By late 2009, when this guide was published, all tests except exam 710 had been converted. The 710 exam was still a paper & pencil test as of the publish date of this guide. They were holding the 710 until last because it is the least used of all Postal exams. Test 710 is primarily used at only two sites … Salt Lake City, UT and Wichita, KS. All the other exams are used nationwide. For this reason, they did not feel compelled to rush the conversion of exam 710 to an electronic test Exam 710 will eventually be converted to an electronic test. Depending upon how far the Postal Service has progressed with its conversions when you take the exam, it may or may not be electronic. But even if the exam you take is electronic, this guide will still provide 100% effective test preparation. You see, in every case when they have converted a paper & pencil test to an electronic exam, the content stayed the same. They did not change anything about the questions or answers. The only differences are that (1) you read the questions on a computer monitor rather than on a piece of paper and (2) you choose answers by clicking a computer mouse rather than by marking with a pencil. Therefore, even if you take the exam on a computer, everything in this guide is 100% accurate and effective except for references to marking with a pencil. As the Postal Service has changed its exams to electronic, they have also been adding a personality profile section to each of them. This is basically a psychological test to

Through rain, sleet, and snow, Postal Service employees deliver more mail every delivery day, per capita, than most countries deliver in a month.1 Even though increases in population size and decreases in household size enlarge the U.S. delivery network to the tune of two million addresses each year, the Postal Service has maintained and even improved service levels while keeping rising postage rates in line with inflation.2 Surveys show that most Americans are pleased with the level of service provided.3 The story of the United States Postal Service begins in 1775, when the Continental Congress named Benjamin Franklin the first American Postmaster General. Franklin and his fellow patriots saw a robust mail system as critical to the nation’s welfare. A healthy postal network facilitated communication among army commanders and the first elected representatives, and representatives and their constituents; newspapers sent through the mail enabled Americans to participate in political life. As directed by Congress, postal officials first extended the mail system geographically, adding mail routes and Post Offices to embrace communities up and down the coast and then westward, keeping pace with the traveling frontier. In the mid-1800s, Congress increased access to the mail by simplifying and lowering letter-postage rates. Later in the century, Congress introduced the convenience that most Americans now expect – free home delivery of mail, first in the city, then in the country.

INTRODUCTION 1. From the earliest days of the Republic, the United States Post Office, now known as the United States Postal Service (USPS), has been essential to our constitutional democracy. Today, the United States Postal Service (USPS) is more important than ever to our democracy, as it is necessary for free and fair elections. Over three-quarters of Americans are potentially eligible to vote by mail in November 2020, and election officials are preparing for a surge in mail-in voting due to the COVID-19 pandemic.
