In a small book called The Peaceful Path to Real Reform he suggested that entirely new and complete towns be built on vaoant or agricultural land surrounding a central oity— each commu­ nity limited in its physical size and population density and linked by transportation routes. The land in these "garden cities" would be owned mutually by the residents who would thereby control the use made of it by homeowners and faotory owners. The unique feature of the garden oity would be a belt of trees and fields surrounding and sep­ arating it from the next oity. It stimulated the interest of many nations inoluding Amerioa. The Garden City Associ­ ation of Amerioa was formed in the same year. Its President was a former New York state senator, Louis Childs, and its Vice President was the head of the Long Island Railroad, Ralph Peters. Other officers included Josiah Strong, who had visited Letohworth during oonstruo- tion in 190^, Henry Potter, Episoopal Bishop of New York, and Felix Adler of Columbia University.-^ The Association selected five locations for the construction of garden oitles and at one location, Farmlngdale, Long Island, raised thirty per oent of the neoessary oapital in a few months. During the First World War the need for housing defense workers in Amerioa became so great that the Federal Government was foroed to build a number of housing projects whioh, while falling short of the size and total­ ity of garden cities, provided excellent demonstrations of completely integrated designs for whole residential neigh­ borhoods. Onoe the war ended, however, Congress rejected all proposals for continuing suoh projects, selling the towns quickly to private groups and washing its hands of any further interest in housing and community planning.^ During the 1920*s Clarence S. Their organization, the Regional Planning Association of Amerioa, was one of the leading oenters of planning ideas in Amerioa. The group was particularly interested in the dispersal of metropolitan population. They dlsoussed and published various plans for decentral­ izing cities through the building of completely new towns in the oountryside whioh would gradually reduce the choking congestion of factories, shops and slums in the huge cities.^ Alexander Bing aoturally began the construction of an entire suburban oommunity in whioh all the residences, streets, parks, and utilities were carefully planned for convenience, safety and beauty. A limited dividend corporation was formed to finance the town. Unfortunately, the corporation could not raise enough money to build a garden city oomplete with its own industrial and commer­ cial areas and Radburn, as the town was named, remained only a residential suburb. Ground was broken in 1928 on a 1,258 acre traot near Paterson, New Jersey. Again national finanoial panio interrupted the progress of a planned oommunity but not until over three hundred resi- 7 dences had been completed. ^Roy Lubove, Community Planning in the 1920*8: The Contribution of the Regional Planning Association of Ameri­ oa (Pittsburgh: University of Pittsburgh Press, 1^6^). 7 The story of Radburn is reported in Clarenoe S. Stein, Towards New Towns for Amerioa (Cambridge, Mass.: Clarence Stein, who with Henry Wright had designed Radburn, shared with Alexander Bing the disappointment of seeing it only partially built. Even more discouraging was the oollapse of the entire home construction industry whioh meant that new experiments with housing and oommun­ ity building would be stalled for some time. The advent of the New Deal revived hopes for new experiments in housing and planning. It appeared that the leaders of the nation were prepared to regain control not only of the American economy but of the physical nation as well. Its cities would be rebullt--their slums replaoed by comfort­ able homes and parks. Its barren backlands would be re­ claimed— eroded lands replanted and flooding rivers harnessed for productive uses• The Tennessee Valley Authority and the great urban projeots of the Public Works Administration were the beginnings of suoh dreams. Writing in the New York Times Magazine in the fall of 1933 Stein described his vision of Amerioa*s new towns in his article "New Towns for the Needs of a New Age." They would be "bound together by common interests and The M.I.T. These new towns would be part of "a great regional or national plan" to decentralize our oities and develop an eoonomy and a sooiety that would be efficient and in harmony with the natural possibilities of each region. While he was greatly enoouraged by the intent of the Federal Govern­ ment to spend millions of dollars on housing and slum olearanoe, Stein warned against squandering the money "on piecemeal replacement of existing developments." He preferred to see funds "invested in building complete integrated communities planned and placed to meet

