OPERATIONAL PERFORMANCE During the period ended June 2013/14, the performance of the Authority, measured against set targets was satisfactory. All key results areas of the organisation registered reasonable achievements.

1.0 SAFETY AND SECURITY REGULATION Various activities that were planned during the period for implementation and enforcement of the Tanzania Civil Aviation Regulations (TCARs) 2006 to ensure a compliant industry were carried out. The following figures indicate performance in various specific areas:

1.1.2 Technical Examination A total of 816 examinations were booked in 2013/14 compared to 383 in 2012/13 recording a 36% increase. This included written examinations together with various flying tests for grant, renewal, conversion, extension and certificates

1.1.3 Licences and Certificates issued A total of 468 licences including certificates were issued during 2013/14 compared to 370 in 2012/13 resulting in a11% increase.

1.1.4 Renewals

A total of 1142 licences including certificates and ratings were renewed during the period of 2013/14 compared to 946 in 2012/13, this is a 9% increase

1.1.5 Endorsements A total of 793 endorsements were made on various licences and certificates during the period of 2013/14 compared to 606 in 2012/13, resulting in a 13% increase.

1.1.6 Sale of Documents

A total of 388 various documents were sold during the period of 2013/14 compared to 190 in 2012/13 resulting in a 34% decrease

1.1.7 Accidents and Incidents A total number of six accidents and seven incidents occurred in this period of 2013/14 compared to two accidents and ten incidents that occurred in the previous year of 2012/13. Therefore there was a 200% increase in accidents while incidents decreased by 30%. The Authority will continue to see the industry remains comparatively safe all the time.

1.1.8 Aviation Security Oversights The Aviation Security baseline of zero (O) acts of unlawful interference was recorded for the year 2013/2014.

The review of documents was done as planned. The objective of reviewing the documents was to asses continued adequacy of the documents, compliance with current version of ICAO Annex 17 and ICAO Doc 8973 (Security Manual for safeguarding International Civil Aviation against acts of unlawful Interference. The reviewed document includes: i. AVSEC Programme namely as the National Civil Aviation Security Programme (NCASP) ii. National Civil Aviation Security Quality Control Programme (NCASQCP) iii. National Civil Aviation Security Training Programme (NCASTP), iv. Aviation Security Inspectors Manual (ASIM). The oversight checklist for airport, aircraft audit, Inspection and test was also reviewed and amended to include. 8

The AVSEC Unit also developed draft guidelines for screening of diplomat and diplomatic bags which is forwarded to the Ministry of Foreign Affairs and International Cooperation for consideration and adoption. Furthermore, 10 Airport security programme 5 Airline security proramme, 1 Regulated agent, 1 Ground handling and 1 Catering Agent Security programmes was reviewed and Approved.

A total number of 75 security oversights were conducted in 2013/2014 compared to 73 conducted in 2012/2013. These oversights involves the audits, follow up inspections and tests tasks of airports, aircrafts, catering, handling agents and regulated agents security operations. The oversight helps operators to identify security deficiencies. However failure to provide corrective action plan (CAPs) timely and where provided implementation challenges lead to huge finance requirement

Twenty five (25) Airport security committee meetings were held and the minutes were brought to the Authority for records and references. During the period the National Civil Aviation Security Committee Meeting(NCASC) was held four times as required. The meeting contributed in resolving security concerns by operators.

In 2013/2014 a total number of 273 screeners were interviewed and issued with certificate compared to 153 issued/ renewed in 2012/2013 being an increase of 78%

Further to that the Authority is expecting ICAO USAP-CMA Audit scheduled for 2015, The date is yet to be determined by ICAO.

