PM HARIRI is told by President AL-AS SAD that: • It will be Syria, and not France or USA, who selects the next Lebanese President; • President Lahoud represents Syria in Lebanon and will be President for another term; and • He will "break Lebanon over" his and Jumblatt's "head" if they attempt to contradict his will. The December 2003 Meeting: PM HARIRI & President AL-ASSAD • PM HARIRI had previously met President AL-AS SAD in Damascus in Dec. 2003 in the presence of the three senior members of the Syrian Military Intelligence apparatus who oversaw Lebanese public life including Rustom GHAZALEH. • PM HARIRI was: • accused of conspiring against the Syrian regime, being a traitor, and using An N ahar newspaper to incite a policy of opposition to the Syrian regime; • directed to cut all ties with An Nahar, withdraw his people from the Board, and sell his shareholding within 48 hours. • President AL-AS SAD, in the presence of PM HARIRI, instructed Mr GHAZALEH to ensure the sale of the shares and provide him (AL-ASSAD) with a copy ofthe contract (which he later did). "The Damascus Protocol" At the December 2003 meeting, President AL-ASSAD issued further directions to PM HARIRI prohibiting, amongst other things: • Disagreement with the policies of President Lahoud; • Organisation of political rallies; • Public gatherings in support of PM HARIRI around Quraitem Palace; • Attending Friday prayers in public places . 28 Aug. 04 PM HARIRI Initiates Lahoud Extension • Contrary to his original, publicly stated position, PM HARIRI reluctantly initiates the constitutional process at the Council of Ministers to pave the way for the extension of President Lahoud's term. 1 R291374 PUBLIC STL-11-01/T/TC Version 2.0: 16/01/2017 F2938/A01!20170116/R291372-R291405/EN/af • During the session, Marwan HAMADE formally addresses the Council of Ministers strongly opposing the proposed extension. 01 Sept. 04 Growing Calls for Syrian Withdrawal • The Council of Maronite Bishops issue a statement in response to the intended extension of President Lahoud's term calling for Syrian withdrawal, accusing it of widespread interference and manipulation, and treating Lebanon as a Syrian Province. Syrian & Lebanese Re12resentations to UN Security Council Syria makes formal representations to the UNSC objecting to the draft resolution (1559). It makes direct reference to the formal representations sent by Lebanon to the UNSC the previous day which: • Condemned the draft resolution as a US-French attempt to illegitimately interfere in and manipulate Lebanese domestic affairs using the UN Security Council as its tool; • Defended the continued Syrian presence in Lebanon as lawful & serving the common interest; & • Dismissed allegations that Syria supports terrorist organisations in Lebanon as untruthful. 02 Sept. 04 UNSC Resolution 1559 is ado12ted Resolution 1559, submitted by US & France: • Calls for withdrawal of "foreign forces" from Lebanon and free, independent elections within Lebanon; • Expresses grave concern at the "continued presence of armed militias in Lebanon which prevent the [exercise of] full sovereignty over all Lebanese territory"; and • Calls for their disbandment and disarmament. The urgency of the call is emphasised by the special requirement that the UN Secretary General report to the Security Council on its implementation by 01 October 2004 (within 30 days). 03 Sept. 04 President Lahoud's Term Extended • Lebanese Parliament approves the constitutional amendment extending the term of President LAHOUD; • 29 Members of Parliament vote against the amendment including Marwan HAMADE, Pierre GEMA YEL, Antoine GHANEM and Ghattas EL-KHOURY; • Ghattas EL-KHOURY, a well-known objector to the proposed extension, is the subject of concerted attempts to contact him before the vote by key pro-Syrian actors in Lebanon: Rustom GHAZALEH & Nasser KANDIL MP). 