1 Introduction

Metrolinx has identified various infrastructure requirements that are needed to achieve planned service level targets across the rail network to support the GO Expansion program. Metrolinx is proposing new infrastructure that involves carrying out three (3) Transit Project Assessment Processes (TPAPs) as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings (the Transit Projects Regulation). Proposed infrastructure includes new/upgraded tracks, new layover and storage facilities, grade separations, pedestrian crossings, and new switches. In Round One of the GO Expansion public consultation, in light of Metrolinx’s multiple concurrent TPAP and Addendum studies, opportunities were sought to combine public consultation activities applicable to the GO Expansion Program to more efficiently present information on multiple, interrelated aspects of the program, and so that interested individuals could participate in any of the ten (10) Public Meetings hosted across the Greater Golden Horseshoe Area (GGHA). In Round Two, following Ontario Public Health guidelines limiting large gatherings due to the COVID-19 pandemic, Metrolinx hosted a Virtual Open House for the three (3) TPAPs i.e. - New Track and Facilities, Scarborough Junction Grade Separation and Stouffville Rail Corridor Grade Separation. However, Metrolinx did not actively seek detailed comments on the two Addendum projects i.e. GO Rail Network Electrification Project and Network Wide Structures Project. An update was provided for the GO Rail Network Electrification as part of Round Two of consultation, and no new information was presented for the Network Wide Structures Project. In addition to the GO Expansion Program landing page, each GO Expansion Program project had a dedicated webpage with TPAP-specific information. Participants in the online consultation had an opportunity to provide general feedback about the GO Expansion Program as well as project-specific feedback. 1.1 GO Expansion While GO Rail has played a crucial role in shaping regional growth and economic development in the GGHA, it is only realizing a portion of its overall potential and requires new investment to meet the evolving needs of the region. Metrolinx is committed to improving the GO Transit system to bring 15- minute, two-way electrified service to core parts of the rail network through the Regional Express Rail (RER) program, also known as GO Expansion. As a component of the regional transportation plan, The Big Move, the GO Expansion program supports Metrolinx’s goal of transforming the GO system into a comprehensive regional rapid transit network. In order to accommodate growth, the network will need to: • Enable travel between emerging Urban Growth Centres and major employment, education, and recreation centres. • Provide reliable and high capacity transportation options to downtown Toronto, which will remain the heart of the region’s economy. • Support broader development goals for quality of life, economic development, and a protected environment. GO Expansion differs from other commuter rail services by providing two-way all-day service with high frequencies (typically a train every fifteen minutes or better) using higher speed trains (typically electrified with faster breaking/acceleration and maximum speeds of 120 km/h). Rapid Rail systems have

successfully been deployed to manage demand and support economic prosperity in over 60 cities around the world. 1.2 Scope of the GO Expansion Program GO Expansion consists of many different projects that are required to enable the service levels identified in the GO Expansion Full Business Case and includes new trains, signals, systems, as well as the maintenance and operation of the system for years to come. A significant component of the GO Expansion Program consists of five projects that includes three (3) Transit Project Assessment Processes (TPAPs) – New Track and Facilities TPAP, Scarborough Junction Grade Separation TPAP, Stouffville Rail Corridor Grade Separations TPAP – and two (2) TPAP addendum – Network-Wide Structures Project (an Addendum to the Barrie Rail Corridor Expansion TPAP 2017), and an Addendum to the GO Rail Network Electrification TPAP 2017. In Round Two of public consultation, information about the anticipated impacts and proposed mitigation for the GO Expansion infrastructure was presented. This included a revised design for the Don Valley Layover as well as the Walkers Line Layover, an additional site proposed further east along the Lakeshore West Corridor that is being explored by Metrolinx. Both the Beach and Walkers Line Layover sites will serve a similar function by storing trains as part of meeting service level targets. Along with the Walkers Line Layover being proposed as part of the New Track & Facilities TPAP, the Midland Layover in the City of Toronto is proposed as part of the Scarborough Junction Grade Separation TPAP. Figure 1-1 presents an overview of the GO Expansion Program and includes a Key Map displaying the location of these projects within Metrolinx’s rail network. The GO Expansion Program is intended to support the planning, design and construction of new infrastructure within existing GO rail corridors and includes consideration of the need for new structures and facilities (such as grade separations and layover sites), track work and electrification systems. As part of the GO Expansion Program, corridor-wide and regional studies have also been undertaken for air quality, noise and vibration, and vegetation removal and compensation. GO Rail Network Electrification TPAP Addendum Project A Significant Addendum to the 2017 GO Rail Network Electrification TPAP is being completed to assess additional electrification infrastructure required for new/upgraded tracks and layover facilities (which are being studied as part the New Track & Facilities TPAP and Scarborough Junction Grade Separation TPAP) that were not previously examined as part of the 2017 GO Rail Network Electrification Project. The Significant Addendum does not address the partial electrification of the Richmond Hill corridor, which is included in the New Track & Facilities TPAP scope. These changes to this Project were determined to be inconsistent with the Project Description outlined in the 2017 GO Rail Network Electrification Project EPR. As described in Section 15(1) of Ontario Regulation (O. Reg.) 231/08, any change that is inconsistent with a previously approved EPR requires a reassessment of the effects associated with the project, the identification of new potential effects, a description of proposed avoidance/mitigation/compensation measures (if required), and monitoring/commitments in an Addendum to the previously approved EPR. Therefore, Metrolinx has prepared an EPR Addendum to address the effects associated with the proposed areas that fall outside of the previously approved/assessed OCS Impact/Vegetation Clearance Zone identified as part of the 2017 GO Rail Network Electrification TPAP. The scope of the Addendum also includes an updated assessment of noise, vibration, and air quality associated with increased service levels across six (6) Metrolinx-owned rail corridors. These updated assessments also consider a number of new GO Stations.

