Lampton Professor and Director of China Studies, Johns Hopkins SAIS David M. Lampton is Hyman Professor and Director of China Studies at the Johns Hopkins School of Advanced International Studies, where he also heads SAIS China, the school’s overall presence in greater China. Chairman of The Asia Foundation, former president of the National Committee on United States-China Relations, and former Dean of Faculty at SAIS, he is the author of The Three Faces of Chinese Power: Might, Money, and Minds (2008) and Same Bed, Different Dreams: Managing U.S.-China Relations, 1989-2000 (2001). He received his B.A., M.A., and Ph.D. degrees from Stanford University. He has an honorary doctorate from the Russian Academy of Sciences’ Institute of Far Eastern Studies, is an Honorary Senior Fellow of the American Studies Institute of the Chinese Academy of Social Sciences, was winner of the Scalapino Prize in 2010, and is a Gilman Scholar at Johns Hopkins. His newest book, Following the Leader: Ruling China, from Deng Xiaoping to Xi Jinping, was published by UC Press in January 2014. 2016 Gala Honoree LIFETIME ACHIEVEMENT IN U.S.-CHINA RELATIONS The Honorable Barbara Hackman Franklin President and CEO, Barbara Franklin Enterprises 29th Secretary of Commerce Barbara Hackman Franklin is an advisor to businesses with global interests, notably China and Asia. As the 29th U.S. Secretary of Commerce under President George H.W. Bush, she achieved a major goal – increasing American exports – with emphasis on market-opening initiatives in China, Russia, Japan and Mexico. Her historic mission to China in 1992 normalized commercial relations with that country, removed a sanction the U.S. had imposed following the Tiananmen Square events of June, 1989, and brought back $1 billion worth of signed contracts for U.S. companies. Since that time, she has worked with numerous organizations, made speeches, and traveled overseas in her dedication to strengthening the relationship between China and the U.S., government to government, business to business, and people to people. Franklin has also served as a director of 14 public companies, four private companies, many not for profit organizations, and is Chairman Emerita of the National Association of Corporate Directors and of the Economic Club of New York. She is a board member of the U.S.-China Business Council, the National Committee on U.S.-China Relations, and the Atlantic Council. She has received numerous honorary degrees and awards, and has been inducted into the NACD Directorship Hall of Fame, the Connecticut Women’s Hall of Fame, and the Financial Executives International Hall of Fame. Earlier, she led the first White House effort to recruit women for high-level government jobs as staff assistant to President Richard Nixon, an effort which tripled the number of women in those positions. Her White House story is told in the book A Matter of Simple Justice: The Untold Story of Barbara Hackman Franklin and A Few Good Women by Lee Stout. Franklin graduated with distinction from the Pennsylvania State University and was one of the first women graduates of Harvard Business School. 2016 Gala Honoree GLOBAL PEACEMAKER AWArd His Excellency Ban Ki-moon 8th Secretary-General of the United Nations The award will be accepted by Mr. Robert Skinner, Director of the UN Information Centre in D.C. Ban Ki-moon is the eighth Secretary-General of the United Nations. His priorities have been to mobilize world leaders around a set of new global challenges, from climate change and economic upheaval to pandemics and increasing pressures involving food, energy and water. He has sought to be a bridge-builder, to give voice to the world’s poorest and most vulnerable people, and to strengthen the Organization itself. “I grew up in war,” the Secretary-General has said, “and saw the United Nations help my country to recover and rebuild. That experience was a big part of what led me to pursue a career in public service. As Secretary-General, I am determined to see this Organization deliver tangible, meaningful results that advance peace, development and human rights.” Mr. Ban took office on 1 January 2007. On 21 June 2011, he was unanimously re-elected by the General Assembly and will continue to serve until 31 December 2016. Highlights of his tenure include: promoting sustainable development, empowering women, supporting countries facing crisis or instability, and strengthening the UN. The Secretary-General was born in the Republic of Korea. At the time of his election as Secretary- General, Mr. Ban was his country’s Minister of Foreign Affairs and Trade. His 37 years of service with the Ministry included postings in New Delhi, Washington D.C. and Vienna. Mr. Ban’s ties to the United Nations date back to 1975, when he worked for the Foreign Ministry’s United Nations Division. The Secretary-General received a bachelor’s degree in international relations from Seoul National University and a master’s degree in public administration from the Kennedy School of Government at Harvard University. He speaks English, French and Korean. He and his wife, Madam Yoo (Ban) Soon- taek, have one son, two daughters and three grandchildren. Honoree Message U N I T E D N A T I O N S N A T I O N S U N I E S THE SECRETARY-GENERAL -- MESSAGE FOR ANNUAL GALA DINNER MARKING THE 21ST ANNIVERARY OF THE UNITED STATES-CHINA POLICY FOUNDATION Washington DC, 17 November 2016 I