Please provide a general update on the situation for Movement for Democratic Change (MDC) members, both rank and file members and prominent leaders, in respect to their possible treatment and risk of serious harm in Zimbabwe. The situation for MDC members is precarious, as is borne out by the following reports which indicate that violence is perpetrated against them with impunity by Zimbabwean police and other Law and Order personnel such as the army and pro-Mugabe youth militias. Those who are deemed to be associated with the MDC party either by family ties or by employment are also adversely treated. The latest Country of Origin Information Report from the UK Home Office in December 2009 provides recent chronology of incidents from July 2009 to December 2009 where MDC members and those believed to be associated with them were adversely treated. It notes that there has been a decrease in violent incidents in some parts of the country; however, there was also a suspension of the production of the „Monthly Political Violence Reports‟ by the Zimbabwe Human Rights NGO Forum (ZHRF), so that there has not been a comprehensive accounting of incidents: POLITICALLY MOTIVATED VIOLENCE Some areas of Zimbabwe are hit harder by violence 5.06 Reporting on 30 June 2009, the Solidarity Peace Trust noted that: An uneasy calm prevails in some parts of the country, while in others tensions remain high in the wake of the horrific violence of 2008…. -

Prof. Mthuli Ncube Minister of Finance & Economic Development MOTION 1. Mr Speaker Sir, I move that leave be granted to present a Statement of the Estimated Revenues and Expenditures of the Republic of Zimbabwe for the 2020 Financial Year and to make Provisions for matters ancillary and incidental to this purpose. INTRODUCTION 2. Mr Speaker Sir, allow me to start by thanking the President –His Excellency, E. D. Mnangagwa, and the Honourable Vice Presidents, Cde Kembo Mohadi and Cde Constantino Chiwenga, for their valuable leadership and guidance as we advance the necessary reforms geared towards achieving Vision 2030. The President’s vision and political will has facilitated the implementation of a number of bold policy measures, under a challenging economic environment. This was clear from the State of the Nation Address by His Excellency on 1 October 2019. 3. Concurrently, I wish to appreciate the cooperation and contributions received from my colleagues, Honourable Ministers in Cabinet and look forward to their continued engagement as we implement this 2020 Budget. 3 4. Mr Speaker Sir, allow me to also express my indebtedness for the support I have received from this August House through its oversight functions. In particular, I have benefited immensely from the contributions of the Budget, Finance and Investment Portfolio Committee, Public Accounts Committee as well as other Portfolio Committees. 5. The recent engagement with all the Portfolio Committees of this August House during the 2020 Parliamentary Pre Budget Seminar, held in Victoria Falls over the period 31st October – 3rd November, 2019, facilitated very useful in-depth discussions and recommendations. -

Section 24 of the Constitution provides that any person who alleges that the Declaration of Rights has been, is being, or is likely to be, contravened in relation to him may apply to the Supreme Court for redress. The applicant, who was at the relevant time a Member of Parliament, assaulted Mr Patrick Chinamasa, MP, Minister of Justice, Legal and Parliamentary Affairs, and Leader of the House (hereinafter referred to as “Chinamasa”). The assault took place in Parliament while it was in session. He was charged with, and found guilty of, contempt of Parliament. He was sentenced, by 2 S.C. 75/05 Parliament, to fifteen months’ imprisonment of which three months’ imprisonment was suspended on certain conditions. The applicant challenges that conviction and punishment on the following four grounds - 1. The proceedings violated his constitutional and fundamental right to a fair hearing by an independent and impartial court or other adjudicating body protected by s 18(1),(2) and (9) of the Constitution of Zimbabwe (“the Constitution”). -

Backbenchers continued to ask critical questions that affect people in their respective constituencies. Incomplete Government Projects Hon. F.M. Sibanda (MDC-T Magwegwe) quizzed the Minister of Public Works, Hon. Gabbuza on the more than 500 government projects dotted around the country which have remained incomplete for many years. Hon. Gabbuza acknowledged that there were 550 incomplete projects around the country and he attributed this to inadequate budgetary allocations. He said as a wayforward, his ministry has prioritized 126 of those projects for completion next year provided the ministry was allocated $46 million in the 2011 national Budget. Investment Promotion Measures The Minister of Economic Planning and Investment Promotion, Hon. Tapiwa Mashakada informed the House that his ministry was working on various initiatives to promote investment in the country. One such initiative was the one-stop investment centre. The idea was to try to put all government departments and agencies that have to do with investment under one roof at the Zimbabwe Investment Authority offices in order to expedite licence processing. The Minister further revealed to the House that at the present moment Zimbabwe’s investment was standing at 4% of GDP and government’s objective was to increase it to 25% of GDP to complement or reinforce the growth that has been registered. -

As Zimbabwe’s political and economic crises worsen, South Africa is moving beyond its policy of “quiet diplomacy” with its northern neighbour and apply- ing more pressure on Harare to open up political space and reform its economy. Why does it matter? With Zimbabwe’s people slipping further into destitution, crackdowns fostering a growing sense of grievance within the opposition, and politi- cal divisions pitting ruling-party members against one another, the country could tip into even greater crisis through mass unrest or another coup. What should be done? Pretoria should press Harare to halt repression and start dialogue with the political opposition to address Zimbabwe’s economic woes. It should work with Washington on a roadmap for reforms that the U.S. and others can use to guide decisions on reversing sanctions and supporting debt relief for Zimbabwe. I. Overview Three years after a coup ended Robert Mugabe’s rule, the situation in Zimbabwe has gone from bad to worse, as political tensions mount, the economy falls apart and the population faces hunger and COVID-19. Having signalled a desire to stabilise the economy and ease repression, President Emmerson Mnangagwa has disappointed. The state is arresting opponents who protest government corruption and incompe- tence. Meanwhile, government-allied businessmen are tightening their grip on what is left of the economy, while citizens cope with austerity measures and soaring infla- tion. Violence and lawlessness are on the rise. -

In the course of time, subsequent annual renewals of the „sanctions‟ were effected by the same imposers. This article analyses the discourse linguistic notion of „objectivity‟ in „hard‟ news reports on the renewal of these USA and EU imposed „sanctions‟ in Zimbabwean newspapers. The article compare the textuality of „hard‟ news reports from two English language Zimbabwean daily newspapers, The Herald 1 and NewsDay2, by analysing how language and linguistic resources are used evaluatively in manners that betray authorial attitudes and ideological stance.