Scarborough Junction Grade Separation TPAP In order to eliminate potential conflicts with opposing and express trains, Metrolinx is proposing to construct a grade separation between the Stouffville Corridor and Lakeshore East Corridor at the Scarborough Junction. The Scarborough Junction Grade Separation TPAP will include the following key components: • Midland Layover (Lakeshore East Corridor); • Rail/rail grade separation of the new Stouffville connection under the Lakeshore East tracks at Scarborough Junction; • Modifications to the Stouffville rail corridor: o Depressed rail corridor from St. Clair Avenue East Bridge to Corvette Park; o Depressed rail grade separation at Danforth Road to maintain Danforth Road at the existing grade; o Multi-use crossing, including the construction of an overpass bridge or tunnel option to replace the existing at-grade pedestrian crossing at Corvette Park; and o New bridge structure over St. Clair Avenue East to carry the Stouffville north track. • Modifications to the Lakeshore East rail corridor: o New alignment of the Lakeshore East tracks at Scarborough Junction; • Construction of retaining walls in areas where there is a significant change of grade; • Construction of protective barriers in areas of electrification infrastructure; and • Modification or relocation of the Scarborough GO Station building to accommodate additional track. Stouffville Rail Corridor Grade Separations TPAP The project includes proposed modifications required to meet the service goals of the GO Expansion Program and reduce the number of road and at-grade rail crossings along the Stouffville rail corridor. With the exception of Havendale Road, either a road-over-rail or a road-under-rail grade separation was identified as the preferred option at each location; for Havendale Road, road closure is proposed, with a grade-separated multi-use crossing to maintain pedestrian and cycle traffic. New Track & Facilities TPAP The scope of the New Track & Facilities TPAP includes the various proposed infrastructure along the Lakeshore West, Kitchener, Barrie, Stouffville, Lakeshore East, and Richmond Hill rail corridors that will enable Metrolinx to deliver the planned increased service levels. The proposed improvements include: • New track and upgrades to existing tracks (various corridors); • Retaining walls (various corridors); • Switches (various corridors); • GO Station platforms; • Don Valley Layover (Richmond Hill Corridor), Beach (Lakeshore West Corridor) Layover, Walkers Line Layover ( Lakeshore West Corridor) and Unionville Storage Yard (Stouffville Corridor); • Thickson Road Bridge Expansion (Lakeshore East corridor); and • Electrification of the Richmond Hill rail corridor from the southern limits of Richmond Hill Corridor at approximately Eastern Avenue north to approximately Pottery Road, within the City of Toronto. An Addendum to the 2017 GO Rail Network Electrification Environmental Project Report (EPR) is also being undertaken to assess potential impacts resulting from the electrification of this infrastructure, where warranted (see Section 1.2.1). Network-Wide Structures Project GO Expansion is intended to provide increased service through more frequent and faster trains, improved and new stations, and seamless connections to the regional rapid transit network. It will be necessary to reduce the number of road and rail at-grade crossings along Metrolinx’s rail corridors to improve on time performance, increase operational requirements/reliability, and reduce traffic conflicts. Through the Network-Wide Structures Project, road-rail grade separations have been proposed along various GO rail corridors, including: • Wellington Street East Grade Separation, Barrie Corridor, Town of Aurora; and • McNaughton Road Grade Separation, Barrie Corridor, City of Vaughan. These projects will address the at-grade crossings, accommodate rail line expansion, and assess proposed options for road-rail grade separations. This project represents a change that was not examined in the previously approved 2017 Barrie Rail Corridor Expansion Project EPR (Metrolinx.com/en/GreaterRegion/Projects/Barrie-Go-Expansion.aspx) and requires a Significant Addendum under the TPAP. Vegetation Removal and Compensation Program Vegetation removal is a GO Expansion program requirement. It ensures safe delivery and operation of the new infrastructure required to support electrification and increase service levels. A 7-metre Vegetation Clearing Zone, identified as part of the 2017 GO Rail Network Electrification TPAP, will be established to: • Protect electrification infrastructure; • Increase operational reliability and investigate options for enhancing existing safety measures associated with the risk of tree limbs falling onto overhead wires; and

