new schools, program changes, and to align elementary and secondary boundaries.

Proposed Elementary School Boundary Change: Sir John A. Macdonald Public School

Schools Impacted: Lincoln Alexander Public School

Current Boundaries

The current elementary boundary for Lincoln Alexander Public School, Section B (Appendix A) serves an area referred to as Cathedral Town and is bounded by Major Mackenzie Drive East, Highway 404, 19th Avenue and East of Woodbine Avenue.

Initial development within the Lincoln Alexander Public School, Section B boundary began in 2003 on the east side of Woodbine Avenue. There are currently approximately 930 existing residential units with less than 200 units remaining to be built on the east side of Woodbine Avenue. The west side of Woodbine Avenue began to develop in 2006 and there are currently approximately 2,000 units built with an additional 1,200 units remaining.

Lincoln Alexander Public School opened in 2004 with an enrolment of 354.50 FTE and has a York Region District School Board functional capacity of 516. As of October 2011, Lincoln Alexander Public School has an enrolment of 458 FTE which includes students from the east side of Woodbine Avenue. A large portion of the west side of Woodbine Avenue in Lincoln Alexander Public School, Section B boundary has been holding at Buttonville Public School since September 2008.

Proposed Boundaries

Sir John A. Macdonald Public School is scheduled to open in September 2012. This school is located within the current Lincoln Alexander Public School, Section B boundary, located north of Elgin Mills Road East and west of Woodbine Avenue at the intersection of Helford Street and Prince of Wales Drive.

In order to create a boundary for the new school, it is proposed that the current Lincoln Alexander Public School, Section B elementary boundary be partitioned into three areas (Sir John A. Macdonald Public School, Section A, Sir John A. Macdonald Public School, Section B and Lincoln Alexander Public School, Section B).

The new Sir John A. Macdonald Public School, Section A boundary will be bordered by Major Mackenzie Drive West and Woodbine Avenue to the south and east respectively, by Elgin Mills Road East to the north and Highway 404 to the west. The new Sir John A. Macdonald Public School, Section B, will be bordered by Elgin Mills Road East to the south, Highway 404 to the west, 19th Avenue to the north and extend to back of the lots on the east side of Woodbine Avenue.

The remainder of the block will continue to be served by Lincoln Alexander Public School, Section B boundary, bounded by Major Mackenzie Drive west to the South, the hydro corridor to the east, Elgin Mills Road East to the north and Woodbine Avenue to the west.

As Lincoln Alexander Public School, Section B and Sir John A. Macdonald Public School boundaries fall within the Richmond Green Secondary School boundary, no secondary boundary changes are required.

Consultation Process

In October 2011, Planning staff met with the principals at Lincoln Alexander Public School and Buttonville Public School, superintendent and local trustee to discuss the implementation of the proposed boundary change for September 2012. Staff attended School Council meetings at Buttonville Public School and Lincoln Alexander Public School on October 5, 2011 and October 13, 2011 respectively.

On January 26, 2012, staff held a public meeting at Buttonville Public School to discuss the recommended boundary revisions. At the public meeting, staff received comments regarding the timing of Full-Day Kindergarten availability at Lincoln Alexander Public School (2013 implementation) and Sir John A. Macdonald Public School (2012 implementation).

Recommended Option

That the current Lincoln Alexander Public School, Section B boundary, be modified to create new boundaries for Sir John A. Macdonald Public School, Section A, Sir John A. Macdonald Public School, Section B and Lincoln Alexander Public School, Section B effective September 2012 (Appendix B).

Following the identification of boundary options, staff presents options (if available) to the public for review and consultation. Following public consultation, the boundaries are brought forward to the Board for approval.

RATIONALE:

The purpose of the Boundary Review Process is to create effective long-term boundaries for elementary and secondary schools. Current attendance boundaries are amended due to many factors including the construction of new schools, program changes, and to align elementary and secondary boundaries. This report also contains minor boundary changes that are transportation related for a number of elementary schools.

Proposed Elementary School Boundary Change: Lakeside Public School

Schools Impacted: Lakeside Public School and Deer Park Public School

In January 2011, staff was apprised of a transportation issue that impacted students living in the southwestern limits of the Deer Park Public School boundary. (Appendix A)

Bussing for Lakeside Public School students follows Lake Drive North until it intersects with Metro Road North where the bus turns southbound. This area crosses into the Deer Park Public School boundary. In order to have an efficient transportation network, staff propose this area, including Nellie Avenue, and Duke Street, be serviced by one bus, as part of the Lakeside Public School boundary (Appendix B).

As the elementary boundaries for Lakeside Public School and Deer Park Public School are currently aligned with the secondary boundaries of Sutton District High School and Keswick High School, a secondary boundary change is also required (Appendix C and D).

Consultation Process

Planning staff met with affected school administration regarding the proposed changes. Direct communication by school administration was made to affected students in the southwestern area of Deer Park Public School.

