SR002-SP20 Resolution Requesting Changes to the Current Residential Policy Regarding Overnight Visitation

WHEREAS many students have brought to attention the outdated rules found in the “Room ​ Visitation Policy” section of the ’s Residential Life Policy1 to Student Senate, and;

WHEREAS to gauge the opinion of the entirety of the Student Body, the Student Senate ​ created and distributed a survey consisting of 14 questions on December 12, 2019 and was open until January 8, 2020, and;

WHEREAS the survey had a total of 703 respondents, and from that survey, the data ​ determined the following: 83.74% of respondents “believe that students should be allowed to have guests overnight regardless of gender,”2 73.86% of respondents “believe that the current policy is too strict”3, and when asked if students had any concerns about allowing overnight guests of the opposite gender, 165 of 194 students commented that they had no concerns4, and;

WHEREAS the Student Senate hosted the first Student Senate forum in 25 years on February ​ 11, 2020 to further gauge student opinion and inform the Student Body of the data collected from the survey, and found that students agree with the measures Student Senate is taking regarding Room Visitation Policy, and;

WHEREAS students are not permitted under the Room Visitation Policy to have their siblings or ​ other family members of different genders spend the night, even with their roommates’ permission, and;

WHEREAS the current Room Visitation Policy does not recognize the legitimacy of LGBTQIA+ ​ relationships by allowing same-sex or non-binary students to stay overnight in their partners’ rooms without facing repercussions of Judicial Board or further sanctions, while heterosexual couples would face these repercussions, and;

WHEREAS Residential Assistants have expressed concern about lack of clarity and instruction ​ when confronting students in the LGBTQIA+ community who may or may not be breaking the Room Visitation Policy, and;

WHEREAS the current Room Visitation Policy uses outdated, gendered language, and some ​ students may not identify with a specific gender (i.e., non-binary students), and;

WHEREAS students acknowledge that the current Room Visitation Policy aims to prevent ​ disruption after open visitation hours, prevent roommate conflicts, and provide additional security measures, but the current Room Visitation Policy fails to acknowledge that students of any gender, not just different-sex guests, can cause a disruption after open visitation hours, be a source of disagreement among roommates, and cause security concerns, and;

WHEREAS after a close analysis of comparing 41 of Valparaiso University’s peer institutions5, ​ ​ ​ we have determined 29 of our peer institutions have a non-gender based overnight visitation policy6, and;

WHEREAS based on the overall feedback from the Valparaiso University Student Body, along ​ with the survey data and issues addressed in the Student Forum, it can reasonably be concluded that the Student Body believes the Room Visitation Policy needs to be revisited and amended to foster a more welcoming environment for students of every background,

LET IT BE RESOLVED by the Valparaiso University Student Senate here assembled that we ​ urge President Mark Heckler and his administration to execute the following:

1. To change Valparaiso University's “Room Visitation Policy” to exclude gender-based limitations on overnight visitation in on campus housing. 2. To recognize LGBTQIA+ relationships by removing repercussions and sanctions that, under the current policy, affect only heterosexual couples. 3. To recognize the LGBTQIA+ community and foster a more welcoming environment by using gender-inclusive language in the Room Visitation Policy.

4. To become more aligned with our peer institutions by instituting similar policies which also reflect the ideals, preferences, and culture of today’s student population. 5. To include student representative(s) in meetings regarding the revision of the Room Visitation Policy. 6. To limit discussion on changes to roommate agreements and entry check-in security measures due to Student Senate not requesting a change to these policies. 7. To consider this Senate Resolution and its accompanying recommendations as vital to fostering an inclusive, diverse, and accepting learning community and campus environment; and the research and gathering of data as evidence of Student Senate’s commitment to creating these changes for the betterment of the student body.

Adrian College ● “Guests visiting campus housing are required to observe all College and Residence Life policies. The residing student is responsible for their guest’s behavior and safety and should escort their guest at all times. Overnight guests are expected to register with a staff member and obtain a parking pass from Campus Safety. Students with guests are to respect their roommate’s right to use their room. No guest may stay more than three nights in Adrian College housing. Cohabitation is not permitted in College housing.” ● “Restrooms: Student hosts are responsible for finding appropriate restroom facilities to accommodate their guests.” ● “Child Visitation: No children under eight years of age are permitted to stay overnight in College housing. Visitation hours for children under eight years of age are 8:00 a.m. – 8:00 p.m. A parent, guardian, or resident must accompany all children at all times. Note: Exceptions are made for Sibs & Kids Weekend.”

Albion College ● From the student handbook: ○ Guests are permitted only upon agreement of the roommate and/or suitemates. All roommates and suitemates are encouraged to discuss and establish overnight visitor guidelines. ○ No guest may stay without a host or hostess. Students are encouraged to inform the resident assistant of an overnight guest in the building to avoid reports of unknown or suspicious persons. ○ Cohabitation is not permitted in College housing. ○ No guest or visitor may stay overnight more than three consecutive nights.

Ashland University ● From the student handbook: ○ The visitation hours are as follows: ■ a. Amstutz and Kem Halls: ● i. Fall semester: Visitation for guests of the opposite sex on floors and in rooms where students reside is from 8:00 a.m. to 2:00 a.m. Sunday-Saturday. First year students are required to complete a roommate agreement to discuss visitation of guests in the room and expectations. If a roommate agreement is not completed through housing.ashland.edu, students are not permitted to have guests in the room. ● ii. Spring semester: Visitation for guests of the opposite sex on floors and in rooms where students reside is from 8:00 a.m. to 2:00 a.m. during week nights, Sunday-Thursday.. 24 hour visitation during weekend nights, Friday and Saturday. Guests must always have roommate approval prior to having a guest in the room.

