Resumen En este artículo se constata que las zonas extremas de Chile no poseen una estructura que viabilice un modelo de desarrollo homogéneo respecto a las demás regiones, y que dichas diferencias se manifiestan en sus composiciones demográficas y económicas. La hipótesis central de este trabajo es que las regiones extremas del norte y sur-austral son prácticamente invisibles en el contexto económico nacional. Además, se advierte a través de un análisis input-output, que en el desarrollo endógeno de ambas regiones extremas, Arica y Parinacota no es capaz de generar recursos para satisfacer sus propias necesida- des de desarrollo, y que Magallanes y Antártica Chilena al menos ha construido su base económica de manera más formal y diversificada. En mis manos el poemario, que es una verdadera antología lírica sobre Pichilemu y sus diversos alrededores turísticos. Vargas Badilla, con su voz de aedo de la Sexta Región, canta la belleza de esta zona agraria y marina, presentando en sesenta páginas, una poesía compuesta con esa gracia para exponer lo que su alma de artista le sabe inspirar. La obra trae prólogo de Claudio Solar, activo poeta, escritor y conocido comentarista literario de “La Estrella” de Valparaíso, quien en parte señala: “Sencillez, afecto, romanticismo, luminosidad, y colorido en las imágenes - se derraman azules, verdes, rosas - que contrastan con el blanco de la sal de Cáhuil. José Vargas es un gran cantor al que, tal vez, le falta la guitarra. Coi-rijamos, la tiene: Es su gran corazón de amigo y de poeta”. Conviene presentar algo de su producción reciente: Apología de Pichilemu - Elogio de Ciruelos - Laguna de Cáhuil - Infiernillo - Punta de Lobos - Romancero pichilemino - El parque “Agustín Ross” - Apología de El Copao - etc. También “La Niña de Pichilemu”, que me atrevo a transcribir totalmente: “Tenía los ojos verdes, / la niña de Pichilemu./ Era gracioso su cuerpo / como la flor del almendro. / Allá en el balneario / suspiraban los labriegos: / ¡Oh que muchacha tan linda / nacida bajo este cielo! / Vestía siempre de blanco / yunpantalónmarinero, / la niña que caminaba / siempre airosa por el publo. /A veces por la mañana / se encaminaba ligero, / hacia el cristal de las aguas / que retrataban su cuerpo.! Chile Doing As the “Gateway”? Can It Strengthen This Function? How? 2
11 DISTRIBUTION AND LOGISTICS This chapter will focus on two main subjects: 1. “Gateway”—How is Chile doing as the “gateway”? Can it strengthen this function? How? 2. Logistics for export and import—How are goods transported and distributed in Chile? What are remaining problems? The first subject will place Chile in the international perspectives. The second subject will concentrate on Chile’s domestic systems. 11.1 Chile as the “Gateway”: International Distribution 11.1.1 International Cargo Movements through the “Gateway” Chile’s function as the “gateway” is already a real one though it is still limited in terms of cargo volume. Figure 11.1.1 is reproduced here (originally Figure 10.2.6, Chapter 10) to indicate the extent of that function. As is seen, transit cargos as a whole only account for a fraction of total international movements.1 It is also evident that most of the transit cargos go through the North Zone, to and from Bolivia primarily. The annual total volume of transit cargos (880,000 tons westbound and 510,000 tons eastbound) may be still insignificant compared with Chile’s total handling volumes. Nonetheless, this present picture clearly illustrates a promising possibility that Chile should pursue: its “gateway” function can expand further. To demonstrate this, Chile’s current position in the international distribution and transportation networks particularly with neighboring countries will be reviewed in following sections. 11.1.2 Macro-Region Andina “Macro-region Andina” is a notion proposed and pursued by authorities concerned in Region I. Without any definite boundaries, it roughly covers an area encompassing the southern part of Peru, most of Bolivia, northern part of Argentina, part of Paraguay, and the states of Mato Grosso and Mato Grosso do Sul of Brazil. -

Introduction 1.1 In November 2011, Chile implemented the RNAV 5 navigation specification in the continental RNAV airways in the Flight Information Regions of Antofagasta, Santiago, Puerto Montt and Punta Arenas. 1.2 Until then, Chile had a structure of routes based on ground radioaids and area navigation routes, both established in the same points and trajectories that commercial aviation used for flights planning and flight plans presentation. 1.3 At the ATS / RO 5 meeting held on July 2013, Chile informed about the plan for optimizing the ATS route structure being at that time developed and the implementation of the RNAV 5 navigation specification, in accordance with the trajectories and needs of the route network at the SAM Region. 1.4 The use of area navigation systems (RNAV), air traffic management (ATM) and the use of ATS surveillance systems as a whole, had allowed aircraft to fly more efficient and direct routes compared to that offered by ground radioaids airways network, resulting in a considerable increase in efficiency and PPRC/5 — IP/02 Rev. -

Informe Final REGIÓN DEL LIBERTADOR GRAL. BERNARDO O’HIGGINS "ANÁLISIS REQUERIMIENTOS DE INFRAESTRUCTURA MOP DE APOYO AL TURISMO” Diciembre 2016 INECON S.A. PRESENTACIÓN MINISTERIAL DEL ESTUDIO El resultado de este estudio es producto de un proceso de trabajo conjunto entre el Ministerio de Obras Públicas y el Ministerio de Economía Fomento y Turismo, a través de la Dirección de Planeamiento y la Subsecretaría de Turismo, respectivamente, desarrollado mediante una consultoría con Ingenieros y Economistas Consultores S.A. Como antecedente, podemos afirmar que uno de los sectores económicos que actualmente promueve el desarrollo económico local y entrega oportunidades de empleo y mejores ingresos a la población, chilena o inmigrante, que habita el territorio nacional, es el Turismo. Es por ello que en el año 2015 la Dirección de Planeamiento firmó un Convenio de Cooperación con la Subsecretaría de Turismo del Ministerio de Economía Fomento y Turismo con el objetivo que dicha Subsecretaría informara al Ministerio de Obras Públicas los requerimientos del sector en materia de infraestructura. Frente a ello se acordó dimensionar la problemática elaborando el presente estudio para poder elaborar un Plan Especial en cada región de Infraestructura de apoyo al Turismo, con un diseño participativo elaborado desde los territorios y focalizándose en los 83 destinos turísticos priorizados por la Subsecretaría de Turismo, la cual integró y aportó de manera relevante como contraparte técnica del presente estudio. Este proceso fue innovador, dado que posibilitó al Ministerio de Obras Públicas comprender de mejor manera la temática del turismo, a través de identificar con mayor precisión las obras que se requieren en los destinos turísticos consolidados, potenciales y emergentes, a partir de lo señalado por los actores participantes en los talleres realizados en los diferentes territorios y del trabajo colaborativo con la Subsecretaría de Turismo, cuyas propuestas fueron recogidas en el presente estudio. -

The main argument of this work is that the partnership between the Christian Democratic Party of Chile (PDC) and the United States in this period played a significant role in shaping Chilean politics and thus contributed to its growing polarization. The alliance between the PDC and the United States was based as much on their common views on communism as on their shared ideas about modernization and economic development. Furthermore, the U.S. Embassy in Santiago, headed by men strongly committed to the success of the Christian Democratic project, involved itself heavily in the inner workings of Chilean politics as an informal actor, unable to dictate terms but capable of exerting influence on local actors whose interests converged with those of the United States.
