Sliwinski - Peter Josephs, Township Planner provided the following information: The proposed zoning by-law amendment is required as a condition of approval for consent (severance) application B-58-12A(2). The proposed zoning by-law amendment applies to the severed parcel of the land severance application. This parcel has an area of approximately 0.3 hectares, with a frontage of 40.0 metres on Old Norwood Road.

The lands affected by the zoning by-law amendment are currently zoned Rural (RU) in By- law No. 2010-65 of the Township of Otonabee-South Monaghan. The purpose of the Zoning By-law Amendment is to rezone the subject lands from Rural (RU) zone to the Rural Residential (RR) Zone. The Rural Residential (RR) zone will apply only to the severed parcel of severance application B-58-12A(2) and will permit this lot to be developed for a single detached dwelling and accessory uses in accordance with the provisions of the Township's Zoning By-law No. 2010-65.

7 DELEGATIONS

a) Dean DelMastro, MP - Provided brief comments on the Federal Electoral Boundary Matter. It is his intent to address the Electoral Commission and present strong arguments on the rational of having the Peterborough Riding left unchanged. He will also propose as a secondary recommendation to have the Northern and Southern Municipalities have their own Riding, Cavan- Monaghan would be in Peterborough and North Kawartha and Trent Lakes stay with Kawartha Haliburton Brock Riding. If there is no consent with either recommendation the Electoral Boundary Riding could remain as proposed.

b) Karen Jopling, GPAEDC - provided an update on the 1st quarter highlights from the Peterborough Economic Development Corporation as follows: Tourism - supported & promoted hockey day in Canada, working on proposal to host PGA tour - tour of Championship of Canada, Working with RTO8; BAC - Quarter 1 of 2013 seen a total of 31 consultants with both new and existing businesses, produced new promotional video, new brand "Peterborough" is being implemented to be completed by fall; Investment Attraction - China - established strong connections with Ontario/Federal Ministry of Economic Development Staff in Beijing and Shanghai, established positive relationship with AOPA China; London - established strong relationships with 11 Canadian Nuclear companies many of whom require good and services, working with 4 mid-size businesses to relocate & expand current operation; Rural & Ag - Your Local Marketplace & (YLM) 3 month pilot project showcasing individual township directories; Doc Finder - annual goal is to recruit three, currently there are 2 potentials that are in final stages of negotiations.

c) Peter Josephs, Township Planner - Official Plan Update - Mr. Josephs provided a brief summary of the Special Council Meeting that will take place on April 22, 2013 with respect to the Township Official Plan Review and Update. He advised that the special council meeting is not intended to be a statutory public meeting to present a draft Official plan or specific revisions to the Plan. It is an opportunity for Council to discuss the proposed update and to hear from the public about those matters that may be considered in the OP update process.

That the Council of the Township of Otonabee-South Monaghan hereby receives the Closed South Monaghan Landfill 2012 Annual Report prepared by AECOM for information; and further concurs with the following recommendations contained in Section 12 of the Report: a) that the report be submitted to MOE by March 31, 2013 as per the C of A requirements b) that BH20-UL location be sampled twice per year in conjunction with the annual monitoring in the spring and fall c) that the groundwater, surface water and landfill gas program should continue as outlined in Section 4.2 (Groundwater Monitoring Program) at the Site in 2013, however it recommended that the VOC sampling program be revised so that VOC sampling will only be conducted at down gradient monitoring BH12-L/U to the east and BH2-L/U to the south Carried

The proposed zoning by-law amendment applies to the severed and retained parcels of the land severance application, and also to the adjacent lot that the severed parcel is being added to.

The subject lands are currently zoned Rural (RU), Rural Residential (RR) and Shoreline Residential (SR) in By-law No. 2010-65 of the Township of Otonabee-South Monaghan.

The purpose of the Zoning By-law Amendment is to rezone the subject lands as follows:

(1) Rezone the severed parcel from Rural (RU) to Rural Residential (RR); (2) Rezone the retained parcel from Rural (RU) to Rural Residential-24 (RR-24), which will establish a special site-specific zone provision to recognize the existing lot frontage on the turning circle that provides access to the retained parcel; and (3) Rezone the lot being added to from Rural Residential (RR) and Shoreline Residential (SR) to Rural Residential (RR).

No dwellings are being proposed with this zoning application. There are existing dwellings on the retained parcel and the lot being added to.

PUBLIC/AGENCY COMMENTS & SUBMISSIONS

Mr. Allen was in attendance.

There was nobody to speak in favour of or opposition to the proposed zoning by-law amendment.

A letter dated April 18, 2013 was received from Otonabee Region Conservation Authority advising that the Authority has no objection to the proposed zoning by-law amendment.

DECLARATION OF PECUNIARY INTEREST

INTRODUCTION & OVERVIEW

This Special Meeting of Council is being held under Section 26 of the Planning Act to discuss a review of the current Official Plan of the Township of Otonabee-South Monaghan, and revisions that may be required to the Official Plan.

Section 26 of the Planning Act requires a Council of a municipality to review its Official Plan at least every five years to determine if revisions are required.

Before revising the Official Plan, the Council is required to hold a Special Meeting, open to the public, to discuss possible revisions. The meeting is also an opportunity for the public to provide input on issues of concern.

This Special Council Meeting is not intended to be a statutory public meeting to present a draft updated Official Plan or specific revisions to the Plan. It is an opportunity for Council to discuss the proposed update and to hear from the public about those matters that may be considered in the Official Plan review and update process.

