This Local Assistance support is provided under Article 3 of NYS Arts and Arts and Cultural Initiatives Cultural Affairs Law for the presentation, staffing and training of the performing, literary and Grant Up to $5 million (NYSAIA, Arts WFP, Arts WIP) visual arts that encourage broader participation and public interest in the cultural heritage of NY State and promotes tourism and economic development. Funding Programs: NY State Arts Impact (NYSAIA); Workforce Investment (Arts WIP); Arts Workforce Fellowships (Arts WFP) The NYSCA Arts & Cultural Facilities Improvement Program – Mid-Size Capital Project Fund was established to strengthen tourism; promote business development, and improve the quality, efficiency and accessibility of New York State arts and cultural organizations through Arts & Cultural Facilities targeted investments. Funding is available for, but not limited to, renovations and/or Grant Up to $1.75 million Improvement Program (Arts ACFIP) expansions of space(s) that are open to the public; modifications to provide for sustainable, energy efficient spaces that would result in overall cost savings; accessibility renovations; as well as technology and other equipment that would benefit the public. NYS Canal Corporation (Canals) The Canalway Grants Program is a competitive matching grant program available to eligible municipalities and 501(c)(3) non-profit organizations along the New York State Canal System. Canalway Matching Grant Program Up to $1 Funding is for capital projects that enhance economic and community development along the Grant (Canals) million canal corridor and are consistent with the goals of the Regional Economic Development Council Plans. Department of Environmental Conservation (DEC) The New York State Department of Environmental Conservation (DEC), in conjunction with the New York State Environmental Facilities Corporation (EFC), offered grants to municipalities to DEC/EFC Wastewater Infrastructure help pay for the initial planning of eligible Clean Water State Revolving Fund (CWSRF) water Up to $3 Engineering Planning Grant quality projects. Up to $3 million has been made available for this round of the Wastewater Grant million Program (DEC EPG) Infrastructure Engineering Planning Grant (EPG) program. Grants will assist municipalities facing economic hardship with the engineering and planning costs of CWSRF-eligible water quality projects. The Water Quality Improvement Project (WQIP) program is a competitive, statewide reimbursement grant program open to local governments and not-for-profit corporations for implementation projects that directly address documented water quality impairments or Water Quality Improvement Project protect a drinking water source. Projects eligible under the Water Quality Improvement Project Program (DEC WQIP: AHR; MS4; Grant Up to $70 million program include: municipal wastewater treatment (WWT); nonpoint source pollution NPS; Salt; SWP; WWT) abatement and control from non-farm sources (NPS); land acquisition projects for source water protection (SWP); salt storage (Salt); aquatic connectivity restoration (ACR); and municipal separate storm sewer systems (MS4). The Non-Agricultural Nonpoint Source Planning Grant Program offers grants to local governments and soil and water conservation districts to help pay for the initial planning of Non-Agricultural Nonpoint Source non-agricultural nonpoint source water quality improvement projects. The goal of the program Up to $1 Grant Planning Grant Program (DEC NPS) is to get non-agricultural nonpoint source water quality improvement projects ready for million construction and to use the planning report funded by the grant to seek funding through the Water Quality Improvement Project program or other funding entities. The Climate Smart Communities Grant Program provides 50/50 matching grants to municipalities to perform inventories, assessments, and planning projects that advance their ability to address climate change at the local level and become certified Climate Smart Climate Smart Communities Communities. The program also supports municipal mitigation implementation projects that Up to $11.7 Grant Program (DEC CSC) reduce greenhouse gas emissions from the non-power sector (transportation, refrigerants, million food waste, etc.) and adaptation implementation projects (cooling centers, flood plain restoration, emergency preparedness, etc.) that directly address climate change threats or alleviate hazards in the community exacerbated by climate changes. Environmental Facilities Corporation (EFC) The Green Innovation Grant Program (GIGP) provides grants on a competitive basis to projects that improve water quality and demonstrate green stormwater infrastructure in New York. Green Innovation Grant Program GIGP is administered by NYS Environmental Facilities Corporation (EFC) through the Clean Federal Grant Up to $15 million (EFC GIGP) Water State Revolving Fund (CWSRF) and is funded with a grant from the US Environmental Protection Agency (EPA). 