1 Introduction

1. The initial environmental examination (IEE) report of Baglung-Kushmisera road subproject in Baglung district has already been approved by the present Ministry of Federal Affairs & Local Development (MoFALD) then the Ministry of Local Development (MLD) on 19th Shrawan 2067 BS (4th August 2010 AD) and concurrence has been given by the Asian Development Bank (ADB) on 27th April 2010 AD (14th Chaitra 2066 BS). Total length of the road is 21.52 km and this passes through , Paiyupata, & VDCs. Under DRILP, it has been proposed for the upgrading through gravelling of the existing road from fair weather to all weather road standard. However, the road construction work has not been started in DRILP. District Development Committee (DDC) Baglung intends to undertake the construction work in DRILP-AF from Kathe Khola Bridge to Tallo Sarangi (14.380 km length) within four VDCs namely Bhakunde, Paiyupata, Narayansthan & Amalachaur. Starting point is shifted to 620 m ahead from Maldhunga to Kathekola. However, present chainage of starting point Kathekhola is taken as Ch 0+620.

2. As per the Project Administration Manual (PAM) of DRILP-AF, additional requirements related to environmental safeguards have been included for Baglung-Kushmisera road subproject (Kathekhola - Tallo Sarange road section). 2 Implementation Status

3. Since construction of this section of the road has not been started yet, there is no implementation of any environmental safeguard activities.

3 Additional Requirements

4. Following additional requirements will be needed for the implementation of Baglung- Kushmisera road subproject according to PAM of DRILP-AF.

3.1 Grievance Redress Mechanism 5. A Grievance Redress Committee (GRC) has already been set-up for resettlement purpose. The same GRC has been reformed in order to address environmental related concerns and grievances of the local communities and affected parties as given in Due Diligence Report of Social Safeguards (resettlement). The GRC comprises of representatives from local authorities, affected parties and well-reputed persons as mutually agreed with the local authorities and affected persons. The chief of the Environmental and Social Unit of District Development Committee (DDC) represents the implementing agency in the GRC. This committee will address the subproject related grievances of the affected parties and will provide them a public forum to raise their concern or objections.

3.2 Establishment of Safeguard Desk 6. The safeguard desk has been established in DDC, Baglung comprising environment and social safeguard personnel with a focal person Mr. Yama Kant Pandey, Planning, Monitoring

& Administrative Officer has been assigned as coordinator of the safeguard desk. The desk will conduct regular monitoring of EMP compliance and record them as well as organize monthly safeguard meeting which will be participated by all technical, environment and social team of the District Project Office (DPO) and District Implementation Support Consultant (DISC). The meeting will discuss environmental performance in the subproject works, issues and problems being encountered, agree on their mitigation measures, prepare corrective action plan and ensure their implementation. The desk will also maintain coordination and networking with environmental and social units of DDC and environment section of MoFALD. The safeguard desk will maintain minutes of meeting of each safeguard meeting and through DPO will report all the safeguard matters along with copy of the minutes to the DRILP AF-Project Coordination Unit.

3.3 Compensatory Plantation 7. Though the road alignment passes through Tallo Sarangi Takuri (Ch 14+800 to 15+000) and Dandakharka (Ch 2+700 to 3+050 & 3+475 to 3+525) community forests, no trees need to be felled form these forests. However 1,256 trees from the private land will be removed. For the loss of 1,256 trees from the private land, plantation at the ratio of 1:1 trees will be done by the respective private land owners and seedling and plantation cost (NRs.46,522.24) will be provided to them (refer Appendix I for detail list).

3.4 Public Disclosure 8. Approved IEE report has been kept in the information center of DDC Baglung and uploaded in the websites of DRILP and ADB. Nepali translation of executive summary, identified impacts, recommended mitigation measures and EMP of approved IEE report has been prepared and will be publicly disclosed to the concern VDCs once the approval is obtained and will be reported during progress.

3.5 Consideration of Climate Change Aspects 9. Since this subproject is located in hilly and mountainous area of Nepal which is more vulnerable to environmental and climate change attributes, such as deforestation, cultivation on slopes and slope failure, change in precipitation patterns, higher rainfall intensity causing accelerated soil erosion and landslides, damaging causeways and bridges. Due consideration to climate change aspects have been included during design stage and any further changes in design will also be implemented.

Following climate change adaptation measures will be considered during the construction and operation of this road:  Likely local effects of climate change will be assessed through observation and regular monitoring like drainage system, erosion control etc.  Adequate and timely maintenance and early warning system will be done.  Awareness raising activities will be conducted about climate change issues and adaptation and mitigation measures.  No tree or vegetation will be removed unless absolutely necessary to reduce deforestation and plantation will be done to cut carbon per capita emissions.  Improved Chulho (firewood stoves) will be promoted

3.6 Capacity Building 11. District level staff of DDC, DTO, DPO, DISC and BGs and contractors’ staff will be given awareness raising orientation training to increase their capacity in environmental safeguards. These trainings will be included in rural livelihood improved and capacity and decentralized local governance enhanced output as well as in Resettlement Plan.

4. Environmental Management Action Plan and Cost

12. There is an EMP in the IEE report of this project. However, environmental management action plan (EMAP) has been prepared to include practical mitigation measures that will be implemented during road construction along with the estimated cost. EMAP is given in Table 3 and estimated cost is given in Table 4.

6. Environmental Monitoring and Reporting

14. Regular subproject level environmental monitoring will be done through safeguards desk. The subproject specific monitoring plan contained in the IEE report will be followed. Monitoring will be done by using monitoring checklist (refer Appendix II). The safeguard desk will organize monthly safeguard meeting to discuss environmental performance. The desk will also maintain coordination and networking with environmental and social units of DDC and environment section of MoFALD.

15. Reporting on environmental safeguards in subprojects will be regular, and included as a separate section in the monthly project progress report. Periodic environment monitoring report will be submitted to ADB through PCU for all the subprojects in a trimester basis.

7. Conclusion and recommendation

16. Bio-engineering protection measures will be done to rehabilitate all bare surfaces and to stabilize slopes after the construction of road. Therefore, bioengineering cost has been estimated on actual basis and included in the total project cost. Compensatory plantation will be done in coordination with concerned land owner and DFO Baglung giving priority to local and multiple use species. Budget for compensatory plantation has been estimated based on district rate of current fiscal year according to Ministry of Forest and Soil Conservation Norms, 2060 BS. Basic health facilities and occupational safety gears will be provided in adequate number to all workers. For contractor’s package this will be specified in particular conditions of contract clause. Safeguard desk will be responsible for the implementation, monitoring and reporting of the environmental issues.
