DIGITAL SWITCHOVER DSO — the Swedish experience Per Björkman Sveriges Television AB One of the most interesting, complicated, intriguing and political questions for the upcoming years in Europe will be the question of how to handle the spectrum in the UHF band (470 - 862 MHz). Up to now, this has been the frequency space used for analogue television but with the approaching analogue switch-off, this will change. In Sweden, the last analogue transmitter was shut down a year ago and the process for a new spectrum allocation is up and running at full speed. This article takes a closer look at the situation in Sweden. In Sweden, digital terrestrial transmissions started relatively early. Sweden was actually the second European country to launch DDT services, in March 1999, just a couple of months after the UK. During the subsequent years, it was expanded to five multiplexes (muxes), providing national coverage. Mux 1 is the Public Service (PS) bouquet with an outstanding coverage of 99.8% of the Swedish population. Muxes 2 - 4 cover some 98% of the population and Mux 5 about 70%. Today there are 30+ channels in the digital terrestrial network, most of them on subscription from the pay- TV operator Boxer. However, there is also a free-to-air choice comprising the PS channels and some commercial and local channels. In 2005, the close-down of the three analogue channels started. SVT had two channels – SVT1 on VHF and SVT2 on UHF – and the commercial broadcaster TV4 had one channel in the UHF band. During the close-down period, SVT, TV4, Teracom and the “Swedish Digital Commission” joined forces and launched a massive information campaign to prepare all households for the coming switchover. -

Dear Reader, Articles 11 and 14 of the EU Charter of Fundamental Rights confirm access to information and education as basic human rights. The EU has recently adhered to UN Convention or Right of People with Disabilities. Still over 50 million of deaf or hard of hearing European are deprived of basic human rights simply because they cannot hear programmes broadcasted on TV, they do not understand films in the cinema or plays in the theatre. These reasons have pushed The European Federation of Hard of Hearing People (EFHOH) to launch a pan European campaign in order promote subtitling in audiovisual media in all member states as the easiest solution to grant deaf and hard of hearing people full access to information society. During almost 10 years of our campaign we have gained valuable expertise on this issue which we would like to share with you by/thanks to this information leaflet. Our vision is the full inclusion of people with hearing loss in the society which will only be achieved by giving them full access to media and information. In our opinion 100% of programmes in public TV channels should be subtitled by 2020. We are aware that today we are far from achieving this objective. According to our own research access to subtitles varies strongly/considerably between Member states. We have also found differences in the subtitling access via various teletext pages, which is very confusing to an average user. -

OBJECTIVE ARTICLE 1 The purpose of the Nordisk Film & TV Fond, henceforth referred to as the Fund, is to promote the production and distribution of Nordic audiovisual works of high quality, in accordance with rules set out in the Fund’s statutes and administrative guidelines. STATUS AND ACTIVITIES ARTICLE 2 1. The Fund is subject to the legal requirements that apply to funds in the country in which it is based. 2. The Fund must operate in accordance with its statutes, which are enclosed with this agreement, and with the administrative guidelines laid down by the Fund’s Board. ARTICLE 3 1. The above-mentioned parties (hereinafter referred to as the Parties) to this agreement (the Agreement), agree that the Nordic Council of Ministers (the culture ministers), in consultation with the Parties, will lay down statutes for the Fund’s activities. The statutes must at all times be in accordance with the relevant legislation in the country in which the Fund is based. 2. Metod: Kvalitativ innehållsanalys, intervjuer samt observation Material: Innehållsanalys av åtta dokument om public service, intervjuer med sex anställda på SVT Barnkanalen samt en observation på SVT i Malmö. Resultat: Resultatet av denna studie visar att alla de sex personer som vi varit i kontakt med har sin egen syn på begreppet public service och vad detta innebär i praktiken. Beroende på vad respondenten har för yrkesroll på SVT anges olika definitioner på vad som är det mest centrala kärnvärdet inom public service-television. Kanalcheferna tycks ha en mer övergripande syn på vad public service-uppdraget innebär för dess organisationer. Producenter, inköpare och programledare tycks dock ha en mer branschorienterad syn på uppdraget och har själva plockat ut relevanta komponenter som passar deras yrkesroll. Vi anser att ingen syn på public service- uppdraget är helt fullständig, men adderar vi alla medarbetares tolkningar anser vi att hela public service-uppdraget representeras. Sweden Is Converting to Digital Television! the Switchover to Digital
1/3 Sweden is converting to digital television! Is your television ready? The switchover to digital television is starting! A Riksdag decision The Riksdag has decided that all of Sweden is to convert to digital television broadcasting in the terrestrial network no later than 1 February 2008. Gotland, Gävle and Motala are the first three transmission areas to convert. Gotland will begin 19 September 2005, Gävle on 10 October 2005 and Motala on 21 November 2005. This means that analogue terrestrial broadcasts in these areas will gradually be phased out and completely terminated by 13 December 2005. More channels Digital television provides better images, sound and new services such as electronic programme guides and more advanced text television. Most importantly however, all households will be able to receive more channels. The existing analogue terrestrial network is fully utilized and can only accommodate channels SVT1, SVT2 and TV4, despite the considerable demand for a broader selection. Most households have already arranged more channels via cable or satellite. Digital technology enables as many as between five and seven digital channels to be carried in the space used by analogue signals to carry one channel. The digital terrestrial network has been gradually expanded to generate more space for many more channels. Costs for maintenance and service of two parallel networks – the old analogue and the new digital – is too expensive in the long term which is why we are switching over to acommon television network based on modern technology.
