"Der Spiegel: Confirmation from the East" Counter Culture Contribution by Brian Crozier I WELCOME Sir James Goldsmith's offer of hospitality in the pages of COUNTER CULTURE to bring fresh news on a struggle in which we were both involved. On the attacking side was Herr Rudolf Augstein, publisher of the German news magazine, Der Spiegel; on the defending side was Jimmy. My own involvement was twofold: I provided him with the explosive information that drew fire from Augstein, and I co-ordinated a truly massive international research campaign that caused Augstein, nearly four years later, to call off his libel suit against Jimmy.1 History moves fast these days. The collapse of communism in the ex-Soviet Union and eastern Europe has loosened tongues and opened archives. The struggle I mentioned took place between January 1981 and October 1984. The past two years have brought revelations and confessions that further vindicate the line we took a decade ago. What did Jimmy Goldsmith say, in 1981, that roused Augstein to take legal action? The Media Committee of the House of Commons had invited Sir James to deliver an address on 'Subversion in the Media'. Having read a reference to the 'Spiegel affair' of 1962 in an interview with the late Franz Josef Strauss in his own news magazine of that period, NOW!, he wanted to know more. I was the interviewer. Today's readers, even in Germany, may not automatically react to the sight or sound of the' Spiegel affair', but in its day, this was a major political scandal, which seriously damaged the political career of Franz Josef Strauss, the then West German Defence Minister. -

Central Europe West Germany FOREIGN POLICY wTHEN CHANCELLOR Ludwig Erhard's coalition government sud- denly collapsed in October 1966, none of the Federal Republic's major for- eign policy goals, such as the reunification of Germany and the improvement of relations with its Eastern neighbors, with France, NATO, the Arab coun- tries, and with the new African nations had as yet been achieved. Relations with the United States What actually brought the political and economic crisis into the open and hastened Erhard's downfall was that he returned empty-handed from his Sep- tember visit to President Lyndon B. Johnson. Erhard appealed to Johnson for an extension of the date when payment of $3 billion was due for military equipment which West Germany had bought from the United States to bal- ance dollar expenses for keeping American troops in West Germany. (By the end of 1966, Germany paid DM2.9 billion of the total DM5.4 billion, provided in the agreements between the United States government and the Germans late in 1965. The remaining DM2.5 billion were to be paid in 1967.) During these talks Erhard also expressed his government's wish that American troops in West Germany remain at their present strength. Al- though Erhard's reception in Washington and Texas was friendly, he gained no major concessions. Late in October the United States and the United Kingdom began talks with the Federal Republic on major economic and military problems. Relations with France When Erhard visited France in February, President Charles de Gaulle gave reassurances that France would not recognize the East German regime, that he would advocate the cause of Germany in Moscow, and that he would 349 350 / AMERICAN JEWISH YEAR BOOK, 1967 approve intensified political and cultural cooperation between the six Com- mon Market powers—France, Germany, Italy, Belgium, the Netherlands, and Luxembourg. -

DHB Kapitel 4.2 Wahl und Amtszeit der Vizepräsidenten des Deutschen 13.08.2021 Bundestages 4.2 Wahl und Amtszeit der Vizepräsidenten des Deutschen Bundestages Stand: 13.8.2021 Grundlagen und Besonderheiten bei den Wahlen der Vizepräsidenten Die Stellvertreter des Präsidenten werden wie der Bundestagspräsident für die Dauer der Wahlperiode gewählt und können nicht abgewählt werden. Für die Wahl der Stellvertreter des Präsidenten sieht die Geschäftsordnung des Bundestages in § 2 Absatz 1 und 2 getrennte Wahlhandlungen mit verdeckten Stimmzetteln vor. In der 12. Wahlperiode (1990) sowie in der 17., 18. und 19. Wahlperiode (2009, 2013 und 2017) wurden die Stellvertreter mit verdeckten Stimmzetteln in einem Wahlgang (also mit einer Stimmkarte) gewählt1. In der 13. Wahlperiode (1994) wurde BÜNDNIS 90/DIE GRÜNEN drittstärkste Fraktion und beanspruchte einen Platz im Präsidium. Die SPD wollte andererseits auf einen ihrer bisherigen zwei Vizepräsidenten nicht verzichten. Zugleich war erkennbar, dass sich keine Mehrheit für eine Vergrößerung des Präsidiums von fünf auf sechs Mitglieder finden ließ, und die FDP war nicht bereit, als nunmehr kleinste Fraktion aus dem Präsidium auszuscheiden. Da eine interfraktionelle Einigung nicht zustande kam, musste die Wahl der Vizepräsidenten mit Hilfe einer Geschäftsordnungsänderung durchgeführt werden. Vor der eigentlichen Wahl kam es nach einer längeren Geschäftsordnungsdebatte zu folgendem Verfahren2: 1. Abstimmung über den Änderungsantrag der Fraktion BÜNDNIS 90/DIE GRÜNEN: Einräumung eines Grundmandats im Präsidium für jede Fraktion (Drucksache 13/8): Annahme. 2. Abstimmung über den Änderungsantrag der Fraktion der SPD: Erweiterung des Präsidiums auf sechs Mitglieder (Drucksache 13/7): Ablehnung. 3. Abstimmung über den Änderungsantrag der Gruppe der PDS: Einräumung eines Grundmandats im Präsidium für jede Fraktion und Gruppe (Drucksache 13/15 [neu]): Ablehnung. -

