SITUATION DESCRIPTION: At 11.00 am this morning, a tropical low with a central pressure of 1002 hectopascals was re-located near 11.1 degrees latitude south and 158.7 degrees longitude east, approximately 63 nautical miles northwest of Bellona Island and 100 nautical miles south of Island. The low is moving slowly southwest.

According to the SI Meteorological Service’s SATAID Service Model provided by the Japan Meteorological indicated that the system will be intensify and become a tropical cyclone in the jurisdiction of the Solomon Islands.

The SI Meteorology as of 6:00pm this evening has upgraded the Special Weather Advice to a Tropical Disturbance Watch Advice and is current for Rennell & Bellona, Western, Russells, Guadalcanal, and Malaita Province

Displacements A meeting was conducted this morning regarding the influx of displaced people in all designated Evacuation Centres which resolved that:  Oxfam and Red Cross will take the lead in management of the evacuation Centres who will work closely with the members of the Welfare and IDP’s  The actual numbers of the displaced people are still unknown at this stage as registration continues however an estimated 12,000 people are in all centres  The evacuation centres are as follows; Henderson international terminal, King George, Pavillion, School, CYP/FOPA, Coronation school, Bokonavera school, Police club, White river and White river school.

Reported Impacts

Honiara Township  Mataniko River burst its banks, resulting in major flooding affected all the communities residing along the river bank  Old Mataniko bridge in the main Central Business District is under water  New Mataniko Bridge Western approach is at risk of washed away if the flooding continue  China Town CBD is flooded  The residents of Vara Creek and Number Three are currently shelter at Coronation School  Electricity is being interrupted due to flooding  The Solomon Island Red Cross has evacuated from its Office and has set up at  About a thousand(1000)evacuees around Henderson area are housed in the Honiara International Airport  The white River evacuation centre already occupied by evacuees  Solomon Island National University, the Kukum campus reported flooded  Reported that 1 Household in Tasahe destroyed by Landslide  An evacuation centre in Mbokonavera, Central Honiara is fully occupied by evacuees from surrounding communities  Honiara City and whole of Guadalcanal was declared a disaster area by the Minister responsible this afternoon  Evacuation operation continuing  Initial food and Water distribution to evacuation centres will be distributed this evening  Food, water and clothing are urgent needs identified Makira Province  The blockage at the upper Hariga River was confirmed by the community members as per reports by 4 volunteers who actually visited the site on Thursday 27th march.  Community awareness was done, to inform villagers to accept the situation and to voluntary relocate to safer area.  Communities have met and inform their families to voluntary relocate their villages to site.  Hariga School was advised to suspend classes until Ariel survey done and safety is permitted by NDMO  PDC supplied tents to communities along the river to build temporary shelter at new relocation area, while they build proper leaf houses and wait for the PDC/NDMO guaranty them to return to original homes.  Estimated calculation of the dam is 50 meters depth and area covered is 1km.  Level of water increasing and the possibility of the dam to over flow.

Guadalcanal Province  Bridge at Lambi and Boa in West Guadalcanal reported destroyed  All food gardens in Marubo, Vulavu and Lambi are covered with flooded water  Old Selwyn, Guadalcanal Plantation palm oil limited, Kakabona, Dova in East Guadalcanal,

THE SOLOMON ISLANDS NATIONAL EMERGENCY OPERATIONS CENTRE [NEOC] Metapona River, St Joseph Tenaru, Lunga, Fox, Red beach, Kaotave, Binu, NAC school, report heavy flooding  Marovovo stream in West Guadalcanal back flows and flood the southern side of the school, flooded water affects 3 staff houses, boys dormitory, girls dormitory, school compound and destroyed food garden

1. NORTHWEST GUADALCANAL

 Unconfirmed report indicated that the Toba Bridge is damaged.  All hamlets comprising Tamboko community have been fully flooded. No casualties reported, No damage of houses reported, Displaced population is more than 600 people  Doma River is heavily flooded carrying debris which blocked the bridge resulting in diversion of water flow to the east side. Flood water displaces resident of the Doma area (Hon. Silas Chekana’s area)  Reports confirmed that a big banyan tree (abalolo) is knocked down by flooding and fully blocked the main highway access.  11 Families displaced to Titinge  Residents of the Central bank area were displaced as a result of flooding.  Mataruka river heavily flooded, destroying food gardens, populations at the Catholic Mission station have been displaced. 3 residents were destroyed by flooding. The Mataruka ford bridge is damaged.  Verana’aso bridge was damaged to an inaccessible level. Selwyn School compound and dormitories were flooded forcing the school to evacuate the students to Honiara or various homes within northwest and west Guadalcanal.

