A COMPARATIVE ACCOUNT OF THE SMALL PELAGIC FISHERIES IN THE APFIC REGION by M. Devaraj and E. Vivekanandan Central Marine Fisheries Research Institute Cocbin-682014, India Abstract The production of the small pe/agics in the APFIC region was 1.2 mt/sq. km during 1995. Among the four areas in the region, the small pe/agics have registered (i) the maximum annual fluctuations in the western Indian Ocean; (ii) the highest increase duri'}i the past two decades along the west coast of Thailand in the eastern Indian Ocean; and (iii) the consistent decline in the landings during the past one decade along the Japanese coast in the northwest Pacific Ocean. The short rnackerels emerged as the largest fishery in the APFlC region, fom'ing 19.5% of the landings of the small pelagics in 1995. The group consisting afthe sardines and the anchovies has shown clear signs of decline during the past one decade in almost the entire region. Most of the small pelagics have unique biological characteristics such as fast growth, short longevity, late maturity, high nalllral mortality, shoaling behaviour, high fecundity and severe recruitment fluctuations. As many species of the small pelagics undertake migration, collaborative research programmes and close coordination are required among the APFle countries for the stock assessment of all the major species. The management measures under implementation in these countries have been reviewed, with suggestions for regional cooperation for the management of the stocks of the small pelagics. INTRODUCTION The Asia-Pacific Fishery Commission covers four oceanic areas, which have been classified by the FAO as the western Indian Ocean (FAO Statistical Area 51), eastern Indian Ocean (Area 57) , northwest Pacific Ocean (Area 61) and western central Pacific Ocean (Area 71). -

Lionfish have been reported throughout the archipelago and are the focus of several research and monitoring initiatives. The Bahamas has a National Invasive Species Strategy, but marine invasions require unique partnerships for small islands developing states to develop realistic management goals and actions. The Government of The Bahamas has limited funds to address major resource management issues; hence, collaboration with non-governmental agencies and tertiary education institutions is imperative. The establishment and spread of lionfish has created a novel opportunity for the formation of innovative public-private partnerships to address the ecological, economic and social impacts of biological invasions. Lamarca2 1BFAR-National Marine Fisheries Development Center, Sangley Point, Cavite City, Philippines 2BFAR-Fishing Technology Division, 860 Arcadia Bldg., Quezon Avenue, Quezon City, Philippines ABSTRACT Round scad exploration by purse seine in the waters of western Philippines was conducted from April 22 to May 7, 1998 for a period of five (5) fishing days with a total catch of 7.3 tons and an average of 1.5 tons per setting. Dominant species caught were Decapterus spp. having 70.09% of the total catch, followed by Selar spp. at 12.66% and Rastrelliger spp. 10.70%. Among the Decapterus spp. caught, D. macrosoma attained the highest total catch composition by species having 68.81% followed by D. kurroides and D.russelli with 0.31% and 1.14% respectively. The round scad fishery stock was composed mainly of juvenile fish (less than 13 cm) and Age group II (13 cm to 14 cm). Few large round scad at Age group IV and V (20 cm to 28 cm) stayed at the fishery. -

CLOSE ENCOUNTERS WITH THE ENVIRONMENT Aquatic Antagonists: Lionfish (Pterois volitans) Dirk M. Elston, MD ionfish (Pterois volitans and related species) also are known as turkeyfish, zebrafish, dragonfish, L and scorpionfish.1 They are most common in subtropical and tropical regions of the Pacific and Indian oceans, as well as the Red Sea, but have become widely distributed and are now found in all oceans. Studies of mitochondrial DNA sequences of lionfish of the Pacific and Indian oceans suggest that some related species, such as P volitans and Pterois miles, actually could be geographically sepa- rated populations of a single species.1 Most incidences of lionfish envenomation occur A in the tropics, especially the Indo-Pacific region and Mediterranean Sea,2 but stings increasingly are being reported off the east coast of the United States because lionfish have been introduced off the coasts of Florida, Georgia, the Carolinas, and New York.3 Since August 2000, lionfish have been found all along the southeastern coast of the United States from Florida to Cape Hatteras in North Carolina, where they tend to reside in water depths from 85 to 260 ft. Isolated foci have been noted off the coast of New York.4 Lionfish belong to the family of scorpionfish (Scorpaenidae), a large family characterized by the ability to envenomate with specialized spines. The 3 major genera of Scorpaenidae are Pterois (eg, lion- fish)(Figure), possessing long slender spines with B small venom glands and a relatively mild sting; Pterois volitans, also known as lionfish (A and B). Scorpaena (eg, “true” scorpionfish, bullrout, and sculpin), possessing shorter and thicker spines with larger venom glands and a more dangerous sting; and Synanceia (eg, stonefish), possessing thick spines referred to as scorpionfish, though this term perhaps with highly developed venom glands and a poten- is best reserved for the genus Scorpaena. -

Its mission is to identify, designate, protect and manage the ecological, recreational, research, educational, historical, and aesthetic resources and qualities of nationally significant coastal and marine areas. The existing marine sanctuaries differ widely in their natural and historical resources and include nearshore and open ocean areas ranging in size from less than one to over 5,000 square miles. Protected habitats include rocky coasts, kelp forests, coral reefs, sea grass beds, estuarine habitats, hard and soft bottom habitats, segments of whale migration routes, and shipwrecks. Because of considerable differences in settings, resources, and threats, each marine sanctuary has a tailored management plan. Conservation, education, research, monitoring and enforcement programs vary accordingly. The integration of these programs is fundamental to marine protected area management. The Marine Sanctuaries Conservation Series reflects and supports this integration by providing a forum for publication and discussion of the complex issues currently facing the National Marine Sanctuary Program.
