The development shall not be first occupied until foul water drainage has been constructed in accordance with the approved scheme. REASON: To ensure that the development can be adequately drained There wasn’t anything to get my teeth into with the application so the condition is a bit vague but covers the complete drainage angle as far as I can see. I have re-visited the present outline application documentation and it is still a light tough submission without any detailed drainage figures to vet. I have however looked closely at the site and it is above the indicated flood zone 2 and 3 from the adjacent River Og so no fluvial flood problems here. The site is also clear of the surface water flood mapping zones and that area shown to be vulnerable with respect to groundwater. There appears to be an existing Thames Water drainage system serving existing developments and the existing pipe work terminates at a point into the River OG with a 375mm diameter pipe. For both Surface Water and Foul flows the applicant will need the permission of Thames Water who will advise on the capacity of their system to accept any additional flows. Should the intended infiltration drainage be installed into the cricket pitch the outfall will need EA permission as the River Og is classed as a “main river”. Although the strata here is predominantly Chalk with a good infiltration co-efficient the infiltration coefficient should be measured to advise the size of ponds and the lengths of perforated pipe work etc. I don’t envisage any infiltratio0n drainage problems associated with an infiltration solution but the proof would be welcomed. Unfortunately there are no details to check and so although I can say that the site in viable in principal, I need the details to satisfy these concerns and therefore ask that the drainage system’s endorsement be conditioned such that its approval requires our separate written consent. Your section was consulted on 9/2/15 (see attached) but I have had no response. The proposal is for 39 dwellings on a site currently used for recreational purposes. The applicant is proposing to provide 1 hectare of informal open space as compensation on neighbouring land which abuts (but which is just outside) Flood Zones 2 and 3 of the River Og. They are proposing to drain this land to make it suitable for recreational use. The Environment Agency and Thames Water have no objections subject to conditions. Neighbour objections include: The proposed compensatory open space is unsuitable due to high risk of flooding. The water meadow currently does its job of preventing flooding further down river in Marlborough and draining it would cause flooding elsewhere. It would not be amenable to draining and even if this were tried it would almost certainly flood again the following year. Once Thames Water cease abstraction from the Kennet in 2016 then the water table will be considerably higher which will increase the risk of flooding.