Andrews, Clark, Clayton, Jacobs, Kilhefner and Myers Halls, Fraternity Circle and Apartments: Pending approval of all residents of the room/apartment, 24 hour visitation 7 days a week is permitted. Note that no 24 hour visitation is permitted the weekend prior to finals week. ● Guests of the opposite sex may not use restroom facilities in residence halls and fraternity houses designated for the opposite sex unless they are age 12 or under ● Hosts/Hostesses are responsible for informing their guests of all pertinent University regulations and accepting responsibility for guest behavior(s). ● Overnight guests may not stay more than three consecutive nights. The invitation of overnight guests must meet the consent and approval of roommates. Each respective hall has the right to decrease visitation hours by obtaining majority vote and then contacting the Office of Residence Life regarding the changes. ● Guests 12 and under may stay in a student’s room, regardless of gender. All other visitation/escort policies also apply to guests 12 and under ● No 24 hour visitation is permitted the weekend prior to finals week.

Baldwin-Wallace University

● All guests (any person not assigned to that living space) must abide by all Residence Life and University policies. Residents are responsible for the actions of their guests. ● Guests may stay overnight (anytime between 2:00am and 10:00am) no more than three consecutive nights and no more than six nights per month without the permission of the Hall Director. Guests and hosts must comply with the rights of roommate(s)/suitemate(s) and other residents. ● Twenty-four hour visitation is permitted in residence hall lounges but cannot be used for sleeping purposes. ● Guests must be met at the entrance and be escorted throughout the building by a resident at all times. ● Guests are not permitted to stay overnight in the residence halls during early arrival, break, and extended stay periods.

Ball State ● Residents are allowed to have visitors (any gender) with the approval of his/her roommate. All residence halls have 24-hour / 7-day visitation for the academic year. ● A maximum of one (1) guest per room resident may sleep in a room for a total room maximum of four (4) ● Guests between the ages of 13 and under the age of 18 must have parental/guardian permission (anytime after 12 midnight) to stay as a guest of a residence hall student. Residence hall hosts are responsible for ensuring their guests have the appropriate permission and are registered. Parental/Guardian permission forms are available online ​ and at the residence hall front desks and night check stations. Guests age 12 and under may not stay overnight in the residence halls (unless the guest is a legal dependent of the resident) and must leave the building no later than midnight. ● All guests in the hall between midnight and 7 a.m. must be registered at the front desk of each residence hall or the community check-in stations

Beloit College

● Gender Neutral Housing ○ Beloit’s strong tradition of empowering students with alternative gender and sexual identities has been a landmark of the college’s acceptance of diversity. In order to advance our proud history of supporting all students, Gender Neutral Housing has been created to create a more comfortable and safe on-campus environment for students with alternative gender and sexual identities by allowing students to room with another individual regardless of sex. ○ Students who want to live on a gender-neutral floor must sign the Statement of Intent before they may choose a gender-neutral room, but they do not have to identify a specific reason for picking gender-neutral housing. The process for selecting rooms will be the same as any other on campus: students must participate in the lottery and may select a gender-neutral room when their number comes up. All roommates must be chosen ahead of time (no “open-doubles” to be filled by Residence Life). If a roommate leaves the room, the current resident will be given an opportunity to find a replacement. Should none be found, the room will revert to the biological sex of the resident and Residential Life may fill the room.

Benedictine University ● Certain hours are set aside each day during which students may invite visitors of the opposite sex to their rooms. The right of the roommate wanting privacy should always prevail over the roommate wanting a visitor, though both parties' rights should be considered. Hours are as follows: ● Student Rooms in ALL Halls, Campus Houses, Row Houses, and main lounges in Turner, Memorial, St. Michael, Newman, St. Scholastica, Cray, Guadalupe, and St. Joseph Hall ● Sunday – Thursday...... 12:00pm-12:00am Friday – Saturday ...... 12:00pm-1:30am ● Legacy Hall Lounge & Schroll Center ● Daily...... 24-Hour Visitation95 ● Visitation hours play a positive role in the creation of a community spirit among students by encouraging mutual respect for the dignity and vocation of each person. The hours foster the residential mission by honoring a student's right to private time, study, and sleep. Hours help roommates set boundaries and avoid conflict. Friendships are fostered between members of the same hall and they are empowered to fulfill their individual needs and interests. Deep friendships between men and women are encouraged, while at the same time, the dignity of their differences are respected. ● The College affirms that sexual relationships are designed by God to be expressed solely within a marriage between husband and wife. Sexual acts of any kind outside the confines of marriage are inconsistent with the teachings and moral values of the Catholic Church and are prohibited by the College’s Student Community Code. An overnight visit with a sexual partner is prohibited as this type of behavior is incompatible with the mission of the College as well as with the rights of roommates and community members to live in an appropriate and comfortable environment. Additionally, the College prohibits non-married members of the opposite sex from spending the night together even when sexual relations do not occur. ● Failure to follow visitation policies will result in disciplinary action. During such an incident, the student’s ID will be requested and must be presented upon the request of a college official. In more serious situations, consequences could result in community service, fines, reassignment of housing, disciplinary probation, suspension or loss of visitation for one or more semesters or expulsion from the College. Special requirements such as alcohol and/or other drug education or sessions with the counseling center or other such services may be added to the consequences when there are other circumstances involved in the violation. Each situation is reviewed separately as variables may exist which may change sanctions. ● Due to the varying building designs, the boundaries for visitation are different in several of our housing units. The boundaries for most residence halls are the exterior doors of the buildings. Students are permitted outside of these buildings during non-visitation hours (i.e. female students are permitted on the Newman Hall porch during non-visitation hours). During non-visitation hours, additional guidelines are in place for the following buildings.

