Region X • On May 25, 2011, a flashflood incident occurred in Sitios Valderrama and Imbatog, Brgys Cabuluhan and Capinonan all of , Province as a result of the overflowing of Bunawan River caused by continuous heavy rains. There were eight (8) houses partially damaged in Brgy Capinonan affecting 20 families / 100 persons, a hanging bridge at Brgy. Capinonan was totally washed-out and undetermined hectares of corn and plantations were also damaged

• On May 25, 2011, a flashflood occurred in Sitio Panamukan, Brgy. San Jose and Sitio Paniwaig, Brgy. , City, Bukidnon due to heavy rains enhanced by Southwest monsoon

2. SEARCH and RESCUE, EVACUATION OPERATIONS

AFP • TOG-5 & 505 personnel with SAR equipment on board KIA Troop Carrier attended the Mustering of Disaster Response Units (DRUs) at Camp Angeles, San Jose, Pili, Camarines Sur, an initial move and planning activity to carry-out assets much closer to the theater of operations, to give more support to the evacuation efforts by LGUs rather than rescue operation; support ongoing disaster response operations in the region spearheaded by both RDRRMC and Albay PDRRMC; attended the joint RDRRMC and PDRRMC Albay emergency meeting re: Preparations for potential effects of Typhoon “Chedeng”; hosted and accommodated NFSL Commander, 9ID Deputy Commander, and OCD RD to discuss the deployment of SAR personnel and equipment in case Chedeng heightened; delivered 11 sacks of assorted relief goods at Brgy. Magpanambo and Brgy. Cotnogan, and Matacon in , Albay; three (3) sacks of assorted relief goods to the evacuees in Brgy. Kagawad Ramos • NAVFORSOL directed Acting Naval Reserved Command Center - Southern Luzon to activate Reservist/BN to coordinate with LGUs for necessary assistance by the Command and continuously coordinate with different LGUs in NFSL AOR and monitor the activities of DRRT deployed in Camarines Sur; DRRT in Polangui, Albay, in coordination with MSWD Polangui proceeded to Polangui High School evacuation center and distributed meals to 293 families / 1,305 persons; conducted relief operations/hauled 50 sacks of rice from APSEMO to Polangui for the evacuees in the area. Floating assets placed on stand by for possible SAR and relief operations (PG 112 and DF338 at Burias Pier, ; and PG 378 at Legazpi Pier, Legazpi City) • On May 23, 2011, one (1) SAR Team (7 TOG5), four (4) 505 th SRS personnel and SAR equipment were on standby for possible SAR operations • On 240800H May 2011, 2ID, PA DRTUs were alerted and on standby at respective Command Posts and Headquarters in SOLCOM and one (1) M35 truck with one (1) NFSL DRT aboard was deployed to San Fernando and , Camarines Sur • AFP Region I implemented “OPLAN SARANAY”, a coordination tool in mobilizing AFP assets for emergency response and placed its manpower and resources on alert status • AFP CAR collaborates with local DRRMCs I the dissemination of warnings and pre- emptive evacuation

PCG • PCG Unit Commanders in Regions V and VIII are continuously monitoring the status of stranded passengers and vehicles in all ports and rendered assistance to stranded passengers in coordination with local port authorities and shipping companies and declared Full Alert Status to ensure preparedness and readiness • PCG HQ disseminated PCG Memorandum Circular No. 01-09 to reiterate the following guidelines on the movement of vessels during heavy weather:

5  PSWS Nr. 1: Vessels of 1,000 gross tons or below shall not sail, except to take shelter , when PSWS No. 1 is hoisted within the point of origin or route or point of destination. On the other hand, movement of vessels above 1,000 gross tons is left to the discretion and responsibility of the ship owner and master when PSWS 1 is hoisted within its point of origin or route or point of destination

 PSWS Nr 2: Vessels of any tonnage shall not sail, except to take shelter , when PSWS No. 2 or higher is hoisted within its point of origin or route of point of destination

• PCGA 905 th Squadron in Catanduanes assisted in dissemination campaign for pre- emptive measures with PDRMMC and LGUs • PCG I activated all its District Operations Centers and all WASAR Teams in AOR for possible response mobilization and issue and advised fisherfolks and other small sea vessels from venturing if given the situation • MARINA and PCG VIII warned all fishing boats and passenger motor bancas not to venture out to the sea • PCG established coordination with RDRRMC IV-B, all PCGSTL Response Teams are ready for deployment and established coordination with LGUs for the information dissemination regarding the impending typhoon so that fishermen and all watercrafts will not sail and for the immediate recall for those who are already at sea • PCG VIII issued Advisory on the cancellation of all RORO Vessels plying Allen/San Isidro- route since 3:00 AM, 25 May 2011. • PCG V reported that all trips bound for Catanduanes, Masbate, and other ports have resumed as of 6:30 AM 27 May 2011 and RORO vessels plying along Matnog route has resumed as weather condition is already normal

