Resumo Esta dissertação teve o objetivo de investigar se programas de incentivos fiscais, adotados por governadores e prefeitos no Brasil, sobretudo nos anos 1990 e 2000, foram capazes de ancorar políticas de desenvolvimento econômico regional. Com o foco na implantação da Ford, na cidade baiana de Camaçari, analisamos se a população de regiões anfitriãs de novas indústrias tem sido beneficiada com o crescimento econômico, fruto das atividades das plantas industriais que foram atraídas por meio de benefícios fiscais. A relevância desse tema emerge do grande impacto que as políticas públicas baseadas na renúncia fiscal têm provocado na sociedade brasileira, tanto nas áreas industrializadas, como a Região Metropolitana de São Paulo, quanto naquelas que não possuem tradição industrial. Baseados em autores que se debruçaram sobre esse assunto e por meio da análise de dados socioeconômicos do município de Camaçari, averiguamos que a melhoria nas condições de vida da população não foi proporcional ao crescimento das atividades econômicas. Alguns fatores que contribuíram para esse quadro foram o acelerado processo de urbanização, insuficientes investimentos em serviços públicos, baixos salários pagos pelas indústrias locais, entre outros. Abstract This work aimed to investigate whether tax incentive programs, adopted by governors and mayors in Brazil, especially in the years 1990 and 2000, were able to anchor regional economic development policies. Focusing on the implementation of Ford, in the city of Bahia Camaçari, we analyzed the population of regions host of new industries has benefited from economic growth as a result of the activities of the industrial plants that were attracted by tax benefits. The relevance of this theme emerges from the huge impact that public policies based on tax breaks have caused in Brazilian society, both in industrialized areas, such as the Metropolitan Region of São Paulo, as those who have no industrial tradition. Based on authors who have studied this subject and through analysis of socioeconomic data Camaçari, then used to establish that the improvement in the living conditions of the local population was not proportional to the growth of economic activities. Some factors contributing to this situation are the accelerated process of urbanization, inadequate investment in public services, low wages paid by local industries, among others.     Can public deliberation democratise state action? Municipal health councils and local democracy in Brazil Günther Schönleitner Within the debate about decentralisation, democratisation, and the role of civil society in bringing about effective democratic government, participation has been widely advocated as a way of making governments more accountable and public services more responsive to user needs and preferences. Moreover, in recent years public deliberation has been proposed as an instrument of strengthening democracy. Calls for such arrangements are largely based on normative arguments or assumptions. Local governments would be willing, or can be compelled, to share a part of their power with civil society actors; these are assumed to be separate and autonomous from the state, yet engaged in public affairs and willing and capable of exerting ‘social control’ over state action. Deliberative arrangements are supposed to allow for decision-making by force of the better argument rather than power politics, providing appropriate channels for deepening or consolidating democracy from the bottom up. However, there is limited empirical evidence on the determinants and outcomes of deliberative participation. Therefore I turn these assumptions into questions. First, why would governments give up power and what if they do not? Under what political conditions can we expect deliberative participation to enable civil society to influence public decision-making and effectively control state action?     Media Barons on the Ballot: Politically-Controlled Broadcasting in Brazil∗ Taylor C. Boas Boston University March 27, 2014 Abstract Does the rise of commercial mass media threaten or enhance the power of tradi- tional political bosses in developing democracies? While access to outside informa- tion might increase political competition or prompt voters to reject corrupt politicians, bosses who can dominate local broadcasters may see an electoral benefit. I test this hypothesis by exploiting geographical variation in the coverage of radio and television stations with ties to Brazilian candidates for state and federal deputy. Using a spatial difference-in-differences estimator combined with matching, I compare the electoral boost that media-controlling candidates receive within range of their stations to any boost or deficit for similar candidates without media control. Ties to broadcast media bring substantial benefits—around 13 percentage points of the vote—within munici- palities where signals can be received. Carolini ABSTRACT While the novelty or distinctness of South-South Cooperation (SSC) as a development paradigm is contestable, its relevance for urban planning is not. SSC among cities in the 21st century is growing, and with it reference to Brazil’s experiences in urban reform. This is in evidence in the Mozambican capital of Maputo, where a large portfolio of SSC stakeholders – or thick cooperation – paved the way for the institutionalization of Brazilian-inspired participatory budgeting. Maputo’s experience with participatory budgeting demonstrates the particular value of SSC for urban development. SSC in this case promoted a learning environment by embracing flexibility in implementation, particularly vis a vis time and organization, and by balancing diverse stakeholders with different contributions to the reform exercise. This helped evade destructive power imbalances that typically corrupt traditional development projects. Instead, SSC helped create a ‘proximate-peer’ learning environment, where knowledge or expertise is co-produced, contextually relevant, and recognized among cooperation partners. Trata-se de uma pesquisa quantitativa desenvolvida a partir da montagem de um banco de dados com informações dos resultados eleitorais e das prefeituras. O primeiro é o de descrever qual é a situação do prefeito eleito no pleito eleitoral anterior na eleição seguinte, busca-se verificar a condição deste segundo a região do pais e o porte populacional do município. Em segundo momento, tendo como foco analítico o ciclo eleitoral dos prefeitos eleitos em 2012, pretende-se explicar o que leva o ocupante da cadeira do executivo municipal a reeleição partindo tanto de dados institucionais, quanto de dados relacionados à gestão.

We interpret these reduced-form findings through a political agency model, which we structurally estimate. Based on our estimated model, the reduction in corruption comes mostly from the audits increasing the perceived threat of the non-electoral costs of engaging in corruption. Research of Nordhaus (1975), Tufte (1978), Klein (2009) and Batisda et al (2009) reveal ideological convergence that in election years, managers can manipulate the budgets in favor of his re-election. This phenomenon seeks to explain the adhesion of political variables in the management of the public financial statements sheet items, such as debt, deficits financial and intergovernmental revenues. Data collection was performed for all 399 municipalities of the State of Paraná, the total public debt, transfers, agreements, population, as well as a screening party of the linkages of managers with the Governor of State and/or the President of the Republic.

It weakens democratic insti- tutions, restricts public services, and lowers productivity undermining economic development. Yet despite its importance, our understanding of what determines corruption is limited. This paper uses a novel dataset of political corruption in local governments, constructed from reports of an anti-corruption program in Brazil, to test whether the possibility of re-election affects the level of rents extracted by incumbent politicians. Exploiting variation induced by the existence of a term limit, we find that in municipalities where mayors are in their final term, there is significantly more corruption compared to similar municipalities where mayors can still be re- elected. In particular, the share of resources misappropriated is, on average, 57 percent larger in municipalities with lame-duck mayors. The findings suggest that electoral rules that enhance political accountability play a crucial role in constraining politician’s corrupt behavior.