Bowling Green State University

● A visitor is defined as any person who is a student and is not an assigned resident of the university hall or house being visited. A guest is defined as any person who is not a student and is not an assigned resident of the university hall or house being visited. A host is defined as a person who is assigned to the particular university student room being visited. In order to maintain a living environment that respects the privacy of all residents, guests, and visitors must adhere to the following specific policies: ● (i) Guests and visitors are subject to the same rules, regulations and expectations as a resident, and the host is responsible for informing his or her guests of the rules, regulations and expectations in advance. ● (ii) The needs of roommates/suitemates to sleep, study and otherwise be free from interference and disruption as well as the right to privacy are paramount, and supersede the right to host a guest and/or visitor. Roommates reserve the right to reasonably refuse guests at any time. ● (iii) Hosts assume full responsibility for the behavior and activities of their guest(s) and/or visitor(s) regardless of whether the host is present to observe the behavior of the guest(s) and/or visitor(s). However, hosts are expected to, whenever reasonably possible, and in compliance with these Community Living Standards, accompany their guests at all times. ● (iv) For safety and security reasons, guests must be escorted at all times and in all areas of the residence by his/her host of the building. ● (v) Between the hours of midnight and eight a.m. or at other times designated by the supervisor of the residence, visitors may only enter the building if they are accompanied by a host who is a resident of the building. Visitors are required to present a picture ID and sign in to gain entrance to the building during the designated hours. Guests will be required to present a picture ID and sign in to gain entrance to the building regardless of their time of arrival to the building. Guests may only enter the building if they are accompanied by a host who is a resident of the building. ● (vi) During the course of their visit, guests and visitors are expected to behave in a way that positively contributes to the residence community, showing respect and consideration for others and for property. ● (vii) Guests and visitors who are acting inappropriately may be asked to leave the residence. ● (viii) Guests and visitors will not be issued keys or PEDs, nor are residents to permit guests or visitors to use keys or PEDs. Guests or visitors will not be issued, nor are they to be given, bathroom codes. ● Overnight guests or visitors are allowed to stay in university residences with the prior consent of both the host and the host’s roommate(s). However, the needs of roommates/suitemates to sleep, study and otherwise be free from interference and disruption as well as the right to privacy are paramount and supersede the right to host an overnight guest and/or visitor in the room/suite/apartment. Given the prior consent of the roommate(s), guests/visitors are allowed to stay a maximum of three consecutive nights in a ten day period. Guests/visitors may not sleep in lounges or on lounge furnishings and may not sleep in any bed without the prior consent of the individual assigned to those beds.

Bradley University ● “Students may have guests stay in their room. The University reserves the right to limit the frequency of guests’ visits. There is no charge for guests, but the guest must be sponsored by a resident and the resident must make the arrangements with their Resident Advisor and roommate. Guests must observe all regulations of the Residence Hall system, and guests are the responsibility of the resident” ● “Students may have guests stay in their rooms. The university reserves the right to limit the frequency of guest visits. Guests must observe all regulations of the residence hall system, and the host or hostess is responsible for any infractions or damage caused by their guest. Students planning to have guests should notify their resident advisor in advance in case of an emergency. Guests are prohibited from staying more than 72 consecutive hours. Butler University ● “Guests visiting the living unit are subject to University rules, regulations and policies. Residents will be held accountable for the actions of their guests. Any individual in a living space that is not assigned to that living space can be considered a guest. All guests must be escorted at all times within housing facilities, this includes all apartment communities as well as residential facilities. The resident is responsible for informing the guest(s) of this prior to the visit. For safety purposes, and to assure the respect of other residents’ ability to study, no more than two guests per assigned resident present will be allowed in any living space. Overnight guests are permitted, provided that all roommates are aware of the guest staying and have not communicated objections. Guests are allowed to stay no more than two consecutive nights, or no more than three overnight periods in any seven-day period. The University has the right to deny access to any guest, or ask any guest to leave, if it is reasonably determined that a guest has disturbed or is likely to disturb others.”

Carthage College ● “For purposes of this policy, a host is any Carthage residential student who has a guest. A guest is any student or non-student visitor of the host. Non-residential guests are required to register with Public Safety if they will be hosted after midnight. No overnight guests are allowed Sunday through Thursday, during exam quiet hour periods, break periods, or summer housing. Students can host one overnight guest Friday and Saturday, with the permission of their roommate(s). A host may have a guest for a maximum of 48 hours per week. If an agreement about a guest cannot be reached, the rights of the non-hosting roommate(s) will prevail”.

Concordia University (TX)

■ Anyone who is not registered to a room in on-campus housing is considered a guest. ■ You may host a guest in your room provided: 1. The guest is of the same sex as the resident(s) and are not dating partners. 2. Advance permission from roommates is obtained in writing 3. The guest is properly registered and has completed the necessary documentation with the Office of Residence Life. ■ All guests are the responsibility of the resident with whom they are staying and are bound by the same principles, guidelines, and rules that apply to residents. ■ A guest may not stay for longer than three consecutive nights in any seven day period. ■ Overnight guests are not permitted during final examination days or during vacation periods, during breaks, or other days established by the University. ■ Guests may be permitted or denied at the digression of the Director of Residence Life.

DePaul University Lincoln Park Campus residents are allowed to host overnight visitors after informing all roommates of the visit prior to the visitor’s arrival. An overnight visitor is anyone who is not a resident of a particular unit, which includes residents from the same residence hall/building. ■ An overnight visitor stay is defined as any visit exceeding four (4) hours between midnight and 8 a.m. on any given night. ■ Resident hosts are allowed to register overnight visits a maximum of two (2) nights in a seven (7) day period. The seven-day period begins at midnight on Sunday and ends at 11:59 p.m. on Saturday. ■ Visitors who visit DePaul, regardless of which host they are visiting or which hall, may not have more than ten (10) overnight visits in any given academic quarter. ■ Visitor registration software tracks all visits, and any host found to be in violation of this policy may have visitation privileges suspended or revoked. ■ Registered visitors may only sleep in the unit of the host who is sponsoring their visit. Sleeping in other units or public/community spaces within the halls is strictly prohibited. ■ Visitors may not stay in unoccupied beds in a unit without the consent of the resident whose bed is to be used. Overnight visitor expectations can be discussed between roommates during the roommate agreement process upon move-in. The above standards are designed to prevent abuse of roommate rights. If these standards are violated, residents may be subject to student conduct action and loss of privileges. A student whose housing agreement has been canceled through the student conduct process may not be a visitor in campus housing.

DePaw University ● “A guest is anyone who is not assigned to or contracted for a particular room but is in that room or the living unit at the invitation of a resident. Guests visiting students in a residence community are required to observe the policies of that living unit. Hosts are required to escort their guests in the residence community at all times. Should a guest be involved in a violation of University policy, the student hosting the guest will be held accountable for their guest’s actions. Residents hosting guests should inform their guests of policies and monitor their behavior in the living units. Any DePauw student visiting a residence community in which they do not live are also required to observe all policies of that living unit. ● All guests must leave the living unit when instructed by a University staff member. In addition, guests whose length of stay has been deemed excessive or to be disrupting the rights of one's roommate(s) or suitemate(s) or living unit residents, may be asked to vacate the living unit. Each living unit has an open visitation policy unless the students residing in that living unit vote to establish visitation hours. Floor and hall lounges cannot be used to provide overnight accommodations for guests. Student rooms should not exceed two guests per occupant at any time.”

