Because of ongoing urbanization growing number of city people renovate distant farm houses and/or build specially designed summerhouses-cabins and commute on weekly basis or seasonally to the countryside. They act like tourists consuming places outside their permanent residence but their presence is not recorded. Time being, many urban dwellers move permanently after retirement from the core areas to recreational peripheries, so far mostly to Mediterranean. The temporary economic hardships of PIGS-countries and climate change in longer run may benefit the Baltic Sea shores and most notably Estonian and Latvian coastline still rather sparsely populated. So we may expect due to increasing personal mobility, ageing population and climate change a lot of pressure to the Baltic coasts. This process creates probably new geographies: landscapes, flows and governance. Most critical (both for researchers and planners) with this raising mobility is that we have no idea where people actually are. Current population registration and even census questionnaires assume that people live and work permanently in one place. This is increasingly less correct. Another ring of studies analyses how temporary dwellers are integrated to the local communities and take part in local governance.

Geomorphological–paleoenvironmental studies supporting archeological excavations and investigations are to be considered a new trend within the broader sphere of studies on environment and geomorphology. By publish- ing the latest achievements of researches of this kind carried out on the territory of Aquincum and in its wider surroundings this book may equally reckon on the interest of professional circles and inquiring audience. Therefore the publication of such a volume of somewhat unusual character is welcome. The project could be completed as a result of the close cooperation of two important branches of studies, notably geography and archeology. They both have long lasting traditions in our country and on this occasion were represented by two prominent institutions, the Geographical Institute of the Hungarian Academy of Sciences, and the Aquincum Museum of the Budapest History Museum. Their contribution has made possible the publication of this book. The studies were aimed to clear up the role of those natural factors which exert- ed a profound infl uence on the develop- ment of the sett lement structure during the Roman Period. Romans had a special ability to realize advantages provided by geomorphological characteristics and they had made a good use of natural waters, fl ood-plain surface features and parent rocks for their creativity. The volume is also deemed as a pioneer- ing work with regard to the richly illustrat- ed presentation of geological, geographi- cal and other natural features exposed in several places in the course of archeologi- cal excavations.

    PERIODIC REVIEW FOR BIOSPHERE RESERVE [January 2013] INTRODUCTION The UNESCO General Conference, at its 28th session, adopted Resolution 28 C/2.4 on the Statutory Framework of the World Network of Biosphere Reserves. This text defines in particular the criteria for an area to be qualified for designation as a biosphere reserve (Article 4). In addition, Article 9 foresees a periodic review every ten years, based on a report prepared by the concerned authority, on the basis of the criteria of Article 4 and forwarded to the secretariat by the State concerned. The text of the Statutory Framework is given in the third annex. The form which follows is provided to help States to prepare their national reports in accordance with Article 9 and to update the data available to the Secretariat on the biosphere reserve concerned. This report should enable the International Coordinating Council (ICC) of the MAB Programme to review how each biosphere reserve is fulfilling the criteria of Article 4 of the Statutory Framework and in particular the three functions. It should be noted that it is requested, in the last part of the form (Criteria and Progress Made), to indicate how the biosphere reserve fulfils each of these criteria. The information presented on this periodic review will be used in a number of ways by UNESCO: (a) for examination of the biosphere reserve by the International Advisory Committee for Biosphere Reserves and by the Bureau of the MAB International Coordinating Council; (b) for use in a world-wide accessible information system, notably for the UNESCO-MABnet and publications, facilitating communication and interaction amongst persons interested in biosphere reserves throughout the world.

Nowhere was national identity more influenced by these geopolitical shifts than in the case of a small group of Swedes who lived in relative isolation for roughly 700 years along the eastern coast of the Baltic Sea in what is now Estonia. They were on the periphery of society in almost every aspect – geographically, economically, politically, linguistically, and culturally. Through tsarist Russian, independent Estonian, Soviet, and Nazi German rule, the Estonian-Swedes sought to define their community identification amidst each successive government‟s minority policies. The arrival of missionaries from Sweden in the 1870s reconnected these scattered Swedish-speaking communities with their ancient homeland and established new links between the various towns and islands. While religion provided a foundation for the communities, the missionaries also brought the promise of education and further contacts with Sweden. In the following 60 years, the Estonian-Swedes developed increased connections with Sweden, established cultural and political organizations, founded schools, and regularly published newspapers and calendars until the arrival of the Second ii World War and the occupations by the Soviet Union and Nazi Germany.

Recreational home owners in the leadership and governance of peripheral recreational communities Grete KINDEL1 and Garri RAAGMAA2 Abstract This paper addresses recreational home owners’ role in local leadership and governance, focusing on whether they counteract or reinforce the peripheralisation of remotely located communities. If recreational house own- ers (RHO) grow in number, they become stronger stakeholders with an increased ability to impact the social and economic life of communities. Possessing high interpretive and network power, they should have fairly good opportunities to contribute to local development. The greatest challenge is to fi nd a balance and create positive synergies between permanent and temporary residents’ interests. Here, leadership quality has a great importance in orchestrating relations and communication between interest groups. Empirically, the paper is based on a comparative case study of Noarootsi and Vormsi, two tiny municipalities located on the Estonian West coast, which is outside the daily commuting area of urban centres. Both case study areas have similar cultural and historical development paths and economic bases. Since they practiced very diff erent leadership models during the last 25 years, we can compare whether and how this impacted governance and overall development. We used media analysis, statistical data and the results of students’ fi eldwork as a background; moreover, we conducted 20 in-depth interviews with key informants. The results show the highly important role of RHOs in local governance depending on their personal background and motives.