The number of Reichstag seats held by these parties fell from 22I to I40, out of the total of397; they never again achieved more than I69. To the multitude of problems left by Bismarck to his successorswas there- fore added one of parliamentaryarithmetic: how was the chancellor to organize a Reichstag majority when the traditional governmental parties by themselves were no longer large enough, and the intransigently anti-governmental SPD was constantly increasing its representation? It was in this situation that the role of the Centre party in Wilhelmine politics became decisive, for between I890 and I9I4 the party possessed a quarter of the seats in the Reichstag, and thus held the balance of power between Left and Right. -

Stewart Spencer Yale University Press: New Haven, ct 2015, $50, hardback 998 pp, 978 0 3002 0489 6 Dylan Riley METAPHYSICKING THE WEST Heinrich August Winkler’s thousand-page tome on ‘the age of catastrophe’, 1914–45, requires some contextualization for Anglophone readers. First, this brick of a book is merely Volume Two of a far more amplitudinous project, stretching from Antiquity to the era of Brexit and Trump. Second, Winkler’s subject is neither world, nor European, history as such, but the story of ‘The West’. This is, in other words, a heavily normative account—one that has been heaped with accolades in Germany. Winkler’s role as a public figure is also relevant here. Born in Königsberg in 1938, descended from a long line of Protestant ministers, Heinrich relocated with his family to Württemberg in 1944. A teenage Christian Democrat, he switched to the spd at the age of 23, and from that point on has been a stalwart, firmly on the party’s right. In 1968 he was an outspoken opponent of student demands for university reform. As a doctoral student in Tübingen he was taught by the conservative historian Hans Rothfels. An important figure in the interwar Volksgeschichte movement—a thinly veiled rationalization of German-imperial designs in eastern Europe—Rothfels played a decisive role in the re-establishment of German historiography after 1945, editing the journal Vierteljahrshefte für Zeitgeschichte and heading the German Historians’ Association. Moving to Freiburg, Winkler’s research centred on workers’ movements in the Weimar period, a three-volume study appearing in the mid-80s. -

It took more than ten years, and the efforts of many, to launch the project. In 1987, finally, the new "voyagers to the West" arrived in Washington, D.C. In mid- November 1987 the Institute was officially opened. The addresses printed in this small volume were the highlights of the opening ceremony. In "From Protestant Peasants to Jewish Intellectuals: the Germans in the Peopling of America" Bernard Bailyn from Harvard University brilliantly outlined the dimensions and the changes in the process of German migration to the New World; and in "Causes and Consequences of the German Catastrophe" Heinrich August Winkler from the University of Freiburg underscored the Institute's commitment to careful analysis and critical examination of twentieth-century German history. -

Zur Westorientierung der deutschen Geschichtswissenschaft in der Bundesrepublik Die Auseinandersetzung um das Vermächtnis der nationalsozialistischen „Volksgeschichte“, die ihren Höhepunkt auf dem Frankfurter Historikertag 1998 erreichte, stellte die Kontinuitäten innerhalb der westdeutschen Geschichtswissenschaft über das Jahr 1945 hinaus in den Vordergrund. Im Zentrum der Debatte standen Werner Conze und Theodor Schieder, die zu den Gründungsvätern der Sozialgeschichte in der Bundesrepublik gehörten. Beide hatten sich in den dreißiger und vierziger Jahren als „volkgeschichtliche“ Nachwuchskräfte qualifiziert, waren der NSDAP beigetreten und hatten dem nationalsozialistischen Regime zugearbeitet. Deswegen wurden sie von Götz Aly und Susanne Heim zu den „Vordenkern der Vernichtung“ gerechnet, da sie zumindest mittelbar, als intellektuelle Berater, an der nationalsozialistischen Vernichtungspolitik beteiligt gewesen seien.