PNP • Activated its National Disaster Operation Center (NDOC) effective 0800H 25 May 2011 at the National to be manned by the PNP Sub-Committee on Disaster Management (PNPSCDM) • The Director of the Directorate for Police Community Relations has sent a directive to all PNP Units to undertake precautionary measures and other disaster response activities to wit: Forward deployment and pre-positioning of SAR assets; inform/warn community leaders on necessary disaster preparations/actions, giving emphasis on pro-active actions (evacuation rather than rescue); coordination with the local DRRMC; activation of respective Disaster Incident Management Task Group (DIMTG); Police assistance in the evacuation of affected residents and deployment of personnel at the evacuation centers; clearing of major thoroughfares and highways in coordination with DPWH and LGUs; and assistance to medical and relief operations • COP Ditsaan Ramain MPS in Lanao del Sur has been coordinating with the MDRRMC to form a SAR Team to assess and control the prevailing situation in the area • PNP 1 pre-positioned its manpower, land transportation and water craft • PNP CAR assisted the LGUs in the dissemination of alert notices and pre-emptive evacuation

DPWH • DPWH V deployed DRRM assets to all Engineering Districts in all provinces of Region V such as: 28 Dump Truck, 6 Stake Truck, 13 Payloader, 9 Road Grader, 1 Bulldozer, 1 Backhoe, 1 Forklift, 1 Trailer, 1 Mighty Mite, 1 Boom Truck, 1 Shuttle Bus, 23 Chainsaws and 811 manpower • DPWH CAR pre-positioned 76 (owned by government and private) heavy equipment and manpower at the landslide prone areas and activated their District Disaster Quick Response Team and monitor status of road condition in AOR

PRC • PRC , , Ilocos Sur and Ilocos Norte Chapters stockpiled food packs ready for augmentation to the affected LGUs; all First Aiders and trained volunteers were alerted; and WASAR Teams and emergency resources are on standby

DTI • DTI I recommended to the DILG to activate the Price Monitoring Committee

4. HEALTH and WASH

DOH-HEMS • Conducted inventory of pre-positioned medicines and other medical supplies of the Provincial Health Teams to replenish stocks as needed; released weather advisory to CHD Bicol Officials, PHOs, PHT and Provincial HEMS Coordinators of DOH retained Hospitals; declared Alert Code White in all CHDs; pre-positioned drugs, medicines and medical supplies for augmentation; alerted health emergency teams (on call); and released health advisory on water-borne infections, water treatment/management and emergency preparedness activities of the communities • Activated alert code in CHD CAR and will provide mutual assistance to hospital in need • CHD I pre-positioned stockpile of medicines medical response and health assessment teams at the Regional CHD and four (4) provincial CHDs and all DOH representatives are in close coordination with their respective MDRRMCs

REGIONAL INITIATIVES

Region I • RDRRMC I conducted Regional DRRMC emergency meeting on 24 May 2011 re preparedness measure of the response agencies and pre-positioning of resources that will augment the LGUs resources; Advised all PDRRMCs to prepare their Thuraya communication equipment in case of communication breakdown in their AOR; put all local DRRMCs on alert status and advised them to take appropriate actions for possible flashfloods, landslides and storm surges; and prepared all available logistics for emergency response, relief and evacuation; and continuously disseminated weather updates and precautionary measures through the communication facilities of provincial government, PNP and local broadcast media outlets • PDRRMCs of Pangasinan, La Union, Ilocos Sur and Ilocos Norte conducted emergency meetings today, 26 May 2011 with focus on proactive actions rather than rescue operations

Region II • RDRRMC-OpCen coordinated with PDRRMC Cagayan, and re: current situation

8 • PDRRMC Cagayan conducted disaster preparedness meeting on May 25, 2011 and discussed updates on preparedness, pre-positioning and deployment of rescue assets, communication and rescue teams

Region III • OCD III continuously disseminated weather advisory to all PDRRMCs concerned • RDRRMC Member Agencies; RDRRMC Disaster Action Officers and Provincial/City/Municipal Civil Defense Deputized Coordinators together with RD of NEDA, DSWD and PRO3 were convened on 26 May 2011 and the members were reminded on the SOPs provided under the Regional Contingency Plan

Region IV-A • RDRRMC IV-A issued Memorandum to Chairpersons of PDRRMCs and C/MDRRMCs Cavite, Laguna, Rizal and Quezon to ensure appropriate response preparedness measures re: TS “Chedeng” such as: activation of DRRM OpCen; convening of local DRRMCs; Implementation of local Contingency Plans; alerting of response teams; activation of evacuation centers; stockpiling of food and NFIs and medicines; conduct of pre-emptive evacuation in highly vulnerable areas; and pre-positioning of response assets • Also issued Memorandum to Chairpersons of PDRRMCs and C/M/BDRRMCs in the Region dated 25 May 2011 re: Reiteration of Response Preparedness re: Typhoon “Chedeng” • PDRRMC Quezon convened its members on the morning of 26 May 2011 to discuss also the preparedness measures of the province. RDRRMC IV-A attended the meeting and discussed the Memorandum issued re: Response Preparedness for Typhoon “Chedeng”