4 Type of Resources Program Program Description Funding Available Department of State (DOS) The Local Government Efficiency (LGE) Grant program assists local leaders identify best practices and implement actions focused on reducing municipal expenditures, limiting the Local Government Efficiency Grants growth in property taxes and increasing efficiencies in service delivery. Projects can include Grant Up to $4 million (DOS LGE) local government reorganization, functional or service delivery consolidation, cooperative service agreements, and establishment of regional service delivery mechanisms. The Department of State's Local Waterfront Revitalization Program (LWRP), funded under Title 11 of the Environmental Protection Fund, provides matching grants on a competitive basis to eligible villages, towns, cities, and counties located along New York’s coasts or designated inland waterways for planning, design, and construction projects to revitalize communities and Local Waterfront Revitalization waterfronts. Grant categories include preparing or updating an LWRP; preparing an LWRP Grant Up to $15 million Program (DOS LWRP, LWRP UCR) Component, including a watershed management plan; updating an LWRP to mitigate future physical climate risks and resiliency (UCR); and implementing an LWRP or a completed LWRP Component. This program helps communities breathe new life into their waterfront and underused assets in ways that ensure successful and sustainable revitalization. The Department of State’s Brownfield Opportunity Area program, funded under the Environmental Protection Fund, provides matching grants on a competitive basis to eligible municipalities, community-based not-for-profit organizations, and NYC Community Boards to complete development of a Brownfield Opportunity Area (BOA) Nomination, a planning and Brownfield Opportunity Area revitalization study, for a community affected by known or suspected brownfields or to Grant Up to $2 million Program (DOS BOA) undertake predevelopment activities to advance project implementation within a State- Designated BOA. This program provides resources to New York communities to transform known and suspected brownfields from liabilities to community assets that generate businesses, jobs and revenues for local economies and provide new housing and public amenities. Empire State Development (ESD) ESD has several grant programs that together make available $150 million of capital grant funding for the Regional Economic Development Council Initiative. Capital grant funding is ESD Grant Funds (ESD Grants) available for capital-based economic development projects intended to create or retain jobs; Grant Up to $150 million prevent, reduce or eliminate unemployment and underemployment;

    PERMANENT CITIZENS ADVISORY COMMITTEE TO THE MTA REPRESENTING MTA RIDERS SINCE 1981 2009 Annual Performance Review of The MTA and Its Operating Agencies Introduction The PCAC’s 2009 Performance Review marks our third report summarizing the accomplishments and continuing challenges of the MTA and its operating agencies. This report addresses a number of broad themes such as leadership, transparency, organizational structure, service performance, communication, and accessibility. These themes relate to the ability of the MTA and its operating agencies to deliver service effectively to the riders that we represent. While PCAC is vitally concerned about the critical issue of the almost $800 million operating funding shortfall from Albany, which is part of ongoing dialogues that the PCAC and its Councils maintain with public officials and the MTA operating agencies, this larger issue is outside the scope of this report. The PCAC is encouraged by the MTA leadership’s initial steps to make the overall organization more effective and efficient, and we intend our report to complement this effort. At the same time we are well aware that internal efficiencies are not enough to prevent serious damage to the system due to state funding shortfalls.1 The PCAC recognizes that some of the issues raised in the report are the subject of ongoing work by the MTA and its agencies, the body of this document addresses issues pertaining to the 2009 calendar year. Several related developments from 2010 are included as footnotes to the Review. The PCAC and its Councils are not legislatively mandated to address the operations of MTA Bridges and Tunnels or MTA Long Island Bus; consequently they are not addressed in this document.