Dominican University ● The visitation policy allows for 24-hour visitation on all floors in the residence halls. All guests must check-in and comply with the guest policy. Main campus students must register as guests at Aquinas Hall, and Aquinas students must check in as guests when visiting the main campus. All non-DU guests must present a government issued picture ID. Dominican University commuter students must present their Student IDs. The host student must escort his/her guest(s) at all times. Guests under 16 years of age are exempt from showing ID, but must be checked-in. University officials, members of law enforcement and/or other approved personnel are allowed in the residence halls without checking in or having a host.

Elmhurst College

● Anyone who is not an assigned resident of a building is considered a guest. A host is a current resident of the building who is responsible for a guest and their behavior. A host may be held accountable for a guest’s behavior and is expected to inform a guest of all applicable College and residential facility policies. Visitation is permitted at any time of the day for the purpose of active study, discussion, and socializing.

a. Guests must be escorted by a host at all times, including when they are entering or exiting the building

b. Guests are not permitted during break periods (Thanksgiving, Winter Break, Spring Break, Summer)

c. No other person(s), other than the assigned occupants, is permitted to live in the room

d. Non-residents of an assigned room/apartment/house may stay only with the permission of the other assigned occupants of the space and not for more than 72 consecutive hours

Gustavus Adolphus College

● Visitation hours in freshman campus residences ○ Sunday thru Thursday: 9am to 1am ○ Friday and Saturday: 9am to 2am ○ 24-hour visitation is permitted in the lobby, recreational space, TV lounge, study areas, computer lab, and kitchen of each residence hall. Hallways and section lounges are not considered 24-hour visitation areas.

● Visitation hours in sophomore, junior, and senior campus residences ○ Sunday thru Thursday: 9am to 1am ○ Friday and Saturday: visitation is permitted 24 hours a day

Resident students are permitted to have overnight guests and/or visitors on Friday or Saturday nights only. Guests/Visitors may stay for no more than 48 hours consecutively. Any policy violation may result in the loss of guest privileges.

Hope College ● “The right of a student to live in reasonable privacy takes precedence over the privilege of his or her roommates, suitemates, apartment mates, or housemates to entertain guests. In no event are guests allowed to remain more than three nights. Guests of the opposite sex are not allowed overnight guest privileges. Hope College students are responsible for their guests and are subject to disciplinary action (including payment of any damages) if their guest violates college policies. At Hope College events, students and their guests are expected to behave respectfully and in the spirit of the occasion.”

Huntington University ● “During visitation hours, students are permitted to spend time in all residence facilities, regardless of the building’s/floor’s designated gender. Huntington University requires that all doors of rooms containing guests of the opposite sex remain fully open. If students are hosting on or off-campus guests of the opposite sex, it is the host’s responsibility to make sure that guests leave when visitation ends. Resident Assistants will walk through the buildings at designated times, ensuring that guests have left the building as appropriate.”

● Visitation hours: ● Wednesday: 7pm to 11pm ● Friday/Saturday: 7pm to 12am ● Sunday: 1pm to 9pm

● “A resident may host a guest(s) while the University is in session. A guest is defined as any non-student. The host is responsible for the actions of one’s guest(s) and will be held responsible for the actions of the guest(s) through the University’s conduct process. The host is required to be with the guest(s) at all times and must receive permission from roommate(s) before the guest is permitted into the place of residence. The rights of the roommate(s) take precedence over those of the guest(s). Guest(s) of the same gender are allowed to stay overnight on-campus with a 3-day visit per semester limit and are required to notify the RA on the floor. Students that do not reside in campus housing are prohibited from being routine overnight guests. Any guest failing to comply with Community Life Agreement policies will be asked to leave campus immediately.”

Indiana State University ● ● Students are allowed to have guests, both during the day and overnight, so long as all fellow roommates approve of the guest staying. Guests must be escorted at all times by the host resident, and the host will be responsible for the behavior of the guest. If guests are causing issues in the community, Residential Life staff members have the right to ask your guest to leave. Each resident is limited to two guests with them upstairs in their residence hall floor/room at any one time. Residents wanting to meet with a larger group are encouraged to use the building common area (Lobby, Classrooms, and Meeting Rooms) to socialize or study. Overnight visitation has these additional regulations:

○ Non-ISU minor (Under the age of 18) guests must be approved by the professional staff of Residential Life prior to 24-hours of guest arrival. ○ Overnight guests will be permitted to stay for a maximum of three consecutive nights in a given hall. This is not to exceed ten days a semester and must be accompanied by a roommate’s prior consent. ○ Guests may be required to leave at the discretion of the Area Coordinator or other Residential Life staff members.

Indiana University-Bloomington

● “No person may enter a hall, living unit, or room to which they have not been assigned without a resident escort who is a resident of that hall, living unit, or room. Guests must be escorted at all times within the residence halls. All guests must have a valid photo ID at all times within the residence halls. Residents may host guests, including overnight, in the residence halls, except during break periods or at the discretion of center management. No more than two guests per resident are allowed to stay overnight in a room, and guests may not stay in the residence hall for more than three (3) consecutive days no more than twice a semester. The professional residence life staff of the center must grant not any exception to this, and the decision should be made in consultation with any roommate/suitemate(s). Hosts must receive permission from all roommates or suitemates to have an overnight guest, and it is the responsibility of the host to register their guest(s). Guest registration procedures can be obtained by contacting the center desk, or at the RPS Guest Registration Site. Under all circumstances and at all times, the roommate/suitemate(s) have the right to request privacy if needed while the guest is present. Residents are responsible for the behavior of their guests while guests are on residence hall grounds and can be held accountable for the actions of their guests. Professional residence life staff reserves the right to ban a guest from the center, or to ask a guest to leave the residence hall if their behavior creates a disturbance to center staff or other residents. Unless otherwise approved by Professional residence life staff and designated with signage, floor restrooms designed for simultaneous use by multiple persons are to be used only by the gender designated for that restroom.”

