EU- Business Council (EUGBC)

EU-Georgia Business Council (EUGBC) is a non-profit association founded by European and Georgian companies in 2006 in Brussels. Since Sep- tember 2013, EUGBC also operates a representative office in .

The objective of the EUGBC is to encourage invest- ment and trade between the European Union and Georgia. The Council assists and advises its members on all questions relating to setting up and doing business in Geor- gia and the EU, through building business links, solving market access difficulties and overcoming regulatory obstacles. EUGBC also provides its members with information on investment related regulations and can assist with liaison between the Government of Georgia, EU Institutions and EU Member States.

One of the primary goals of EUGBC is to support business development and to foster business-to-business ties in Georgia as well as between Georgia and the EU. There are various ways through which EUGBC pursues and plans to further uphold the achieve- ment of these objectives. One of the envisioned projects of EUGBC is to increase the visibility of the activities of business in Georgia via introducing EUGBC Expo&Economic Photo Exhibition along with business forums and B2B platforms.

EUGBC inaugurated the Expo&Economic Photo Exhibition in Tbilisi in the beginning of June 2014. EUGBC in close cooperation with the Ministry of Foreign Affairs of Georgia and EUROCHAMBRES (the Association of European Chambers of Commerce and In- dustry) organized Expo & Economic Photo Exhibition/B2B platform to Austria (Novem- ber 19, 2014), Slovakia (November 21, 2014) and Belgium (April 27, 2015). It is already begin planned to organize on November 24, 2015 in Netherlands Business Forum/B2B platform and EUGBC Expo in Netherlands. Next events will take place in other major cities in Europe within the years 2016-2018.

The goals of the Business Forum and EUGBC Expo&Economic Photo Exhibition are to: Draw attention to and recognize the businesses operating in Georgia and their scope of activities; Provide opportunity for interested European companies and potential investors to gain insight in the business climate and investment opportunities that Georgia offers; Allow Georgian businesses to introduce their production/services and export capacity, and envision potential partnership among the European counterparts.

The new-found company’s prime goal was to restore long-time tradition of bottling Nabeghlavi mineral water and it was successfully gained. Thus, the story of establishing “Healthy Water” company leads us back to the history of the mineral water Nabeghlavi.

The source of mineral water is located on the territory of health resort Nabeghlavi, in Western Georgia, hence the name of the water.

Bottling of Nabeghlavi mineral water was initiated in 1958, following the establishment of a health resort in ecologically pure environment of village Nabeghlavi, that in turn was determined by revealing the water’s unique curative properties. By that time water pro- duction output and distribution area was considerably small.

“Nabeghlavi” production was taken over by JSC Healthy Water from 1998. Soon it be- came wellknown throughout Georgia, gained appreciation of the Georgian consumers and gradually the leading position on the market.

“Healthy Water” did not stop at producing “Nabeghlavi” and introduced “Bakhmaro” Spring water in 2002.

It sits alongside developed markets, such as Germany, Canada, US, Ireland, Norway and the UK, among others.

In the Heritage Foundation’s Index of Economic Freedom Georgia’s score is 73.0, mak- ing its economy the 22nd freest in the 2015 Index. Georgia is ranked 11th out of 43 coun- tries in the Europe region, and its score is well above the regional average.

Georgia has one of the most liberal labor environments, not just in the region, but glob- ally. It is noteworthy, that Georgian labor market offers young workforce - 50% of the

49 unemployed population is in the 20-34 age category. The average monthly salary in Georgia amounts to USD $490, which includes blue and white collar workers, as well as C-suite employees. In addition, Georgia offers a unique and simplified administration and registration service for businesses, which can be utilized to obtain the full range of required work documentation via one-stop-shop organizations.

Georgia’s liberal trade regimes provide investors with a favorable opportunity to not only access the country’s 3.7m residents, but the wider region’s ~900 million markets, as a direct result of the absence of customs and import tariffs. To date, Georgia has signed FTAs with CIS countries that include Belarus, Moldova, Kazakhstan, Kyrgyzstan, Tajiki- stan, Uzbekistan and Turkmenistan, as well as Ukraine and Georgia’s neighbors, Turkey, Azerbaijan and Armenia.

