ii Introduction One of the objectives set by the Fourth Phase Government was to improve and promote good governance in order to bring about sustainable development. All of the Government policies, as well as the National Development Vision 2025 and MKUKUTA, have identified the importance of good governance for sustainable development. The principles of good governance include the rule of law, accountability, transparency, and respect for human rights, democracy, and the combating of corruption and embezzlement as well as involving citizens in Government affairs. In a country that respects and promotes good governance, Government promises, directives, and statements need to be monitored in order to ensure that the Government is accountable to those who put it into power. Citizens will be unable to follow-up Government promises if they are not informed about what their Government has promised or what their Government plans to do in order to improve their well-being. With regard to the above weakness, HakiElimu has been following-up as well as collecting promises and directives given by different Government officials through various forms of mass media like newspapers, radio, and television. Also, reference is made to the Hansards when collecting such promises and directives. After collecting these promises and directives, a document called Government Promises, which is issued twice a year; is prepared. This publication includes the name of the official who gave the promise or directive, the place where the statement was made, and the particular newspaper that reported that promise or directive. This information helps ordinary citizens to follow-up on the implementation of such promises or directives. This is the second issue of the publication on Government Promises compiled by HakiElimu for the year 2009. This publication includes promises and directives given by Government officials between July and December 2009. The first publication for this year was issued in July and included promises and directives given by Government officials between January and June 2009. Unlike the first publication, this publication includes promises and directives collected from Hansards in February, June-July, and October 2009. The purpose of this publication is to inform citizens on the promises made by the Government as well as to build their capacity to hold the Government to account. When citizens are aware of what their Government has promised them, it becomes easier for them to monitor the implementation of such promises. This publication can also be used to evaluate the performance of the Government and thus be able to determine its ability in implementing its duties as well as its promises made to its people. The promises and directives contained in this publication include, among others, issues related to education, social welfare, health, democracy, infrastructure, agriculture, traffic safety, and good governance. As in the previous ones, this publication does not explain in details about the promises and directives given; however, it gives general statements related to the particular promise or directive. We hope this publication will encourage citizens to participate effectively in monitoring the performance of their Government.

22 One of the objectives set by the Fourth Phase Government is to improve and promote good governance for sustainable development. The Tanzania Development Vision 2025 and the National Poverty Eradication Strategy (MKUKUTA) have identified good governance as the springboard for sustainable development. One of the main pillars of good governance is accountability and transparency. In a country that respects and adheres to the principles of good governance, promises, directives and statements made by Government officials need to be monitored by citizens in order to ensure that the Government is effectively accountable to those who put it in power. This tracking exercise cannot be effective if the citizens who are supposed to take this responsibility do not know what their Government has promised them or what their Government ought to do in order to improve peoples’ lives. With that regard, HakiElimu has been tracking and monitoring promises and directives given by different Government leaders through various mass media like news papers, radio, television and Hansards. Through that, HakiElimu has been able to prepare and compile a publication titled Government Promises which is issued twice a year. This is the second publication of Government Promises prepared by HakiElimu for 2009 and it includes promises and directives given by Government leaders from July to December 2009. The first series of this booklet was published in July 2009. The main objective of this publication is to inform you as the citizen about what your Government has promised you. The publication also aims at building your capacity so that you are able to hold the Government to account. HakiElimu believes that knowing what the Government has promised you is an incentive for you to monitor the implementation of these promises. The promises and directives found in this publication among others include education, social welfare, health, democracy, infrastructure, agriculture, traffic safety and good governance. Like the previous publications, this also does not give the details of the given promises and directives, it however highlights and gives the general overview of the said promise/directive. It is our hope that this publication will act as a catalyst, as well as be used as the point of departure towards encouraging citizens—including you—to effectively participate in monitoring and tracking the performance of their Government.