Indiana Wesleyan

● “Same-gender guests are permitted in the residence halls. For security reasons, all overnight guests should be registered with the appropriate RD. Guests using a resident’s room must have permission of the resident whose bed they use. ● Guests staying for more than two nights must receive permission from the Resident Director. Guests are under the same residence hall regulations as residents. Their hosts are responsible for their actions. A guest failing to comply with regulations will be asked to leave the hall immediately. Non-familial minors are not permitted to stay overnight in the residence halls unless they are prospective students hosted through an official Admissions program or visit. Except during open house hours, individuals, other than authorized university personnel, are not to enter the student ● rooms, hallways or stairwells of the residence halls of the opposite sex without prior permission of the RD.”

IUPUI

● “Guests may visit at any time except when limited by residents themselves or by the Office of Housing and Residence Life. Visitation is a privilege, not a right, and must be respected to maintain residential communities that are conducive to learning and growth. It is critical that the privilege of visitation not supersede residential safety or a roommate’s right to privacy, sleep, and study time. The rights of safety, security, privacy, sleep, and study are absolute and fundamental principles of the IUPUI Visitation Policy. Residents’ guests are allowed to visit our community, including overnight, for a period not to exceed 72 hours. This courtesy is available only once per month. Guests are expected to leave at the end of 72 hours whether these have been used consecutively or intermittently; these hours are not renewable. When individuals fail to comply with this policy, Housing and Residence Life reserves the right to commence disciplinary proceedings or issue ban letters as applicable. Individuals who receive ban letters are no longer welcome in our community, and violators are subject to immediate arrest and subsequent prosecution. Cohabitation is strictly prohibited. Housing and Residence Life staff reserve the right to alter visitation privileges and/or procedures as situations may require for the proper operation of the community. The right to privacy of roommates will be respected, and permission must be granted by the roommate for a guest to be present. A resident may declare his or her room off limits to guests at any time. No more than two guests per resident are permitted.”

John Carroll University

● Same sex overnight guests are allowed for up to 3 days at a time, with the consent of the roommate and RA, for a total of up to 12 days per year. The host is fully responsible for their guest(s) and any damage they may cause. Opposite sex guests are not allowed overnight (after 10pm on weekdays, midnight on weekends) without written RA approval. When opposite sex guests are present, the door must be open so that the room can be reasonably visible from the hallway.

Kalamazoo College ★ Kalamazoo College policy requires students to register all overnight guests by completing the Kalamazoo College Guest Registration Form. Guests may visit for up to three nights in succession, and any guests remaining for an extended period of time will be asked to leave. The Guest Registration Form assists the Residential Life staff with keeping track of who is residing in the residence halls in the event of an emergency. ★ With regards to guests, students are urged to extend the same respect, consideration, and understanding to roommates that they would appreciate for themselves. Entertaining guests is a negotiable issue with a roommate, not an inalienable right. Each student has the right to entertain guests in his or her room/suite, as long as the roommate's rights to access, privacy and to study and sleep free from disturbance are respected. A resident may not entertain guests in a room over the objections of a roommate. ★ Residents are responsible for the conduct of their non-Kalamazoo College guests and for other students who are visiting their room or suite. Residents are responsible for their guests at all times and for escorting them while they are on campus. This also requires that hosts are with guests for the duration of their stay at the College, and that guests have picture ID with them at all times. In addition, guests must follow all College policies. Residents may also be held accountable for intentional abuse of the guest policy. A violation of such policies will result in the guest being removed from campus and the host being held accountable through the student conduct process. ★ When roommate conflicts arise over guests, the students involved are expected to make every mature and responsible effort to resolve the situation, utilizing the resources of the Residential Life staff if necessary.

Kenyon College ★ All overnight guest stays are contingent on the approval of all residents of the living space. An overnight guest (any person staying in a room overnight who is not a designated resident of that space) may stay for up to three nights per month.

Lake Forest College ★ Non-Student Guests ○ All non-student guests must be registered by the student who is hosting the guests. This is accomplished by completing an on-line form on my.lakeforest.edu and should be done upon the guests’ arrival to campus. If a guest has a vehicle on campus, the guest’s vehicle must also be registered which can be done on the same form. ○ Guests may share resident facilities with their host for periods up to 72 hours per month. Any guest not having a Guest ID Card is subject to arrest for trespassing. Any resident hosting a guest without a Guest ID Card is subject to disciplinary action. Residents are responsible for the behavior of their guests at all times. ■ You and your roommate(s) must agree to all visitations. ■ Residents are not permitted to share, sublease, or allow the use of any assigned space to another person. ■ At any time, disruptive guests may be asked to leave the building or leave campus. Failure to do so will result in ■ disciplinary action for the guest as well as the host and the possible issuance of a trespass notice. ■ Residents are responsible for the behavior of their guests at all times.This includes any and all Lake Forest ■ College students who are present in the room. ■ Residents must use their keys and/or identification cards to enter the building. ■ Guests are to be met at the door by the resident they are visiting. ■ Guests are expected to abide by the same College and residence hall policies as the residents. Should a violation occur, the host of the guest will be held accountable, disciplinary action may be taken, the guest may be asked to leave, and a trespass notice may be issued. ★ Lake Forest College Student Guests ○ Residents are responsible for the behavior of their Lake Forest College student guests at all times. ○ After they have officially checked out of their rooms, students may not remain on campus as guests of other students who have not yet checked out. ★ Cohabitation ○ Cohabitation exists when a person who is not assigned to a particular residence hall room or apartment uses that room or apartment as if he/she were a resident of that space. Cohabitation is not permitted in college-owned residences. ○ Examples of this may include, but are not limited to, accessing the room or apartment while the assigned occupants are not present, utilizing a key to enter a room or apartment to which one is not assigned, keeping clothing and other personal belongings in the residence hall or apartment, sleeping overnight in the room/ space on a regular basis, and using the bathroom and shower facilities as if he/she lived in that residence.