CONFIRMATION OF NOTICE

Notice of the Special Council Meeting was given in accordance with Section 26 of the Planning Act. Notice of the meeting was advertised in the Peterborough Examiner on two separate dates: March 9, 2013 and March 16, 2013. Notice was also placed on the Township's website.

Peter Josephs, Township Planner - Planning Report

Mr. Josephs, Township Planner reviewed his planning report dated April 5, 2013 regarding the Township's Official Plan Review and Update. He noted a few areas of interest and implementation policies are: Provincial Legislation and Policies; County of Peterborough Official Plan; General Development Policies and Land Use Policies; land Division Policies and Other areas such as but not limited to: wetland mapping, site alteration policies and trails policy.

The proposed general work plan and proposed timeframe was outlined as follows: Stage 1 - Information collection and background review (April, May & June 2013); Stage 2 - Preparation of Draft Official Plan Amendment (July, August and September 2013); Stage 3 - Public and Agency Review (October and November 2013) and Stage 4 - Final Revisions, Adoption and Submissions (Completion by end of 2013 or early 2014).

QUESTIONS/COMMENTS FROM PUBLIC

Tony Kenny - addressed Council requesting the following be reviewed and taken into consideration during the Official Plan review: look at changing some of the agriculture designations into Rural in South Monaghan ward, shoreline areas to entertain growth, Species at Risk Act, Source Water Protection Act and Lots of Record

Don Wood - Requested Council to look into some Rural designation in and around Whitfield Road area

Lila Carrier - Suggested that the Township and OMAFRA review criteria for designating Agricultural designations as soil conditions are not always suitable for agriculture.

Jim Glenn - Requested Council look at implementation of increased severances in and around the Hamlet area designation; policies on unopened road allowances as they should be made to be constructed to township standards in conjunction with any development due to access issues and potential conflicts between various land owners.

Submission - Sheila McConkey - requested Council review policies with respect to creation of lots via consent versus plans of subdivision the property in question has app. 1200 ft. of frontage on Almeara Drive, as she is attempting to get additional lots without a plan of subdivision, potentially by a different designation in the O.P.

Deputy-Reeve Taylor – requested Council review policies for merger with abutting lands as a condition of agricultural severance as potential farm purchasers may not own adjoining lands.

INTRODUCTION & OVERVIEW

This public open house was held as a result of the elimination of the rural route designations for mailing addresses. Canada Post has been gradually phasing out rural route designations across the country over the last couple of years. Any residents residing in Otonabee-South Monaghan in the Peterborough rural route area will be assigned a new community name and postal code.

The following comments were provided:

Ruth Matthews – in favour of keeping “Indian River” and requested Canada Post review parcel pick-up location (perhaps to Keene rather than Lakefield where it is currently)

Georgina Sleeman – concerned over the re-location of the super mail boxes to Old Norwood Road where she has to pick up her mail.

(Canada Post advised that the relocation of super mail boxes was done as part of an across Canada review of locations to enhance the level of safety for Canada Post workers. This program has been implemented over a couple of years.)

Shari Darling – requested clarification on what is it that the Township is seeking.

Lise Charlebois – expressed concern that was of the understanding that Council had already made a decision and Indian River was not an option.

Rhonda MacDonald – provided Council with a petition from a majority of residents that reside in the Campbelltown Road area in particular Hazel Crescent. She also conveyed the issue of restickering being done with incorrect addresses when restickered. Was pleased that it was a democratic process and was in favour of dividing the postal areas into 3 sections.

Cora Whittington – requested Council to consider utilizing Peterborough with either a prefix or suffix being added. Not being able to utilize Peterborough impacts her business as she optimizes “Peterborough” for marketing purposes.

Dennis ? (Shady Acres) – expressed concern that currently 3 residents on the same street in the same location are receiving mail with different addresses on it.

Paul Hutchinson – wanted clarification on what are the options being considered. If Peterborough is not an option could OSM-Peterborough be considered.

Richard Simpkins – Asked if postal codes could not just be utilized for mail delivery.

Rod MacDonald – Asked if Council was considering a name change as that should be considered first prior to any postal name changes and is Council open to a name change.

Erna Allen – Would like to remain Keene address

Rod MacDonald – Asked how many are interested in a name change.

Edgar Cornish – conveyed his concern over the relocation of the mailboxes. Would like consideration given to hometown address especially if it relates to a business.

Farris Jaboor – Asked if Peterborough is not an option could Peterborough – east/west; Peterborough OSM or OSM Peterborough be used. Need to be able to pinpoint the location on a map.

John White – Asked where the division would be between Keene and Indian River

Karen Phillips – Asked if the issue is to get rid of the rural route numbers

Don Bell – expressed concern over the rerouting of mail and that S.S. 6 is being put on all his mail. Also advised that Otonabee South Monaghan will not fit in a lot of fields when entering the name into a document.

Valerie Stankiewicz – Asked if the street name and postal code is on the document will the mail not be correctly delivered

Harvey Evenden – conveyed displeasure with registered mail and the fact that you have to wait a day or so to pick it up.

Gladys Fowler – expressed concern with the restickering of the mail, and the names are being spelled wrong as well that S.S. 6 is being put on the mail.

Tony Kenny – requested Canada Posts authority to utilize civic addressing for the postal service.

Ian Robinson – with the flexibility of names will the postal codes change.

