Mode of payment of Earnest Money: Earnest Money shall be paid only through online mode like Netbanking/NEFT/RTGS/Bank Guarantee (BG) as per the details mentioned in Special Instructions to bidders for E-tendering. No offline instruments like Demand Draft/Pay Order/Banker’s cheque etc. towards EMD shall be accepted. In case value of EMD is not less than ₹ 1.00 lakh, Bidder has the option to submit EMD through BG from a scheduled bank (as per the format prescribed in the General Conditions of Contract. The BG shall be valid upto last date of bid validity as per NIT plus 3 months. Original BG shall be sent to Tender Issuing Authority and the same should reach him within 7 working days from the date of opening of technical bids. Only those physical BG instruments found matching with the copy submitted in the E-portal shall be considered as valid. Note: Tenders without Earnest Money are liable to be rejected. However EMD shall be exempted for Central/State PSU, Government organizations, JV/subsidiary companies of IOCL, Start up recognized by DPIIT and registered Micro & Small Enterprises (MSEs) as per Public Procurement Policy for MSEs issued by Ministry of MSME, Govt. of India. 11. Pre-qualification Criteria(PQC) The intending tenderers shall have to furnish proof of their pre- qualification and experience along with the Part-I (Techno- commercial bid). 11.1 Annual Turnover (ATO) Minimum Rs. 15.76 Lacs. During any of the three preceding financial years i.e. April 1, 2016 onwards. Proof of ATO shall be submitted in form of Audited Balance Sheet & profit and loss account of the bidder. Published Annual report available in the public domain shall also be acceptable. Criteria of Annual Turnover is relaxed by 15% for MSEs where tendered items/ services are not Critical in nature [*Refer Clause 13 of NIT]. No turnover criteria with respect to start up shall be considered where tendered items / services are not critical in nature [*Refer Clause 13 of NIT]. 11.2 Work Experience Bidder should have experience in successful completion of similar job as under during any of the last five years ending on the last day of the month immediately previous to the month in which last date of bid submission falls ( in case of extended bid submission date, original bid submission date shall be considered ) of value as mentioned below a) Three similar completed works each costing not less than the amount equal to Rs. 7.88 Lacs OR b) Two similar completed works each costing not less than the amount equal to Rs. 10.51 Lacs OR c) One similar completed work costing not less than the amount equal to Rs. 13.13 Lacs Criteria of prior experience is relaxed by 15% for MSEs where tendered items/ services are not Critical in nature [*Refer Clause 13 of NIT]. No prior experience criteria with respect to start up shall be considered where tendered items / services are not critical in nature [*Refer Clause 13 of NIT]. 11.3 Similar nature shall be defined as “Operation & maintenance of heavy motor vehicle in any petroleum refinery/petrochemical plants/hydrocarbon fertilizers/hydrocarbon industry” 11.4 Other Pre Qualification Not Applicable Requirement 12. Mode of Submission Offer must be uploaded on e-tender website www.iocletenders.nic.in before the last date & time of submission of tender. Offer submitted using any other mode will not be accepted. 15. Reverse Auction Not Applicable / Online Reverse Auction will be conducted for finalizing this Tender. Please refer ITB for more details. 16. Documents required in support of (a) Documentary evidence in the form of copy of Order/Agreement with work experience. Schedule of Rates/ Scope of Works and completion certificate containing executed value from the client should be submitted along with the name of the company, address, contact person with Telephone, Fax, e-mail address in support of experience criteria under Sl. No. 11.2. In case executed value is not mentioned in the completion certificate issued by the client, work order value with amendments, if any, shall be considered for the purpose of evaluation. Work completion date shall be considered for deciding the period of work experience. Bids without proper evidence are liable to be rejected. (b) If the documentary evidence of executed value is submitted by the bidder along with his bid then the work order value or executed value, whichever is higher, shall be considered for meeting PQC requirement and his offer will be evaluated accordingly. If no documentary evidence is submitted by the bidder for the Completion value then his offer will be considered on the basis of the work order value of successfully completed work. (c) With regard to sub-contracted work order, the bidder has to submit a Certificate from the end user / Owner / Consultant of the Owner stating that the main contractor has intimated them about the engagement of sub-contracting OR have been allowed / permitted as a sub-contractor. (d) The completion certificate, submitted by the bidder shall separately indicate the GST/service tax amount included in the value of completed job OR a separate certificate from the respective client, mentioning the GST/service tax amount if any, included in the value of completed job under consideration should be submitted by the bidder. Amounts mentioned under clause 11.2 above are excluding GST/service tax. (e) The amount considered for meeting the experience criteria of PQC shall be exclusive of Service Tax/GST. In case the value of job submitted by the bidder does not have clarity with regard to inclusion/exclusion of Service tax/GST, the amount appearing in the certificate shall be considered exclusive of tax and shall be evaluated. (f) For Annual Rate Contracts (ARC) of repetitive nature, similar ARC job that has been successfully completed by bidder for the originally awarded period of such ARC shall be considered as completed works even though such ARC is under execution on account of extension. However, the original contract must have been completed within the cut-off date of completion as mentioned under clause 11.2 above and documentary evidence thereon shall be provided by the bidder. (g) Bidder to note that PQC for ARC jobs (more than one year duration) is set on Annualized value basis. Therefore, evaluation for experience criteria shall also be done on annualized value of work order or annualized executed value, whichever is higher and submitted by the bidder (certificate for successfully completion of the job is mandatory).[* Refer clause 12 of NIT] (h) In case, the executed value of job is more than work order value and bidder claims for meeting the PQC requirement on the basis of executed value then it is the responsibility of the bidder to submit the documentary evidence of final executed value (such as copy of final bill, executed value mentioned in completion certificate etc.) along with his bid. 17.     BRIEF SUMMARY Project: Augmentation of PHBPL by Laying of new 30" OD Crude Oil Pipeline in Haldia- Barauni section of PHBPL and Conversion of existing 18" OD Haldia-Barauni section (Mainline and Loop line) to Product & Gas Service Introduction Out of total eleven refineries in the country (Own plus two refineries of subsidiary), IOCL has two refineries located at Haldia and Barauni in the Eastern part of the country and three refineries at Digboi, Guwahati and Bongaigaon in the North Eastern part of the country. The total crude oil requirement of Haldia and Barauni refineries and part requirement of Bongaigaon Refinery is met from the Paradip and Haldia ports, located on the east coast of India. The crude oil received through tankers at Paradip port is transported to these three refineries through Paradip-Haldia- Barauni crude oil Pipeline (PHBPL) of IOCL. Minor crude oil volume is also handled at Haldia for pumping in Haldia-Barauni section of PHBPL (18” Mainline and 18” loop line sections). Barauni- Bongaigaon section of Oil India Limited’s (OIL) Pipeline is utilized for transporting crude oil further from Barauni to Bongaigaon. The present name plate capacity of Haldia, Barauni and Bongaigaon refineries is 7.5 MMTPA, 6.0 MMTPA and 2.35 MMTPA, respectively. These refineries are getting augmented and the total requirement of these refineries will be 20.4 with peak-processing capacity at 22 MMTPA. In view of the projected future crude oil supply requirements of Haldia Barauni and Bongaigaon refineries, capacity augmentation of PHBPL is envisaged as under: a) Augmentation of capacity of Paradip-Haldia (P-H) section from 15.2 to 20.4 MMTPA, which can be increased to 22 MMTPA, when crude oil of lesser viscosity is pumped or through the use of DRA.
