It is also intended to interest leading organizations and people working at the grassroots level in urban and rural areas in problems of militarism and peace education. The first two chapters show hoW, in former times, militarism was brought to Africa by the Europeans through slave trade and colonialism. Chapter 3 shows how militarism continued after independence under neocolonialism in these forms: state terrorism, militarism based on ethnic nationality/conflicts, militarism resulting from "pastoralist conflicts," militarism resulting from cultural and religious conflicts, and militarism based on ideological conflicts. Chapter 4 explores how militarism is still connected to the exploitation and oppression of Africa with the new strategy called "low intensity conflict" or "low intensity war." Chapter 5 considers developing types of peace education and proposed content of peace education. -

If you have attended SMUNC before, I promise that this year will be even more full of surprise and intrigue than your last conference; if you are a newcomer, let me warn you of how intensely fun and challenging this conference will assuredly be. Regardless of how you arrive, you will all leave better delegates and hopefully with a reinvigorated love for Model UN. My own love for Model United Nations began when I co-chaired a committee for SMUNC (The Arab Spring), which was one of my very first experiences as a member of the Society for International Affairs at Stanford (the umbrella organization for the MUN team), and I thoroughly enjoyed it. INTRODUCTION: COMMERCE AS THE AGENT OF PEACE: MONTESQUIEU AND THE IDEOLOGY OF LIBERALISM n the history of liberalism, Montesquieu, who died two hundred and I fifty years ago, is an iconic figure. Montesquieu is cited as the source of the idea of checks and balances, or separation of powers, and thus as an intellectual inspiration of the American founding.1 Among liberal internationalists, Montesquieu is known above all for the notion that international trade leads to peace among nation-states. When liberal international relations theorists such as Michael Doyle attribute this posi- tion to Montesquieu,2 they cite Book XX of the Spirit of the Laws,3 in which Montesquieu claims: “The natural effect of commerce is to bring peace. Two nations that negotiate between themselves become recipro- cally dependent, if one has an interest in buying and the other in selling. And all unions are based on mutual needs.”4 On its own, Montesquieu’s claim raises many issues. -

This article examines one of the most important but disputable aspects of his political thought: his views on political parties and his theory of opposition. It aims to demonstrate that Bolingbroke’s views on party have been misunderstood and that it is possible to think of him as an advocate of political parties rather than the ‘anti-party’ writer he is commonly known as. It has been suggested that Bolingbroke prescribed a state without political parties. By contrast, this article seeks to show that Bolingbroke was in fact the promoter of a very specific party, a systematic parliamentary opposition party in resistance to what he perceived as the Court Whig faction in power. The actions of these parties are in turn influenced by other proximate players. These considerations lead us to propose a model with multiple inter- connected opponents. Kislak Foundation invited a small group of schol- ars to view a series of eight seventeenth-century paintings depicting events from the Conquest of Mexico.1 As the paintings were removed from their crates, they revealed a vivid and highly detailed visual history of the Conquest distilled into eight key moments, including the meeting of Cortés and Moteuczoma, the Noche triste, and finally the siege of Tenochtitlan. -

When `the State Made War', what Happened to Economic Inequality? Evidence from Preindustrial Germany (c. 1400-1800) Felix S.F. Schaff ∗ Abstract What was the impact of military conflict on economic inequality? This paper presents new evidence about the relationship between military conflicts and economic inequality in prein- dustrial Germany, between 1400 and 1800. I argue that ordinary military conflicts increased economic inequality. Warfare raised the financial needs of towns in preindustrial times, leading to more resource extraction from the population. This resource extraction happened via inegal- itarian channels, such as regressive taxation. The Thirty Years' War was an exception to that pattern but not the rule. To test this argument a novel panel dataset is constructed combining information about economic inequality in 72 localities and 687 conflicts over four centuries. The analysis suggests that there existed two countervailing effects of conflicts on inequality: destruc- tion and extraction. The Thirty Years' War was indeed a \Great Leveller" (Scheidel 2017), but the many ordinary conflicts { paradigmatic of life in the preindustrial world { were continuous reinforcers of economic inequality. The Wars of the Roses: A Timeline of Key Events . Edward III reigns from 1327 – 1377. Edward has many sons the heirs of which become the key players in the Wars of the Roses (see family tree). o Edward’s first son Edward (The Black Prince) dies in 1376. His son, Richard becomes Richard II following Edward III’s death and reigns from 1377 until 1399. o Edward’s third son Lionel also predeceases him. Lionel’s daughter, however, is integral to the claim made by The House of York to the throne at the time of the Wars of the Roses. Her granddaughter marries Richard, Duke of York who is the son of Edward III’s fifth son, Edmund, Duke of York. Their child Richard, 3rd Duke of York will eventually make a claim for the throne during the Wars of the Roses. o Edward’s fourth son John of Gaunt, Duke of Lancaster, founds The House of Lancaster. His son, Henry (Bolingbroke), overthrows Richard II to become Henry IV. The descendants of Henry IV are King Henry V and King Henry VI. The House of Lancaster therefore has an uninterrupted reign of 62 years. o Edward’s fifth son Edmund of Langley, Duke of York founds The House of York. His son Richard, 2nd Duke of York marries the great- granddaughter of Edward’s third son. 1377: Edward III dies, and Richard II, his grandson, becomes king. Richard II is overthrown by his cousin Henry Bolingbroke who becomes King Henry IV. 1413: Henry IV dies, and Henry V becomes king. -

