SAN JUAN BASIN PUBLIC HEALTH CLASS SPECIFICATION Chief Strategy Officer JOB FAMILY BAND/GRADE/SUBGRADE FLSA STATUS Management E81 Exempt CLASS SUMMARY: This class is the second level in a three-level Management Series. Incumbents serve as a high- level leader and strategist devoted to the management and administration of divisions and functions, reporting to the Executive Director, but working in close collaboration with the Deputy Director of Operations and the Deputy Director of Administrative Services. Incumbents apply advanced management principles to formulate, facilitate and communicate the organization’s vision, initiatives and goals. Incumbents; represent SJBPH; act as an advisor to the chief executive officer and to the Board of Health; develop and implement programs critical to SJBPH; and exercise control and supervision of multiple assigned functions and/or divisions and significant resources/assets. Within the incumbant’s designated division, managerial oversight and responsibilities cross multiple functional units within the organization. The position is responsible for program outcomes across a designated department, as assigned. Incumbents supervise management staff including overseeing and conducting performance evaluations, coordinating training; and implementing hiring, discipline and termination procedures. ESSENTIAL DUTIES: This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of SJBPH. Provides oversight and directs the implementation of operations, programs and functions of designated offices; provides strategic planning, coordinating, administering, and evaluation of programs, processes, systems, and services; prioritizes projects and initiatives in alignment with organizational goals and objectives; Provides guidance and oversight for crosscutting foundational capabilities including: assessment & planning, communications, policy development, partnerships, emergency preparedness and response, social determinants of health, and health equity, providing the capacity and expertise needed to support public health programs Interprets and assesses public health laws, policies and procedures regarding agency operations in compliance with statutes, ordinances, rules and regulations. Serves as the liaison to legal counsel and as the advisor to the chief executive officer and to the Board of Health. Informs and implements policies to meet the community’s health needs. Serves as a primary and expert resource for developing, establishing and maintaining evidence-informed public health policy recommendations that support individual, community and environmental health efforts. Researches and analyzes policies, including legislation, rules, regulations, internal policies, etc. Utilizes evidence-informed data and analytics to assess policy recommendations for unintended consequences or disparate impact. 1 SAN JUAN BASIN PUBLIC HEALTH CLASS SPECIFICATION Chief Strategy Officer Establishe, utilizes and maintains continuous quality improvement processesintegrated into organizational practice, programs and interventions, which align with the national Public Health Accreditation Board (PHAB) Standards. Leads the development, coordinatation, implemention and evaluation of an agency strategic plan that defines and determines the agency’s roles, priorities and direction. Follows accountability, performance and quality standards in accordance with local, state, and federal laws, regulations and policies, including performance standards, performance management standards, descriptive standards and/or quality standards. Represents the Agency in a variety of community groups, agencies and professional organizations and promotes collaboration to achieve organizational strategic goals and objectives; Provides and presents communications and updates on organizational programs, activities, and initiatives. Develops, administers and oversees budget. Reviews financial statements, monitors and approves expenditures and ensures compliance. Oversees and/or negotiates contracts. Drives and maintains the ability to operate a motor vehicle as required in the provision of assigned duties. Performs other duties of a similar nature and level as assigned. 2 SAN JUAN BASIN PUBLIC HEALTH CLASS SPECIFICATION Chief Strategy Officer POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE: Positions assigned to the Strategy Office may be responsible for: ▪ Ensuring the appropriate metrics are in place to measure staff performance and progress towards strategic goals. ▪ Providing expertise, capability development, and leadership to the agency in support of overall organizational effectiveness, organizational change initiatives, strategic plan execution, and organizational architecture; ▪ Conducting a range of activities to assess, analyze, critique and improve current processes and measure performance against standards (QA/QI); ▪ Leading the agency-wide effort for accreditation of the agency and/or individual components (such as PHEP or EH); ▪ Functioning as the Clerk to the Board of Health; ▪ Assisting teams in translating the Public Health Improvement Plan into annual work plans; ▪ Developing a set of tools for communicating data in a digestible format; ▪ Promoting innovation, critical thinking, clear communications and responsible decision-making throughout the agency ▪ Working with Executive team to ensure leadership goals, objectives, priorities, and training plans align with the strategic goals of the organization. ▪ Oversee and sustain the agency-wide vision for and integration of four of the seven public healthcross-cutting foundational capabilities TRAINING AND EXPERIENCE: Bachelor’s degree in a related field and eight years of experience related to area of assignment including four years of management experience. A Master’s degree is preferred. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
