Since he was 14 years old, he was employed at some of the major strategic railroad constructions of the time. With dazzling perseverance, comrade Gartsuev managed to serve in the , and graduate from Leningrad’s University of Rail Road Transport, all by the mid. 1930’s. During the Russo-Finnish War, he was working as deputy superintendent of near-frontal Kirovskaya Rail-Road. For successfully managing operations of the railroad under hard wartime conditions, by the end of 1939, comrade Gartsuev was bestowed with the Order of Badge of Honor #11383. He assumed full responsibility for the Kirovskaya Rail-Road in 1940. During WWII, he distinguished himself in the same role, for which, by decree of Nov. 5, 1943, “For outstanding merits to the State in the provision of transportation for the front and outstanding achievements in the restoration of the railway economy in difficult wartime conditions” he was bestowed with the title of Hero of the Socialist Labor, with GOLD HSL Star #63 and #15473. After the war, Gartusev managed North-Caucasus Rail Road, then Moldavian Rail Road, then worked in Czechoslovakia for 3 years in the “USSR-Czech Shared Freight Railroad Cars Park Bureau”. Retired in 1967. Died on Dec. 23, 1969.
