Gary Roughead graduated from the U.S. Naval Academy in 1973 and went on to have a distinguished naval career. Stein As the largest consumer of fuel in the United States, the Department of Defense has recognized the need to reduce its own dependence on foreign oil, and explore cheaper, safer alternatives. In support of those efforts, Secretary of the Navy Ray Mabus announced in 2009 a number of energy initiatives for the Navy, culminating in, among other things, a 50 percent reduction in petroleum- based fuel consumption in the fleet by 2020. A team of researchers at the Naval Postgraduate School, in collaboration with various other re- search institutions, is applying their experience in combustion to help the Navy meet Mabus’ goals. NPS Mechanical and Aerospace Engineering (MAE) Associate Professor Dr. Christopher Brophy, and MAE Professor and Chairman Dr. Knox Millsaps, are working to help the Navy understand how alternative fuels will perform in existing gas turbine and diesel engines. The goal is to seam- lessly transition to the biofuel blends without having to change any of the engines’ components. “This research will not only greatly benefit the Navy but our entire nation … Supplementing our use of conventional fossil fuels with renewable fuels will significantly increase our energy independence and energy security.” – NOAA Lt j.g. John Petersen, MAE student “The Naval Postgraduate School’s part in this is really helping with certification, to give the Navy confidence through fundamental measurements that the fuels look, smell and taste the same, so to speak,” Millsaps explained. “These fuels should have the form, fit and function to serve as direct drop-in replacements.” The NPS team is testing the combustion of the alternatives to the Navy’s current JP-5 and F-76 fuels — algae-based, hydro-reformed diesel, and camelina-based, hydro-reformed jet fuel blends.

Governor O'Malley, thank you for your generous introduction and for your leadership here in Maryland; Vice Admiral Fowler and faculty; distinguished guests, parents, family, and friends; the Brigade of Midshipmen; and most importantly, the graduates of the class of 2009, 756 Navy and, I am told, the largest number of marines in Naval Academy history. Now, I know it's customary at graduation for guests to bring a gift, and I have. All midshipmen on restriction for minor conduct offenses are hereby officially absolved. I did say "minor." [Laughter] Midshipmen, I'm told that the extra ribbon on your chest is for the honor you earned, for only the second time in the storied history of the Naval Academy, the Navy's Meritorious Unit Commendation Award. So I've consulted with Admiral Fowler, and I can make this announcement: For all you midshipmen returning next fall, I hereby grant you something extra, an extra weekend. [Applause] I should stop now. [Laughter] I am extraordinarily honored to be with you today, because of all the privileges of serving as President, I have no greater honor than serving as your Commander in Chief. Every day I count on Naval Academy graduates like Admiral Mike Mullen, the Chairman of the Joint Chiefs of Staff; the CNO, Admiral Gary Roughead; and my Director of National Intelligence, Admiral Dennis Blair. This directorate conducts strategy and force assessments, analyses of security policy, regional analyses, and studies of political-military issues. CNA Strategic Studies is part of the global community of strategic studies institutes and in fact collaborates with many of them. Our strategists and military/naval operations experts have either active duty experience or have served as field analysts with operating Navy and Marine Corps commands. They are skilled at anticipating the "problem after next" as well as determining measures of effectiveness to assess ongoing initiatives. A par- ticular strength is bringing empirical methods to the evaluation of peace-time engagement and shaping activities. On the ground experience is a hallmark of our regional work. Our specialists combine in-country expe- rience, language skills, and the use of local primary-source data to produce empirically based work. All of our analysts have advanced degrees, and virtually all have lived and worked abroad. The Strategic Studies Division's charter is global.