By the Sword or by an Oath 235 Chapter 11 By the Sword or by an Oath: Siege Warfare in the Latin East 1097-1131 Ian Wilson The military history of Outremer is full of spectacular sieges. Randall Rogers, in his study Latin Siege Warfare, noted that the scale of these sieges went “far beyond the usual experience of Latin combatants”. Sieges in northern Europe between the late eleventh and early decades of the twelfth centuries were usu- ally small affairs. However, around the shores of the Mediterranean the twelfth century witnessed some of the great sieges that defined the epoch and matched – if not surpassed – Roman siegecraft. These confrontations might eclipse the ‘typical’ sieges, argued Rogers, but it was the former that defined the epoch.1 Numerous studies have followed Rogers’s lead, and these great sieges have become synonymous with crusader siege warfare.2 No agreed-upon list of these ‘exemplar sieges’, as I have labelled them, exists. However, if one uses Rogers’s study as a starting point, about a dozen episodes emerge for this early period. By date of capture these were Nicaea (1097), Antioch (1098), Ma’arrat al-Nu’man (1098), Jerusalem (1099), Arsuf (1101), Caesarea (1101), Acre (1104), Tripoli (1109), Beirut (1110), Sidon (1110), and Tyre (1124).3 These sieges have attracted military historians because they provide a rich insight into the technicalities and technology of medieval siegecraft. Equally for those who study history of the Latin East, they were the decisive encounters, the major turning points in Outremer’s formation. As a group they share several common characteristics that have come to define crusader siege warfare. -

Tracey, for his tireless commitment to my success. 1 ABSTRACT The purpose of this analysis was to discover the extent to which dictates of war theory ideals can be considered universal, by comparing the Western (European), Classical Chinese, and Islamic models. It also examined the contextual elements that drove war theory development within each civilization, and the impact of such elements on the differences arising in war theory comparison. These theories were chosen for their differences in major contextual elements, in order to limit the impact of contextual similarities on the war theories. The results revealed a great degree of similarities in the conception of warfare as a social tool of the state, utilized as a sometimes necessary, albeit tragic, means of establishing peace justice and harmony. What differences did arise, were relatively minor, and came primarily from the differing conceptions of morality and justice within each civilization – thus indicating a great degree of universality to the conception of warfare. -

Civilians in Cyberwarfare: Conscripts Susan W. Brenner* with Leo L. Clarke** ABSTRACT Civilian-owned and -operated entities will almost certainly be a target in cyberwarfare because cyberattackers are likely to be more focused on undermining the viability of the targeted state than on invading its territory. Cyberattackers will probably target military computer systems, at least to some extent, but in a departure from traditional warfare, they will also target companies that operate aspects of the victim nation’s infrastructure. Cyberwarfare, in other words, will penetrate the territorial borders of the attacked state and target high-value civilian businesses. Nation-states will therefore need to integrate the civilian employees of these (and perhaps other) companies into their cyberwarfare response structures if a state is to be able to respond effectively to cyberattacks. While many companies may voluntarily elect to participate in such an effort, others may decline to do so, which creates a need, in effect, to conscript companies for this purpose.
