Indre by Lokaludvalg Om Tillæg Nr. 1 Til Lokalplan 512 Nyhavn Og Teknik- og Miljøforvaltningen Teknik- og Miljøforvaltningen har i perioden den 16.-30. juni 2020 en offentlig høring på Bliv Hørt-portalen om forslag til tillæg til den gældende lokalplan 512 for Nyhavn og Gammelholm. Tillægget skal muliggøre udeservering ud for restaurantskibe på solsiden i den yderste del af Nyhavn. Byrumsstrategi for Nyhavn I 2008 vedtog Borgerrepræsentationen "Byrumsstrategi for Nyhavn". Byrumsstrategien opstod som følge af lokale, forvaltningsmæssige og politiske ønsker om at lette presset til vands og på land i selve Nyhavn og skabe flere muligheder for et varieret byliv i det omkringliggende byområde. • Lokaludvalget mener, at man skal fastholde den nuværende variation i bylivet i og omkring Nyhavn. Yderligere udeservering på et sted, hvor Nyhavn har en anden karakter end den øvrige del af strækningen og hvor Nyhavn begynder at åbne sig op mod Inderhavnen, vil mindske variationen i bylivet og alt andet lige øge presset på Nyhavn. Det fremgår af Nyhavnsstrategien, at der er blevet lagt vægt på at udarbejde strategien i dialog med lokale interessenter, herunder med projektets følgegruppe ’Nyhavnsgruppen’. Gruppen bestod af Nyhavnsområdets hovedinteressenter, dvs. repræsentanter for områdets kultur-, turisme-, erhvervs-, restauratør-, beboer- og maritime interesser. De nævnte interessenter er der stadig. Mindst tre lokale foreninger har Nyhavn som kernen for deres virke. Dertil kommer Gammelholm Beboerforening, der varetager beboernes interesser i udviklingen af 30. juni 2020 Nyhavn og Gammelholm. Byrumsstrategien er således solidt J.nr. 2020-0143448 forankret i kvarteret. • Lokaludvalget beklager, at Teknik- og Miljøudvalget og Teknik- og Miljøforvaltningen ikke har haft dialog med de lokale interessenter, inden man træffer beslutning dels om at Indre By Lokaludvalg er en uafhængig lokal forsamling, der er oprettet af Københavns Kommune. Lokaludvalget fungerer som bindeled mellem københavnerne i bydelen og politikerne på Københavns Rådhus. 2/6 lokalplantillægget skal udarbejdes og dels om indholdet i tillægget. Det fremgår af Nyhavnsstrategien, at al parkering og almindelig trafik på solsiden i Nyhavn uden for Nyhavnsbroen skal nedlægges og at promenaden forlænges, så der åbnes op for et forskelligartet og mere levende og aktivt byliv. Hensigten med omlægningen af denne del af Nyhavn var altså, at der her skulle være et andet liv end på resten af Nyhavns solside. Der blev nedlagt 36 parkeringspladser i den forbindelse. • Lokaludvalget mener, at man generelt skal være forsigtig med at erstatte nedlagte parkeringspladser i Indre By med udeserveringer. Beslutningstagerne oplever formentlig et pres herfor, men ledige arealer efter nedlagte parkeringspladser kan anvendes til andet end udeserveringer – eller bare være ledige. • Lokaludvalget mener, at strækningen mellem Toldbodgade og Skuespilhuset skal skille sig ud fra resten af Nyhavn. Her er mere roligt og mere plads med et flot kig til Nyhavns møde med Inderhavnen og over til den anden side af Inderhavnen. Det er et overgangsområde til Skuespilhuset. Det fremgår af Nyhavnsstrategien, at der er fokus på at skabe tilgængelighed for alle ved at prioritere gangvenlige bordursten og ledelinjer i brostensbelægningen. Strategien førte til, at der i dag ligger tre bånd bordursten i Nyhavn på strækningen mellem Toldbodgade og Skuespilhuset. De er placeret i gaden, så der er god plads til udeserveringer mellem husfacaderne og ganglinjen (facadezonen), og mindre plads mellem ganglinjen og kajkanten (kajkantzonen). • Lokaludvalget mener, at der ikke er plads i kajkantzonen til udeserveringer. Det pågældende sted vil en udeservering tage areal fra ganglinjen og dermed mindske tilgængeligheden. Der er i forvejen en udeservering over for skibet Oranje i facadezonen. Udeserveringer på begge sider af gangarealet vil af fodgængerne blive oplevet som en indsnævring af gangarealet og derfor være en flaskehals for fodgængertrafikken. 