Mary Stewart – advised she has already changed addressing to Otonabee South Monaghan

Ray Dyck – Asked if anything can be learned from Fed Ex and how they deliver

Marilyn Dyck – Asked how many residents in the brown area of the map are in the 295 telephone exchange.

Joyce Williams – If address is R.R. #1 Keene would that area remain Keene

Marie Carmichael – Asked how communication is going to be conveyed to the residents of OSM that are impacted and what is the timeline.

Mary Elmhirst – asked what other part of Ontario is going through this process

Dave Cornish – advised Indian River comes up under a google search – asked why Keene Post Office cannot be used for parcel pick-up rather than Lakefield.

Don Bell – asked why you cannot just use Otonabee as the name

Cara Wood – Asked how long do residents have to get information to Council prior to a decision being made

Gladys Fowler – would rather be Keene than Otonabee

Harold Sheldon – noted that the first decision should be whether Council was going to change the Township name and secondly if it is more the Peterborough rural route area that is the concern then meet specifically with that area to come up with a name.

Rob McIsaac – asked if the Peterborough area could be blended with Keene or Indian River

Pat Marchen – requested Council look at utilizing the name “Otonabee” as it has historical value.

Canada Post - Further to the April 22, 2013 afternoon meeting it was identified that Council would like to keep Indian River & Keene postal boundaries and look at reconfiguring some of the RR Peterborough addresses to those areas and a new postal area name for the remainder. It was noted that it will be a public process prior to making a final decision.

Area Flooding - Fire Chief Bryan advised that the municipality is experiencing normal spring flood conditions for this area. OSM Fire and Emergency Services Dept. will be conducting a door to door "Notice to Residents "delivery campaign within the next few days to the flood prone areas alerting residents of the potential of flooding. Otonabee Region Conservation Authority's flood warning media release will be distributed as well.

Depends on what time of year but we can see using it even more. I live in Bailieboro I wonder whether the Township of SEL would help with bus shelter costs. I live in Ennismore. I think it will be great to have buses to Keene. I am a student. If my car breaks down, I would have no way to attend my school at Fleming. It would be nice to have transit in Keene as we have a lot of seniors. There is one Senior Complex and another being built for opening in April. I think this is perfect ! Please make it happen ! Should be affordable to seniors. Should stop at the door of Otonabee Crt. aka, The Wrinkle Wranch Would like to see public transport in Peterboro County start small and then increase. Would take the bus between Keene & Peterborough 4 times a day.

1. Need cheap transit not cabs. 2. Should be affordable to seniors - Should stop at the door of Otonabee Crt. aka, The Wrinkle Wranch 3. I think this is perfect ! Please make it happen ! 4. I think it will be great to have buses to Keene. 5. It would be great if they had a wheel-chair accessible vehicle. 6. It would be nice to have wheel-chair vehicles. 7. It would be great for students in the area. 8. There is a need to have transit, but it also depends on the costs. A lot of people are on fixed incomes. But, it would be nice to have access to transit. 9. Not needed at this time. 10. Good idea for people who may use it. My family has vehicles at this time. 11. My household may not use it, but I think it would be great. 12. I wonder whether the Township of SEL would help with bus shelter costs. I live in Ennismore. 13. I think that for the seniors in our community , access to public transportation is a necessity. 14. Live in Lakefield. 15. Depends on what time of year but we can see using it even more. A regular route from Warsaw to a couple of locations in Peterborough each day would enable our family to have less cars on the road. 23. Would take the bus between Keene & Peterborough 4 times a day. 24. Bus service at least twice a day, especially for Lakefield. 25. I am a student. If my car breaks down, I would have no way to attend my school at Fleming. 26. The linking of the various communities is essential for their feasibility & ultimate growth. School bussing of over 2+2 hours a day for the young is ridiculous and even cruel. Elderly trapped in one town diminishes their options, friendships & quality of life. Too much depends on volunteers and their available time & resources, etc. 27. This would be very convenient for many people in the area. I would love to see this happen. I would definitely use it !

MONTHLY ACTIVITIES:

ACTIVITY STATUS/LOCATION INFORMATION Grading Various Roads Full road grading has begun to improve the roads for spring. Roadside brushing Hope mill Rd. Brushing being done for Nelson Rd. sight line improvement and safety. The Corporation of the Township of Otonabee-South Monaghan

COMMENTS:

The Public Works Manager was requested by CAO Wright to look at the area identified as Parts 3 and 4 on Reference Plan 45R-6864 regarding a request to the Township to release the easement of the lands for sale to Tim and Linda Elliott. Part 4 appears to be a former well site and Part 3 provides access. This area may have had value in the past when the well was active. The well was abandoned by the Township and has been decommissioned. As the well is no longer serviced the easement is no longer needed by the Township and may be released.

The ice storm on April 12, damaged trees throughout the Township. Public Works Staff worked approximately100 hours of overtime to clear the roads. The roads have been made safe however many more hours will be required to chip and dispose the branches and trees that remain on the roadsides. Staff will return to chipping as soon as the road sweeping project is completed.

WATER:

As a result of the ice storm there was a hydro outage in Keene. Due to the length of time that the hydro was out the backup generator ran out of fuel and OCWA did not receive a low fuel signal. The generator was refueled and restarted. However the water pressure had dropped to less than allowable limits set by the MOE. OCWA staff issued a boil water notice to all residents on the Municipal system in Keene and notified the Peterborough district health unit. The water was tested 2 times in the 48 hour period following the outage and no negative results were shown and the boil water notice was lifted on April 17.