1.1.9 AERODROMES AND ANS INSPECTORATE

1.1.9.1 Description of Activities

The Aerodromes and ANS inspectorates continued to conduct its traditional safety oversight activities including, ANS system, certification and licensing of aerodromes, continuous surveillance, evaluation of obstacles/Instrument Approach Procedures and adhoc inspections and coordination with CAMs in conducting oversight inspections in the regions. In addition, ANS/AGA participated in the development of Draft Civil Aviation (Aviation Environmental Protection) Regulations in collaboration with the Ministry of Transport and TCAA Legal and Air Transport units. ANS/AGA participated in the USOAP CMA CSA Audit including pre audit preparations, on site and post audit activities. On the other hand, the Aerodromes and Air Navigation section continued with implementation of the State Safety Programme (SSP) by conducting its 5th meeting during the year including collection of data for developing State safety occurrence database, development of relevant technical guidance material and conduct amendment of aerodromes regulations. In summary, the activities that have been conducted are as tabulated below:

2.0 ECONOMIC REGULATION

2.1 Air Transport Regulation During the financial year 2013/2014, the process to review the ground handling regulations was completed and the Tanzania Civil Aviation (Ground Handling Services) Regulations, 2012 were printed and accordingly promulgated.

Furthermore, following experienced implementation impediments of legislations, the Authority is at its final stages to review the Tanzania Civil Aviation (Licensing of Air Services) Regulations, 2006. The review is expected to be completed during the financial year 2014/2015.

2.2 Licensing of air and ground handling services

During the year under review, the Board held two (2) Licensing Board Meetings (in November 2013 and May 2014) and considered a total of fifty (50) and eleven (11) applications for air and ground handling services respectively, as detailed below:

2.2.2 Coordination of facilitation of Air Transport During the period under review, two National Air Transport Facilitation (National FAL) Committee meetings and two East African consultations (East African FAL) meetings on air transport were held.

The 35th and 36th National FAL meetings were held in Mbeya and Bukoba in November 2013 and April 2014 respectively. Similarly, the 35th and 36th East African FAL meetings were held in Nakuru, Kenya and Bagamoyo, Tanzania in December 2013 and May 2014 respectively.

2.3 Statistical Reports The Statistical Report for 2013 is underway, expected to be ready by November, 2014. The four (4) quarterly Statistical reports were issued in August 2013, November 2013, February 2014 and May 2014 respectively.

2.3.1 Traffic Performance During the year international aircraft movements decreased to 38,975 compared to 40,426 movements occurred in the previous year recording a decrease of 4.8%. International passengers uplifted decreased to 1,892,958 passengers from 2,010,240 passengers recorded in the previous year, which is 5.8% decrease.

The decrease in international traffic both aircraft movements and passengers, a number of factors lie behind, including Services Plc suspending most of its regional routes after facing financial problems. Other reasons for traffic decrease included reduced frequencies by international carriers, e.g Rwandair suspended operations to Mwanza from Kigali and Air Uganda stopped operations to Dar Es Salaam after ICAO faulted its Air Operator Certificate (AOC).

International cargo handled decreased by 4.9%, from 27,631 tons in 2012/13 to 26,279 tons in 2013/14. There has been a decreasing trend of importation of telecom equipment and medicines for the past two years. Relinquish of British Airways operated flights to Dar Es Salaam has also contributed to this decline. 18

Domestic aircraft movements on the other hand decreased by 4.8%, from 202,319 movements in 2012/13 to 192,684 movements in 2013/14. However, the corresponding domestic passengers recorded a 14.5% increase from 2,420,922 passengers in 2012/13 to 2,771,022 passengers in 2013/14.

The decrease in aircraft movements and at the same time increased passengers traffic resulted from introduction of services by Fastjet Airlines; the Airline uses larger bodied aircrafts (Airbus) which are conveniently supporting massive passenger carrying capacity with fewer movements. The airline has gained momentum and grabbed market share to other airlines on domestic major routes including Dar – Mwanza, Dar – Arusha/Kilimanjaro and Dar – Mbeya. Introduction of new routes with schedule services by some airlines ( Services, Flightlink etc) to cater for unserved destinations like Mpanda, Iringa, Dodoma, Songea and Katavi also contributed to domestic passenger traffic increase.

Domestic cargo increased from 2,240.37 tons in 2012/13 to 2,653 tons in 2013/14, equivalent to 18.4% increase. The increase was caused by transportation within the country mining and petroleum/gas exploration equipment.

