Rhetorics of Exile: Black Proletarian Cartographies During RHETORICS OF EXILE: BLACK PROLETARIAN CARTOGRAPHIES DURING THE COLD WAR ERA A Dissertation by KATE L. Siegfried ABSTRACT Utilizing material frames including racial-capitalism, world systems analysis, and a Black geographic approach to rhetorical cartography, this dissertation offers an analysis of the rhetorics of exiled Black political leaders during the Cold War era. Through my case studies, including Mabel and Robert F. William’s exile in Cuba, Eldridge and Kathleen Cleaver’s exile in Algeria, and Paul Robeson’s forced containment in the United States, I assess how exiled and contained political leaders utilized place-based rhetorics and place-as-rhetoric to engage in a globally oriented political struggle against racism, imperialism, and colonialism. Robeson performed folk music from different national contexts as a mode through which to articulate the struggle against racism, colonialism, and imperialism as fundamentally global, while his particular location at Peace Arch Park tapped into the racialized entanglement of imperialism and citizenship. Similarly, Williams utilized a Black internationalist approach to aesthetics rooted in American Southern regionalism as a mode through which to situate the Black Belt as a key geographical space within a globally oriented political struggle against racialized violence. Cleaver’s approach to place was more conceptual, as his Revolutionary People’s Communication Network connected Gramscian war of maneuver and war of position tactics as a communicative mode through which to attend to the relationship between space and race. These utilizations of place-as-rhetoric and place-based rhetorics by exiled Black political leaders highlights the fundamental entanglement between nationhood, land, and citizenship. Taken ii together, I argue that the rhetorics of exiled Black political leaders chart the emergence of a new global power map, Black proletarian cartographies of struggle, oriented toward fundamentally restructuring the existing racial-capitalist world order. Black political leaders in exile depended on the recognition of foreign states to safely navigate the exilic condition imposed on them by the United States empire. As such, their specific movements throughout socialist, decolonial, and non-aligned nations operated as a recognition of their legitimate status as leaders while simultaneously affirming the national identity and claims to citizenship of Black people throughout the diaspora. As such, the mapping of Black proletarian cartographies of struggle charted the boundaries of the possibility for Black emancipation writ large during the Cold War era. iii ACKNOWLEDGEMENTS Encountering and feeling supported by so many great colleagues, friends, scholars, teachers, political leaders, and activists over the past years has profoundly impacted the development of my work in indescribable ways.     Essays Mobilizing for Mumia Abu-Jamal in Paris Kathleen Neal Cleaver* I. RETURNING TO THE CITY OF LIGHT The strike halted all railways, subways, and buses. Bumper-to- bumper traffic flooded the narrow streets of Paris, and walking became the fastest way to travel. The grey beauty of the Seine felt soothing that December morning as I walked by the river looking for number 19 Quai Bourbon, the law office of Roland Dumas. It was only Friday, but so much had happened that week, my head was spinning. It felt like the time I first met Dumas, back in the seventies. Eldridge Cleaver and I, among hundreds of other revolutionaries, lived clandestinely in Paris then, and Dumas was our lawyer. A deputy in the French Assembly at the time, he petitioned the government to legalize Eldridge's presence when he was a fugitive Black Panther leader facing imprisonment in the United States. * Visiting Assistant Professor of Law, Benjamin N.     TCNJ JOURNAL OF STUDENT SCHOLARSHIP VOLUME XVII APRIL, 2015 WOMEN IN THE BLACK PANTHER PARTY: AN INTERNAL STRUGGLE FOR POWER, EQUALITY, AND SURVIVAL Author: Robert James Seither Faculty Sponsor: Keisha Blain, Department of History ABSTRACT This essay examines the complex gender relations in the Black Panther Party (BPP). At the outset, hyper- masculine ideals drove the party forward as an organization of powerful men. This intrigued many African American males struggling to find an identity. Throughout the late 1960s and early 1970s, gender roles significantly changed within the party as male leaders were arrested or killed by police and opposing federal groups, and women began to move up the ranks in numbers and leadership. The gains made by women during their continued push for this equal footing made significant improvements for the Black community and kept the party afloat at its weakest times. Though women were eventually able to hold executive roles, true gender equality could never be achieved in the BPP given the party leaders’ sexist views and the party’s strict gender hierarchy. The continued struggle became a divisive issue that played a large part in the Party’s eventual demise. INTRODUCTION In the mid- to late 1960s, many African Americans became tired of the slow and sometimes superficial gains that the nonviolent advocate leaders like Martin Luther King Jr. were making. Drawing on many of the teachings of Malcolm X, and earlier Black nationalists, Huey P. Newton and Bobby Seale formed the BPP in Oakland, California in 1966 with the purpose of empowering the Black male and providing armed self-defense against police brutality.

    The Civil Rights & Black Liberation Movements & COINTELPRO Preface: There is a great deal of information, and a number of excellent curriculum projects and activities on the civil rights movement. More establishment-type lessons tend to focus on telling only a small part of the story and not to present a complete picture of those individuals they do tend to focus on, such as Martin Luther King, Jr. (whose ideas became increasingly radical and internationalist before his assassination) and Rosa Parks (a lifelong militant activist and conscious organizer, not just a tired woman coming home from work). The references in the film to Dr. King and Malcolm X, to organizations such as the Student Non- Violent Coordinating Committee (SNCC), the Black Panther Party, and the Revolutionary Action Movement (RAM) could provide an opening platform for teaching a deeper, more accurate, and more fundamentally radical history of the civil rights and Black liberation movements. There are a growing number of books, films, academic articles, and websites that could be mined for such a curriculum to be developed. The Freedom Archives would welcome hearing about ways teachers are approaching this in today’s classrooms; over time we hope to revise and extend all of the curricular options we’ve suggested for the film. In order to focus more directly on content from the film, on the omnipresent and murderous repression visited upon the civil rights and Black liberation movements, as represented by COINTELPRO and all of its many counterparts, the following is a suggestion for one possible approach for this set of lessons.