Transfer Station:

As residents began to clean up their properties after the storm the Township has filled eight 40 cu yard tanks with brush and many more are expected in May. Normally two or three tanks would be filled in April.

8,283 pounds of electronic waste was shipped out in April for a value of $386 sent to the Township.

MONTHLY PROPERTY DEPARTMENT REPORT

RECOMMENDATION: For Council to receive the Property Management Department Report

REPORT BODY:

Trillium Applications: During the month of January we were busy completing drawings and obtaining quotes to meet the requirements of the applications for Trillium. There are three applications that were submitted for funding from the Trillium grant program, one being for a barrier free washroom located on the second floor of the Legion, one for the Villiers Community Centre for new windows and insulation and the last for the Bailieboro Library for a barrier free washroom as well. We have received an email with regards to all the applications asking questions and that is usually a good sign. We normally do not hear until July if we have been successful or not.

Monthly Activities:

The plan to tackle the items listed on the four year plan for all of the municipal facilities is to try to focus on one item per building per month along with general maintenance. We are responding to the calls from the user groups of the buildings and looking after minor repairs or concerns quickly but we have not had too many calls so far.

Legion (Lions) Building (1) We will be meeting with a concrete contractor later this week to discuss how to handle the renovation on the West entry to the building. (2) Awaiting Trillium results

Kawartha Credit Union (1) The threshold of the door has been fixed by pouring concrete. There was a problem of the wood swelling and making it difficult to open and close the door. (2) Windows have been ordered through Bonnivan Windows for the main floor (3) Ceiling in the kitchen has been patched and painted

Bailieboro Library (South Monaghan) (1) Researching the best option for the installation of an automatic door opener to provide barrier free entrance to the building. We are going to assess installing the door opener on the side door so that we can leave the heritage look alone on the front of the building. (2) Awaiting Trillium results

Keene Library (1) The concrete wall inside the elevator shaft has been patched and repaired by Guy Carveth. This is an ongoing issue with the cold air in the winter being able to pass under the door to the elevator from the outside and this creates not only the problem as described but also chills the oil causing it to thicken and create problems for the operation of the car. We have looked after this as a temporary measure with a small heater but this will have to be looked at in the future to enclose.

Medical Centre (1) We have received a complaint that the basement is very cool compared to the main floor. This is due to the main room having one heat duct in the ceiling. Prior to the new furnace being installed there were operational electric heaters which were not shutting off and costing the Township a lot of money. The controller of these units was not operating properly so they had been disconnected. A new furnace was installed last year so I wanted to see how the room faired out over the winter without the addition of the electrical baseboards.

There were plans to widen the doors upstairs to allow for barrier free entrance into the offices but we will be using this funds allocated to this building to install another heat distribution pipe to assist with maintaining the basement level at a decent temperature without raising he temperature upstairs to where it is uncomfortable.

For the 2014 plan we will be including a new A/C unit for the furnace as the current one is about 20 years old.

Stewart Hall (1) The furnace has been ordered for Stewart Hall (2) Locates have been completed for the gas installation (3) Screens have been repaired at the library (4) Sump is working well and being monitored

Villiers (1) Foyer of newest addition was repainted (Guy) (2) Awaiting Trillium results

Municipal Office (1) The roof leak(s) are being addressed on a maintenance level at the moment but we are getting estimates on repairing the roof versus installing a new pitched roof over top of the existing flat roof (has a very low pitch). This will be discussed at the next Property Committee meeting.

A tour was held with the new CAO on April 26th to brief her on the municipal properties and ongoing issues.

SUMMARY The Building / Property departments have been working hard to keep our facilities safe and functional for our residents. Guy and I do our best to deal with any situations that arise as quickly as possible to ensure no further damage is done to the buildings. If you have any questions regarding this report I will be in attendance at the May 6th meeting to answer your questions.

Recommendation: THAT Council establish the following workshops for the Official Plan update and review: June 3, 10 & 17, 2013 ______

The purpose of the workshops is to provide Council with the opportunity to review a series of discussion papers prepared by the Planner. These sessions would be held in the Council Chambers and would include a lunch break. Council needs to confirm the proposed dates and times for these OP workshops as well as their availability to attend.

Workshop #1 – June 3, 2013 (9:00 am – 2:00 pm) Focus: Growth Management, Hamlets & Existing Residential

Workshop #2 – June 10, 2013 (9:00 am – 2:00 pm) Focus: Rural & Agricultural Designations and Rural Policies, including consents

Workshop #3 – June 17, 2013 (9:00 am – 2:00 pm) Focus: Employment, Shoreline, Commercial and Other Policies

Following the workshops a report will be prepared for the June 24th, 2013 Council meeting recommending the next steps in the process.

Whereas the Township of Otonabee-South Monaghan operates a Transfer Station on Drummond Line for use by residents of Otonabee-South Monaghan;

And Whereas Council deems it necessary to establish fees for the use of the said Transfer Station;

Now Therefore the Council of the Corporation of the Township of Otonabee-South Monaghan hereby enacts as follows:

1. That charges for the depositing of household garbage in the Township of Otonabee-South Monaghan Transfer Station shall be established as shown on Schedule “A” attached to and forming part of this By-law.

