‘TORONTO HAS NO HISTORY!’ INDIGENEITY, SETTLER COLONIALISM AND HISTORICAL MEMORY IN CANADA’S LARGEST CITY By Victoria Jane Freeman A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of History University of Toronto ©Copyright by Victoria Jane Freeman 2010 ABSTRACT ‘TORONTO HAS NO HISTORY!’ ABSTRACT ‘TORONTO HAS NO HISTORY!’ INDIGENEITY, SETTLER COLONIALISM AND HISTORICAL MEMORY IN CANADA’S LARGEST CITY Doctor of Philosophy 2010 Victoria Jane Freeman Graduate Department of History University of Toronto The Indigenous past is largely absent from settler representations of the history of the city of Toronto, Canada. Nineteenth and twentieth century historical chroniclers often downplayed the historic presence of the Mississaugas and their Indigenous predecessors by drawing on doctrines of terra nullius , ignoring the significance of the Toronto Purchase, and changing the city’s foundational story from the establishment of York in 1793 to the incorporation of the City of Toronto in 1834. These chroniclers usually assumed that “real Indians” and urban life were inimical. Often their representations implied that local Indigenous peoples had no significant history and thus the region had little or no history before the arrival of Europeans. Alternatively, narratives of ethical settler indigenization positioned the Indigenous past as the uncivilized starting point in a monological European theory of historical development. i i iii In many civic discourses, the city stood in for the nation as a symbol of its future, and national history stood in for the region’s local history. The national replaced ‘the Indigenous’ in an ideological process that peaked between the 1880s and the 1930s. -

STAFF REPORT ACTION REQUIRED Graffiti Management Plan – StreetARToronto (StART) Partnership Programs 2013 Grant Allocation Recommendations Date: May 9, 2013 To: Licensing and Standards Committee From: General Manager, Transportation Services Wards: All Reference p:\2013\ClusterB\tra\pr\ls13005pr Number: SUMMARY StreetARToronto (StART) was launched in 2012 as a public/private partnership program and a central feature of Council's new Graffiti Management Plan, a proactive approach to eliminating graffiti vandalism while supporting street art that adds character and visual interest to city streets. StART is funded as a Community Partnership and Investment Program (CPIP) grant of $375,890.00 from the former Graffiti Transformation Program and is administered by the Public Realm Section in Transportation Services, which also has carriage of coordination and implementation of many parts of the Graffiti Management Plan. StART is part of the City's Clean Toronto Together Campaign, which links citizens with city government to keep Toronto streets clean and free of posters and graffiti vandalism. In 2012, StART provided funding to 20 organizations resulting in the installation of 48 pieces of mural art. Two programs have been developed under the StART umbrella. The StART Partnership program provides up to $30,000.00 per application for non-profit arts organizations to create street art. The StART Diversion and Education program provides up to $20,000.00 per application for programs that engage at-risk youth who have been arrested for graffiti vandalism and diverted through the court system. The parameters for these programs were established by Council in the Graffiti Management Plan. This report recommends funding for 26 community-based groups in the above-noted categories. -

It lists former Fellows from the foundation of the Society in 1783 to October 2002. Most are deceased Fellows up to and including the list given in the RSE Directory 2003 (Session 2002-3) but some former Fellows who left the Society by resignation or were removed from the roll are still living. HISTORY OF THE PROJECT Information on the Fellowship has been kept by the Society in many ways – unpublished sources include Council and Committee Minutes, Card Indices, and correspondence; published sources such as Transactions, Proceedings, Year Books, Billets, Candidates Lists, etc. All have been examined by the compilers, who have found the Minutes, particularly Committee Minutes, to be of variable quality, and it is to be regretted that the Society’s holdings of published billets and candidates lists are incomplete. The late Professor Neil Campbell prepared from these sources a loose-leaf list of some 1500 Ordinary Fellows elected during the Society’s first hundred years. He listed name and forenames, title where applicable and national honours, profession or discipline, position held, some information on membership of the other societies, dates of birth, election to the Society and death or resignation from the Society and reference to a printed biography. -

STAFF REPORT ACTION REQUIRED Intention to Designate under Part IV, Section 29 of the Ontario Heritage Act – King Street East Properties (Leader Lane to Church Street) Date: June 14, 2012 Toronto Preservation Board To: Toronto and East York Community Council From: Director, Urban Design, City Planning Division Wards: Toronto Centre-Rosedale – Ward 28 Reference P:\2012\Cluster B\PLN\HPS\TEYCC\September 11 2012\teHPS34 Number: SUMMARY This report recommends that City Council state its intention to designate under Part IV, Section 29 of the Ontario Heritage Act the properties identified in Recommendation No. 2. The properties are located on the south side of King Street East between Leader Lane and Church Street and contain a series of commercial and institutional buildings dating from the mid-19th to the early 20th century. The City has received an application for a zoning by-law amendment for the redevelopment of this block. Following research and evaluation, staff have determined that the King Street East properties meet Ontario Regulation 9/06, the provincial criteria prescribed for municipal designation under the Ontario Heritage Act. The designation of the properties would enable City Council to regulate alterations to the sites, enforce heritage property standards and maintenance, and refuse demolition. RECOMMENDATIONS City Planning Division recommend that: 1. Mobility Hubs December 2008 1. Introduction This is one in a series of backgrounders that have been produced by Metrolinx to provide further explanation and clarification on the policies and directions of the Regional Transportation Plan (RTP). The RTP is available for downloading at www.metrolinx.com. This backgrounder should be read as an accompaniment to Strategy 7 of the RTP. It is intended to provide additional detail on the mobility hub policies of the RTP and clarification of the terms and definitions used in the RTP with respect to mobility hubs. Metrolinx wishes to acknowledge the invaluable contribution of Urban Strategies Inc. and IBI Group to the preparation of this backgrounder. 2. What is a Mobility Hub? The mobility hub policies of the RTP build on the overall policy framework established in the Growth Plan for the Greater Golden Horseshoe, particularly those related to major transit station areas. The Growth Plan defines major transit station areas as the area within a 500m radius (10 minute walk) of any existing or planned higher order transit station within a settlement area or around a major bus depot in an urban core. Major transit station areas that are particularly significant for the regional rapid transit system are recognized as mobility hubs in the RTP. Mobility hubs are major transit station areas with significant levels of transit service planned for them in the RTP, high development potential, and a critical function in the regional transportation system as major trip generators. They are places of connectivity where different modes of transportation — from walking to high- speed rail — come together seamlessly and where there is an intensive concentration of employment, living, shopping and/or recreation. -