• Accommodate existing worker and operational safety measures through the preservation of sightlines. The program includes the development of a Vegetation Management Strategy for the GO Rail Network, a Compensation Approach for removals of trees with 10 cm Diameter at Breast Height (DBH) or greater to ensure ecological preservation within the GGHAs, and completion of a system-wide Arborist Study. 1.3 Report Purpose The purpose of this report is to summarize the results of the second round of Virtual Public Consultation held between August 18, 2020 and September 1, 2020, as part of the GO Expansion Program, which includes a number of Projects as described above. This summary is intended to capture participant feedback and comments received as part of the consultation processes completed for the GO Expansion Program and the specific TPAPs that Metrolinx is undertaking to assess the proposed new infrastructure. All participant feedback received will also be included in the applicable Consultation Record for each TPAP or TPAP Addendum study. The various TPAP Consultation Records will also capture stakeholder engagement before and following this round of consultation, including community group meetings, Technical Advisory Committee meetings, briefings with elected officials and municipalities, and Indigenous communities’ engagement. This document is not intended to provide a verbatim transcript of collected feedback; rather it summarizes the key topics of discussion and the range of perspectives shared by participants. These discussions and perspectives were captured through various means, such as online comment forms, voicemails and/or e-mail submissions. Section 3 of this report discusses the general themes of feedback received about the GO Expansion Program, while Section 4 discusses the detailed comments received and the Project Team’s response. 1.4 Feedback Received from Public Meeting #1 Round One of public consultation for the GO Expansion Program was held in February 2020 and consisted of ten public meetings across the rail network, as well as online engagement. In Round One, Metrolinx introduced the GO Expansion Program, the proposed infrastructure, and requested public input on potential impacts of the proposed new infrastructure across the five GO Expansion Program TPAPs and Addendums, including: (1) New Track & Facilities TPAP; (2) Scarborough Junction Grade Separation TPAP; (3) Stouffville Rail Corridor Grade Separations TPAP; (4) Network-wide Structures (an Addendum to the Barrie Rail Corridor Expansion TPAP 2017); and (5) GO Rail Network Electrification Addendum (an Addendum to the GO Rail Network Electrification TPAP 2017). General feedback about the GO Expansion Program includes:

• General support for GO Expansion and planned service increases. Participants were also interested in learning more about future train technology, the Public-Private Partnership model, the TPAP timelines/processes, and the results of impact assessment studies. • Concerns and questions were raised about potential noise and vibration increases, lack of commuter parking, road traffic and congestion, construction impacts due to proposed infrastructure (e.g., disruptions and pollution), EMF/EMI impacts, as well as potential property impacts (e.g., acquisitions and property values).

Feedback about the New Track & Facilities TPAP from Round One includes: • Concerns about noise and vibration impacts from proposed layover/storage yard facilities; • Questions about flood protection at the proposed Don Valley Layover site; • Concerns about impacts to existing businesses and employment at the proposed Beach Layover site (which has since been removed from the Project’s scope); and • Questions about potential effects of Electromagnetic Fields (EMF) or Electromagnetic Interference (EMI) due to the partial electrification of the Richmond Hill corridor. Feedback about the Scarborough Junction Grade Separation TPAP and Stouffville Rail Corridor Grade Separation TPAP from Round One includes: • Concerns about potential noise, vibration, traffic, property and natural environment impacts of the proposed infrastructure, including grade separations; • Advice to ensure that the proposed Corvette Park and Havendale Road multi-use crossing options are safe for all users; and • Interest in the anticipated construction timeline. Feedback about the Network-wide Structures Addendum includes: • Questions about construction timelines, the number of road lanes during and after constructions, and potential impacts and mitigation; and • Concerns about active transportation and traffic impacts, and potential impacts to surrounding properties. Lastly, feedback about GO Rail Network Electrification Addendum includes: • Concerns about potential noise and vibration associated with planned service increases; • Questions about potential visual impacts associated with electrification infrastructure; and • Questions about potential EMI/EMF impacts associated with the proposed electrification infrastructure. A high-level snapshot of the Round One feedback was organized into tables describing “What We Heard” and “What We’re Doing About It” for Round Two. 2 Public Consultation Round Two Overview

Metrolinx hosted the second round of public consultation for the GO Expansion Program online from August 18, 2020 to September 1, 2020. In the second round of consultation Metrolinx introduced new proposed infrastructure, presented potential impacts and mitigation, and continued to seek feedback on potential impacts and proposed infrastructure as part of the GO Expansion Program, particularly for the three TPAPS: (1) New Tracks & Facilities, (2) Scarborough Junction Grade Separation, and (3) Stouffville Rail Corridor Grade Separations. An update was provided for GO Rail Network Electrification as part of Round Two of consultation and no new information was presented for Network Wide Structures Project, as no new project information was available at the time. While all five projects in the GO Expansion Program kicked-off public consultation together in Round One, each of the projects continued on its own timeline. It is anticipated that the two Addendum projects will rejoin the rest of the GO Expansion Program during the third round of public consultation in Fall/Winter 2020. Refer to the graphic timeline below for a summary of the planned consultation.