Loyola University Chicago ★ Students living in first year residence halls may have overnight guests with the ​ ​ following provisions: ○ i. Non-Loyola guests are permitted to remain in a room or on a floor during the following visitation hours: 6:00 AM until 12:00 AM, Sunday through Thursday; and 6:00 AM until 2:00 AM on Friday and Saturday. ○ ii. Residents may host overnight guests if they have the consent of their roommates and are in accordance with the roommate agreement. Residents must obtain a guest pass for any overnight guests. Passes will be issued by Residence Life staff during designated hours. ○ iii. A resident can be issued up to 18 one-night guest passes per semester. Each guest pass is valid for one overnight guest. All roommates must agree to allow overnight guests in the room/apartment. Regardless of host, a guest may not stay overnight more than three consecutive nights in a one-month period. The guest pass must be received by Residence Life no later than 10:00 PM on the business day prior to the overnight guests visit to the residence halls. All guest pass requests will be reviewed on a case-by-case basis by a Department of Residence Life staff member. ○ iv. Residents may host members of their immediate family (i.e., parents, guardians, siblings) beyond visitation hours, provided that the resident host has the approval of their roommate(s) and all other guest policies are followed. ○ v. Overnight guests are not permitted between the date of move-in and Labor Day. The first night a first-year student may have an overnight guest is the Tuesday following Labor Day.

Manchester University ★ All residents and their guests are expected to follow the established community hours of the hall in which they are visiting. Residents are accountable and responsible for the conduct of their guests while on residence hall property or immediately adjacent areas, or a residence hall-sponsored or supervised activities. This is true when guests are there by the resident’s explicit invitation and also when the guests are present by the resident’s acquiescence. Entertaining guests is a negotiable issue with a roommate, not an inalienable right. Each student has the right to entertain guests in their room/suite, as long as the roommate's rights to access, privacy and to study and sleep free from disturbance are respected. A resident may not entertain guests in a room over the objections of a roommate. Residents are allowed to have overnight guests for a maximum of two consecutive nights and for no more than 6 nights in any calendar month. The same individual may not be an overnight guest in the residence halls for more than 6 nights in any calendar month, regardless of who is hosting the guest. The overnight guest policy applies even if you are assigned a single room or are currently not assigned a roommate(s). Overnight guest visitation is restricted when the residence halls are closed for breaks or holidays. Guest restrooms are located in the lobby area of each residence hall. Guests of opposite sex should use the designated restrooms in the lobby/basement and should not use the community bathrooms on the floor. ★ During special event weekends, children under 10 years of age will be permitted to stay with their host/ hostess with prior special permission from the hall director. Any guest under the age of 18 must complete a waiver including the signature of the parent or guardian. ★ Guest rooms are available for a fee and may be reserved 24 hours in advance by calling Conference Services at 260-982-5551. All guests are subject to the same policies as residents. Guests who violate University regulations may be asked to leave the campus and their host/hostess will be held responsible for their actions.

Marquette University ★ Marquette’s visitation policy outlines the time and manner in which residents may host visitors in their rooms or other areas of the residence halls. The procedures are designed to accommodate visitors in a manner that respects resident concerns for safety and privacy while ensuring an appropriate balance between academic and social needs within each residence hall community. ★ Consistent with Marquette’s ethos statement, this policy establishes expectations that all residents contribute to the development of our residence hall communities by demonstrating respect for themselves and others. ★ At no time should the presence of visitors disrupt the floor and hall communities or supersede a roommate’s right to privacy. ★ Visitation Hours ○ Residents may host up to three visitors at a time during the following hours: ■ 9 a.m. to 1 a.m. Sunday to Thursday ■ 9 a.m. to 2 a.m. Friday and Saturday ○ *and occasions when classes are excused before or after a weekend ○ Twenty-four-hour lounges are available for students and their visitors and are located in common areas of each residence hall. ★ Late-night and Overnight Visitation ○ Residents may host a maximum of two guests beyond the visitation deadline, provided that they are of the same gender as the host, have the approval of their host’s roommate(s) and the guests are pre-registered at the front desk by 10 p.m. the evening of the visit. ○ No one may be registered to stay beyond the visitation deadline for more than two consecutive nights in any one hall. There is no overnight visitation during official break periods, on Halloween eve, Halloween night, St. Patrick’s Day eve or St. Patrick’s Day. The university reserves the right to suspend overnight visitation when special circumstances warrant ★ Family Late-night and Overnight Visitation ○ Residents may host members of their immediate families, regardless of gender, beyond the visitation deadline, provided that they have the approval of their roommate(s), and the family member guests are pre-registered at the front desk by 10 p.m. the evening of the visit. ○ Residents who wish to host any guests who are under the age of 18 must provide a completed Family Guest Program Parental Consent and Medical Information ​ Form, signed by their parent or guardian, to their residence hall director at least ​ three working days before the visit. ○ All other visitation procedures, including maximum number of late-night and overnight guests, length of stay, and sign-in and escort procedures, apply to family guests. ★ Within-hall Visitation Hours ○ Same-gender visitors — There is no restriction on when residents of the same building may visit if they are of the same gender. Males may visit males and females may visit females at any time, as long as the visitation does not interfere with the privacy and study needs of roommates and other residents. ○ Opposite-gender visitors — Residents living in a coed hall/floor may have other residents of that hall/floor who are of the opposite gender visit in their rooms or on their floors during the regular visitation hours only: ■ 9 a.m. to 1 a.m. Sunday to Thursday ■ 9 a.m. to 2 a.m. Friday and Saturday* *and occasions when classes are excused before or after a weekend. ★ Students may use the 24-hour lounges that are located in common areas of each residence hall.

Northwestern University ★ A resident may have overnight guests, limited to one guest per resident at any one time with approval of all roommates/suitemates. Overnight guest privileges are limited to a maximum of three consecutive nights and a total of seven nights per resident per quarter. A guest is defined as any person who does not have a contract to live in a given space. ★ A resident may host non-overnight guests at any time with approval of all roommates/suitemates. All guests who are not residents of the building must be escorted by a resident at all times and must be registered with the security monitor on duty. ★ No individual resident, overnight guest, or visitor may use the residence hall’s washroom facilities designated for use by the opposite sex.

