A G E N D a It BRAMHALL AND CHEADLE HULME SOUTH 27 OCTOBER 2011 AREA COMMITTEE REVIEW OF POLLING DISTRICTS, POLLING PLACES AND POLLING STATIONS Report of the Service Director (Legal and Democratic Services) Summary: To present for consideration proposals for changes to Polling Districts and Polling Stations as a result of the Review of Polling Districts, Polling Places and Polling Stations. Information: The Electoral Administration Act 2006 makes a provision for all Returning Officers to carry out a Review of Polling Districts, Places and Stations by 31 st December 2007 and to carry out a subsequent review every four years. Following a review and initial consultation period the Returning Officer has suggested some changes to the current arrangements. These changes are in response to experience at recent elections and proposals from other interested parties. The suggestions and recommendations for each of the 21 affected Wards are summarised in the attached report and include the reason for specific proposals where changes have been suggested. Proposals for changes to Polling District Boundaries affect Reddish South, Stepping Hill and Manor Wards. Proposals for changes to Polling Stations affect Bredbury Green & Romiley, Heatons North and Reddish North Wards. The Executive will consider the proposals for changes to the current arrangements at its meeting on 7 November and will make recommendations to the Council meeting on 17 November. Recommendation: The Area Committees are requested to consider the proposals made to AGENDAITEM the polling district and polling station changes within their own Wards . The mobile building currently used would not accommodate two polling stations and no alternative buildings are available. It is proposed to re-draw the polling district boundary to include Barnes Village into polling district AE (Barnes Way, Worthington Crescent, Pennington Gardens, and Booth Square). The situation is to be monitored and if necessary provide two mobile buildings for future elections. Comment that the map showing the location of polling station AB is in the wrong place – amended as part of the review.

Executive Summary 1.1 It is proposed to reduce The Kingsway School’s Pupil Admission Number (PAN) to 270 to reflect local pupil demand. In 2018, 252 pupils entered Year 7, of which 153 were resident within Stockport. 1.2 Reducing the PAN will assist the Governing Body in providing stability to their long-term planning while continuing to provide an appropriate number of places for future pupil numbers living in the surrounding area and attending one of the local primary schools. 2. The Kingsway School Details Establishment Number 142509 Address Foxland Road, Cheadle, Stockport, SK8 4QX Current Published Admission Number (PAN) 320 Current Year 7 Intake 252 3. Proposal Details 3.1 The Kingsway School proposes to reduce its PAN from 320 to 270. This reflects additional secondary capacity, following the opening of Laurus Cheadle Hulme in September 2018, which created 210 additional places within the Stockport West Secondary Area. 3.2 The school’s 2018 Year 7 intake is 252 (of which 99 travel from Manchester local authority) demonstrating substantial surplus capacity. 4. Rationale 4.1 The current PAN is significantly higher than local demand (153 of 2018 Year 7 intake are resident within Stockport). Reducing the PAN will enable the school to meet local demand and reconfigure costs to reflect intake. 4.2 There is excess capacity within the Stockport West Area with Kingsway and Bramhall combined intakes 160 below their PAN in 2018. 4.3 It is expected that the school will remain significantly undersubscribed for the foreseeable future.

PURPOSE As part of the Scrutiny Work Programme approved by the Council, the Children and Families Scrutiny Committee decided to conduct a scrutiny review in respect to the Council’s relationships with Academies. The Academy programme has been in existence since 2002 and given the increasing number of schools that had converted to Academies in recent years, particularly in the secondary sector, it was agreed that a review looking at how the Council engages with Academies would be useful. At the initial review scoping meeting, officers outlined a number of important business areas where officers regularly interacted with and provided services to Academy colleagues and consequently the Panel agreed that they wished to explore the following issues in greater detail during the course of the review:- Mental Wellbeing and Curriculum Provision Special Educational Needs School Commission, Admissions and Exclusions Background Academies are state-funded schools which are independent of local authorities. The introduction of academies (including free schools, university technical colleges (UTCs) and studio schools) has been one of the most significant changes to the English education system of the last several decades. Any school is able to apply for Academy designation. The DfE, however, has a statutory duty to direct schools which Ofsted judged to be inadequate to become academies with the support of a sponsor. A sponsor is an organisation which the DfE has approved to support an academy. Most sponsors are groups of schools which have formed multi-academy trusts (MATs).

    The recipients: The Rt Hon Theresa May MP, Prime Minister The Rt Hon Justine Greening MP, Secretary of State for Education The Rt Hon Nick Gibb MP, Minister of State for School Education Lord Kerslake, Chair of UK Northern Powerhouse Advisory Board Directors of Children’s Services, North West Members of Parliament, North West An open response to funding for secondary education in the North West We are writing to you to express our significant concerns regarding the unprecedented cuts to school budgets we face as headteachers of secondary schools in the North West of England. We know that the Government requires schools to find £3bn in savings by 2019 / 2020. This figure is validated by the National Audit Office and is, in reality, an 8% cut to school budgets. The Department for Education has insisted that it has protected school budgets in real terms. As headteachers we can clearly demonstrate that this is not the case. Secondary schools in the North West have already had to make savings to cope with over £97,000,000 of additional annual employment costs which schools now pay in the form of increased national insurance and pension contributions. This annual figure represents an actual cut to school budgets as these costs have not been funded by the Government. We will have to find savings approaching £400,000,000 by 2020 without even factoring in the impact of inflation and the apprenticeship levy. The impact of this is potentially devastating, with schools already considering cuts to arts provision, the curriculum, and the ability to maintain current opening hours.