congratulate the United States-China Policy Foundation on its 21st anniversary. Your efforts play an important role in promoting greater understanding between nations. Thank you for honouring me with your Global Peacemaker Award, which I regard as a demonstration of your strong support for the ideals and objectives of the United Nations. Global peace and stability rely on the ability of Member States to meet common tests and seize shared opportunities. In that spirit, one highlight of my term was the ceremony with President Xi Jinping and President Barack Obama in Hangzhou on 3 September 2016, at which China and the United States formally joined the Paris Agreement on climate change. Their commitment gave the process great momentum and helped achieve the Agreement’s rapid entry into force on 4 November 2016. The world now has a powerful basis for combatting the leading threat of our times and ushering in a safer, more prosperous and sustainable future. Both China and the United States are founding members of the United Nations, permanent members of the Security Council and great partners of the United Nations. Today, people across the world look to these two great countries to show global leadership as we strive to maintain international peace and security, promote sustainable development and protect human rights. Together, we can build a future of dignity for all. Thank you again for your support, and please accept my best wishes for a memorable evening. In a nutshell, it tells the story of the battle to reveal the truth about the failure of US policy in Vietnam, which had been suppressed by successive administrations for years, by publishing government papers. The New York Times announced the existence of the so-called ‘Pentagon Papers’ but were slapped down with an injunction. The Washington Post’s editor obtains a copy of the papers, leading to the legal and ethical dilemma at the heart of the film. Its timeliness led to Steven Spielberg and his team bringing the film from idea to screen in less than a year. Spielberg read the original script in February 2017, filming started on 1 May and the film was released in January 2018.

Oded Eran From Egypt's signing of the peace treaty with Israel in 1979 to the recent mass demonstrations in Cairo’s Tahrir Square, there has never been a question as to Egypt’s commitment to the agreement. In spite of difficult tests over the years, including Israel's bombing of the Iraqi nuclear reactor in Baghdad (1981); the invasion of Lebanon and the IDF’s continued presence there (1982-2000); two intifadas; and various operations in Lebanon, the West Bank, and Gaza, Egypt observed most of the articles in the military part of the treaty and helped lower the heat in the Arab discourse on subjects related to Israel, especially the Israeli-Palestinian issue. The exception to this general rule was Egypt’s position on the Israeli nuclear issue. Public opinion polls conducted in Egypt since the start of the recent demonstrations have addressed the question of Egypt’s continued commitment to the peace treaty with Israel. In a telephone poll conducted among 615 respondents for the International Peace Institute (IPI) in New York, 46 percent of respondents stated that they would be "much more likely" to vote for a party that supports keeping the treaty with Israel, the Arab peace initiative, and the two-state solution. Another 17 percent said they would be "somewhat more likely" to prefer such a party. That is, 63 percent expressed willingness to support Egypt’s continued commitment to the treaty (even though it is impossible to tell from the poll whether the support is conditional, for example, on achieving a solution on the basis of two states for two peoples).1 Another poll conducted for the Pew Research Center in March-April 2011 among one thousand respondents presented more disturbing results.2 Fifty-four percent of those polled stated that Egypt should cancel the agreement, while 36 percent replied that it should maintain it.

Englehart ii ABSTRACT Dr. Sridevi Menon, Advisor Why is it that on one hand Lebanon is represented as the “Switzerland of the Middle East,” a progressive and prosperous country, and its capital Beirut as the “Paris of the Middle East,” while on the other hand, Lebanon and Beirut are represented as sites of violence, danger, and state failure? Furthermore, why is it that the latter representation is currently the pervasive image of Lebanon? This thesis examines these competing images of Lebanon by focusing on Lebanon’s past and the ways in which various “pasts” have been used to explain the realities confronting Lebanon. To understand the contexts that frame the two different representations of Lebanon I analyze several key periods and events in Lebanon’s history that have contributed to these representations. I examine the ways in which the representation of Lebanon and Beirut as sites of violence have been shaped by the long period of civil war (1975-1990) whereas an alternate image of a cosmopolitan Lebanon emerges during the period of reconstruction and economic revival as well as relative peace between 1990 and 2005. In juxtaposing the civil war and the assassination of former Lebanese Prime Minister Rafic Hariri in Beirut on February 14, 2005, I point to the resilience of Lebanon’s civil war past in shaping both Lebanese and Western memories and understandings of the Lebanese state.