Otterbein University ★ Overnight Visitation ○ Overnight guests may reside with the student in his/her residence hall room, theme house or Commons apartment provided the roommate/house/apartment mates of the resident agree, the overnight guest agrees to follow all housing and campus policies and the resident registers his/her overnight guest with the hall director and/or Office of Residence Life. Residents shall take full responsibility for the actions of their guests including any violations of campus policies. Traditional and Suite-Style Residence Halls, Theme Houses, Sorority and Fraternity Houses residents may only have overnight guests of the same sex (except during Little Sibs Weekend when the policy is slightly adjusted.) Guests may stay for a maximum of two nights in a row with only the approval of their room/suite/house/apartment mates (guest must still be registered with the hall director). Special written permission from the hall director is required for a guest staying up to four nights. Guests staying longer than four nights must have written permission from the Director of Residence Life for a stay up to seven consecutive nights. To request permission, students should email the Director of Residence Life with the name of their guest and dates of requested visitation at least 48 hours before the visit is to begin. Guests may not stay longer than seven nights in the residence halls, theme houses or Commons apartments at any one period of time or stay for more than two periods of seven consecutive nights during an academic year.

Purdue University

● “First Street Towers, Hawkins, Hillenbrand, Hilltop Apartments, Third Street Suites, and UR Boiler Apartments have 24-hour visitation, 7 days per week. In all other undergraduate residences, including any temporary assignment space for beginning students, guests are permitted Sunday - Thursday from 8 a.m. to 2 a.m. the following day. There is 24-hours visitation from 8 a.m. Friday until 2 a.m. Monday. Weekend hours will be in effect for the following holidays: Labor Day, October Break and Martin Luther King Jr. Day. Individual residences may modify guest hours to be more restrictive than outlined above for special situations, programs or to assist with stated club preference, such as during finals week. Under all circumstances and at all times, the privacy of your roommate will take priority over a guest.” ● “In accordance with the guest hours’ policy, overnight guests may stay no more than three consecutive nights. Two guests can stay in one room. A person’s presence on a regular or continued basis without a formal contract or assignment is considered cohabitation and will not be permitted.” ● “Hawkins Hall: Personal guests of Hawkins residents must abide by the defined rules ​ and regulations for the facilities. Restroom facilities for guests are usually located in each floor’s public areas. If you need assistance locating these facilities, please ask the staff. Overnight guests may not stay more than five consecutive nights.” ● “At Hawkins Hall, quiet hours are 24 hours a day and 7 days a week. The main lobby area of Hawkins is open to the public. All other facilities and property of Hawkins Hall are for the residents under contract, their invited personal guests, staff in the performance of their normal duties and vendors authorized by University policy and contract.”

St. Norbert University

● “Visitation is a privilege granted to students in residence halls who agree to supervise and regulate themselves and their guests. Residents should escort their guests while in the building at all times.” ● “There is no restriction on when SNC students may visit other SNC students. Students may visit students at any time, as long as the visitation does not interfere with the privacy and study needs of roommates and other residents.” ● “Ongoing issues related to privacy and study needs will be addressed by the residents with the help of the Resident Assistant (RA). The RA should assess the situation and ask that the guest leave the hall. If the guest or the student is not willing to comply with the request the RA should contact Campus Safety.”

Non-SNC Student Visitation Policy

● “If a resident is having a non-SNC student visit, they must submit a guest registration ​ form online Atlas 24 hours in advance and by 12pm on Friday for weekend visits. This ​ form establishes the following for non-SNC visitors:” ○ “The resident acknowledges that they are taking full responsibility for the guest's actions” ○ “The resident will signify the number of days the guest is staying (no more than 3 nights maximum)” ○ “The resident will receive confirmation from their roommate(s) (if applicable) to acknowledge that they are comfortable with the guest staying”

Host Responsibility

● “Residents are responsible for ensuring that their guests and visitors abide by College policies and procedures. Residents are accountable for the behavior of their guests and visitors, and are subject to disciplinary action if a guest or visitor violates a policy or procedure. SNC students are expected to accompany their guests while in their housing unit. Guests should not be in the building without their SNC student host or have possession of room keys/building access cards.”

Visitation Violations

● “Students are expected to abide by all policies within campus owned housing units. Any student found responsible in violation of a policy is subject to revocation of visitation privileges and other sanctions outlined in The Citizen. Visitation privileges may also be revoked for other conduct-related reasons.”

Taylor University

● “Statement of Open Visitation and Open House” ○ “Open house hours have been established by the department of residence life and are treated as a formal hall program. During certain established hours, students may visit the resi- dencehallroomsofmembersoftheoppositesex. Residence halls may have two regularly” ○ “Scheduled open houses per week,which most commonly occur during the weekend. These hours are Friday or Saturday 7:00pm – 12:00am and Sunday 1:00pm – 5:00pm. Students are made aware of open house hours at the beginning of each semester and those hours are posted throughout each residence hall.” ○ “Students entertaining guests during open house are responsible to ensure the following: room doors must be open at least 6 inches, room lights must be kept on at all times and guests must leave as soon as the open house hours have ended. Although the residence life staff monitors open house, all students are responsible for the above stated policies.” ○ “Students or guests (including relatives) are not to be in the housing area of the opposite sex without prior approval of the Residence Hall Director. All students present in a room where an open house violation occurs will be subject to a $50 fine. Additional disciplinary action may be taken if deemed necessary.”

