Rather than negotiating with one supplier at a time, eSourcing enables simultaneous bid collection from competing suppliers on a large scale. Because of the same analytical shortcomings that require the use of ‘bundles’, the buyer’s business rules and constraints, the preferences of stakeholders and other non-price attributes are not easily considered, leaving price as the driving force in the award of an auction’s items to suppliers. As such, the reverse auction results often yield savings projections (often called ‘screen savings’) that fail to materialize when buyers attempt to implement them in the real world. This is especially true for companies that are centralizing their sourcing processes, as there are decentralized stakeholders that have justifiable preferences over how their business is awarded and may deviate from the auction results in day- to-day operations — a major source of savings ‘leakage’. While reverse auctions have produced significant results in many spend categories, these savings have come primarily in the form of reduced supplier margins. As supplier margins have reached their limits, savings from these first-generation reverse auctions have begun to plateau, and buyers are looking for ways to deliver ongoing benefits and value. 9 eRFX Another eSourcing method that is still widely used, the electronic ‘request for x’, where x stands for proposal, quote, information or tender, is also essentially the automation of an existing sourcing practice to increase speed and scale. Nevertheless, the eRFx is a much more flexible tool than the reverse auction, capable of collecting much more information from suppliers, including non-price factors such as business information,capabilities, quality of service, lead time, terms and conditions, etc. But suppliers responding to an eRFx are often limited in their ability to propose more innovative ways of supporting the buyer’s business via creative or expressive bids, because of the lack of bid analysis capabilities found in most eSourcing tools, particularly those belonging to the larger- suite players like SAP, Ariba, and Oracle.

The systems are rigid, complicated, and only solve a fraction of procurement’s requirements. Across the board, these systems curtail progress and hinder excellence instead of enabling it. For anything other than simple prespecified and pre-sourced catalog-based purchases, for example, they do not help the user specify what is required or choose the right supplier. And there is usually no systematic and embedded classification of what was actually purchased so that trends can be identified and managed in a timely manner. What emerges is an inability to effectively know where money is spent and with whom, much less an ability to strategically direct the spend. The University’s Accounts Payable System does not include data enabling the distinction between purchases of goods and services. Thus, a single schedule is provided that includes both goods and services. Purchases are categorized in the University’s Accounts Payable System in one of the following categories: Facility Alterations Facility Operating Costs Insurance Library Acquisitions Mail Printing/Publishing Professional Memberships Professional Services Purchases for Resale Routine Maintenance Space Rental Supplies/Equipment Telephone Utilities Each entry provides the category into which the purchase falls, the name and address of the vendor, and the amount of purchase. There is no more than one entry per vendor for a single category within a responsibility center. Disclosures for defined projects or programs are included in the disclosure for the units in which they are administered. Purchases of goods and services in the Disclosure Report include those which equal or exceed $1,000 for each vendor from Operating, Auxiliary, and Non-Auxiliary funding sources.