3. That by-law 2013-16 is hereby repealed.

DEFINITIONS: in this schedule:

1. “Household Garbage” means waste materials generated in residential units in the geographic area of the Township of Otonabee-South Monaghan. Household garbage shall be placed in garbage bags.

2. “Garbage Bags” means plastic bags no larger than 30” x 37” maximum capacity, with a minimum of 1.5 gauge thickness and capable of being lifted with 30lbs of contents may be used. Bags must be fastened at the top to ensure they remain closed.

Otonabee-South Monaghan Transfer Station:

When depositing household garbage at the Otonabee-South Monaghan transfer site:

(a) A fee of $2.00 per bag will be charged

Attention: Brampton’s Top 100 Employers

Re: Veterans Affairs Canada – Hire a Veteran Program

Canada’s Veterans are qualified, talented and hardworking men and women with transferable skills that would be an asset to any workforce. The City of Brampton recently announced it would participate in Veterans Affairs Canada (VAC) – Hire a Veteran Program. Brampton is the first Canadian municipality to participate in Hire a Veteran, an initiative which will see more jobs directed to Canadian Veterans transitioning from military careers to the civilian workforce. Each year 4,000 – 5,000 Veterans leave the military at an average release age of 37 years. Local Brampton businesses can benefit from hiring highly skilled and motivated transitioning Canadian Force members and Veterans.

The Council of the Corporation of the City of Brampton passed the following resolution at its meeting of March 27, 2013:

C066-2013 1. That the report from Mayor S. Fennell, dated March 27, 2013, to the Council Meeting of March 27, 2013, re: Veterans Affairs Canada – Hire a Veteran Program be received; and,

2. That a copy of this report and program information be sent to: a) the Royal Canadian Legion Branch 15, Royal Canadian Legion Branch 609 and the Lorne Scots Regiment; b) the Brampton Board of Trade; c) the Top 100 Employers in the business community (incl. email account); d) Sheridan College, the Brampton Civic Hospital and the Peel Regional Police Service; and, e) the Region of Peel and all Ontario municipalities.

The federal program calls on public and private organizations to forward job notifications to a specific email account ([email protected]), maintained by Veterans Affairs Canada. These employment opportunities are then shared with:

VAC employees who work with transitioning Canadian Forces members and Veterans; The Canadian Forces; and National contractors offering vocational related services.

Job notifications will be posted to various job profile banks that Veterans have access to and when appropriate, also shared directly with Veterans who have the required skill sets for a particular employment opportunity. As of the end of March 2013, The City of Brampton’s Human Resource department began forwarding employment opportunities to the Hire a Veteran email account.

I urge all Brampton employers to support this initiative and participate in the Hire a Veteran Program.

OVERVIEW: • Veterans Affairs Canada (VAC) has created a new email address service for organizations to forward employment opportunities to. • These job notifications are then distributed to releasing Canadian Forces (CF) members and Veterans.

Recommendation:

1. That the report from Mayor Susan Fennell, dated March 27'\ 2013, re: Veterans Affairs Canada - Hire a Veteran Program, be received.

Background:

During a recent meeting with Mississauga- MP Eve Adams, Parliamentary Secretary to the Minister of Veterans Affairs, I was informed about a new Hire a Veteran Program launched by the Federal Government.

The program calls on public and private organizations to forward job notifications to a specific email account ([email protected]) maintained by Veterans Affairs. These employment opportunities are then shared with: • VAC employees who work with transitioning CF members and Veterans; • The Canadian Forces; and • National contractors offering vocational related services.

Job notifications will be posted to various job profile banks that Veterans have access to and when appropriate, also shared directly with Veterans who have the required skill sets for a particular employment opportunity.

This program build upon the existing transition programs and services offered by VAC, including VAC's Rehabilitation Program and Career Transition Services Program which help Veterans build upon the leadership and jobs skills gained in their military career and transfer these skills to the civilian workforce.

Veterans are skilled in areas such as: planning, teamwork, communication, management, leadership and skilled trades. These and other transferable skills would be an asset to any workforce, including the City of Brampton's.

Brampton's Participation:

The Chief Administrative Officer, and Human Resource offices, have both been informed of this program. As ofMonday March 25th, Brampton's Human Resource department began forwarding employment opportunities to the abovementioned email account.

If a prospective job seeker (Veteran) is interested in a position with the City of Brampton, they will apply for the posting the same way any other prospective employee would.

I believe corporations and organizations will benefit from hiring highly skilled and motivated transitioning CF members and Veterans. THAT Council receive the CAO`s Report on the trial Farmers Market being organized by the Keene Lions Club at the Lion’s Den (Legion) property on Friday, May 17th from 2 to 6 p.m. and throughout the 2013 summer season as may be determined by the volunteer working group;

AND THAT staff be authorized to provide the following assistance:

 maintenance in the gravel parking area to the south of the building  barricades to separate market area from Heritage Line for pedestrian safety  copying and distribution of customer survey at various Township facilities as well as promotion in the Township newsletter, if space permits  posting of opening event and customer survey on Township website

AND FURTHER THAT a report be made to Council at the end of the season regarding the success of the Keene Farmers Market and any plans to continue or expand the market in future years.

BACKGROUND & INTRODUCTION

Marion Burton on behalf of the Keene Lions Club has been coordinating meetings with local producers and other interested parties to discuss the establishment of a Farmers Market in Keene. This group of volunteers has been researching various operating models for markets, rules and regulations, etc. To kick start the project and provide feedback from the community, a trial market is being proposed for Friday, May 17th from 2 p.m. to 6 p.m.