As per Board Policy #108.0, no public meeting is required since these elementary and secondary boundary changes impact less than 25 students.

Recommended Option

That the Lakeside Public School elementary boundary and the Keswick High School secondary boundary be modified to include an area along Lake Drive North and Metro Road North, including Nellie Avenue, and Duke Street, from the Deer Park Public School and Sutton District High School boundary effective September 2012.

Proposed Elementary School Boundary Change: Mount Joy Public School and Greensborough Public School

Schools Impacted: Mount Joy Public School and Greensborough Public School

In March 2006, a development application for 309 units located within the Greensborough Public School boundary was circulated to the Board. House closings had begun when staff recommended holding the area at neighboring Mount Joy Public School. Mount Joy Public School currently has an October 31, 2011 FTE enrolment of 461 and a capacity of 573 pupil places. Because this development application cannot be accommodated at Greensborough Public School, staff recommends including this area as part of the permanent Mount Joy Public School boundary (Appendix F).

Consultation Process

Planning staff communicated with affected school administration regarding the proposed changes. Direct communication by school administration was made to the six students in the holding area to Mount Joy Public School.

As per Board Policy #108.0, no public meeting is required since this elementary boundary change impacts less than 25 students.

Recommended Option

That the Mount Joy Public School elementary boundary be modified to include a holding area south of Major Mackenzie Drive East from the Greensborough Public School attendance boundary effective September 2012.

Proposed Elementary School Boundary Change: Park Avenue Public School and Holland Landing Public School

Schools Impacted: Park Avenue Public School and Holland Landing Public School

In January 2012, staff was apprised of a transportation issue that affected students living in two areas of the Park Avenue Public School boundary (Appendix G).

Bussing for Toll Road crosses into the Holland Landing Public School boundary where the road ends at Bradford Street. In order to have all students from this single street attend Park Avenue Public School, and to create an efficient transportation network, three additional Toll Road addresses need to be included in the revised boundary. Student Transportation Services supports the entire street be serviced by one bus, as part of the Park Avenue Public School Boundary (Appendix H). A second bussing route for Park Avenue Public School travels south along Bathurst Street from Highway 11 where it reaches a closed section of road due to an unsafe bridge and poor road conditions. This area underwent a Class Environment Assessment by the Region of York to review recommended improvements along this important road network link. York Region staff anticipates construction to begin in 2013 to open Bathurst Street between Green Lane and Highway 11. In the interim, bussing routes are disconnected and are not thoroughfares. Board staff recommends that the north section be serviced by one bus to Park Avenue Public School, and the south section be serviced by another bus to Holland Landing Public School (Appendix H). The proposed boundaries would include both sides of Bathurst Street in each of the north and south sections.

Consultation Process

Planning staff communicated with affected school administration regarding the proposed changes. As students living within the area of the proposed boundary changes currently attend Park Avenue Public School, no students are being impacted.

As per Board Policy #108.0, no public meeting is required since this elementary boundary change impacts less than 25 students.

Recommended Option

That the Park Avenue Public School elementary boundary be modified to include the entire street of Toll Road and northern section of Bathurst Street south of Highway 11, from the Holland Landing Public School attendance boundary effective September 2012.

1. That the Lakeside Public School elementary boundary be changed to include a southwestern portion of the Deer Park Public School elementary boundary for September 2012, as reflected in the staff report. That the Deer Park Public School elementary boundary be revised to match these changes.

2. That the Keswick High School secondary boundary be modified to include a southwestern portion of the Sutton District High School secondary boundary for September 2012, as reflected in the staff report. That the Sutton District High School secondary boundary be revised to match these changes.

3. That the Mount Joy Public School elementary boundary be modified to include a holding area south of Major Mackenzie Drive East of the Greensborough Public School elementary boundary for September 2012, as reflected in the staff report.

Background:

To obtain approval to name the elementary school that fronts on Harvest Hills Blvd. just west of Woodspring Avenue in the Town of East Gwillimbury.

Rationale:

The York Region District School Board is scheduled to open a new elementary school in the Town of East Gwillimbury in September 2013. The site fronts on Harvest Hills Blvd. just west of Woodspring Avenue. The attendance area for this new elementary school will be established and approved by the Board by March 2013.

Phoebe Gilman (April 4, 1940 – August 29, 2002) was a children's book author and illustrator. Born in the Bronx, , one of her passions was travel and she lived in Europe and Israel for extended periods. In 1972 she settled in Canada where she married and began her writing career. Along with being a book author and illustrator, she taught for fifteen years at the Ontario College of Art. Phoebe Gilman died of leukemia in Toronto at the age of 62.

Her books were notable for their strong lead female characters. Her book, Something From Nothing, adapted from an old Yiddish tale, won the 1993 Ruth Schwartz Award for best children’s book, which was later adapted for a television special. She also won the Vicky Metcalf Award for her contribution to the field of children's literature in Canada.

As such, Phoebe Gilman Public School is the recommended name for this new school.
