Therefore, I hope that over the five days of the Campus (22 to 26 June 2009) you will enjoy the wealth of knowledge and experiences which the event will provide, as well as the hospitality and friendship which are typical from the Mozambican people, especially the citizens of Maputo.

Africa and Europe have a long experience of cooperation in the field of culture, promoting the cultural dimension of development and intercultural dialogue. Nevertheless, this is the 1st Euro-African Campus for Cultural Cooperation in Africa and which takes place in our beautiful Mozambique. This fact is a reason to be proud and honoured, and is also a responsibility, for the people and the government of Mozambique.

Our country is one of the most diverse in the world, where the pillars of culture stand on an autochthonous, plural substrate (multi-ethnic, multilingual, multicultural). Later, Mozambique was and is one of the foremost crossing points for personal and cultural routes in the world, the remains of which prevail and are being progressively integrated in the expressions of our Mozambican identity, turning our country into a place of outstanding cultural, historic and social value.

It is this rich diversity which Mozambicans promote and share with the peoples of the world, as a factor in the strengthening of the Mozambican Nation, mutual understanding and tolerance, as well as in development. It was under this perspective that last May we organised the 2nd National Conference on Culture, entitled ‘Mozambican Culture, a Key to Sustainable Development’.

The selection of the Ilha de Moçambique (1991), of Nyau and Timbila (2005) in UNESCO’s Heritage List provides a recognition of the attachment of Mozambicans to culture, as well as our policy of openness towards the cultures and civilisations of all peoples in the world.

It is this Povo and its Pátria Amada which welcome you in this historic event, doing their best to generate an environment which enables the success of this Campus. We hope that the agreements and deliberations will help to strengthen the cooperation among our peoples, states and continents. We wish you a good stay and a good work.

In the last two years has acquired a strong engagement towards the development of Africa and its culture. This has been reflected in the different strategic plans, among which the Guidelines for Spanish Cooperation and the Plan for Africa 2009-2011 stand out, and has been transformed in an important increase of the Spanish funds for the development of the Continent, particularly sub-Saharan Africa.

This commitment with Spanish-African cultural cooperation was included in the “Culture and Development” Strategy designed and implemente by the Directorate General for Cultural and Scientific Affairs of the Spanish Agency for International Cooperation towards Development (AECID). Among the core themes of this Strategy are the role of the Cultural Industries as a driving economic global force, the will to consider Cultural Rights from the perspective of Human Rights and the need to support the setting up of public Cultural Policies by African countries.

It is in such a context that the I Euro-African Campus for Cultural Cooperation takes place in the city of Maputo. Co-organized by the Interarts Foundation and OCPA, it has the full support and commitment of the Government of Mozambique. On the other hand, through its support, AECID expresses the importance given by Spain to culture, understood as one of the driving forces of a people’s development.

It is of great satisfaction for Spain to attend this 1st Campus in Mozambique and this after the recent celebration of the 30th anniversary of diplomatic relationships between the two countries, which has enabled not only to underline the ties of deep friendship and recognition that bind us but also to restate the wish, in coming years, to further strengthen and deepen our mutual respect and commitment, by bringing closer and discovering our many cultural assets.

We have no doubt that this 1st Campus will achieve its main objectives and will be a success, allowing for the exchange of ideas and fostering mutual knowledge and enrichment, whilst exploring the great potential of culture in its contribution to development.

Euro-African Campus for Cultural Cooperation. 22-26 june 2009 - General Guide 3 Introduction This document presents the programme of the Euro-African Campus for Cultural Cooperation, which will be held on 22-26 June 2009 at the Joaquim Chissano Conference Centre in Maputo, Mozambique.

The Campus aims to provide a meeting, training and exchange space where cultural agents in Africa and Europe can reflect, transfer knowledge, exchange experiences and set up joint initiatives in the field of cultural cooperation, in the broader context of the contribution of culture to sustainable development.

The event has been designed by the Interarts Foundation and the Observatory of Cultural Policies in Africa (OCPA), in the framework of a cultural cooperation programme initiated in 2003 that involves research, awareness-raising, training and networking activities. Both organisations share the will to further integrate cultural elements in development strategies and promote the transfer of knowledge and practices in the field of cultural policy.

The Euro-African Campus for Cultural Cooperation aims to build on other relevant initiatives and involve other partners and organisations with shared aims, in order to guarantee the relevance and effectiveness of the event. In this respect, a series of preparatory activities have been held since 2007.

The project is organised in partnership with the Spanish Agency of International Cooperation for Development (AECID), as well as with the City of Maputo and the Ministry of Education and Culture of the Republic of Mozambique. Other sponsors of the Euro-African Campus for Cultural Cooperation include the Calouste Gulbenkian Foundation, Africalia and the Agenda 21 for culture.

Benigna Zimba, Head, History Department, Universidade Eduardo Mondlane, Mozambique. Benigna Zimba graduated in History at the Karl Friedrich Wilhelm Wander University in Dresden, former German Democratic Republic, and obtained a PhD in History from Michigan University, US. She is an associated lecturer in History at the Eduardo Mondlane University in Maputo and the Scientific Director of the Instituto Superior de Relações Internacionais (ISRI). Her main areas of focus are women and gender in Mozambique and Southern Africa; History of pre-colonial Mozambique; memory and culture; and the slave trade. She is also the Vice President of the Organization for Social Science Research in Eastern and Southern Africa (OSSREA) and a member of the International Scientific Committee of UNESCO’s The Slave Route project, of which she was also the Vice President between 2006 and 2009.