While only one initial market has been planned, the group hopes to hold a series of markets over the summer and then evaluate whether the market should continue, and if so, more permanent arrangements will be made for future years.

In conjunction with the pilot project, the group is developing a customer survey to determine the specific needs and wants for a Farmers Market in Keene.

ANALYSIS

Operating Model

For the 2013 season, the volunteer group will be operating as an affiliate of the Lions Club. One of the items to be considered at the end of the seasons is whether a non-profit corporation should be established to manage the market and apply for funding.

Location

The Farmers Market location will be at the Lion’s Den, or Legion, property on the corner of Heritage Line and Third Street in Keene. It is anticipated that there will be 10 booth locations set up in front of the building and in the gravel parking area immediately south of the building. Booths will be located close to the building or fence to provide a pedestrian pathway between the market and the sidewalk. To ensure patron safety, a request is being made by the market to borrow Township barricades which would be erected on the street side of the sidewalk to prevent parking in this area and to separate the market goers from the traffic on Heritage Line. This would also ensure that sight lines are maintained at the Third Street intersection and prevent parking on the market side of the street which could inhibit traffic flow.

The market location will be reviewed at the end of 2013 in consultation with the Township.

Market Day and Time

The Friday afternoon market has been selected to coincide with the weekend flow of traffic through Keene. The day and time will not conflict with any other local markets. This is important to ensure producer availability and to not directly compete with other established markets. Set up time will be prior to 1:30 p.m. and all booths are to be removed within one hour of the market close or not later than 7 p.m.

Vendors

All vendors will be producers from Otonabee-South Monaghan. For the initial market day, local producers have been invited based on their participation on the working group as well as local knowledge and listings of producers in OSM, particularly the Keene area. Efforts will be made to ensure that the produce is in fact local and there is a range of products available. The details of the membership requirements are under review and would be finalized based on experience gained during the 2013 season.

Parking

Vendors will be asked to park in the vicinity of the ball diamond after unloading their wares. Public parking areas are available on Heritage Line and Third Street. Efforts will be made to prevent parking which could impact the Fire Department. More detailed discussions will be held with the Fire Chief regarding how best to achieve this goal.

Washrooms

The public washrooms at the end of the Fire Department building on Third Street would be used by the market patrons. Vendors may access the washrooms in the Lion’s Den upon request or use the public washrooms.

Community Booth

It is proposed that a community booth be part of the market. While the details have not been worked out, this booth would generally be offered to a local non- profit group. The day care at North Shore is being approached to see whether they are interested in a booth on the opening day as a fund raiser.

Signage

A local sign company is being approached to see whether they would be willing to provide temporary signs for the market. Temporary directional signs would be located along the roads leading into Keene and at the four corners to alert the travelling public of the market day. The Lions Club sign on the building may also be used or possibly the signboard for the Arena. In the event that the Township is able to coordinate the installation of the digital signboard in 2013, a request would be made to advertise the Farmers Market.

More permanent sign locations would be considered as part of the market review and would be erected in consultation with the County as the road authority.

Opening Ceremony

Plans are underway to celebrate opening day with media coverage, balloons, music, etc. It is hoped that local musicians might be on hand to provide some entertainment. The Reeve may wish to attend the opening to say a few words. If there are any other dignitaries who should be invited, please let Marion Burton and I know. The opening event should also be advertised on the Township website.

Support of Local Business

In addition to supporting local producers, the market is intended to help increase pedestrian traffic for the other businesses in Keene. The CAO will be visiting the local businesses during the week of May 6th to let them know about the plans for the market and opportunities for extended hours or cross promotion.

Customer Survey

To determine customer needs and gauge the public response to the proposed Farmers Market, a survey is being developed. The Township`s assistance is being requested to post the survey on the website and to photocopy the survey for distribution at the Township Offices, Libraries and other local facilities. Insurance

The market will be initially operating under the umbrella of the Lions Club. All vendors will be required to provide proof of insurance and must meet any Health Unit or other government requirements for the sale of their products. No municipal or businesses licenses are required. No alcohol will be served.

BUDGETARY IMPLICATIONS

The requests being made of the Township and others are in kind contributions at this time.

The volunteer group is investigating the possibility of startup funding through Community Futures if the market is established on a permanent basis. This may require the formation of a non-profit group.

RECOMMENDATION:

THAT the Council of the Township of Otonabee-South Monaghan recommends the following addressing option(s) for public consultation: ______(Select Option or Options)

AND THAT that the proposed postal boundaries be developed in consultation with Canada Post and maps be prepared for public posting and circulation;

AND THAT Notice of the public survey be posted on the website and advertised in the Peterborough Examiner with a deadline date of ______for public input;

AND THAT the public survey be included in the upcoming Final Tax Billing in the Otonabee Ward, posted on the website and provided for pick up/drop off at the Township Offices and Library Branch in Keene and Stewart Hall;

AND FINALLY THAT a copy of this report be provided to Canada Post with a copy to the local MP.

Introduction and Background:

In the fall of 2012, approximately 2000 property owners in Otonabee-South Monaghan were informed by Canada Post that their postal address would change effective November 19, 2012. Residents and businesses were given one year to make the necessary changes.