Focusing on the development of the functions and capacities of the municipal state, it examines three sets of interrelated political changes: the triumph of “municipal reform” over the institutions and practices of the Tammany Hall political machine and its outer-borough counterparts; the incorporation of hundreds of thousands of new voters into the electorate and into urban political life more broadly; and the development of an ambitious and capacious public sector—what Joshua Freeman has recently described as a “social democratic polity.” It places these developments within the context of the national New Deal, showing how national officials, responding to the limitations of the American central state, utilized the planning and operational capacities of local governments to meet their own imperatives; and how national initiatives fed back into subnational politics, redrawing the bounds of what was possible in local government as well as altering the strength and orientation of local political organizations. The dissertation thus seeks not only to provide a more robust account of this crucial passage in the political history of America’s largest city, but also to shed new light on the history of the national New Deal—in particular, its relation to the urban social reform movements of the Progressive Era, the long-term effects of short-lived programs such as work relief and price control, and the roles of federalism and localism in New Deal statecraft.

  • Raymond Unwin (1863 – 1940)
    Raymond Unwin (1863 – 1940) Raymond Unwin was born on 2nd November 1863 in Whiston, Rotherham, the younger son of William Unwin, a tutor at Balliol College, Oxford and his wife Elizabeth Sully. He considered entering the Church of England, as his elder brother William did, but he was diverted, to his father's disappointment, into a life of social activism. Unwin was educated at Magdalen College Choir School, Oxford, where he became aware of the Socialist principles of John Ruskin and William Morris. In 1883, he settled in Chesterfield as an engineering apprentice at the Staveley Coal and Iron Company, and came into contact with the Socialist philosopher Edward Carpenter at Millthorpe, Sheffield. In 1885 he obtained a post as an engineering draughtsman in Manchester where he was the local secretary of William Morris's Socialist League, writing articles for its newspaper 'Commonweal'. In 1887 he returned to the Staveley Coal and Iron Company in Barrow Hill as a draughtsman, and although he had no training in architecture, he was working primarily as an architect and was part of the Company team who designed housing at Barrow Hill, Duckmanton and Poolsbrook. At one point, he “offered to resign if bathrooms were not provided to dwellings at Allport Terrace, Barrow Hill.”i Unwin married his cousin, Ethel Parker, in 1893, the same year that he received his first major architectural commission - to build St Andrew’s Church at Barrow Hill. This was completed largely alone, with some collaboration with his brother -in-law, (Richard) Barry Parker. Parker, was staying with the Unwins at Chapel- en-le-Frith when Unwin was building St Andrew’s, and designed a mosaic glass reredos for it.

First, the paper provides an overview of Friedmann’s career as a planner and planning academic, which spanned six decades and three continents, and highlights how a confluence of factors led to a paradigm shift in his thinking regarding the role of planning in social transformation. Second, the paper assesses Friedmann’s position on three issues of importance for practitioners—namely, problem formulation, the role of technical knowledge, and organizational learning. From the middle of the nineteenth century, reformers had understood the necessity of improving the living conditions, diet and material environment of those with low incomes. Housing, at the core of this, was increasingly a political issue, but as this case study of the development of a garden village in the North of England demonstrates, it was also a moral and aesthetic one. Moving home from poor quality housing in York city centre to the garden village of New Earswick begun in 1903 symbolised not only a physical relocation a few miles north, but also an unprecedented change in social and material conditions. Life in New Earswick promised new opportunities; a chance to start afresh in carefully designed, better equipped housing located in a rural setting and with substantial gardens. Largely unexplored

I hope it produces a deeper understanding of the challenges that the faculty of the University confronted over many decades in establishing Chicago’s national reputation as a particu- larly steadfast defender of the principle of academic freedom. Broadly understood, academic freedom is a principle that requires us to defend autonomy of thought and expression in our community, manifest in the rights of our students and faculty to speak, write, and teach freely. It is the foundation of the University’s mission to discover, improve, and disseminate knowledge. We do this by raising ideas in a climate of free and rigorous debate, where those ideas will be challenged and refined or discarded, but never stifled or intimidated from expres- sion in the first place.
