ISSN 1039-3900 © The Anglican Church of Australia Trust Corporation PREFACE This volume is the tenth edition of The Constitution, Canons and Rules of The Anglican Church of Australia which has become known as "the Green Book". The primary purpose of the Green Book is to provide ready access to current consolidated versions of the Constitution of the Anglican Church of Australia, General Synod canons and rules. It also contains some historical material. This edition incorporates amendments passed up to and including the Sixteenth Session of the General Synod held in Adelaide from 29 June to 3 July 2014. After consultation with regular users of the Green Book, this edition introduces some changes designed to facilitate its use. The book is now arranged into five distinct parts. Part 1 contains the consolidated Constitution; notes on the Constitution with tables of alterations which have come into effect and which have not come into effect; and the text of canons to alter the Constitution which have not yet come into effect. Part 2 comprises consolidated canons arranged in alphabetical order. This is a departure from the past practice of arranging the canons in chronological order. (As in the past, an appendix provides a chronological list of canons.) Repealed canons have been excluded, as in the past. Where a canon repeals and entirely replaces a canon and there is a substantial period between the new canon being passed and coming into effect, both the original canon and the new canon are included. There are two such instances in this edition: the Long Service Leave Canons of 1992 and 2010 and the National Aboriginal and Torres Strait Islander Canons of 1998 and 2014. The Protocols to the National Register Canon have also been included immediately following the National Register Canon 2007. Part 3 sets out rules made by the General Synod. Part 4 contains a number of tables of historical material: Appendix A – a chronological table of all bills and provisional canons passed by the General Synod since 1962. Appendix B – a table of all canons of the General Synod dealing with the Constitutions and Canons Ecclesiastical agreed upon by the Bishops and Clergy of the Province of Canterbury in the year of our Lord 1603 and known as The Canons of 1603. Appendix C – a chronological list of all rules passed by the General Synod since 1962. Appendix D – determinations made by the General Synod before 1962 which may have effect in certain dioceses. The subject index now appears at the end of the book where such indices are conventionally found. The subject index picks up key words from the text of canons and rules and the Constitution and provides more references than past editions. No provisional canons are current. The section previously catering for provisional canons has therefore been deleted in this edition. i Legislation of the General Synod, in the form in which it was passed, has been published in the Proceedings of each session of the Synod. Copies of the legislation as passed are available from the General Synod Office or, more conveniently, from the General Synod website: http://www.anglican.org.au/governance/Pages/constitution.aspx. The website also carries the reports and explanatory memoranda for legislation passed at the Tenth to Sixteenth Sessions of the General Synod and the Proceedings of those Sessions. Law can be a blunt instrument for managing the affairs of a church. At times, it can be all too sharp. It is hoped that the innovations in this edition of the Green Book will better enable those who administer the Church’s affairs to do so wisely, efficiently and, above all, to God’s glory.