In June 2014, Georgia has signed the Association Agreement (AA) including Deep and Comprehensive Free Trade Area (DCFTA) with the European Union. The AA, together with the DCFTA, will provide for the close political association and economic integration of Georgia with the EU. The comprehensive FTA, negotiated in just 17 months and seven rounds, will see Georgia gaining better access to the EU market for its goods and ser-

50 vices. This will boost access for Georgian goods to the EU market whilst also increasing the inflow of European direct investment to Georgia thanks to an open, stable and pre- dictable policy-making environment.

General Schemes of Preference for Georgia with the US, Norway, Switzerland, Canada, and Japan have also been applied for, with the result being lower tariffs on 3,400 goods exported from Georgia. In addition, Georgia is a member of the World Trade Organiza- tion (WTO).

Along with above mentioned Georgia is negotiating free trade with the EFTA countries. The conclusion of the negotiations is expected by the end of 2016.

Recently, during the high-level official visit to Beijing led by the Prime Minister of Georgia Irakli Garibashvili, it was decided to launch negotiations on the Free Trade Agreement between Georgia and China. It is noteworthy that Georgia will be the first country in the region, which may trade freely with China and the FTA together with the developed in- frastructure will make Georgia very competitive in the China’s Silk Road Economic Belt vision.

In terms of border control, all foreign travelers to Georgia enjoy highly accessible and service-oriented customs policies and administrative protocol. There is almost no cus- tom duty, with 90 per cent of goods being exempt from import tariffs, with no quantitative restrictions. The average time for customs clearance is currently 15 minutes – one of the fastest and most efficient in the CIS.

Georgia has undertaken a number of institutional reforms aimed at modernizing the economy and improving the business environment. Georgia already boosts the required preconditions to become a regional financial center, covering the Caucasus, Central Asia, Eastern Europe, and CIS countries.

The liberalization policy initiated in early 2000’s has been credited as one of the key driv- ers of Georgia’s economic progress and has directly resulted in the increase of foreign

51 direct investment (“FDI”) into the country. Georgia has bilateral treaties on investment promotion and protection with 31 countries.

FDI in 2012 stood $911 million in 2012. After the government transition period in 2012, FDI flows have increased in a stable manner to $942 million in 2013 and reacheda record high amount since 2007 in 2014 at $1, 775 million which was an 87% growth compared to previous year.

Investment Opportunities:

Georgia has significant potential in such major sectors, such as hydro power, hospitality & real estate, manufacturing, regional service, logistics, and agriculture, all of which have the prospective to attract more capital from overseas.

Energy:

Over the last decade electricity consumption has grown largely in line with real GDP growth rate and reached 10.2 TWh in 2014. This trend is expected to continue. Electricity generation also grew significantly between 2004 and 2010 as a result of renewal and rehabilitation of existing HPPs. As consumption continues to rise not only in Georgia, but in neighboring countries as well, there is great opportunity to develop new power plants to keep up with this ever increasing demand. According to estimates, Georgia has potential to generate up to 33 TWh electricity from renewable sources. Mostly from hydro resources (24 TWh), but also from wind, solar, Geothermal and biomass sources as well.

In 2014, Georgia’s electricity generation reached 10.4 TWh, of which hydropower ac- counted for 80% (8.3 TWh). Because of seasonality of electricity generation, Georgia im- ported 0.8 TWh during winter months, but still managed to export 0.6 TWh to neighbors.

Currently, 15 hydropower plants are under construction, eight of them, with total annual generation potential of around 1.5 TWh, are expected to be completed in 2015-2017. By the end of 2015, a 230 MW gas-fired combined cycle Thermal Power Plant will also be commissioned and works on first Wind Power Plant in Georgia are already underway. Georgian Energy sector is developing rapidly and with all the competitive advantages that Georgia offers, it’s not too hard to see why.

Hospitality & Real Estate:

Georgia has predominantly proved to be a highly desirable location for the hospitality and real estate sector. In the early 2000s international companies, enticed by Georgia’s pro-business environment, began to base their activities here. Currently, hospitality and real estate sectors are one of the main drivers of Georgia’s economy. Over the recent years Georgia has seen a dynamic growth of international visitors (In 2014 the number

52 of international travelers stood at 5.6 million, exceeding the number of population by 1.9 million). Number of international tourists’ arrivals is expected to grow by 8-10% during the next five years (Colliers International Hospitality Sector research 2015).

Hospitality, Construction & Real Estate is one of the main FDI drivers (580 mln USD in 2014, Total 1,775 mln USD). There are no Real Estate Ownership Restrictions and Geor- gia offers considerable potential to develop Hotel & Leisure, residential, retail and office premises including beach resorts, medical and wellness destinations, winter-ski resorts, four season resorts, gaming facilities and cultural attractions.

