UVOD Preśednik IKCG Arh. Ljubo Dušanov Stjepčević Deceniju rada Inženjerska komora Crne Gore dočekuje u jednoj pozitivnoj atmosferi, sa potpunim jedinstvom interesa struka udruženih u njoj. Komora je osnovana 2000. godine, a osnivačka Skupština održana je 31. oktobra, 2001. godine. Početak rada Komore obilježila je neusaglašenost interesa struka, koje se bave planiranjem, projektovanjem i izgradnjom objekata. Značajno vrijeme utrošeno je u nastojanju da se dođe do rješenja koje bi zadovoljilo ravnopravnost i jednakost svih struka uključenih u Komoru. Pojedinim presudama i sam opsta- nak Komore bio je doveden u pitanje. Ipak, to vrijeme je trasiralo put u stvaranju institucije koja bi bila po mjeri svih inženjera. Konačno, 2008. godine, predstavnici svih struka dogovorili su se da je opstajanje Komore neophodno i postigli su jedinstvo u određivanju načina njene organizacije i funkcionisanja. Iste godine održana je i Śednica Skupštine na kojoj je utvrđen Statut Komore, podržan od svih struka. Organi Komore, a posebno Upravni odbor, uspjeli su da donesu sva potrebna akta za dalje funkcionisanje. Komora je sada mogla da se bavi aktivnostima zbog kojih je osnovana - unapređenjem rada struka i zaštitom njihovog interesa. Ostvareni su pozitivni rezultati, kako na unutrašnjem, tako i na međunarodnom planu. Komora je pored toga što je bila osnivač i član Evropskog savjeta inženjerskih komora (ECEC), postala punopravni član Svjetske federacije inženjerskih organizacija (WFEO) i Evropskog savjeta građevinskih inženjera (ECCE). Potpisani su sporazumi o saradnji sa zemljama Jugoistočne Evrope i ostvarena zavidna saradnja sa komorama u okruženju i Evropi. Takođe, potpisani su sporazumi sa stručnim organizacijama u državi. Komori je vraćeno javno ovlašćenje utvrđivanja ispunjenosti uslova za sticanje i izdavanje licenci za fi zička i pravna lica. -

It draws upon both primary and secondary sources and narratives currently dominating public discourse in Serbia and Montenegro. A country’s “soft power” rests primarily on three resources: its culture, its political values, and its foreign policies,1 but it cannot exist on its own. -

If we are to learn any lesson from the history of the past fifty years of art, it is surely that an art unattached to the social world is free to go anywhere but that it has nowhere to go.
