2019 Mid Hudson Progress Report SPARKINGINNOVATION IGNITINGCHANGE PROGRESS REPORT 2019 DUTCHESS | ORANGE | PUTNAM | ROCKLAND | SULLIVAN | ULSTER | WESTCHESTER A MESSAGE FROM THE CHAIR Dear Governor Cuomo, On behalf of the Mid-Hudson Regional Economic Development Council (MHREDC), I am pleased to present our 2019 Progress Report, “Sparking Innovation, Igniting Change.” In our ninth year, we are no less driven to fine tune the Mid-Hudson’s strategic goals we set in 2011. Each year they have led to the many successes we have seen throughout the region. Your mission to restore and rebuild economic prosperity in communities across the state has inspired private and public sector collaborations. This has again resulted in a robust number of Priority Projects in the Mid-Hudson that align strongly with both the regional plan and state priorities. Proof that your innovative approach is working, we continue to be inspired by your vision and harness the tools and resources you have given the Regional Councils to realize future growth. Through your leadership and the support of New York State agencies, the MHREDC has been awarded more than $648 million into the Mid-Hudson Valley in Rounds I through VIII of the Regional Council process, supporting 815 projects. We are proud to report that 89% of these projects are either complete or progressing; they have leveraged private dollars at a 7:1 ratio; and are projected to create more than 6,000 permanent jobs. These achievements signify the extraordinary impact and value that the Regional Economic Development Council process has had on the regional economy. As a Council, we are seeing steady growth met by exhaustive efforts throughout the region to continue engagement with our communities and identify regionally impactful projects that align with our LIVE, WORK, and PLAY strategy and leverage our assets. After careful consideration, we have selected 21 Empire State Development Grant Fund Priority Projects that have the potential to generate more than $313 million in economic activity. The projects we have endorsed this year continue to support the state’s Downtown Revitalization Initiative, as well as the newly introduced priorities of Childcare and Environmental Justice. Additionally, they represent a broad spectrum of industry sectors and support growth in priority clusters. For example, Healthy Kids Extended Day Programs Inc. proposes to convert the vacant VFW building at 21 Liberty Street in Monticello into a high- quality, affordable and licensed daycare center featuring extra extended evening and weekend hours to support the emerging casino-led 24-hour community. This will not only fill an urgent shortage of childcare but help the bigger revitalization initiative to turn the downtown village center into a thriving community hub. In advanced manufacturing, we have SeeQC Inc., a NY Chip Foundry in Elmsford, NY, which seeks to expand its advanced chip manufacturing and testing infrastructure and facilities to produce qubits, the basic elements of a quantum computer, for the purposes of building application-specific quantum systems. SeeQC Inc. plans to purchase and install new equipment for testing and measurement laboratories and design new workstations in its existing manufacturing plant. The craft beverage industry also continues to grow in the Mid-Hudson. For example, Graft Cider will adaptively reuse an old factory building to create a new 16,000 square foot production and distribution facility and tasting room in the City of Newburgh, Orange County. In closing and on behalf of my Council colleagues, we hope this report gives you a clearer sense of the many outstanding projects and activities proposed and underway across the Mid-Hudson Valley. We appreciate your innovative approach to economic development and the opportunity to partner with you these past eight years. Our Council is excited about the work we have completed in 2019, and we look forward to the new opportunities that lie ahead in 2020.     PERMANENT CITIZENS ADVISORY COMMITTEE TO THE MTA REPRESENTING MTA RIDERS SINCE 1981 2009 Annual Performance Review of The MTA and Its Operating Agencies Introduction The PCAC’s 2009 Performance Review marks our third report summarizing the accomplishments and continuing challenges of the MTA and its operating agencies. This report addresses a number of broad themes such as leadership, transparency, organizational structure, service performance, communication, and accessibility. These themes relate to the ability of the MTA and its operating agencies to deliver service effectively to the riders that we represent. While PCAC is vitally concerned about the critical issue of the almost $800 million operating funding shortfall from Albany, which is part of ongoing dialogues that the PCAC and its Councils maintain with public officials and the MTA operating agencies, this larger issue is outside the scope of this report. The PCAC is encouraged by the MTA leadership’s initial steps to make the overall organization more effective and efficient, and we intend our report to complement this effort. At the same time we are well aware that internal efficiencies are not enough to prevent serious damage to the system due to state funding shortfalls.1 The PCAC recognizes that some of the issues raised in the report are the subject of ongoing work by the MTA and its agencies, the body of this document addresses issues pertaining to the 2009 calendar year. Several related developments from 2010 are included as footnotes to the Review. The PCAC and its Councils are not legislatively mandated to address the operations of MTA Bridges and Tunnels or MTA Long Island Bus; consequently they are not addressed in this document.

    CHAPTER ONE DUTCH ART AND THE HUDSON VALLEY PATROON PAINTERS Louisa Wood Ruby One of the earliest "schools" of American painting, the Hudson Valley patroon painters, has often been considered to have derived from seventeenth-century English portraiture. Portraits of English aristo- crats appealed to Dutch patroons as displays of the kind of social status they aspired to in their new country. British mezzotints after original paintings by Sir Godfrey Kneller and others provided the patroon painters with readily available models on which to base their portraits of wealthy Dutch Americans. Unfortunately, this convincing analysis vastly underestimates the influence of Dutch art and taste on the development of these paintings. Frequently overlooked in the discussion of the appeal of British portraiture to Dutch patroons is the fact that English portraiture of the seventeenth century was, in fact, a direct descendant of the Netherlandish portrait tradition. Kneller, the main source for the mez- zotints that flooded New York, was trained in Amsterdam. Sir Peter Lely was born in Holland, and of course Sir Anthony Van Dyck was from Antwerp. Wealthy Dutch families in New York would have been aware of the Netherlandish tradition through works of art they brought with them from their homeland. Indeed, the first paintings produced in New Amsterdam and early New York were essentially Dutch, since no other tradition existed here at the time. When British mezzotints finally arrived in 17 10, they did indeed appeal to the patroon families, most likely because they were works grounded in the Dutch tradition, then overlaid with elements of British culture and style.

    YONKERS’ HISTORY Village History & Economy Was Built Upon the River: The Hudson River and its rich water resources play prominently in the settlement history, social development, economic health and stability of the City of Yonkers. SETTLEMENT Early Role of the Native Americans - The Algonquin Native Americans were some of the earliest settlers of Yonkers. Clustered in a village at the intersection (confluence) of two waterways called the Muhheakantuck (or Shatemuc) and the Neperah. They called their village ‘Nappeckamack’ which meant either ‘trap fishing place’ or ‘rapid water settlement’. Both translations focus on the importance of the water, and its food supply, to the tribe. Today these same two waterways continue to flow in the area, but we know them now as the Hudson and the Saw Mill Rivers. This location met many of the settlement needs of the Native Americans, including: • Protection from attack – shelter – good visibility • Rich food sources from fish, nuts, small animals • Fresh water and • Ready transit opportunities either on foot or by canoe Henry Hudson: The Native people’s settlement needs were the same as those the Europeans looked for in selecting their settlement locations. In the fall of 1609 Henry Hudson sailed the “Half Moon” up the river that would later bear his name, in search of the Northwest Passage. He stopped at Yonkers to trade with the Native people. He noted the Native American settlement, its excellent location and resources. Records show he obtained oysters from the local tribe. Hudson claimed the Hudson River for the Dutch. The Dutch & De Jonkeer - Adriaen van der Donck was a young lawyer working for the Dutch West India Company.