University of Evansville

● “Guests. With the roommate’s consent, residents may have guests of the same gender stay in their rooms, providing the stay is no longer than three days within a 10-day period and that the guests do not disrupt the normal activities of the floor. It is recommended that residents notify the RA when having a guest stay in their room. ● In Village properties, a guest of the same gender can stay under the same guideline with ​ ​ the approval of other people living in the unit. ● Guests are subject to all University and residence life rules and regulations. Students are responsible for the actions of their guests. Guest rooms are available in select halls as space permits. ● Visitation. The room visitation policy on designated floors permits men and women students to meet socially in each other’s residence hall rooms on a limited schedule. On restricted visitation floors, visitation is permitted Sunday through Thursday from 10:00 a.m. to midnight, and on Friday and Saturday from 10:00 a.m. to 2:00 a.m. There are also several 24-hour visitation floors available within the residence halls. Village units are 24-hour visitation properties and follow the same guest policies as residence halls. ● The following information is added to provide the rationale and approach related to the Visitation Policy: ○ UE students’ primary purpose is to achieve academic success. We strive to create living environments within the residence halls that are conducive to study, sleep and healthy living. The right of any person to sleep, study, or simply enjoy privacy will always take precedence over a person’s privilege to host guests/visitors in the room. We believe that a person should not be compelled to leave the room in order to accommodate a guest or visitor, nor should he or she be placed in situations that might cause embarrassment or inconvenience. It is for these reasons that we have set up policies regarding visitation, guests and escorts. ○ Several floors on the lower levels of the residence halls, on coed floors, and in Powell Hall are designated as 24 Hour Visitation Floors. Having a floor designated as 24 hour visitation is a privilege and not a right. The basic principles outlined in the paragraph above pertaining to the rights of people to be free of feeling compelled to accommodate another person’s guest or visitor is highly applicable here. The success of these floors depend on the maturity and responsibility of the students who live on these floors. ○ There are several floors that are traditionally restricted visitation. Each year we designate a number of restricted visitation floors geared primarily toward new students and those who may feel more comfortable in this setting. In doing so, we believe that the added structure has helped to create a more supportive environment for these students. In preparing for the following year our office projects what the class make-up might be on the floors and make adjustments accordingly. These floor visitation designations are then set for the following year. ○ At the beginning of the year, if a floor has an upper-class population greater than 50%, a floor can request to change the visitation designation. This must be a unanimous decision of residents of the floor (excluding the RA). If this is successful, a request must be forwarded to the Director of Residence Life for final approval. If approved, the floor will be designated as 24 Hour Visitation for the remainder of the academic year. ○ Escort. Guests must be escorted at all times by a resident of the building.”

University of Illinois Chicago ● “Resident students are always responsible for the actions of their guests. Guests must be signed in and out at all times and escorted by the resident host at all times. A guest is defined as any individual who does not reside within your specific room. The following conduct is expressly prohibited. ○ “Failing to properly supervise your guest - all guest(s) must be escorted by the hosting resident at all Guests are not permitted in the halls if the hosting resident is not present. The host will be responsible for informing their guest of all University and Campus Housing policies and regulations. The host may be subject to conduct action for their guest’s misconduct and may be liable for any damage caused by them. Residence hall staff reserve the right to immediately escort from the building non-residents who are exhibiting behavior described as inappropriate in the Resident Student Handbook. A resident may not host a guest in the resident halls who is not permitted to visit due to previous violations of policy of violations of policy or other conditions as determined by the residence hall staff; the host will be held liable for conduct action and the guest will be asked to leave immediately.” ■ “Failing to follow the guest prescribed guest Residents may only have up to three (3) guests total at any one time in their room; in JST, MRH, and TBH, the total number of guests in an apartment or suite is limited to 12.” ■ “Allowing a guest into a residence hall without following required security, All guests need to be signed in and out at the front desk 24 hours a day. UIC student guests should provide their i-Card; non-UIC guests should provide government issued photo ID. Exceptions for other IDs may be approved by the Resident Director or their designee. If a guest is not properly signed out, the resident will receive guest verification emails, which may result in a conversation with Campus Housing staff.” ■ “Failure to comply with the following provisions for certain special populations of guests” ● “An overnight guest must be at least 10 years of age. University of Notre Dame ● “In the residence halls, Notre Dame students are expected to register overnight guests with the Rector. Students are also expected to obtain prior permission from the Rector before admitting any visitor under the age of 18 to a residence hall. On home football weekends, and any other weekend that may be suggested by the Office of Residential Life, residence hall staff may request that guests provide identification before entering a residence hall.” ● “In consultation with the Office of Residential Life, Rectors may establish guidelines with respect to guests in addition to those stated in these paragraphs.”

Western Michigan University ● “All guests must be at least 18 years old. You are limited to two guests at any one time and guests must check in at the hall desk to be admitted after 8 p.m. Guests must provide picture identification to be signed into the hall (state identification, passport, military identification or WMU Bronco Card). Overnight guests are permitted with roommate/suitemate approval and may not stay more than two nights. No cohabitation is allowed. You are responsible for your guests’ behavior and must escort your guests at all times in the hall.”

Wheaton College ● Students have to receive permission from their RAs to be able to have persons of the opposite gender in their room, at any hour ● While students are in a room of a student of the opposite gender, they must keep the door open at all times ○ “No overnight guest of the opposite sex is permitted at any time in student housing.” ○ “All guests of the student should be the student's peers and friends. ○ “Parents and other adults should not be invited to stay in College housing.” ○ “Guests are limited to three-day visits, and guests in the residence halls must be registered with the Resident Assistant.” ○ “Students may not offer their housing spaces for rent or on Airbnb.” ○ “Wheaton does not offer any other guest housing.”

Xavier University

● “The resident of the hall must register and escort their Guest to the room for a visit and must accompany the guest at all times. Guests must abide by XU policies and should not impose upon the rights and privileges of any other resident. Each Hall has a specific time that guests must enter and leave through the main entrance only. Residents are responsible for informing their guests of XU policies and will be held accountable for the behavior of their guests. Residents are responsible for all items found in their rooms and for all activities, which occur in their room.” ● “A non-resident in a residence hall at any time other than visitation hours is in violation of the visitation policy and may be banned from the Residence Hall.” ● “Overnight guests may be allowed if roommate agrees. A form must be completed and signed by all residents of the room, roommate and suit mates. A vacant room will be the first consideration for available space. Guests and sponsors must have prior approval from the Office of Housing and Residence Life and the Hall Director before the arrival of the guest to campus. At least 1week prior notice is required. Fees will be assessed for the guest of $40.00 per night and must be paid prior to the visitor arrives. Guests that have been approved will be allowed a 2 day maximum stay in the Residence Hall. Guests are not allowed during University Holidays or break.”
