Brown, 1945 Chapter I - General Description Location And Relation To Surrounding Areas Having the California-Oregon state line as its north boundary for some 60 miles, the Modoc National Forest is the most northeasterly of the national forest units of the California Region, the eastern boundary of the Forest also paralleling the Nevada state line a few miles distant there from for approximately 65 miles. Embracing within its boundaries a gross area of about two million acres, it is the second largest national forest in area in the State of California, and one of the largest in the United States. Somewhat divorced by location from the national forest units of the Southern Cascades and those of the main Sierra Nevada Range, it lies about the headwaters of Pit River, largest feeder of the Sacramento. There are two distinct divisions of the Modoc Forest, 15 percent of it being included in the Warner Mountain Range, a rugged offshoot of the main Sierra Nevada, and the balance of its area covering the more level timbered and woodland areas of Modoc county, with a considerable acreage extending over into the neighboring counties of Siskiyou, Lassen and Shasta. The gross area of the Modoc National Forest lying in Modoc County is 1,619,253 acres; in Siskiyou County, 98,824 acres; in Lassen County, 193,909 acres, and in Shasta County, 8,967 acres. Separated from the more heavily-populated and intensively-used areas of the Sacramento Valley by a series of mountain ranges, the Modoc territory is - and always has been - very much of a self-contained and independent area, devoted mainly to livestock production and in later years to lumbering also. The entire mountain area is interspersed with and paralleled by valleys of unusual fertility, dependent for their best use on the adjacent national forest lands. The climate in the valley areas is somewhat comparable to that of Western Illinois, involving four distinct seasons and a general average precipitation of 13 inches, a large part of which comes in the form of snow during the winter months of December to March, inclusive. Surprise Valley hugs the east slopes of the Warner Mts. for some 65 miles north and south, ranging in width east and west from two to six miles, its eastern boundary reaching into the sagebrush expanses of the lower-lying mountains of Western Nevada. Four thriving little towns, Fort Bidwell, Lake City, Cedarville and Eagleville represents the urban centers of Surprise Valley, one of the most unusual land-locked valleys of the State. The north and south forks of Pit River form a junction at this point, the South Fork Valley extending from Likely twenty miles north to Alturas.     The Star-spangled Avenger Adapted from Wikipedia, the free encyclopedia Captain America first appeared in Captain America Comics #1 (Cover dated March 1941), from Marvel Comics' 1940s predecessor, Timely Comics, and was created by Joe Simon and Jack Kirby. For nearly all of the character's publication history, Captain America was the alter ego of Steve Rogers , a frail young man who was enhanced to the peak of human perfection by an experimental serum in order to aid the United States war effort. Captain America wears a costume that bears an American flag motif, and is armed with an indestructible shield that can be thrown as a weapon. An intentionally patriotic creation who was often depicted fighting the Axis powers. Captain America was Timely Comics' most popular character during the wartime period. After the war ended, the character's popularity waned and he disappeared by the 1950s aside from an ill-fated revival in 1953. Captain America was reintroduced during the Silver Age of comics when he was revived from suspended animation by the superhero team the Avengers in The Avengers #4 (March 1964). Since then, Captain America has often led the team, as well as starring in his own series. Captain America was the first Marvel Comics character adapted into another medium with the release of the 1944 movie serial Captain America . Since then, the character has been featured in several other films and television series, including Chris Evans in 2011’s Captain America and The Avengers in 2012. The creation of Captain America In 1940, writer Joe Simon conceived the idea for Captain America and made a sketch of the character in costume.

My own fieldwork in 1970-74 disclosed fundamental inadequacies of these publications, as reported in Nevin (1991). We substantiate this finding, investigate its probable bases, and establish why my own data are not subject to the same difficulties. After this cautionary tale about the perils of restating a published grammar, we define a phonemic representation for utterances in the language and introduce Optimality Theory (OT). We then apply OT to a series of problems in the phonological patterning of the language: features of syllable codas, restrictions and alternations involving voiceless release and aspiration, and reduplicative morphology. Appendix A describes the physiology and phonetics of laryngeal phenomena in Pit River, especially epiglottal articulation that has in the past been improperly described as pharyngeal or involving the tongue radix (the feature RTR).

I’m going to share about the importance of engaging tribal sovereign nations, tribal natural resource departments, tribally-led cultural fire management organizations, and indigenous communities to help advance Opportunities for Maximizing Prescribed Burning in Oregon. My name is Belinda Brown, and I am an enrolled member of the Kosealekte Band of the Ajumawi-Atsuge Nation, formally recognized by the federal government as the Pit River Tribe. Our ancestral land base encompasses a “hundred mile square” that spans from the four northeastern-most counties of California—Modoc, Lassen, Shasta and Siskiyou—across stateliness into the Goose Lake Valley of Lake County in Oregon. I am also descended from the Gidutikad Band of the Northern Paiute, whose ancestral land base stretches from Warner Valley in Oregon to Surprise Valley in California, reaching across what is now called the Modoc National Forest into the Fremont-Winema National Forest. I present this testimony as a traditional cultural practitioner who grew up practicing aboriginal fire use, and also in my current capacity as Tribal Partnerships Director for Lomakatsi Restoration Project, a non- profit organization based in Ashland, Oregon, and as Chairwoman for the Inter-Tribal Ecosystem Restoration Partnership. I have previously served as a tribal elected official, holding office on the Pit River Tribal Council and as a Cultural Representative. My homeland encompasses the vegetation gradients of juniper woodland sagebrush steppe habitat, to ponderosa pine bitterbrush, to mixed conifer systems.

INTRODUCTION This Biological Assessment/Evaluation (BA/BE) documents the potential effects to terrestrial USDA Forest Service Region 5 wildlife species by the implementation of activities considered in the Lassen 15 Restoration Project (Lassen 15 Project) Environmental Analysis. The Lassen 15 project area is located on the Warner Mountain Ranger District roughly five air miles northeast of Davis Creek, California. The proposed project area is 25,276 acres, although only 8,004 acres are targeted for treatment. Biological Assessments and Evaluations document the analysis necessary to ensure proposed management actions would not jeopardize the continued existence of, or cause adverse modification of habitat for federally listed or Forest Service sensitive species as described in the Forest Service Manual (FSM section 2672.43) (USFS 2005). This BA/BE was prepared in accordance with the Endangered Species Act of 1973, as amended, and follows standards established in Forest Service Manual direction (FSM 2671.2 and 2672.42) for threatened, endangered and sensitive (TES) wildlife species. The determination of whether to include wildlife species in this analysis was based on review of (1) the U.S. Fish and Wildlife Service IPAC data (website accessed on 22 October 2015) and (2) Forest Service Region 5 sensitive species list (October 2013). Table 1 displays whether the project is within the range of the species, whether suitable habitat is contained within or adjacent to the project, and whether the species has been previously detected within the area.