The purpose of the readdressing throughout the County of Peterborough was to eliminate the rural routes emanating from the Peterborough Delivery Centre; to introduce the use of the civic addresses for improved postal delivery; to realign postal addresses to match the municipal boundaries; and to introduce new postal codes where required. The notice, which affected all properties in the rural route areas within the

The Corporation of the Township of Otonabee-South Monaghan Otonabee ward, changed the postal address from a rural route to the civic address and the place name to ``Otonabee-South Monaghan``.

Immediately following the Canada Post notification, residents and businesses reported that the full municipal name is too long for many address databases including financial institutions, government ministries, the municipal tax system and even some Canada Post forms. In addition to the inconvenience and data entry problems, affected property owners voiced their concerns regarding the cost to change letterhead, cheques, business cards and advertising. The loss of community identity and ability to locate the place name on a map were also considered detrimental, particularly for business marketing.

The Township issued a Notice to Residents dated November 30, 2012 supporting a moratorium to give time for Council to meet with Canada Post to discuss options. Council received a report from CAO Christine Wright in December of 2012 suggesting the abbreviation of the municipal name to “OSM-Township” as a possible solution which would be consistent with the Township signs and website branding. Council deferred its decision and requested more information.

The Township met with Canada Post over the winter months to explore options. A subsequent report from the CAO was presented to Council at its March 12th meeting including the ability to change the municipal name as had occurred in the Peterborough municipalities of Selwyn (formerly Smith-Ennismore-Lakefield) and Trent Lakes (Galway- Cavendish-Harvey).

Most recently, Canada Post has advised that historical postal addresses in the Keene and Indian River delivery areas could be used in the rural area if combined with the civic address. However, this option is not available in the portion of Otonabee ward (former rural routes of Peterborough) and a new place name would be required. The Township also has the option of identifying new boundaries for the Keene and Indian River postal areas within Otonabee-South Monaghan which could include all or part of the Peterborough rural route areas in OSM.

An Open House was hosted by the Township on April 22, 2013 to seek input from residents and businesses on the postal address options. Feedback forms were circulated and made available at the Township Offices and on the Township website. A summary of the comments received to date is attached as Schedule A.

At the Council meeting, also held on April 22nd, Township staff was directed to follow up with Canada Post on the addressing options for the Peterborough rural route area and prepare a report for consideration at the May meeting. The intent is to determine preferred options for public consultation as part of the upcoming final tax mailing.

Following public input, Council would then make a final decision and recommendation to Canada Post.

Place Name Options Canada Post has advised that the names submitted by the Township for review (Keene, Indian River, Stewart Hall, Peterborough East, , Peterborough OSM and OSM Peterborough) were reviewed by the National contacts and the usage of any municipal identifier that includes ‘Peterborough’ was discussed. The outcome is ultimately at the discretion of the municipality as to whether they include ‘Peterborough’ as part of a name for a designated area within the municipality.

Mr. Beaton advised that, based on experience at Canada Post where there are locations such as a city and a township utilizing the same name, they fully expect complications with any usage of the word ‘Peterborough’. That being said, if the customer uses the exact usage of the municipal name with the correct street number and name as well as the correct postal code, the implementation of such a name would work.

Canada Post’s concern pertains to postal service for the customers/constituents. Any usage other than the exact street number, street name, municipality name, and postal code could result in items being “returned to sender.” After hearing the concerns expressed regarding mis-delivered mail or undelivered mail for critical documents, Canada Post feels that the implementation of any name that includes Peterborough is not in the customers/constituents best interest for postal delivery.

Options

Based on the comments received from Council, the public and staff a number of options have been identified that could be considered by Council. These options are:

One postal area -New Municipal Name

In accordance with the provisions set out in the Municipal Act, the municipality may change its name to reduce the length. Public notification and consultation is required prior to a name change. To develop a new name which is meaningful to the community, a public consultation process would need to be established as well as some form of decision criteria for “judging” the new name proposals.

It should be noted that addressing changes are occurring only in the Otonabee Ward at this time. According to Canada Post representatives, the postal changes in the South Monaghan Ward will occur at a later date. This would result in not all residents using the new municipal name for postal purposes and could result in some confusion until South Monaghan is readdressed.

This option is not being recommended due to the complexity, cost and timelines required. Based on the public feedback to date, there are only a few people in favour of establishing a new municipal name to resolve a postal issue.

One postal area - OSM-Township

Council could confirm its earlier position that OSM-Township be adopted as an abbreviation for the municipal name. This would be consistent with the Township branding for signage and website. However, it is already known that this name is too long for some address databases. Based on the public feedback, there are concerns that this name is not readily found on any map. As noted above, there could also be confusion in the South Monaghan area of the Township.

This option is not being recommended as it does not address the public concerns raised about the need for a name that is short and easily identifiable.

One postal area - Otonabee (whole ward)

The Township could adopt the place name of Otonabee for the entire Otonabee Ward - both the urban and rural areas. This would be consistent with the geographic area of Otonabee found in legal descriptions etc. This would facilitate a similar future readdressing scheme in the South Monaghan Ward. The downside with this option is

The Corporation of the Township of Otonabee-South Monaghan that the address changes would impact even more residents and businesses, creating even more confusion and loss of community identity in Keene and Indian River.

Given the public response that the postal changes are already causing confusion and concern in relation to a loss of community identity, this option is not being recommended as the disadvantages would outweigh any advantages at this time.

