    STAFF REPORT To: Metrolinx Board of Directors From: Leslie Woo, Chief Planning Officer Date: January 14, 2016 Re: Revised Recommendations: Eglinton Crosstown LRT Stations and Stops Naming Executive Summary: Staff is seeking final approval of Eglinton Crosstown LRT station and stop names (Appendix A). The December 3, 2015 report of the Chief Planning Officer recommended Eglinton Crosstown LRT Station and Stop Names based on the Naming Principles and Protocols developed following a 12 month (between late 2014 and late 2015) long engagement process with GTHA local transit operators (Appendix B). The public was encouraged to provide feedback on proposed station and stop names online in October 2015. The Toronto Transit Commission also provided its own recommendations on the proposed names at its meeting of November 23, 2015. At the December 3, 2015 Board meeting, three recommended location names were questioned: Lebovic, Forest Hill and Fairbank and staff were to report back on the basis of this Board feedback. Since the December 3, 2015 meeting staff undertook: • a deeper analysis and exploration of possible alternative names for these three locations; and • sought additional feedback from local councillors and MPPs on the three locations. The revised recommendations are i) to use Hakimi in place of Lebovic; ii) no change be made to Forest Hill; and iii) no change be made to Fairbank. In addition, staff plan to use in-station way-finding to assist customers in navigating between stations and the surface street system. As well, Toronto Councillor Thompson raised the question on the naming of the “Golden Mile” station. No change is being proposed by staff.

    CHILD & FAMILY INEQUITIES SCORE Technical Report The Child & Family Inequities Score provides a neighbourhood-level measure of the socio-economic challenges that children and families experience. The Child & Family Inequities Score is a tool to help explain the variation in socio-economic status across the City of Toronto neighbourhoods. It will help service providers to understand the context of the neighbourhoods and communities that they serve. It will also help policy makers and researchers understand spatial inequities in child and family outcomes. While other composite measures of socio-economic status in the City exist, the Child & Family Inequities Score is unique because it uses indicators that are specific to families with children under the age of 12. The Child & Family Inequities Score is a summary measure derived from indicators which describe inequities experienced by the child and family population in each of Toronto’s 140 neighbourhoods. The Child & Family Inequities Score is comprised of 5 indicators: • Low Income Measure: Percent of families with an after-tax family income that falls below the Low Income Measure. • Parental Unemployment: Percent of families with at least one unemployed parent / caregiver. • Low Parental Education: Percent of families with at least one parent / caregiver that does not have a high school diploma. • No Knowledge of Official Language: Percent of families with no parents who have knowledge of either official language (English or French). 1 • Core Housing Need: Percent of families in core housing need . This report provides technical details on how the Child & Family Inequities Score was created and describes how the resulting score should be interpreted.

    Toronto East Quadrant Newcomer Settlement Strategy (DRAFT VERSION) Introduction The Toronto East Quadrant’s Regional Settlement Strategy is collaborative framework that is designed to support increased multi-sector coordination of settlement services, improve labour and economic outcomes as well as facilitate solutions for the successful social integration of newcomers while building the Scarborough Region’s capacity to be a welcoming community. The Strategy’s long-term vision is to identify and support the inclusion of newcomer needs within the community planning process as a means to enhance the settlement and integration of newcomers. Our goal, through this Strategy, is working together for a diverse and inclusive community. The Strategy was developed through the Local Immigration Partnership (LIP) initiative. This initiative is funded by the Government of Canada through Citizenship and Immigration Canada. Toronto East Quadrant Local Immigration Partnership Background and Overview The Toronto East Quadrant Local Immigration Partnership (TEQ LIP) was established following a request from CIC to merge the former 17 local Toronto neighbourhood LIPs into four Toronto Regional Quadrant LIPs as a means to create a more efficient way of implementing LIP related initiatives. The TEQ LIP aims to support the development of local collaborative partnerships and community-based planning around the needs of newcomers in the eastern part of Toronto, as known as Scarborough. The TEQ LIP was formed through a consortium of four previously existing Scarborough neighbourhood LIPs: Eglinton East-Kennedy Park, Northwest Scarborough, South Scarborough and Southwest Scarborough LIPs. As a regional LIP framework, the TEQ LIP consolidated the previous Scarborough neighbourhood LIP tables, while also expanding engagement with newcomer community groups and service providers in neighbourhoods that were not previously been involved or covered by LIPs.