2.1 Consultation Format Round Two of public consultation was held online via Metrolinx’s engagement and public consultation website at MetrolinxEngage.com. The Metrolinx Engage platform is the hub for interested stakeholders and members of the public to learn more about Metrolinx’s projects and programs, including the GO Expansion Program. Participants were also able to visit the website to find out how they can participate in consultation, provide feedback, and submit questions publicly. Information was available on the website over a two-week period (August 18, 2020 to September 2, 2020), and the active commenting period was open to the public during this time. Following September 2, 2020, the active comment period ended; however, the public is still able and encouraged to ask questions through the online question and answer section, as information remains available online throughout the TPAP. The GO Expansion Program and the five project-specific webpages were housed under Metrolinx’s GO Expansion page. Refer to Section 2.3 (Project Websites and Materials) and Section 2.4 (How to Participants and Provide Feedback) for more details about the information shared in Round Two and the mechanisms for providing and responding to public feedback. COVID-19 Following Ontario Public Health guidelines limiting large gatherings due to the COVID-19 pandemic, Metrolinx hosted a Virtual Open House. The online format enabled members of the public to participate remotely and ensured physical distancing measures were maintained. A phone number was also added for people to call in if they needed any assistance to participate remotely in Round Two of the consultation (416-874-5900). 2.2 Notifications E-Mail/Letter Correspondence To provide notification of the Public Consultation, Metrolinx compiled a comprehensive contact list containing over 573 contacts representing various stakeholder groups for the GO Expansion projects: • Potentially Impacted Property Owners located within the New Track & Facilities TPAP study area, the Scarborough Junction Grade Separation TPAP study area, and the Stouffville Corridor Grade Separation TPAP study area; • Members of the public who requested to receive updates on the Metrolinx TPAPs and Addendums; • Regional newsletters, which includes members of the public/community groups who have signed up to receive Metrolinx news and updates via regional distribution lists; • Federal and Provincial Government Review Agencies; • Regional Authorities, Municipalities and Conservation Authorities; • School Boards, and Fire, Police and Emergency Services; • Elected officials whose riding is within the study area, including Members of Provincial Parliament (MPP), and Municipal Mayors and Councillors; • Indigenous Communities; and • Utility companies.

A copy of the Review Agency (including Utilities), Elected Officials, and Indigenous Communities Contact Lists are provided in Appendix C. Private information have not been included in accordance with Section 41 of the Freedom of Information and Protection of Privacy Act, R.S.O. 1990. Metrolinx sent invitations to the second round of GO Expansion public consultation via e-mail to individuals and organizations on the Project’s Master Contact List (see Appendix C). A copy of the Government Review Team Sample Notification Letter is provided in Appendix A1. Each e-mail/letter provided an update and overview of the various TPAP studies and included the GO Expansion proposed infrastructure Key Map. Instructions were provided on how the recipient could contact members of the Project Team to receive further information and participate in the consultation process. Approximately 3000 plus notification e-mails were sent between August 18, 2020 and August 24, 2020. Sample copies of virtual public meeting notifications are included in Appendix A. Potentially Impacted Property Owners A notification letter was sent to specific property owners within the study area that may be affected by the proposed GO Expansion infrastructure to inform them of these preliminary findings and invite them to the upcoming virtual public meetings. Two different letters were shared with potentially impacted property owners; one was a follow up letter to those who had been contacted during Round One of public consultation, and the other was a letter for newly identified potential property impacts during Round Two. Teranet software was used to identify all property owners within the study area for notification purposes. In total, 13 letters were sent to potentially property owners located within the New Track & Facilities TPAP study area, 23 letters were sent to potentially property owners located within the Scarborough Junction Grade Separation TPAP study area, and 63 letters were sent to potentially property owners located within the Stouffville Corridor Grade Separation TPAP study area. A sample copy of the letter sent for each project is included in Appendix A3. Participants from Public Meeting #1 483 active participants from Public Meeting Round One were informed about the Virtual Public Open House Round 2 via emails from region-specific Metrolinx email accounts. Metrolinx Regional Newsletter A newsletter was circulated amongst all the regions within the GO Rail Network from August 21, 2020, to August 24, 2020. A copy of the regional newsletter is included in Appendix A. Review Agencies and Municipalities Review agencies and Municipalities within the GO Rail Network were notified via e-mail on August 24, 2020 from the Regional e-mail accounts, with an offer to meet. Indigenous Communities Indigenous Communities were sent a letter via e-mail from the GO Expansion e-mail account dated August 14, 2020. In total, 18 e-mails were sent. A copy of the e-mail and letter correspondence is included in Appendix A2. Social Media Postings A series of posts were made from August 18, 2020 to August 24, 2020 in both English and French on the following social media platforms: Facebook, Instagram, LinkedIn, and Twitter. Metrolinx Website Postings Metrolinx News is a blog acting as Metrolinx’s official news channel providing stories, photos, updates and more on progress to transform how the region moves. Metrolinx Engage - Ask a Question The Ask a Question page was available for all five GO Expansion Program projects (see Figure 2-8). Members of the public could use this page to ask questions to Metrolinx and the Project Teams. Responses from Metrolinx were also posted publicly on the same page a few business days later. The Ask a Question pages for the GO Expansion Program have been open and live on the website since Round One of public consultation. These pages will remain open and accessible up to and including Round Three of consultation in Fall/Winter 2020. This voicemail number also appeared in the September 8th Notice of Commencement for New Track & Facilities TPAP, Scarborough Junction Grade Separations TPAP, and Stouffville Rail Corridor Grade Separations TPAP. 2.5 Engagement Analytics This section captures the analytics from the various online engagement platforms used in Round Two between August 18 to September 1, 2020. Round Two of public consultation was well attended. Over 11,000 people visited the GO Expansion Program webpage to learn more about the program and its projects. From there, some members of the public went on to read about the individual projects in the GO Expansion Program and provided feedback. A total of 72 questions and feedback forms were submitted to Metrolinx via Metrolinx Engage. The project with the most visitors was New Track and Facilities, followed by the GO Rail Network Electrification Addendum and Scarborough Junction Grade Separation. Across all of the projects, visitors spent the most time on the Important Documents page for each respective project. Metrolinx Engage Website Analytics Table 2-1 provides a detailed breakdown of the metrics gathered from Metrolinx Engage.