Region IV-B • Disseminated Severe Weather Bulletins, General Flood Bulletins/Advisories, and GALE Warning to the Provincial Disaster Risk Reduction and Management Offices in Region IV-B and RDRRMC Core Group Members through facsimile and SMS • Monitored the roll-on-roll-out port operations and road conditions

Region V • RDRRMC V issued the following countermeasures were ordered for disaster avoidance and achievement of zero casualty in the area:

 Suspension of work in both public and private offices at 2:00PM 25 May 2011, except those involved in disaster preparedness and response, to enable them to have enough time return to their families to prepare for the possible effects of Typhoon “Chedeng”  Pre-emptive evacuation of 13,322 families or 63,964 persons in 152 barangays in Albay Province as of 1:00PM 25 May 2011  An estimated total of 49,893 families or 250,425 persons from 497 barangays in Albay were targeted for evacuation, to wit:  Early procurement of basic household supplies such as candles, rice, canned goods and others  Prepare evacuation kits for those evacuating especially those residing in the danger zone

• PDRRMC Albay reiterated the policies on no sailing to sea for small passenger seacrafts and fishing boats especially small fisherfolks and no crossing of all river channels, spillways and other waterways and no work policy except banking institutions and malls as they are essential support to maintain resource capacity generation to mitigate effects of the typhoon; maintained the evacuation of population–at-risk while the rainband and the enhanced Southwest Monsoon pose

9 threat in terms of rainfall that may cause flood and landslide in the vulnerable areas of the province ; and declared Albay Province under a State of Calamity through SP Resolution No. 38- 2011 • PDRRMC Sorsogon disseminated the warning information to all MDRRMCs within the province by fax and e-mail directing all BDRRMCs to activate and take necessary precautions; placed the province under Yellow Alert urging residents to be prepared for any eventuality to take pre emptive evacuation if and when unusual rise in water level is observed especially in low-lying areas; conducted emergency meeting on May 24, 2011 wherein all PDRRMC members committed to perform timely disaster response giving top priority to the people’s safety; instructed DepEd to coordinate with the LGUs to make school classrooms available ready for evacuees; and keep all equipment, support vehicles and other assets ready for operations • PDRRMC Camarines Sur pre-positioned food packs for (1,000); (2,000) and (500) and mobilized 6 trucks from PA for use in the transport of food packs that were pre-positioned at Siruma, Garchitorena and Balatan. MDRRMC Balatan conducted pre-emptive evacuation while MDRRMC Bula convened, organized a functional Task Group and pre-positioned transportation for evacuation purposes • PDRRMC Masbate conducted an emergency meeting and the City government of Masbate and PRC extended food assistance to stranded passengers • PDRRMC Catanduanes conducted regular situation check thru all means of communications to pass information to LGUs and provided food assistance to stranded passengers

Region VI • All six (6) PDRRMCs and two (2) HUCs-CDRRMCs are continuously monitoring the status of major river systems in their respective AORs

Region VIII • RDRRMOC is continuously monitoring the critical areas of the region • CDRRMC City, Samar activated and warned coastal and mountainous side barangays to take precautionary/pro-active measures • MDRRMOC of Catarman, Northern Samar was activated and conducted emergency meeting with response group • PDRRMC/MDRRMC Allen, Samar distributed food packs to the strandees

Region IX • PDRRMC Zamboanga del Sur Action Officer monitored the local situation in the flooded areas • PRC Zamboanga Chapter proceeded to the area to provide assistance • MDRRMC Molave convened the council and recommended to on the declaration of the affected barangays under a State of Calamity based on the damage assessment report • MDRRMC Molave declared all barangays affected under a State of Calamity • LGU Molave provided initial assistance such as: rice, noodles, sardines and other basic services • OCD Pagadian City has been closely monitoring and coordinating with Molave- MDRRMC member agencies and the Civil Defense Deputized Coordinators • Php275,000.00 worth of 1,100 family food packs were augmented by DSWD FO-IX to the affected local government of Molave, Zamboanga del Sur

NCR • OCD NCR is continuously monitoring the status of La Mesa Dam and Marikina River which are still below critical level • Marikina City is testing their Early Warning System (EWS) to ensure effectiveness in warning their constituents • Outboard Advertising Association of the (OAAP) has rolled down all billboards/tarpaulins as precautionary measures • MMDRRMC will conduct an emergency meeting re: operational readiness of Metropolitan area • The City Social Welfare provided relief assistance to the evacuees in Brgys.