Overall traffic performance of the industry recorded a decrease of 4.6% in aircraft movements, from 242,745 in 2012/13 to 231,659 movements in 2013/14.

Overall passenger traffic increased from 4,431,162 passengers in 2012/13 to 4,663,980 passengers in 2013/14, equivalent to 5.3% increase.

3.0 AIR NAVIGATION SERVICES During this period, the performance of the Division, measured against set targets was satisfactory. Specifically, the following was the performance levels in the various key results areas:

3.1 Air Navigation Services The Authority continued to provide air traffic services in the Dar es Salaam Flight Information Region (FIR), including the airspace above 24,500 feet over the territories of Burundi and Rwanda, satisfactorily. Operation and maintenance of communication, navigation and surveillance facilities in the country were carried out satisfactorily and in accordance with the Africa-Indian Ocean (AFI) Air 22

Navigational Plan. During the period, setting up of Air Navigation Services was done at a new airport at Songwe and the Division heads participated to the Global Air Navigation conference meeting held in Montreal to deliberate on new policies concepts and plans to be effected in the Air Navigation Services provision worldwide. The service targets reached in the specific areas are as follows:

3.1.1 Air Traffic Incidents During the year, a total of 9 incidents were reported out of 92,122 movements in the Area Control Centre (ACC) giving a rate of 0.87 incidents per 10,000 aircraft movements.

3.1.2 Proficiency and adequacy of Staff During the period, air traffic controllers were trained as per approved 2013/2014 training programme, 2 ATMOs were trained and rated for Area Radar, 8 ATMOs for Area Airways course, 5 ATMOs for Approach procedural course and 19 trainees were rated as aerodrome controllers.1 ATMO was trained on ICAO PANS/OPS Instrument Approach procedure design in order to strengthen the capability of Instrument Approach Procedure Design Unit.

3.1.3. Air Traffic Services Air Traffic Control services continued to be provided on 24 hours basis at the Area Control Centre, Julius Nyerere, and Kilimanjaro International Airports and . At the remaining 10 airports, Air traffic services were provided during daytime.

Twenty four hours Approach radar control services continued to be provided at Dar es Salaam and Area Radar service for en-route air traffic within the Eastern sector.

During this period, the number of aircraft movements handled by the Dar es Salaam Area Control Centre increased by 6.27%, from 86,688 to 92,122.

At the fourteen airports in Tanzania where the Authority provides air traffic control services, the total aircraft movements were 212,646 compared to 193,955 movements in 2012/13; this is an increase of 9.64%.

3.1.4 Availability of New CNS facilities VHF Communication Radios were installed and Commissioned at Mwanza, Dodoma and Kigoma Airports. New VHF extended range radio equipment for east frequency 123.3MHz (to cover oceanic sector VHF Communication with aircraft) and approach frequency 119.6MHz was established at Munyusi. Installation of Voice recording system was accomplished at KIA. Replacement of 60KVA UPS and Automatic Voltage Regulator at JNIA was also done. New power Supply backup was installed at Mwanza DVOR site.

3.1.5 Operation of facilities at optimum level All the facilities were maintained on a regular basis as scheduled. Spares availability improved and an average equipment serviceability of 94.2% was attained. The detailed serviceability of the different facilities was as follows:

. Navigation Aids operated at with serviceability level of 94% . Surveillance equipment operated at serviceability level of 95%. . Serviceability of the VHF Area Cover averaged at 92% during the year . Serviceability of the VHF station radios was 98% . Serviceability of the ATS DS link was 99% . With regard to the Aeronautical Fixed Telecommunication Network, serviceability of the equipment for the year was 98% for the international circuits and 84% for the domestic circuits.

3.1.6 Air Traffic Services Air Traffic Control services continued to be provided on 24 hours basis at the Area Control Centre, Julius Nyerere, Zanzibar and Kilimanjaro International

Airports as well as Mwanza airport. At the remaining 10 airports, services were provided during daytime.

Twenty four hours terminal radar control services continued to be provided at Dar es Salaam and area radar service was available for en-route air traffic within the Eastern sector.

