Findley Professor Goldie Shabad ___________________________ Adviser Political Science Graduate Program Copyright by Yusuf Sarfati 2009 ABSTRACT In the past three decades, religiopolitical actors have asserted themselves as significant political forces in a variety of countries around the world. This dissertation examines the question of why the electoral strength of religious parties increases in democratic societies. In order to answer this question, I use a “most different” case design and compare the rise of the Shas party in Israel and the National Outlook parties in Turkey in the 1990s. The findings suggest that the interaction of three variables accounts for the rise of the religious parties in both countries. This dissertation argues that the existence of a historical sociocultural cleavage, the recent politicization of this cleavage as a result of social change, and the secular states’ co- optation of religion have led to the strengthening of the religiopolitical parties in both countries. Using interviews with party activists, government officials, and other societal actors, the study delineates a causal narrative that links these explanatory variables to the dependent variable. I discuss how Shas and the National Outlook Movement emerged in the context of a politicized sociocultural divide and how these two movements addressed the grievances of the socioculturally marginalized segments of their society by using religion as a meta-narrative in their ideology and in their ii communication with their constituents. Then, I illustrate how the secular states’ co- optation of religion (in the form of including religious actors in the government and increasing state funding for religious education) has unintentionally contributed to the success of the religiopolitical actors by enabling them to have access to the material and cultural resources of the state. This dissertation contributes to several theoretical debates in the social sciences. In the literature on political religion, which has focused on the role of economic, political, and cultural variables, the role of the secular state is understudied. Even scholars who have focused on state policies have not systematically established a causal link between secular state strategies and the growth of religious movements. By systematically illustrating how state strategies of co-optation lead to religiopolitical mobilization, this dissertation aims to expand the boundaries of the literature. By specifying an exact context under which modernization leads to the emergence of religiopolitical actors, the study also contributes to the secularization debate, which lacks any contextualization of the modernization-secularization relationship. Additionally, the dissertation speaks to the theoretical debate in the comparative politics literature about the role of institutions vs. ideas in shaping political outcomes. Through its analysis of ethnoreligious discourses formed around state-funded religious schools, this dissertation reveals how ideas and institutions interact in affecting political change. Finally, through its comparative analysis of religious politics in Israel and Turkey, the dissertation provides insights regarding various arguments made in the literature on democracy and religion. iii Dedicated to my Mom and Dad Ida and Ruben Sarfati iv ACKNOWLEDGMENTS There are many people to whom I am indebted for supporting me as I was completing my dissertation journey. Recent works by Regier (2010), Morson (2011) and Finnegan (2011) offer many important insights into a practice notable both for its ubiquity and yet for its specificity. In this essay I want to consider one of the oldest and most diverse of world cultures from the perspective of quotation. While debates abound as to whether the “cultures of the Jews”2 can be regarded integrally, this essay will suggest that the act of quotation both in literary and oral settings is a constant in Jewish cultural creativity throughout the ages. By attempting to delineate some of the key functions of quotation in these various Jewish contexts, some contribution to the understanding of what is arguably a “universal human propensity” (Finnegan 2011:11) may be made. “All minds quote. Old and new make the warp and woof of every moment. There is not a thread that is not a twist of these two strands. By necessity, by proclivity, and by delight, we all quote.”3 Emerson’s reference to warp and woof is no accident. The "General Stream" (1913), formed by the General Zionist and Revisionist parties, agreed to have secular subjects taught in European-like schools, and to forego formal religious instruction. The "Religious Stream" (1920), formed by Zionist religious parties,' focused on religious and Zionist emphases in its schools. The "Labor Stream" (1926) arose mainly among rural and urban workers, and was imbued with child- centered educational ideals. These three school systems were joined by a fourth group, the "Ultra-Orthodox Agudat Israel Stream" (1948), led by the most religiously demanding group of zealots. A religious and political compromise in 1953, which placed all schools under a Ministry of Education and Culture, is the basis for the five kinds of schools currently operating. State Secular schools enroll 65% of Jewish youths and are considered to be religiously neutral. State Religious schools enroll 25% of Jewish youths, teach the "Bible" as the Word of God, and emphasize the religious nature of holy days. Ultra-Orthodox schools enroll 6.5% of Jewish youths, are extremely religious, require "Bible" study, and are governed by religion in all aspects of life.

The establishment of the Jewish state seemed to force people on the left to choose between competing nationalisms - Israeli, Arab and later, Palestinian. Over time, a number of key developments sharpened the dilemma. My central focus is the evolution of thinking about Israel and the Middle East in the British Labour Party. I examine four critical periods: the creation of Israel in 1948; the Suez war in 1956; the Arab-Israeli war of 1967 and the 1980s, covering mainly the Israeli invasion of Lebanon but also the intifada.     The Challenge of Israel’s Election Results I wrote the following for the latest newsletter of the World Union of Meretz, from the J Street Conference in Washington, DC. Representatives of all of the Israeli opposition gathered there, meeting together with its counterparts from American Jewry, who clearly represent the majority of American Jews. The final polls allowed on Friday the 13th, four days before election day, had given the Zionist Union (Labor & Hatnua) led by Herzog and Livni a lead of 24 to 20 seats, with an even chance to lead the next government. Netanyahu then went into emergency mode, using every demagogic trick in the book to turn the results around. He warned the leadership of the settlers that “the left” was on the verge of winning, and would begin to evacuate settlements, so they mobilized en masse, coming in thousands to Likud strongholds in the outlying and development towns to get out the vote. Mobilizing the extreme right to abandon Naftali Bennet’s Jewish Home party, Lieberman’s Yisrael Beiteinu and the ultra-right Yachad party (led by Shas refugee Eli Yishai in alliance with Kahanist Baruch Marzel), Netanyahu renounced his support for a two-state solution, and on election day warned that Israeli Arabs were voting in droves, being “bussed in by Jewish left-wingers” supported by foreign money. This last claim was ridiculous, since Israeli Arab citizens were simply walking to the polling booths, exercising their democratic right to vote, and energized by the fact that the four Arab parties had united in a Joint Arab List to ensure that they would pass the minimum voter threshold that had been raised to try to prevent them from entering the Knesset.

Without underestimating the significance of security and conflict within the structure of the Israeli state, in this thesis the Arab–Jewish relationship is viewed as just one important cleavage within the Israeli state. Instead of focusing on this single cleavage, this thesis explores the complex structure of cleavages at the heart of the Israeli political system. It introduces the concept of a ‘cleavage pyramid’, whereby divisions are of different saliency to different groups. At the top of the pyramid is division between Arabs and Jews, but one rung down from this are the intra-Jewish divisions, be they religious, ethnic or political in nature. In the case of Shas, the religious and ethnic elements are the most salient. The secular–religious divide is a key fault line in Israel and one in which ultra-orthodox parties like Shas are at the forefront. They and their politically secular counterparts form a key division in Israel, and an exploration of Shas is an insightful means of exploring this division further, its history and causes, and how these groups interact politically.
