We have elcom the unique opportunity to e see the future we’ve been working towards taking shape before our eyes which, in turn, inspires more positive change moving forward. The transformation of this community is impressive. Over two years, we watched the Elmira Corning Regional Airport undergo a $61.5 million renovation into a world-class gateway with a modern, yet timeless, design and 60% more floor space. The $14 million 100 West Water project in Elmira will open in early 2019, hosting both commercial tenants and 50 market-rate apartments overlooking the Chemung River. Additional housing projects include Housing Visions, Maple Avenue Apartments - A CDS Housing Community, Libertad, and Capriotti Properties, to name a few. And that isn’t where it stops. This year we’ll start to see the complete revitalization of Arnot Mall beginning with the addition of the Holiday Inn Express and other exciting concepts to modernize our regional shopping experience. We’ll welcome LECOM students into our community. We’ll see the continued development of Airport Corporate Park as Wayfair adds to their already robust workforce and John G. Ullman & Associates completes their renovation of the former WICK office building, bringing even more jobs to Chemung County. For a relatively small and rural New York community, this progress is exceptional. But it’s not easy. The healthy collaboration between organizations like the Chamber, Southern Tier Economic Growth (STEG), Elmira Downtown Development (EDD), Finger Lakes Wine Country, and the business community, local municipalities, County Government, and Regional Economic Development Council have helped to make all of this possible. By working together, we have accomplished so much more than working alone. The following pages present a portrait of our area. The Community Profile highlights some enlightening statistics, which are presented in concert with illustrations that give context to the numbers. The Membership Directory is an account of the community’s firms and friends who have crafted that handsome and prosperous profile. The Chamber of Commerce commends our members. From billion dollar corporate complexes to inspired home-based entrepreneurs, from brand new arrivals to fifth generation locals, from around the corner to around the world, these members are working together for a better economy and a better community for everyone. They have seen our potential and have helped our promising future take shape. With that in mind, I urge you to do business with your fellow members. Without their support of this Chamber and their vision for our community, we wouldn’t be making the outstanding progress we are making, together. And if you are not yet a member, please contact the Chamber and ask how you, too, can be a part of our team and share in our collective success. Welcome! 800.275.2840 MORE NEWS» insideradio.com THE MOST TRUSTED NEWS IN RADIO THURSDAY, AUGUST 20, 2015 In Smaller Markets, Still Lots of Volume. While radio’s largest markets grab most of the attention (and many of the ad dollars), new research from Nielsen shows radio reaches out and touches a large and qualified audience in medium and small markets as well. According to an edition of Nielsen’s Audio Today Report series focused on listeners in the 215 diary-measured markets, 65 million Americans aged 12+ use radio every week, accounting for more than a quarter of all listeners nationwide. The report shows the majority of consumers in these markets are connecting to radio and spending a lot of time listening. More than 86% of consumers in small and medium markets tune in during the week and spend more than 15 hours of their media time with radio. The Nielsen data also shows radio reaches across genders (with an even male-to-female split) and generations—86.8% of baby boomers (aged 50-74), 86.5% of millennials (12-34) and 89.9% of genXers (35-49) are reached by radio in medium and small cities each week. More than 60% of diary market listeners are in the advertiser-friendly 18-54 demographic. No cell has a larger concentration of listeners in these markets than persons 45- 54, accounting for 19% of the radio audience, followed by persons 55-64 and persons 65+ (17% apiece), persons 35-64 (16%) and persons 25-34 (15%). Persons 18-24 (11%) and teens (5%) represent the smallest slices of radio’s demographic pie in small and medium markets.

INTRODUCTION 1. In this Notice of Apparent Liability for Forfeiture (“NAL”), we find that Pembrook Pines Elmira, Ltd. (“Pembrook”), licensee of stations WEHH(AM), Elmira Heights-Horseheads, NY, and WELM(AM), Elmira, NY, and registrant of antenna structure numbers 1008080 and 1008079 in Elmira, NY, apparently willfully and repeatedly violated Sections 17.48(a), 17.51(a), and 73.1745(a) of the Commission's Rules (“Rules”)1 by failing to comply with antenna structure lighting requirements, failing to notify the FAA of an antenna structure light outage, and failing to operate its AM stations consistent with the modes and power authorized in the stations’ licenses. We conclude, pursuant to Section 503(b) of the Communications Act of 1934, as amended (“Act”),2 that Pembrook is apparently liable for a forfeiture in the amount of nineteen thousand dollars ($19,000). II. BACKGROUND 1. Between January 17, 2006, and January 19, 2006, an agent in the Commission’s Buffalo Office conducted an inspection of the Pembrook stations and their associated antennas structures. A.