One postal area - Otonabee (rural area only)

Similar to the prior option, the Township could adopt the place name of Otonabee for the rural portion of the Otonabee Ward. This would be consistent with the geographic area of Otonabee found in legal descriptions and would facilitate a similar future readdressing in the South Monaghan Ward.

While the name is historic and is associated with a major river, a concern raised with respect to the use of Otonabee is that you will not find this name on any map. The public preference at the Open House was to use place names that were based on existing urban areas. For this reason, this option is not being recommended.

Two postal areas –Keene and Indian River

Council could recommend the expansion of the Keene and/or Indian River postal areas to cover the whole of the Otonabee Ward. Properties previously in the Peterborough Rural Routes would be assigned to either the Indian River or Keene.

If this option is considered viable by Council, there should be public consultation on the dividing line between the two postal areas. It is recommended that the Township, in consultation with Canada Post, propose a boundary for the postal areas and that a map be developed for public display and distribution as part of a property owner survey.

Three postal areas – Keene, Indian River and Peterborough Hybrid

In addition to the expansion of the Keene and/or Indian River postal areas, Council could decide to create a hybrid name of Peterborough such as Peterborough-East, Peterborough-South or Peterborough-OSM for all or part of the previous rural routes for Peterborough. This option would address the concerns raised, particularly by businesses, regarding the marketing of their location in close proximity to Peterborough.

As part of its decision making process, Council needs to take into consideration the potential and problems that may arise from continued usage of Peterborough as part of a place name within the Township. A hybrid name would exceed the maximum length for certain address databases meaning that people would either need to abbreviate the

The Corporation of the Township of Otonabee-South Monaghan place name (Canada Post requires everyone to use the same) or more likely, people would revert to Peterborough without any Township identifier.

A hybrid name may also cause confusion and/or delays during an emergency response as it may not always be clear to dispatch whether the location is in the City or the Township. Improved emergency response, particularly in boundary areas, is one of the goals of the civic addressing and postal readdressing program.

For this reason, Township officials share the Canada Post concerns about the use of a hybrid name. In the event that Council supports a hybrid name, a determination should be made on:

- whether to consult with the public on the name option(s) and/or - whether to consult with the public on the boundaries - As with the two postal area option, it is recommended that the Township, in consultation with Canada Post, develop the boundaries of the three proposed postal areas and a map to include with any public survey.

Three postal areas – Keene, Indian River and Stewart Hall

To avoid the confusion from the use of Peterborough, Council could recommend the use of Stewart Hall as a postal address in all or a portion of the Peterborough rural route area. The advantage of this option is that an existing urban area name is used which can be found on a map. Based on the public feedback to date, some residents would prefer to be in the Keene postal area, particularly east of Bensfort Road and along the Highway 7 corridor.

If Council favours this option, the boundaries should be developed in consultation with Canada Post and mapped for a public survey. This is the preferred option for staff.

Three postal areas – Keene, Indian River and Name to be Determined

The final option being presented for Council consideration is three postal areas with an expanded area for Keene and/or Indian River and the development of a third area with a new name. Similar to the development of a new municipal name, a process would need to be developed to establish a new name and determine the criteria to “judge” any public submissions.

Unlike the Stewart Hall option above, the name would not be an identifiable place on a map, which was the one of the most common complaints. It is also not clear as to what area should be included within the postal address area as it may depend on the proposed name.

For this reason, this option is not being recommended. In the event that Council wants to consult with the public on this option, further discussion and direction is needed on:

- the criteria for the selection of a new name - what area will be identified for the public consultation

As with the Stewart Hall option, it is recommended that the Township consult with Canada Post to develop the boundaries of the three proposed postal areas and a map to include with any public survey.

Budgetary Implications

Provided that the public survey is one page (questions and front and map on back), there should be no additional cost to add this document to the tax mailing. The mailing/folding machine should be purchased in May and tested in advance of the billing to facilitate this mail out as well as the usual newsletter.

In the event that there are multiple options, it is possible that the insert may exceed the weight and trigger additional postage costs. The Treasurer has estimated this cost at no more than $500. Additional funds would need to be allocated from postage budget.

Public Consultation

At its April 22nd meeting Council discussed the inclusion of a survey in the final tax billing as part of its public consultation. As the tax mailings would go to property owners and in many cases, mortgage companies, it is being recommended that the survey also be made available on the website and at the Township offices.

It is also being suggested that the Township partner with the libraries in Keene and Stewart Hall to provide a pick up and/or drop off location for the surveys. The Bailieboro branch was not included as it is in the South Monaghan ward. If Council thinks that this is a good idea, staff will discuss arrangements with the Library CEO.

Council should provide direction as to whether (or not) they wish to hold Public Open House(s) to present the options and obtain public comment. Based on public feedback, some residents would prefer an evening to an afternoon meeting.

If the Stewart Hall option is being considered, Council may wish to hold an Open House in Stewart Hall to assist in refining the boundaries.

Timelines

If Council selects the preferred option(s), meetings with Canada Post will be arranged at the earliest possible date to discuss suitable boundaries. County GIS would also be contacted to assist with the preparation of maps for the survey and public posting. Staff would also draft a short survey for Council’s review at the next meeting.

The final tax mailing is scheduled for mid June.

If Public Open Houses are being held, the last week of June would be recommended with the deadline for public input by June 30th, 2013 in order that Council may make its final recommendation to Canada Post at its July 15th meeting.

Council needs to provide direction on whether the proposed timeline is reasonable.