3/6 Lokalplan 512 Det fremgår af lokalplan nr. 512, at målet med planen er at styrke de kulturhistoriske og arkitektoniske værdier samt sikre rammer for bylivet. I Nyhavn fokuseres på promenaderne langs bolværket, så der sikres balance mellem de forskellige aktiviteter, kvalitet i belægningsmaterialer og tilgængelighed til kajkanten. Det fremgår desuden, at formålet med lokalplanen er at sikre et alsidigt og levende bymiljø i det centrale byområde både på land og vand. Dette gøres bl.a. ved at sikre og forbedre tilgængeligheden og kontakten mellem byen og vandet, at sikre områdets promenader langs Nyhavn og Inderhavnen som et sammenhængende forløb og at sikre fortsat mulighed for anløb af skibe i Nyhavn ved at begrænse placering af husbåde, samt sikre, at husbådene i udstrækning og form passer ind i miljøet og ikke bliver for dominerende samt, at de får en anvendelse, der er forenelig med det særlige havnemiljø. Endelig fremgår det, at det er lokalplanens intention at fastlægge overordnede retningslinjer for placering af udeservering, så bolværket og kajkantens forløb friholdes, samt at sikre et friholdt midterfelt til promenade. • Lokaludvalget mener, at udeservering i kajzonen på den yderste del af Nyhavn vil være i strid med de helt grundlæggende og centrale værdier og rammer for udviklingen af Nyhavn. Dispositionsplan husbåde i Københavns kanaler Vi har forstået, at Fredningsnævnet for København har krævet, at kommunen udarbejder en dispositionsplan for husbåde i Københavns kanaler, herunder Nyhavnskanalen, jf. Fredningsnævnets afgørelse om ny fredning af Kanalerne i København af 14. juni 2012 med Natur- og Miljøklagenævnets ændringer af 28. april 2015. Det er endnu ikke sket. Vi vurderer, at lokalplantillægget ikke kan implementeres, før en sådan dispositionsplan er godkendt af Fredningsnævnet. Har vi ret i det? Turisterne Den 2. august 2019 skrev Wonderful Copenhagen: ”Turisterne i hovedstaden skal bevæge sig mere rundt i byen, tage på ture ud af 4/6 byen og i endnu højere grad komme i løbet af hele året. Det er målet for Wonderful Copenhagen, og midlet er den internationale markedsføring af byen, som fremover bl.a. vil undlade Nyhavn.” • Lokaludvalget mener, at kommunen ligesom Wonderful Copenhagen skal arbejde for at få turisterne til at bevæge sige mere rundt i byen og nedtone Nyhavn i turisternes bevidsthed. Der er masser af steder i og omkring Nyhavn med udeserveringer til at betjene turisterne. Der er ikke behov for flere. Tidslinje 2008: Nyhavnsstrategien bliver vedtaget. 2015: Lokalplan 512 bliver vedtaget. 2016: Skibet Oranje bliver placeret i Nyhavn. Med andre ord burde ejeren af skibet Oranje være klar over, at placeringen af skibet i Nyhavn indebar den begrænsning, at der ikke tillades udeservering i kajkantzonen. • Vi i lokaludvalget har fuld forståelse for de, der vil tjene penge på turismen, men det skal ske indenfor de vedtagne rammer; rammer, som ikke bør ændres, blot fordi en enkelt erhvervsdrivende får fordel af det. Der skal også tages hensyn til helheden. Konklusion Lokaludvalget mener, • at der ikke skal være udeservering ved skibet Oranje eller andre steder i kajkantzonen på solsiden af Nyhavn • at arbejdet med lokalplantillægget skal indstilles • at det er beklageligt, at man ikke vil have dialog med de lokale interessenter om udviklingen af området. • at det er kritisabelt med en høringsperiode på 14 dage. 5/6 • at en ændring i planrammen for anvendelsen af det pågældende areal ikke kan håndteres med et lokalplantillæg. Selv om sagen forekommer lille, er den inde at røre ved nogle af de mest fundamentale principper i Nyhavnsstrategien og i lokalplanen. Sagen er i det hele taget principiel, fordi den kan ses som en omgåelse af hensigten med fredningen af området. Hvis man vil gå videre med sagen, vurderer lokaludvalget, at der skal en helt ny lokalplan til, der gør op med de centrale principper for Nyhavns udvikling, som kommunen aftalte sig frem til med de lokale i form af Nyhavnsstrategien og som blev stadfæstet med Borgerrepræsentationens vedtagelse af lokalplanen for 5 år siden. I arbejdet med en ny lokalplan vil man så vidt vi kan se også skulle udarbejde en dispositionsplan for husbåde i Københavns kanaler. Men som nævnt: Lokaludvalget er for status quo for så vidt angår placering af udeserveringer og anvendelsen af kajzonen. Vi har ingen ønsker om ændringer i, tillæg til eller dispensation fra lokalplanen vedr. placering af udeserveringer og anvendelsen af kajkantzonen. • at sagen kun er opstået, fordi skibet Oranje er blevet placeret på den yderste del af Nyhavn. Sagen kan løses ved, at man som led i en turismepolitik, der skal lette presset på Nyhavn og anspore turisterne til at bruge hele byen, aftaler en anden placering af skibet, hvor det kan tilføre liv til området. Borgerdialog Indre By Lokaludvalg har i den interne høring om denne sag tilbudt at deltage i tilrettelæggelsen og gennemførelsen af en borgerdialog om sagen. Tilbuddet står ved magt! Vi vil nu forberede et borgerdialogarrangement i Nyhavn, som forventes at finde sted, inden lokalplansagen forelægges Borgerrepræsentationen. Afsluttende bemærkninger Lokaludvalget mener generelt, at kommunen skal undlade at kommercialisere lokalmiljøer. Områder, hvor det er gratis at opholde sig, skal ikke indskrænkes. Med andre ord: I store dele af Indre By og især i Nyhavn er der ikke behov for mere udeservering. 