Already-operational international hotel chains include Sheraton, Radisson, Marriot, Rixos, Holiday Inn and Best Western. A number of other brand-hotels such as Hilton, Hyatt, Intercontinental and Kempinski are under construction. Given the large share of hospitality business in Georgia all international hotel chains are positioned in the higher segment.

The upcoming major resort development projects include a unique spa destination (Ts- kaltubo) and an exclusive, 315 ha sun-beach resort on the Black Sea (Gonio). In the capital and the largest city of Georgia real estate demand is increasing steadily and of- fers investment opportunities, such as development of A class European standard office buildings, Commercial, Retail, MICE and Entertainment Centers. Numerous State owned city center properties are available for further development as well.

Manufacturing:

Georgia’s natural advantage as a gateway between Europe and Asia provides many benefits to investors in the manufacturing sector. In particular, Georgia offers competitive labor and energy costs, low taxes, and a corruption-free environment for serving the region, as well as numerous preferential/free trade agreements.

Manufacturing accounts for 11% of GDP and around 5% of employment. The food and metals industries provide the largest industrial base for Georgia, while apparel, beverag- es, wood and chemicals are the fastest growing industries.

Large import overhang on goods that are not usually traded extensively between the countries, provides regional import substitution potential in food processing, paints and coatings, construction materials, washing and polishing preparations, household goods etc.

Georgia’s current advantages in terms of handling large transshipment flows, low cost of power generation, existing raw materials and intermediate products provide opportuni- ties for large industrial projects, such as production of iron, aluminum and steel products. With the establishment of the Free Industrial Zones in Georgia there are new incentives and opportunities to produce and export goods with a minimal tax burden - in the FIZs,

53 businesses are exempted from all tax charges except Personal Income Tax.

Agriculture:

Georgia is traditionally an agricultural country, which has 22 micro-climates varying from cool and dry to warm and humid. These diversified micro-climates allow for a longer than normal harvesting season and a wide range of growing conditions. Soils are of volcanic origin located in the river valleys. They tend to be quite fertile and reasonably easy to cultivate.

Agriculture and agribusiness account for 9.2% of the GDP and 17,5% of trade volume.

Georgia as an agrarian-oriented country has a significant rural population. The country was renowned as a quality food supplier during the Soviet times and the Georgian food & beverage products are still well-recognized as healthy and supreme quality brands in CIS region.

Regional Logistics Hub:

One of the main attractiveness of Georgia is its strategic location. Georgia has a growing role as a REGIONAL HUB for cargo and hydrocarbons transportation from Asia to Eu- rope. The main regional transit routes from north to south and east to west cross Geor- gia. In order to utilize the existing transit potential at its maximum extent, Georgia actively participates in a number of multinational large-scale projects:

• New deep water port “Anaklia”- will be capable to receive large-capacity PANAMAX-type cargo ships and its freight turnover will be up to 100 million tons per year. The beginning of construction is planned in 2016.

• The Baku-Tbilisi-Kars railway - will directly connect Turkey, Georgia and Azerbaijan. It will reduce the period of movement of goods by 2 times (instead of 35 days to 15 - 17 days). The project is scheduled for completion at the end of 2015.

• The multi-modal block train (Silk Wind) aims to develop railway container transportation corridor from China, through Kazakhstan, Azerbaijan, Georgia and Turkey to Europe. The beginning of this project is scheduled at the end of 2015.

• The Transport Corridor “Lapis Lazuli” is aimed at creating a transport corridor between Afghanistan, Turkmenistan, Azerbaijan, Georgia and Turkey for the fast cargo flow. The signing of the Agreement expected till the end of 2015.

The Investors can capitalize on the fast-growing logistics infrastructure and growing flows from the East.

54 The western part of China is in a process of rapid development, 53.87 BLN USD is already invested in these regions in airports, roads and energy plants, in next 2 years investments in these regions will reach minimum 114 BLN USD. This is an opportunity for Georgia, as it is a part of Eurasian corridor and the historical Silk Road. The first railway freight transportation from China in the direction of Georgia was carried out. Loading of the transported freight was carried out in China on January 29, 2015 and unloading – on February 6, 2015 in Georgia. The project was carried out by means of close cooperation with the railways of Georgia, Kazakhstan and Azerbaijan and the province of China - Xinjiang.
