Attendees: Mr. Arun Kant Paudel, Mr. Deepak Singh (OXFAM), Mr. Ayus Baskot (NSET), Mr. Siddhartha Sharma (GIZ), Mr. Suman Dahal (MercyCorps), Mr. Ghanshyam Khatiwada (Save the Children), Mr. Kshitiz Raj Acharya (WFP), Mr. Goverdhan Sunar (HRRP).

Agenda:  Who will be leading agency in the VDCs? That needs to clear from NRA. According to the POs in district GOs needed to take lead  Discussion on TOR provided by the NRA (Dr. Shrestha) regarding human resources.

Summary of the meeting: Today’s HRRP meeting is called to discuss about the new development after meeting with Dr. Shrestha from NRA center office. He requested development agencies for manpower and logistic support to conduct enrollment process and he also revealed TOR/ criteria for the required manpower to support NRA grant enrollment process in district.

Table as per Agenda: Introduction Today HRRP meeting was to discuss about the role of the development agencies in NRA grant enrollment process. They especially focused on their commitment for enrolment process but HRRP partners are not happy with criteria set by NRA for requirement of manpower in enrollment process.

Updates

3 resource centers will follows: 1. VDC resource center will cater to: , Thansingh, Bhadrutar, , Sunkhani. 2. Deurali VDC resource center: , Deurali, Kimtang, 3. VDC resource center: , , Kharanitar, Panchakanya, , Kabilas.

Agency Updates NSET –interested to dissemination information in assigned VDCs. – (9 VDC Thansingh Thanapati, , Samundradevi, (need to coordinate with GIZ), Chaap,, Likhu, Makhali.( information dissemination, before enrolment or during the enrolment). NSET is supporting in Thansingh for LRTC for engineers that will supportive for NRA’s enrollment process as well.

Oxfam: OXFAM is interested to support for information dissemination, social mobilization in 8 vdc. OXFAM can only provide social mobilizer and other logistic support like Rope, 1 photo copy machine, toilet construction temporary for male and female (as per the requirement)and water purifying tabs. Oxfam can also considering about to support for broadcasting Jingle through FM radio in Nuwakot and procedure booklet in case of not covered by the FM radio. In future OXFAM also going to establish information center (one person will be stationed there to disseminate information with printing services, information regarding 17 designs, 10 key messages, grant receiving procedures, trained mason, engineer etc.) in 8 VDCs. OXFAM can also conduct Petty traders training and grant support.

.. Key Discussion Save the children –Are ready to support for information dissemination in their VDCs. Instead of leading their VDCs they can only provide Social mobilizers. According to SC NRA can deploy their human resources as per their need but it needed to be clear first who will be leading agency in the VDCs. Who will be leading agency in the VDCs? that need to clear from NRA. According to the POs in district GOs needed to take lead? Mercy corps can support in their 4 VDCs (Charghare, , Sunkhani, Bhadrutar- market linking support to unfarmed and farmed . They have already established one challenge fund for enhancing livelihoods support in working VDCs. POs support during pre and post enrollment: POs may not be able to provide manpower as per TOR provided by the NRA as it seems difficult to find person for the short period as per the requirement of NRA GIZ: providing social mobilizer and logistic support in and Sikre VDCs. , they can only provide social mobilizers in their VDCs and other logistic support as per their capacity.

Action Points

POs want to give their opinion after going through TOR provided by the NRA. (Still waiting). Resources for VDCs: Need support to equip the resource center.

As per the mapping of the VDCs POs may provide tent / tarpaulin support to the VDCs who don’t have building. Livelihood for IDPS: Livelihood support to displaced persons: livelihood related to construction in the form of creating earthen bricks, treatment of woods, quarrying etc.
