As per the list provided by the District Rural Development Agency (DRDA) for rural and tribal areas.

3. Eligibility criteria for issue of AAY/Annapurna ration cards

Antyodaya Anna Yojana (AAY) was launched on the 25th December, 2000. This scheme reflects the commitment of the Government of to ensure food security for all, create a hunger free India and to reform and improve the Public Distribution System (PDS) so as to serve 1 crore poorest of the poor in the Rural and Urban areas. In pursuance of the Government’s initiative in respect of alleviation of hunger amongst the most vulnerable sections, such as old people, widows and disabled persons without family or societal support and the directive of the Hon’ble Supreme Court in Interim Order in CWP No. 196/2001 dated 02/11/2002, the has expanded the Antodaya Anna Yojana(AAY) in June, 2003, to cover an additional 50 lakh BPL families from amongst the following priority groups.

PROPOSED EXPANSION

(a) Landless agriculture labourers, marginal farmers, rural artisans/craftsmen such as potters, tanners, weavers, blacksmiths, carpenters, slum dwellers, and persons earning their livelihood on daily basis in the informal sector like porters, coolies, rickshaw pullers, hand card pullers, fruit and flower seller snake chamers, rag pickers, cobblers, destitute and other similar categories in both rural and urban areas.

(b) Households headed by widows or terminally ill persons/disabled persons/persons aged 60 years or more with no assured means of subsistence or societal support.

(c) Widows or terminally ill persons or disable persons or persons aged 60 years or more or single women or single men with no family or societal support or assured means of subsistence.

(d) All primitive tribal households.

(i) Households headed by widows or terminally ill persons or disabled persons or persons aged 60 years or more with no assured means of subsistence or societal support.

(ii) Widows or terminally ill person of disabled persons or persons aged 60 years or more or single women or single men with no assured means of subsistence or societal support

1 What are Weights & Measures? . The terms weights and measures generally means an object/instrument /apparatus or device which is used for the purpose of making weighment or measurement while selling any goods to a consumer.

ANNUAL REPORT OF THE DEPARTMENT OF CIVIL SUPPLIES & CONSUMER AFFAIRS (A&N ISLANDS) FOR INCLUSION IN THE ANNUAL REPORT 2012-13 OF MINISTRY OF HOME AFFAIRS

The Andaman & Nicobar Islands being geographically cut off from the mainland India is not sustainable in food production; hence the entire population is covered under the Targeted Public Distribution System (TPDS) linked through a network of fair price shops across the islands. The department of Civil Supplies plays a vital role in providing food security to the population living in the Islands and promoting consumer welfare in the .

The Targeted Public Distribution System ensures food security to the people especially to the poor by supplying rice, wheat, sugar and kerosene oil at subsidized prices through a network of 490 Fair Price Shops (FPS). The A & N Administration fixes the scale of supply of essential commodities as per the allocation by Govt. of India. The objective is to ensure that each family is supplied the correct quantity of essential commodities to which they are entitled at prices fixed by the Administration.

The Annual Allocation of food grains and off take under TPDS for the year 2012-13 is given in Annexure-I

Mid Term Strategy:

The isolated patches of Islands and undulating topography make it highly difficult to meet the challenges of nature. Hence, the department has streamlined strategies to overcome the challenges thereby making the entire 37 inhabited Islands food secure and disaster prepared by bridging up the gap between the available storage capacity and the required storage capacity. The Department has attained the storage capacity to maintain three months buffer stock in Nicobar District and initiatives taken to create additional storage space in the Twelfth Plan period in South Andaman and North and Middle Andaman District to bridge the storage gap.

IMPORTANT PROJECTS:

1. Computerization of PDS The Department of Civil Supplies has created digitized beneficiary database in A & N Islands and the ration card information is hosted in Public domain periodically for which a website has already been developed and hosted by NIC, Port Blair. The monthly issue of PDS items to FPS is also updated on the website.

Further the UT Administration has identified this Department as one of the Mission Mode Project (MMP) department for implementation of e-Governance projects under NEGP for transformation of existing process/services. Under which a RFP has been prepared and floated in the National/Local dailies.

2. Issue of fortified Atta: The Department had published an expression of Interest (EOI) in the local and national dailies inviting proposals for supply of fortified Atta in lieu of wheat grain under TPDS. 3. IMPORTANT INITIATIVES

1. Capping subsidized LPG cylinders: In terms of the decision taken by the Govt. of India, the Department has instructed all the LPG distributors to collect the Know Your Customers (KYC) forms dully filled in all respect to streamline distribution of subsidy cylinders. 2. Direct Food Subsidy: The Department has initiated to collect the details of the card holders like name, card number, Account number, FPS No. Aadhaar number etc for creation of database and for implementation of direct transfer of cash subsidy on PDS items as per the decision of the Govt. of India.