Social Media Analytics The feedback on social media was much more general and did not focus on the GO Expansion Program itself, but more so about Metrolinx in general. Facebook and LinkedIn were the most active of the channels used by Metrolinx in Round Two. Comments from the public on social media ranged from an interest for more service, fare integration, bus service, station upgrades, new stations, new lines, other Metrolinx projects, and ongoing construction. Below provides a breakdown of the metrics gathered from various social media outreach efforts. 3 Summary of Public Feedback

The following sections summarize the feedback received via the Metrolinx Engage website, e-mails, and voicemail during the second round of public consultation for the GO Expansion Program from August 18 to September 1, 2020. 3.1 Overall Feedback About the GO Expansion Program In general, participants shared a range of feedback, including support for GO Expansion and more train service; questions about future plans, final designs, and proposed mitigation; and concerns about local construction and environmental impacts. Participants shared support for the GO Expansion Program. Those that shared support for the GO Expansion Program liked that Metrolinx is increasing service across the network and moving to cleaner train technology. Participants were interested to learn more about the GO Expansion Program and the proposed infrastructure, the schedule for service increases, and the timeline for the electric train service. Others commented that more service is good for students, for those who want to leave their car at home, and for distribution of benefits/employment opportunities along the corridors. Participants added that the proposed grade separations can improve safety in the neighbourhood. Frequently asked questions included: timelines for any associated property impacts, vegetation removals along GO corridors, construction impact mitigation for the proposed infrastructure, future operational noise impacts, proposed noise wall locations, and final designs for the proposed infrastructure. A few participants shared suggestions about construction plans; in particular, that there should be public consultation on construction plans, a 24/7 complaint number should be available, a supervisor on site to rectify issues promptly, and construction should occur during the daytime so that residents are not disturbed at night. Commonly shared concerns include: construction noise impacts (especially at night), traffic impacts during construction phases, air pollution impacts from increased train service, and potential impacts to habitats along the corridor. A few participants also shared feedback about the consultation process. There were a few comments that shared appreciation for public consultation. There was also some confusion about what is and is not included in the GO Expansion Program. Some visitors said they did not see the project they wanted to talk about on the map or list of proposed infrastructure (most of those projects are not included in the GO Expansion Program). There was also a question about the difference between ‘asking a question’ and ‘submitting a feedback’ form during the consultation. Other feedback and considerations about the GO Expansion Program include: • Service expansion and infrastructure upgrades (including electrification) should have been implemented earlier; • GO Expansion Program contractors should consider biodiversity during construction and operation; • The completion of infrastructure projects should increase natural habitats and not remove them; • New trains must consider accessibility and barrier-free access; and • Future service needs to be affordable to riders.

