Aldinger is one of eleven candidates vying for Manhattan Beach’s three open City Council positions, and is the only incumbent to be considered by voters in the March 8 election. Approximately sixty residents of Manhattan Beach and neighboring communities enjoyed a morning of live bluegrass music, refreshments, campaign button making, and speeches from three area government officials. UNITED STATES ENVIRONMENTAL PROTECTION AGENCY WASHINGTON, D.C. 20460 DEC 1 9 2007 OFFICE OF THE ADMINISTRATOR The Honorable Arnold Schwarzenegger Governor of the State of California State Capitol Sacramento, California 95814 Dear Governor Schwarzenegger, As I have committed to you in previous correspondence, I am writing to inform you of my decision with respect to the request for a waiver of Federal preemption for motor vehicle greenhouse gas emission standards submitted by the California Air Resources Board (CARB). As you know, EPA undertook an extensive public notice and comment process with regard to the waiver request. The Agency held two public hearings: one on May 22, 2007 in Washington, D.C. and one in Sacramento, California on May 30, 2007. We heard from over 80 individuals at these hearings and received thousands of written comments during the ensuing public comment process from parties representing a broad set of interests, including state and local governments, public health and environmental organizations, academia, industry and citizens. The Agency also received and considered a substantial amount of technical and scientific material submitted after the close of the comment deadline on June 15, 2007. EPA has considered and granted previous waivers to California for standards covering pollutants that predominantly affect local and regional air quality. In contrast, the current waiver request for greenhouse gases is far different; it presents numerous issues that are distinguishable from all prior waiver requests. Unlike other air pollutants covered by previous waivers, greenhouse gases are fundamentally global in nature. Greenhouse gases contribute to the problem of global climate change, a problem that poses challenges for the entire nation and indeed the world. -

While it is not possible to predict how much money will be spent between now and November 2, it may be useful to compare the levels of spending in this year’s primary campaign with that of previous election cycles. In this report, “Breaking the Bank,” staff of the Fair Political Practices Commission determined the spending of each candidate in every California gubernatorial primary since 1978 and calculated the actual spending per vote cast—in 2010 dollars—as candidates sought their party’s nomination. The conclusion: over time, gubernatorial primary elections have become more costly and fewer people turnout at the polls. But that only scratches the surface of what has happened since 19781. California's Top-two Primary: A Successful Reform I Charles T. Munger, Jr. (Dated: February 22, 2019) This is the first of three concurrent papers on California's top-two primary, California's Top-two Primary: A Successful Reform I, II, and III; this abstract covers all three. A common summary of the conclusions of all three papers appears in III, section VI. The top-two primary yielded 80 same-party general elections in California, for the Assembly, state Senate, and U.S. House of Representatives combined, in the general elections of 2012, 2014, and 2016. Of these same-party district elections, 22 saw the re-election of incumbents running against a token opponent of their own party. The remaining 58 were highly competitive: a total of $205 million was spent in those contests; 10 incumbents were defeated. In contrast, over the not three but five election cycles from 2002 to 2010, when there were partisan primaries, an incumbent lost to a member of his own party in 1 race for the Assembly, 1 race for the state Senate, and 1 race for the U.S. House, for a decade total of 3. Of the 58 competitive same-party elections, the candidate who took second in the primary, and who would have been eliminated from the general election ballot in a system of partisan primaries, actually won 20 (34%). The number of voters who cast a ballot in these 80 same-party general elections was essentially double (1:9 times) the number who cast a ballot in the same election in the primary. -

Bechtel, Jr. Foundation Appendix A: A Narrative History of the Redistricting Reform Measures California’s modern history with redistricting began with a stalemate between Republican Governor Ronald Reagan and the Democrats in the state legislature over the 1970s districts. The stalemate threw the process into the courts, who promptly appointed a commission of retired judges called “Special Masters” to draw the lines in the legislature’s place. Democrats were wary of the Special Masters’ plans, but generally did well under those plans in the ensuing decade, and Republicans also seemed content with the outcome. But in the ensuing decades, Democrats became the clear majority party in the legislature and had no interest in abandoning control, while in future fights Republicans did as well or better when the courts drew the lines. In this way, the involvement of judges in the redistricting process—and even the notion of a commission of any kind—became tainted with partisan implications, at least in the minds of the political class. In the decades to come, the perspective on a commission or any judicial involvement in a redistricting process became a fairly effective shorthand for Democratic and Republican opinions of the process. By the time of the next redistricting, Democrats in the legislature faced a Democratic governor, Jerry Brown. -

A Note from the Author An important thing to keep in mind as you read this book is that there is information missing. In the first two decades that California’s legislature existed, we had more individuals serve as legislators than we have in the last 90 years.1 Add to the massive turnover the fact that no official biographies were kept during this time and that the state capitol moved seven times during those twenty years, and you have a recipe for missing information. As an example, we only know the birthplace for about 63% of the legislators. In spite of my best efforts, there are still hundreds of legislators about whom we know almost nothing. -

FROM JERRYRIGGED TO PETERED OUT: LESSONS FROM THE DEUKMEJIAN ERA FOR CONTEMPORARY CALIFORNIA STATE BUDGETING Daniel J.B. Mitchell, UCLA HoSu Wu Professor of Management and Public Policy The new governor took office in the midst of a major state budget crisis. At the time he took office, it was unclear that state could pay its bills if drastic action were not taken. Yet the incoming governor was committed to a notaxincrease program. Through borrowing, the state managed to surmount its budget crisis. As the economy recovered and resulting tax revenue flowed in, it even was able to engage in major construction projects. When he stood for re election, the governor was overwhelmingly returned to office for a second term. Sadly, however, the economy began to slow during that second term. Fears mounted that the state could face a renewed budget crisis. This description may seem to depict the career to date of Arnold Schwarzenegger. He inherited a budget crisis from Gray Davis who he replaced in the 2003 recall. But the introductory vignette actually refers to the story of George Deukmejian (“Duke”) who was first elected in 1982, inheriting a budget crisis from Jerry Brown. (Deukmejian’s construction projects leaned towards prisons for most of his terms in office, needed as state sentencing laws tightened, rather than the roads and other infrastructure pushed by Schwarzenegger.) And as it turned out, the economic downturn that began to take shape towards the end of Deukmejian’s second term indeed did produce a major budget crisis, a legacy he left for his successor, Pete Wilson.