During this period, the number of aircraft movements handled by the Dar es Salaam Area Control Centre increased by 9%, from 79,536 for 2012/13 to 86,688 for 2013/14. At the fourteen airports in Tanzania where the Authority provides air traffic control services, the total aircraft movements increased by 24.3%, compared with the previous year, i.e. from 155,992 movements in 2012/13 to 193,955 movements in 2013/14.

3.1.7 Aeronautical Information Management Annual report July 2013 to 30 June 2014.

Twenty-four hour service continued to be provided at JNIA Terminal II, Zanzibar, Mwanza and at Kilimanjaro International Airport the Authority. Twelve (12) hour service was provided at Arusha, Dodoma, and 16 hrs at Terminal One (at JNIA).

During the year, the International NOTAM Office (NOF) handled 188,927 foreign NOTAMs compared to 149,514 in the previous year (2012/13) and issued 137 NOTAMs relevant to Tanzania compared to 593 in 2012/13. Additional to above, 9,269 Aeronautical Pre-Flight Information Bulletins (PIB) were provided to airlines operating at JNIA compared to 9,709 in the previous year. Flight plan handled at the Airports were 91,432 compared to 92,587 handled in 2013/14. Other targets achieved with regard to provision of AIM are as detailed hereunder:

. Provision of aeronautical information on a timely basis AIP amendments are normally done four times per year together with provision of aeronautical charts such as aerodrome index chart and En route index Chart. 25

RNAV GNSS Standard instrument Departure (SID) and Standard Arrival (STAR) for Songwe and Mwanza were published but not flight checked.

. Aeronautical Fixed Services

The number of domestic messages handled was 3,446,092 compared to 2,344,833 messages handled the previous year. International messages handled were1, 287,984 compared to 952,221for the previous year.

Most of the international messages are transit traffic between Nairobi and Johannesburg Centres.

. Other activities

These include implementation of Quality Management System (QMS), WGS 84, AIRAC adherence, monitoring Annex differences and e-TOD. The authority in this area continued to implement transition from AIS to AIM phases. In addition the Authority was able to maintain the ISO 9001-2008 certificate as required by ICAO Annex 15.

3.1.8 The Civil Aviation Training Centre; The Civil Aviation Training Centre continued offering aviation related training courses to the Authority and aviation industry in Tanzania and other African countries.

During the year 2013/2014, a total of 41 courses were conducted at CATC involving 373 participants, out of whom 51 were international students, and 322 were local students (226 males and 133 females).

 Certification and Accreditation

The centre is an ICAO TRAINAIR PLUS associate member and ISO 9001:2008 certified, full NACTE accreditation is progressing well. 26

4.1 CORPORATE SERVICES The Authority continued to recruit new employees to fill vacant positions which arose due to resignation and retirement. During the period under review, a total of 52 new staff were recruited. As of 30 June 2013, the Authority had a total number of 457 employees out of whom 325 were males and 132 were females.

During this period, the Authority continued to implement its training programme, where a total number of 149 staff were trained in different short courses in and outside the country. In recognition of good performance, sixty two (62) staff were promoted. Due to labour mobility one staff terminated his contract with the Authority and joined other institution. Further, six (6) staff retired during the period under review after attaining the compulsory retirement age of 60 years Unfortunately, the Authority lost three (3) staff during this period.

4.1.1 Procurement. During the period under review, the Authority continued prepared an Annual procurement Plan. The following major Procurements of goods and services were done during this period: (i) Supply of assorted spares - VHF Equipments (ii) Procurement of staff uniforms for the Authority’s staff (iii) Supply, Installation, Testing and Commissioning of 20KVA/16 KW Generator Sets for Mbeya and Zanzibar Airports (iv) Supply of ICT Equipment (45 Desktop computers, Printers & Scanner (v) Supply of office equipment (Photocopy machines) (vi) Supply, Installation Testing and Commissioning of power circuits, data and voice connection in the newly partitioned offices at aviation house The procurements were done in accordance with the Procurement Act