2. CENTRAL GUADALCANAL

Tenaru river heavily flooded destroying a number of villages, homes and displacing more than 100 people. The Villages affected are as follows:  Grassland 66 families displaced. The full populations of Grassland community have been displaced to Wind Ridge and are in urgent need of food and tarpaulins.  Students from St. Joseph’s Tenaru School were evacuated this morning; Tenaru River flooded the school compound.  No casualties reported.

3. NORTH GUADALCANAL

 Reports are still not clear for extent damages in the Ngalimbiu area. However, a good number of families have been displaced yesterday at the Old Selwyn area.  Fox-wood is flooded but no other details have been provided.

Rennel and Bellona  Experience Strong wind and Heavy rain but no reports of damages

Coordination meetings  National Disaster Council has meet as of Yesterday(4/4/2014)  Disaster Management Coordination meeting has being convened.

Provincial Response Honiara City Council  Honiara City Emergency Operation Centre (NEOC) has been activated on Full-on Activation mode; this means that it is operational on a 24 hour basis.  The council has issued an order for all its schools to be used as temporary evacuation centre  The Council has issued a service message to request public support in remaining at their homes  The Honiara City Council has designated the follow schools to be used as Temporary Evacuation Centre

National Response  National Emergency Operation Centre (NEOC) has been activated on Full-on Activation mode; this means that it is operational on a 24 hour basis.  Royal Solomon Islands Police Operation Centre (POC) has been activated on Full-on Activation mode, and is operational on a 24 hour basis.  Royal Solomon Islands Police Force has deployed 28 personnel of the PRT initially to conduct evacuation of flood affected population, now they are directed to conduct crowd control on the China Town Central Business District.  All Humanitarian actors are working tirelessly to quickly address the situation

Humanitarian Needs The following humanitarian needs is obvious to support the Internally displaced people  Emergency Shelter Most of the flood affected residents in Honiara lost their dwelling houses and are living in Evacuation centres. This will also the case in some affected parts of the Solomon Islands, but due to communications constraint, the impacts from outside Honiara is not clear as to what is the extend of damages to shelter.  Food relief IDPs in Honiara are no doubt that this will be the priority need as they rely on shops for their daily subsistence and also to some affected population outside Honiara, as food gardens have being destroyed by flooding and or landslide  Health Services Health services for affected population is also  Protection

As such this sector needs to be addressed.  Psychosocial support Psychosocial support for affected population is also vital as most affected people have being traumatised by the incident  WASH As Water is disrupted provision of safe water to affected population is vital

Current Operation  Continually Dissemination of Flood evacuation message through media outlets  Initial Registration of Evacuees in each evacuation sites  Search, Rescue and Recovery  Emergency food relief is being implemented by NDMO and Honiara City Council

Future Operations The following activities will be the priority  Search, Rescue and recovery led by RSIP and HCC Law enforcement will continue  Comprehensive Registration of IDPs  Initial Damage Assessment to determine the scope and scale of the event  Aerial survey for Makira

Recommendation  Needs Emergency of SBD$1, 000,000.00 funds to support logistics and all the 11 designated evacuation centres  Emergency funds to support the operational costs for the NEOC and HCC PEOC  Set up Emergency communication between the EOCs and the field teams  All Disaster Management Stakeholders and Partners N-DOC and HCC – DOC (Clusters) are kindly requested to support their clusters and involve in the operations.  Registration of evacuees is urgently required  Solomon Island Broadcasting Cooperation should continue to emphasis on the evacuation messages  RSIPF should communicate with displaced people/evacuees not to return to their homes until an all clear message is issued  Urgently needs supplies of None Food Items (NFIs)  Urgency of Food supply to support the evacuees in each evacuation centre Feedback to Original Station