3.2 Project-Specific Feedback The comments collected across all the GO Expansion project websites are organized in this section by project. In Round Two, although an update was provided for the GO Rail Network Electrification Project, Metrolinx did not actively seek detailed comments on the two Addendum projects (Network-wide Structures and GO Rail Network Electrification Addendum). The ability to ask Metrolinx a question, however, was kept live during Round Two and that feedback is included in Section 3.2.4 and 3.3.5. New Track & Facilities Concerns about potential impacts. Participants shared concerns about potential impacts to the natural environment and noise impacts from construction and operation of new layover and train storage facilities. A few participants wanted to learn more about the criteria for installing noise walls, and whether there will be noise walls built around the proposed infrastructure and facilities. There was also an inquiry about negative impacts to property values as a result of new infrastructure. Walkers Line Layover Facility. Questions about the process and timeline for any required property expropriation for the proposed Walkers Line layover facility were received. A participant also shared concerns about road traffic and that it is difficult to turn left from businesses during rush hour on Harvester Road. Don Valley Layover Facility. Participants wanted to know if the plans for the Don Valley layover facility would interfere with VIA Rail’s proposal for High Frequency Rail. These participants suggested that Metrolinx and VIA Rail should coordinate their future plans. There was also a request for more information on any necessary relocation of Hydro One’s infrastructure as a result of the proposed layover facility, especially given that the site is within a sensitive area. Switches. Participants suggested that Metrolinx consider weather-proof or heated switches to prevent freezing and impacts to train service, and to consider using swingnose crossing/movable point frogs to reduce noise and wear. Scarborough Junction Grade Separation Property impacts along Aylesworth Avenue. Residents along Aylesworth Avenue would like to better understand any potential property impacts. Residents confirmed they received a letter from Metrolinx that said there may be potential impacts but they cannot find any impacts in the available project materials. Midland Layover Facility. Participants inquired about where the trains that use this layover facility will be coming from, and why this layover is required. A commenter agreed that ‘it is good’ that this layover only requires Metrolinx property and no additional property. Danforth Road Rail Tunnel. A participant said they liked the plan to move some of the rail corridor below grade. Corvette tunnel. A participant suggested that Metrolinx consider a tunnel at Corvette because it may be better for people who use a wheelchair, and an elevator may not be required. Scarborough GO modifications. There was a suggestion to improve connections to the GO station by providing direct access to St. Clair Avenue East from the platforms. VIA Rail’s proposal for High Frequency Rail (HFR). A participant wanted to learn more about whether the work and service levels proposed in this project will conflict with VIA Rail’s proposal for High

Frequency Rail (HFR), and whether the corridors have enough capacity to support both GO Expansion and HFR service. Stouffville Rail Corridor Grade Separations Improved safety. Participants said they are in favour of the proposed grade separations because it can improve safety for the Agincourt neighbourhood since it separates road and pedestrian traffic from rail traffic. There was also a suggestion to consider constructing the grade separations before increasing services. Havendale Road Crossing Options. A suggestion was received to provide an elevator for the multi-use overpass because long ramps could be challenging for people using wheelchairs or with strollers. There was also a comment for Metrolinx to reconsider the closing of Havendale Road because it is an important connection for the neighbourhood. Property impacts by Huntingwood Drive. A participant would like more information about potential property impacts after receiving a property impact letter from Metrolinx. Network-Wide Structures Project McNaughton Road grade separation. A few participants suggested that Metrolinx consider a road underpass at McNaughton Road because an overpass visually impacts the local neighbourhood. Participants also raised concerns about active transportation, traffic impacts, and potential impacts to surrounding properties. Wellington Street East road underpass. Metrolinx was asked whether there will be three or four lanes on the road underpass. Construction timelines. Participants would like to know about any potential construction timelines for the grade separations proposed at McNaughton Road and Wellington Street. GO Rail Network Electrification Addendum Timeline for electrification infrastructure and service. Many participants wanted to learn more about Metrolinx’s timeline for electrification, both for construction of supporting infrastructure and electric service. Participants also wanted more specific details about which corridors will have electric trains and how many, and the mixture and amount of trains that will go through the Union Station Rail Corridor after service expansion. A participant wanted to know if electrification infrastructure is still required if the future train service will use hydrogen powered trains. There was also a suggestion to consider using battery powered trains instead. Operational noise and air quality impacts. Participants shared concerns about potential operational noise and air quality impacts from expanded service using both diesel and electric trains. Participants would like to know about the assessment criteria for noise walls, and where noise walls will be proposed. There was also a concern shared about incremental noise impacts along the Lakeshore East Corridor from additional services, and that increased noise impacts are a public health issue. Vegetation Compensation and Removal Program. Participants would like to know about Metrolinx’s timelines for vegetation removals, particularly along Lakeshore East Corridor, between Eastern Avenue and Coxwell Avenue, within the City of Toronto. Construction management and construction noise impacts. Participants inquired about how Metrolinx is going to engage with and/or notify local communities in advance of construction activities and how noise complaints would be dealt with during construction.

TPAP Addendum process. A suggestion was received for a longer public review period and that the 30-day public review of the EPR Addendum may be too short. 3.3 Other Feedback Participants also shared feedback about Metrolinx’s other ongoing projects, future improvements, and other approaches and policies. Other comments, advice, suggestions, and consideration include: • Implementing whistle cessation; • Providing more information about planned improvements in Milton, Kitchener, Niagara, Oshawa, and Bowmanville; • Providing an update on the Scarborough Golf Club grade separation construction; • Improving cycling connections to GO stations; • Improving transfers from GO to TTC; • Providing bikeshare opportunities at GO stations; • Providing more parking at Oshawa GO; • Reintroducing rush hour service at Rouge Hill GO station; • Cleaning the washrooms on trains more frequently; and • Considering a new high-speed service between Kitchener, Hamilton, and Pearson airports to support economic and employment areas. 4 How Feedback Will be Considered by Metrolinx

Metrolinx will review and consider all feedback received as part of each TPAP in developing the conceptual designs, siting the proposed infrastructure, identifying constraints, and assessing potential impacts of the various projects included in the GO Expansion. A detailed summary of the comments received and how they were considered by Metrolinx will be documented in the consultation chapter of each project specific Environmental Project Report (EPR)/EPR Addendum. A number of feedback forms and comments were submitted by members of the public on the Metrolinx Engage website or via email to the GO Expansion E-mail that requested Metrolinx provide a direct response in writing. Metrolinx responded to each these individuals and documentation of these comments/responses will be included within each applicable EPR/EPR Addendum.