6/6 Derudover mener lokaludvalget, at det er pinligt, at man kan ”bestille” en lokalplan hos politikerne, som kun en selv får fordel af. Sådan bør det ikke være. Borgerne forventer, at man kan stole på, at lokalplaner har en vis robusthed, er

The flooding caused significant problems for the infrastructure in the NH inner parts of Copenhagen and Frederiksberg. In certain places up to half a meter of water covered the street and several houses and shops had suffered serious damages. Brønshøj - Husum Østerbro Bispebjerg ØSTERBRO The serious consequences following the cloudburst on July 2nd 2011 and other minor cloudbursts have led the municipalities of Copenhagen and Frederiksberg to initiate this project, Nørrebro which aims to highlight potential initiatives effective in mitigating flooding and reducing damages related to Ladegårdså cloudbursts in the future. Vanløse- INDREIndre BY by The cloudburst solutions presented here cover the Frederiksberg Vest Frederiksberg Øst CH catchments of Ladegårdså, Frederiksberg East & Vesterbro. The proposed solutions for cloudburst management comply with the service level for cloudbursts in Copenhagen and Frederiksberg, ie. a maximum of 10 cm of water on terrain Vesterbro during a 100-year storm event. Additionally, in accordance with the intentions and visions set out in the Cloudburst Plan for Copenhagen and Frederiksberg from 2012, proposed Amager solutions are sought developed to include added value and Valby - SH elements, which contribute to making the city more green, Frederiksberg Sydvest more blue, more attractive and more liveable. The cloudburst catchments are prioritized based on an assessment of the flood risks in the individual catchments. Along with the Inner City (Indre by) & Østerbro, the Ladegårdså, Frederiksberg East & Vesterbro catchment belongs to catchments of highest priority.

We conducted surveys with locals, interviewed experts, and conducted direct observations of the area. After analysis of the data, we evaluated the feasibility of a tunnel, explored possible alternative solutions, and offered recommendations for alleviating congestion and reducing air pollution. We found that while a tunnel would reduce air and noise pollution, it may not be effective in reducing traffic volume. Instead, we recommend discouraging car use and promoting public transportation by incorporating a light rail system, reducing lanes, implementing a park and ride system, and improving bicycle infrastructure. i Acknowledgements We would like to thank Professors Hou, Belz and Taylor for guiding us through this process. Just off hectic Vesterbrogade outside the station is Copenhagen’s most famous attraction, Tivoli, an entertaining mixture of landscaped gardens, outdoor concerts and fairground rides. Helsingør’s Kronborg Castle dates from the sixteenth century when it jutted into the sound as a formidable warning to passing ships not to consider dodging the toll, and it remains a grand affair, enhanced immeasurably by its setting; the interior, particularly the royal chapel, is spectacularly ornate.

The Open Society Foundations’ At Home in Europe project is working to address these issues through monitoring and advocacy activities that examine the position of Muslims and other minorities in Europe. One of the project’s key efforts is this series of reports on Muslim communities in the 11 EU cities of Amsterdam, Antwerp, Berlin, Copenhagen, Hamburg, Leicester, London, Marseille, Paris, Rotterdam, and Stockholm. The reports aim to increase understanding of the needs and aspirations of diverse Muslim communities by examining how public policies in selected cities have helped or hindered the political, social, and economic participation of Muslims.
