    Political Change and Scottish Nationalism in Dundee 1973-2012 Thomas A W Stewart PhD Thesis University of Edinburgh 2019 Abstract Prior to the 2014 independence referendum, the Scottish National Party’s strongest bastions of support were in rural areas. The sole exception was Dundee, where it has consistently enjoyed levels of support well ahead of the national average, first replacing the Conservatives as the city’s second party in the 1970s before overcoming Labour to become its leading force in the 2000s. Through this period it achieved Westminster representation between 1974 and 1987, and again since 2005, and had won both of its Scottish Parliamentary seats by 2007. This performance has been completely unmatched in any of the country’s other cities. Using a mixture of archival research, oral history interviews, the local press and memoires, this thesis seeks to explain the party’s record of success in Dundee. It will assess the extent to which the character of the city itself, its economy, demography, geography, history, and local media landscape, made Dundee especially prone to Nationalist politics. It will then address the more fundamental importance of the interaction of local political forces that were independent of the city’s nature through an examination of the ability of party machines, key individuals and political strategies to shape the city’s electoral landscape. The local SNP and its main rival throughout the period, the Labour Party, will be analysed in particular detail. The thesis will also take time to delve into the histories of the Conservatives, Liberals and Radical Left within the city and their influence on the fortunes of the SNP.

PURPOSE OF REPORT To update Committee on how a range of funding streams are delivering improvements and enhancing the quality of life of our citizens. 2. RECOMMENDATIONS It is recommended that Committee: (a) Agrees the Community Regeneration Funding allocations for 2019/20 as set out in the table in paragraph 5.1.6. (b) Notes the summary of funding streams that are delivering improvements and enhancing quality of life in communities across the city as set out in section 5 (c) Notes the highlights of some of the key projects completed or supported by these funding streams during 2018/19 as detailed below and attached in Appendices 1 (Community Regeneration) and 2 (Dundee Decides). 3. FINANCIAL IMPLICATIONS This report recommends that a total allocation of £866,935 from the Community Regeneration Funds be made from Capital and Revenue budgets in 2019/20, with £330,774 of this allocated to capital projects. 4. BACKGROUND 4.1 Quality of life for the citizens of Dundee remains one of the key priorities of the City Council and over many years communities have been transformed with new housing, schools, community facilities, play areas, etc building a strong sense of pride and satisfaction within neighbourhoods across the city. 4.2 The Council is committed to further regeneration as our Capital Plan for 2019-2024 sets out a near £350 million building programme for the next five years. This includes projects such as the Waterfront, additional nursery accommodation, community facilities, improvements to parks and greenspaces, affordable and wheelchair housing and the Regional Performance Centre for Sport.

One is of a modern, vibrant city which has undergone a remarkable transformation. Already we have seen the growth of our cultural facilities, innovation in the developing bio-science and digital media industries and the reinvention of the city centre as a real tourist and shopping destination. Building on this is the prospect of a new era of manufacturing offered by renewable energy production and the long term jobs that go with it. Perhaps even more significantly, progress continues towards the creation of V & A Dundee in a building and location which could radically alter the way the city is perceived across the UK and abroad. At the same time there is another Dundee where levels of poverty and deprivation make every day life a struggle for individuals, families and communities across the city; where too many people are more likely to have insufficient income, lower life expectancy, experience higher levels of crime, greater unemployment and lower educational attainment; where children are less likely to achieve positive life outcomes. The Dundee Partnership believes that every person and family in Dundee wants, and should have the right, to share in the success we achieve as a city. Everyone should have the right to be heard and valued and to participate fully in our community and that no one should be denied that because of their economic status.

The overall aims of the report are: • To collate information relating to alcohol-licence provision and alcohol-related harm across Dundee City • To provide the Dundee Licensing Board with a better overall picture of alcohol availability and alcohol-related harm • To inform the overprovision policy that will be developed by the Licensing Board. The report does not include a definition of ‘overprovision’ but instead the focus has been to: • Agree appropriate areas of analysis within which data are available that would be meaningful to local people, LCPPs and elected members • Identify indicators that will allow the overprovision policy to support all 5 licensing objectives (not just the public health objective) • Examine the data in relation to occasional licences and extensions, as well as premises licences • Contribute to the work of the Dundee Licensing Forum and support the decision-making process of the Licensing Board by improving the information available • Present local information with a specific focus on the relationship between alcohol availability and alcohol related harm The report provides Dundee City Licensing Forum and the Licensing Board a more accurate picture of alcohol availability and alcohol related harm across the City.

This has been a productive year within challenging circumstances. This includes responding to impact of Welfare Reform, the levels of inequality which exists in the city, the profiles of signifi- cant number of communities which reflect high levels of deprivation and the demands which people experience in leading their daily lives. There has been considerable movement in relation to the development of new community facilities in the Coldside and Lochee Wards. Also the development of green and open spaces and playparks in Whitfield, Lochee and the West End, some of which have been made possible by community groups raising significant amounts of money to make this possible. Regeneration staff have played a pivotal role in this to ensure that local communities are engaged in the process. Regeneration staff continue to support Regeneration Forums and the three yearly elections were held in April this year resulting in new members being elected to the Forums. The main challenge in the coming year is to co-ordinate and lead the development of the Local Commu- nity Plans from 2017 onwards.

  • Community Learning and Development in Dundee
    #becauseofCLD October 2019 Community Learning and Development in Dundee Learner Journey - Fansa Fansa came to Scotland from Syria in May 2017 with her three adult children. Fansa had no formal education in Syria and wasn’t literate in either Arabic or, her native ESOL Literacies Group (Fansa, centre) language Kurdish. When Fansa first started attending English for Speakers of Other Languages (ESOL) classes with Dundee City Council in October 2017 she would sit with her head in her hands in classes and say she didn’t understand. While she always attended, she seemed overwhelmed by the task of learning a new language in a new country. At the beginning of 2018 Fansa joined a small group to focus on her literacies needs, focusing on phonics, reading and writing using a multi-sensory approach. At that point, Fansa started to engage with learning and her motivation increased dramatically. She has formed a close bond with her classmates from Morocco and Spain, which helped to reduce her social isolation. Fansa currently attends general ESOL classes, her ESOL literacies group and the conversation class. She gets involved in every other opportunity offered to her and she is an extremely motivated and hard-working learner. She can now read and write simple sentences - with great pride and joy! She participates actively in all her groups: striving to do her utmost best in all areas of her learning and encourages other students to engage in class. Fansa is an inspiration to her classmates, the volunteers and the Adult Learning Team. All activities are free unless @IYNNorthEast stated otherwise.