5 Next Steps

The subsequent phase of the projects/TPAPs will involve updating the EPRs/Addendum to incorporate public feedback, as required. A third round of Virtual Public Meetings will be held to present TPAP- specific updates, refined conceptual designs (if applicable), final results of impact assessment studies (specifically the system-wide noise and vibration, and air quality studies being undertaken as part of the GO Rail Network Electrification Addendum), proposed mitigation measures, and next steps.

The purpose of this round of consultation is to present information and seek feedback on the any newly identified infrastructure (or changes) and the findings of the draft technical and environmental studies undertaken to date. Ongoing at Metrolinx are plans for five GO Expansion elements ‐ all part of a single upcoming project ‐ undertaking a Transit Project Assessment Process (TPAP) or TPAP addenda regulated by the Province of Ontario, which are available for comment now. Metrolinx, an agency of the Province of Ontario, is expanding its services as part of the GO Expansion Program which will increase services both in terms of train frequency and availability across its seven rail corridors. The GO Expansion Program is an investment program that will transform GO Rail into a comprehensive regional rapid transit network system that provides the expanded mobility the Golden Horseshoe Area needs to accommodate growth and maintain a high quality of life and prosperous economy. The long‐term goal and vision of the GO Expansion Program is to provide 15‐minute, two‐way all‐day service. With major investment in GO Rail infrastructure, Metrolinx will be quadrupling GO Rail service and nearly doubling GO Rail ridership. By 2055, annual ridership will exceed 200 million, compared to 105 million without GO Expansion. As part of the GO Expansion program, Metrolinx has identified various infrastructure requirements to achieve the established service level targets across the network.

Metrolinx is completing three (3) Transit Project Assessment Processes (TPAPs) under Ontario Regulation (O. Reg.) 231/08, Transit Project and Metrolinx Undertakings to assess the effects of the proposed transit project, and to provide mitigation measures. Consultation with the public, review agencies and Indigenous communities is a key component of these TPAPs.

Metrolinx is hosting a second round of public consultations as part of the TPAPs for New Tracks and Facilities, Scarborough Junction Grade Separation and Stouffville Rail Corridor Grade Separations.

Following advice from Public Health Ontario on COVID‐19, this round of consultation will be carried out as a Virtual Open House from August 18 to September 1, 2020. The focus of this round will be on any newly identified infrastructure (or changes) and findings of draft environmental studies undertaken to date.

Your participation and feedback is an important part of our work and there is space for you to provide comments every step of the way. All comments and questions received from August 18 to September 1 will be part of the final Environmental Project Reports.

New public consultations set for project that will enable two-way all-day GO service. Here’s how you can chime in, as well as the important chapters as the plan rolls out into the future.

Your opinions are worth much more, as Metrolinx is calling for public input as the transit agency moves forward with a project to dramatically increase GO Transit rail service across the Greater Golden Horseshoe Region of Ontario.

Metrolinx is en route to modernize its rail system with the implementation of the GO Expansion program – an investment program intended to provide 15-minute, all day service, faster trains, improved and new stations, along with seamless connections to a regional rapid transit network.

consultation, and the team wants to hear from you. The consultations will run from August 18 to September 1.

GO Expansion consists of many different projects.

Follow The largest piece represents all the work that is required to enable service levels identified in the GO Expansion Full Business Case, including new trains, facilities, signals, systems, as well as the maintenance and operation of the system for years to come.

This transformation will bring fundamental changes to GO Transit’s seven operating rail corridors. It will result in the implementation of over 205 km of new track and 680 km of electrified track that will be laid to allow for the more frequent and efficient movement of trains.

Project Assessment Process (TPAP) or TPAP addenda regulated by the Province of Ontario, which include a series of public consultations.

There will be a total of three rounds of public consultations as part of the Transit Project Assessment Process (TPAP) process, and round two for the three full TPAPs is happening now.

The three (3) TPAPs for which public consultations are happening now, are – New Track and Facilities TPAP, Scarborough Junction Grade Separation TPAP, Stouffville Rail Corridor Grade Separations TPAP.

Two TPAP addenda are also taking place, for which there are two rounds of public consultations- Network-Wide Structures Project (an addendum to the Barrie Rail Corridor Expansion TPAP 2017), and an addendum to the GO Rail Network Electrification TPAP 2017.. The second and final public consultations will take place this fall.

Round one of public consultations for all five TPAPs and addenda was held in February of 2020. It consisted of 10 public meetings across the region, as part of GO Expansion. If you would like to look at the public materials from the February 2020 open houses, including meeting boards, info sheets, as well as the summary of feedback from round one, .