04 Sept. 04 Growing 0];1];10sition to Syrian Control in Lebanon • Qornet-Chehwan Gathering hold an Extraordinary meeting at the summer residence of the Maronite Patriarch; • It issues an Accord, as part of a new national pact, condemning the constitutional amendment to extend the Presidential term. TWO: UNSCR 1559, THE BRISTOL GROUP & THE ATTACK ON MARWAN HAMADE 06 Sept. 04 Green 023: First Use by Mustafa BADREDDINE. 07 Sept. 04 Marwan HAMADE Resigns A number of Ministers from Walid JUMBLATT's Democratic Gathering Bloc, including Marwan HAMADE MP, resign in protest at the extension of President Lahoud's term. 13 Sept. 04 PM HARIRI announces that his government will resign by the end of the month. Growing Oggosition to Syrian Control in Lebanon • Walid JUMBLATT's Democratic Gathering bloc publicly announces that it is preparing a "Ten Point" 2 R291375 PUBLIC STL-11-01/T/TC Version 2.0: 16/01/2017 F2938/A01!20170116/R291372-R291405/EN/af document directed, amongst others, at the interference of the Syrian Military & Security apparatus m Lebanon. 15 Sept. 04 PM HARIRI agrees to postpone the resignation of his government until after UN Secretary General Kofi ANNAN has reported to the UN Security Council on the implementation ofUNSCR 1559 (1 October 2004). 16 Sept. 04 Meeting: PM HARIRI & President CHIRAC (in Paris) Salim A YYASH & S9 in An jar/ Syrian Border (contact Wafik SAF A) • Salim A YYASH (Yellow 294) & S9 (Yellow 024) make an unusual journey towards the Anjar/ Syrian border area: they are inactive on the Lebanese network for several hours; • On his outward journey, Salim A YYASH (PMP 935) exchanges calls with Senior Hezbollah Security Official, W afik SAF A 1. 22 Sept. 04 FIRST "BRISTOL GROUP" MEETING • A wide coalition of political blocs and interests jointly opposed to continued Syrian interference in Lebanese affairs meet at the Bristol Hotel, Beirut; • Amongst the topics discussed are the implementation of the Taef agreement, free elections and the resignation of President LAHOUD; • The "Ten Point" document had been publically launched the previous day, when Marwan HAMADE had read from it on behalf of the coalition. Meeting: PM HARIRI & Hassan NASRALLAH • PM HARIRI meets with Hassan NASRALLAH (set-up & usually attended by Hussein KHALIL & Mustafa Nasser 2 ); • Hussein KHALIL contacts W alid JUMBLA TT during the meeting from its vicinity . Meeting: Rustom GHAZALEH in Haret Hreik Immediately after the meeting between PM HARIRI & Hassan NASRALLAH: • Hussein KHALIL calls Rustom GHAZALEH (in West Beirut) twice; • Rustom GHAZALEH moves south towards Dahyieh as he contacts Wafik SAFA & Hussein KHALIL (both in Haret Hreik) in immediate succession; • After ~2 hours of call inactivity, Rustom GHAZALEH uses a cell in the immediate vicinity of the Hezbollah General Secretariae. Meeting: PM HARIRI & Hussein KHALIL • Hussein KHALIL later visits Quraitem Palace ["QP"] and, shortly after his departure, calls Rustom GHAZALEH. 24 Sept. 04 Green 071: First Use by Hassan MERHI. • Earlier in the afternoon, exceptionally, a number linked to two Green phone subscriptions and to "Samir HODROJ" (the subscriber for Mustafa BADREDDINE's PMPs) made two short calls to Wafik SAFA (Senior Hezbollah Security Official); • See also 30 Sept. 04: re. same "HODROJ" linked number and first use of Green 300 by Salim A YYASH . 25 Sept. 04 Meeting: PM HARIRI & Patriarch SPEIR • PM HARIRI meets with the Maronite Patriarch SPEIR in Bkirki . 27 Sept. 04 Meeting: PM HARIRI & Hassan NASRALLAH 1 Their first call since 23 Mar. 04. 2 As per the protocol for Hariri/ Nasrallah meetings 3 In 2004, his phone uses cells in the Haret Hreik area consistent with a meeting (rather than use in transit) on only two previous occasions: 29 April2004 and 1 June 2004 (both involve short calls with Hussein Khalil immediately beforehand).
