Fault Lines: Sinai Peninsula 20 OCT 2017 The Sinai Peninsula is a complicated operational environment (OE). At present, there are a number of interconnected conditions creating instability and fostering a favorable environment for the growth of Islamic extremist groups. Egypt is battling this situation with large-scale security operations, yet militant activity is not diminishing. The Egyptian government, in coordination with the Israeli government, is placing renewed interest on countering insurgent actors in the region and establishing a lasting security. Despite its best effort, Egypt has been largely unsuccessful. A variety of factors have contributed to the continued rise of the insurgents. We submit there are four key fault lines contributing to instability. These fault lines are neither mutually exclusive nor are they isolated to the Sinai. In fact, they are inexorably intertwined, in ways between Egypt, Israel, and the Sinai Peninsula. Issues related to faults create stability complications, legitimacy concerns, and disidentification problems that can be easily exploited by interested actors. It is essential to understand the conditions creating the faults, the escalation that results from them operating at the same time, and the potential effects for continued insecurity and ultimately instability in the region. Ministry of Tourism and Issue: 5 May Antiquities Newsletter 2020 Ministry of Tourism and Antiquities 78 Hotels in Egypt Receive the Hygiene Safety Certificate In May, 78 hotels in various governorates of Egypt, including the Red Sea, South Sinai, Alexandria, Suez, Greater Cairo, and Matrouh, received the Hygiene Safety Certificate, approved by the Ministry of Tourism and Antiquities, the Ministry of Health and Population, and the Egyptian Hotel Association. This ensures that they fulfil all health and safety regulations required by the Egyptian Cabinet according to World Health Organization guidelines. The Ministry of Tourism and Antiquities has approved a Hygiene Safety Sign, that must be visible in all hotels as a prerequisite for them to receive guests. This sign shows the sun, characteristic of Egypt’s warm weather and its open-air spaces, encompassing three hieroglyphs "Ankh, Udja, Seneb" meaning Life, Prosperity and Health. The Ministry of Tourism and Antiquities has formed operations centres in its offices in tourist governorates to inspect hotels that acquired the Hygiene Safety Certificate, to ensure their continued commitment and application of the regulations. The Ministry also formed joint committees to inspect hotels in cooperation with the Ministry of Health and Population, the Egyptian Hotel Association, and representatives from the concerned governorates. In the same context, the Ministry of Tourism and Antiquities posted a video in both Arabic and English, highlighting the most important information about the Health and Safety regulations. Former Minister of Antiquities, Dr. Zahi Hawass posted a video to the world explaining the Hygiene Safety Sign that must be available in all hotels. -

This governorate occupies the twentieth place for the productivity of this crop in Egypt. The research aimed to identify the most important production and marketing problems facing olive farmers in North Sinai Governorate. Research data were collected through personal interviewing questionnaire with 100 respondents representing 25% of the total olive farmers at Meriah village from October to December 2015. Results: Results showed that there are many production and marketing problems faced by farmers. The most frequent of the production problems were the problem of increasing fertilizer prices (64% of the surveyed farmers), and the problem of irrigation water high salinity (52% of the respondents). Where the majority of the respondents mentioned that these problems are the most important productive problems they are facing, followed by problems of poor level of extension services (48%), high cost of irrigation wells (47%), difficulty in owning land (46%), and lack of agricultural mechanization (39%), while the most important marketing problems were the problem of the exploitation of traders (62%), the absence of agricultural marketing extension (59%), the high prices of trained labor to collect the crop (59%), and lack of olive presses present in the area (57%). -

In Pharaonic Egypt certain species were sacramented (e.g. the sacred ibis, sacred scarab, etc.) or protected as public property because of their economic importance (e.g. papyrus: material for state monopolized paper industry). In recent history laws protected certain species of animals, but protection of natural habitats with their ecological attributes and assemblages of plants and animals (nature reserves) remained beyond the interest of government. The United Nations, with the assistance of the International Union for Conservation of Nature and Natural Resources (IUCN) published lists of nature reserves worldwide, and Egypt was not mentioned in these lists till the late 1970s. -

Most of the measured tree variables differed significantly among the studied sites. The population of Qanatir Horticulture Research Institute had the maximum size (853.8 m3 tree-1) and diameters of canopy (9.9 m tree-1), and stem at breast height level (63.4 cm tree-1); while those of Sheikh Zuweid had the minimum size (5.6 m3 tree-1) and height (2.0 m tree-1). Many branching modes of the main trunk were observed, where sympodial branching was the dominant in most sites. M. oleifera leaves in Botanical Garden of Faculty of Education (Ain Shams University) were the longest (59.6 cm) and those in Sheikh Zuweid were the shortest (24.5 cm). On the other hand, the pods of the trees in Qanatir Horticulture Research Institute were the longest (50.4 cm). In addition, the pods of Botanical Garden of Faculty of Education (Ain Shams University) contained the maximum number of seeds (21.8 seed pod-1), while the heaviest seeds were those of Sheikh Zuweid (270.0 mg seed-1). Egypt: Background and U.S. Relations Updated June 7, 2018 Congressional Research Service https://crsreports.congress.gov RL33003 Egypt: Background and U.S. Relations Summary This report provides an overview of the key issues for Congress related to Egypt and U.S. foreign aid to Egypt. Historically, Egypt has been an important country for U.S. national security interests based on its geography, demography, and diplomatic posture. The United States has provided significant military and economic assistance to Egypt since the late 1970s. Successive U.S. Administrations have justified aid to Egypt as an investment in regional stability, built primarily on long-running cooperation with the Egyptian military and on sustaining the 1979 Egyptian-Israeli peace treaty. Additionally, U.S. leaders have consistently expressed concerns about governance and human rights in Egypt, and differences over these issues have tested bilateral relations repeatedly in recent years. In 2011, the United States encouraged Egypt’s long-serving President Hosni Mubarak to step down in the face of a popular uprising, and revised U.S. assistance programs two years later, when the Egyptian military intervened to oust Mubarak’s elected successor, Muhammad Morsi, amid popular demands. Egyptian President Abdel Fattah el Sisi, who led the 2013 military intervention and was elected in mid-2014, reportedly has high hopes for improving bilateral relations through engagement with the Trump Administration. President Trump has sought to improve U.S. relations with Egypt, which were perceived as strained under President Obama. Nevertheless, Administration officials have raised concerns about Egypt’s new NGO law and the continued detention of American citizens in Egypt. -

Armed assaults and bombings have been reported. The terrorist threat stems from North Sinai-based Islamist militants, suspected Muslim Brotherhood offshoots, and those motivated by left-wing views. Most terrorist attacks target commercial, economic, and infrastructure installations as well as Christian minorities and security forces. Foreigners have also been targeted. Most crimes are petty thefts, such as pickpocketing and bag-snatching, but armed robberies, muggings, sexual assaults, rapes, break-ins, and carjackings have also been reported. Opposition to the government and socioeconomic factors are drivers for civil unrest. Islamist protests have been pushed out of downtown areas, and rallies motivated by economic factors are now a greater potential threat to security. Protests can turn violent and disrupt travel.