Please note that while all five of the TPAPs and addenda kicked off in Round 1 together, they all have their own timelines. Public feedback for the three full TPAPs on this round is being requested from August 18 to September 1.

facilities, storage yards -throughout the network and a number of grade separations (places where the rail network is separated from the road network or other rail lines).

A Transit Project Assessment Process (TPAP) is a focused impact assessment process created specifically for transit projects. The process involves a pre-consultation phase followed by a regulated phase (up to 120-days) and includes consultation, an assessment of positive and negative impacts, an assessment of measures to mitigate negative impacts, and documentation.

A TPAP makes sure that the natural, social, cultural, and economic environments are protected and any potential adverse effects from proposed infrastructure are either avoided, mitigated or minimized.

TPAPs are regulated by Ontario’s Environmental Assessment Act, and are submitted for the Minister of the Environment Conservation and Parks’ review prior to completion.

Public, stakeholder, and Indigenous consultation occurs throughout the process.

Following the TPAP, the proposed Infrastructure will move into the detailed design and construction phases. During these phases all applicable regulations, permits, approvals and best practices will be adhered to.

Environmental Studies

Environmental studies are important components of a TPAP. Along with public feedback, they inform the Draft Environmental Project Report (EPR) that becomes subject for public and Minister’s review.

These studies look at existing conditions to assess potential impacts from construction and operation of the proposed infrastructure and future train service, recommend mitigation and monitoring commitments, and provide key information for concept designs.

Environmental studies as part of a TPAP may include the following:

Air quality; Archaeology; Cultural heritage; Electromagnetic fields (EMF) and electromagnetic interference (EMI); Hydrogeology and groundwater; Natural environment (including species-at-risk); Noise and vibration; Socio-economic and land use; Stormwater management; Transportation and traffic; Utilities; and Visual/aesthetic.

A list of completed environmental studies, and completed reports will be available on the Metrolinx Engage site.

To make such big changes and advancements to a transit system takes a lot of stages, studies and official process. But one important element, where we started this story, is with the feedback of the public.

Public input lets GO Expansion proceed full steam ahead

Metrolinx’s GO Expansion program is the largest transit project in the history of Ontario and Canada. But it can’t happen without the input of the communities and industry partners that will build and use the system.

As the population of the Greater Toronto and Hamilton area continues to boom, the case for expanding GO Transit service is clear.

The project known as “GO Expansion” will turn what was originally a commuter train service into an all-day two-way transit network. In the process, it will bring significant benefits to transit users, drivers, and the region as a whole.

The first step in the process of building this unprecedented project, is consulting with the public on the impacts of the project.

This is done through a Transit Project Assessment Process (TPAP), an impact assessment process created specifically for transit projects. The process involves a series of public Follow consultations, the second of which is happening now.

Public feedback is an important component of project design. Following the first round of public consultations that took place in February 2020, which included 10 open houses across the region, several updates and changes have been made to proposed infrastructure, and a number of environmental studies to reduce impacts and improve design have been completed.

Don Valley Layover

Union Station is a bottleneck in the GO network.

By situating a rail layover facility in the Don Valley, utilizing the existing tracks on the Metrolinx- owned Don Branch, trains will be able to quickly and efficiently drop passengers at Union Station, while at the same time reducing congestion.

The Don Valley Layover was first proposed at the public meetings in February 2020. After receiving feedback from the public and stakeholders, Metrolinx has revised the configuration of the Don Valley Layover.

The revised configuration means all facilities will be outside of lands designated as environmentally significant by the city of Toronto, and reduces impacts to adjacent property owners as well as users of the Lower Don Valley Trail.

Burlington Layover

A train layover yard is also required in Burlington to support increasing service levels on the Lakeshore West corridor.

Metrolinx requires a place to store and maintain the trains at the end of the line. At the initial public consultations, the Beach site was proposed, near Plains Road East and Maple Avenue.

Based on feedback in round one of consultations, a second site is now being assessed in Burlington, located at Walkers Line between Harvester Road and Fairview Street. The Walkers Line site is mostly vacant or within the Metrolinx right-of-way and has less associated impacts.

A preferred site for the layover on the Lakeshore West corridor will be identified once both sites are fully assessed.

Grade Separations

A grade separation separates the road from the rails, so that vehicles and or pedestrians can pass under or over a railway safely, without having to stop and wait for the trains.

Reducing the number of at-grade crossings on the Stouffville Rail Corridor will support increased service and provide benefits such as improved traffic flow, better connections and crossings for pedestrians and cyclists, air quality benefits from reduced car idling, and reduced noise from at-grade crossing signals and train whistles.

Since the first round of public consultations, Metrolinx has been working with business owners and municipal partners to study the impact of moving driveways and road changes on nearby properties to minimize impacts.

That means meeting with each affected property owner and exploring options to reduce the impact on their property or operations. In each case, Metrolinx looks to find the solution that will work well for the surrounding properties, and unlock the benefits of GO Expansion.

Public feedback is crucial to the transit planning process. Metrolinx is calling for further public input as the transit agency moves forward with GO Expansion. This past week, GO Expansion took a step forward with the next round of public consultation, and the team wants to hear from you.
